But Iron Dome failed to intercept the projectile late Tuesday resulting in a major pipeline belonging to an Israeli state-owned energy company was hit in a rocket attack.

In the worst flare-up of violence in seven years, Israel launched hundreds of airstrikes and Palestinians fired hundreds of missiles so far this week, killing more than 70 people and injuring hundreds more amid rising fears the conflict could spiral into all-out war.

What started as a week of tense clashes in Jerusalem escalated on Wednesday into an aerial conflict and violent unrest on the streets of mixed Arab-Israeli towns.

Meanwhile, US President Joe Biden spoke to Israeli Prime Minister Benjamin Netanyahu on the Israel-Palestine conflict and said he hopes that the hostilities will come to a conclusion.

"My expectation and hope are that this will be closing down sooner than later. But Israel has a right to defend itself when you have thousands of rockets flying into your territory. But I had a conversation for a while with the -- with the Prime Minister of Israel. And I think that -- my hope is that we will see this coming to a conclusion sooner than later," Biden told reporters at the White House.

Gaza rocket attack: Israeli energy pipeline hit as Iron Dome fails to intercept missile

US Secretary of State Antony Blinken implored Israel on Wednesday to avoid civilian deaths, even as he defended the Jewish state's right to attack Gaza in response to Hamas rocket fire.

"I think Israel has an extra burden in trying to do everything they possibly can to avoid civilian casualties, even as it is rightfully responding in defense of its people," Blinken said, calling images of dead Palestinian children "harrowing."

"I have asked Deputy Assistant Secretary of State Hady Amr to go to the region immediately to meet with Israelis and Palestinians … he will urge, on my behalf and on behalf of President (Joe) Biden, a de-escalation of violence."

Weeks of violent clashes in East Jerusalem have ignited the heaviest fighting in years between Israel and Palestinian militants in the Gaza Strip.

At the core of the violence that has left dozens dead are tensions between Israelis and Palestinians over Jerusalem, which contains sites sacred to Judaism, Islam and Christianity.

The tensions, which the United Nations has warned is heading towards "a full-scale war", were triggered by the looming evictions of Palestinian families to make way for Israeli settlers in the Jerusalem neighbourhood of Sheikh Jarrah.

Israel rejects allegations that it targets civilians.

Without referring to any specific incident, Israeli military spokesman Lieutenant-Colonel Jonathan Conricus told reporters: "We are definitely very mindful of civilian casualties in Gaza and we want to minimise them. That's the priority."

Israel said it killed 16 members of the Hamas military wing in a air strike on Gaza on Wednesday and Palestinian militants rained rockets into Israel as global concern mounted over their most intense hostilities in years.

At least 53 people have been killed in Gaza since violence escalated on Monday, according to the Palestinian territory's health ministry. Six people have been killed in Israel, medical officials said.

Israel's Shin Bet security service said the brigade commander for Gaza City was among senior members of the Islamist militant group Hamas who had been killed.

"This is just the beginning. We'll hit them like they've never dreamed possible," Prime Minister Benjamin Netanyahu said in a statement.

Soon after the announcement, a new rocket barrage was fired at the Israeli city of Ashdod and Israeli media said the military was preparing for new salvoes on the Tel Aviv area.

Hamas confirmed the commander's death and the loss of "other leaders and warriors" and said in a statement: "Thousands of leaders and soldiers will follow in their footsteps.".

A Palestinian source said truce efforts by Egypt, Qatar and the United Nations had made no progress to end violence that flared this week after tension during the Muslim fasting month of Ramadan and clashes in East Jerusalem.

The offensive is the heaviest between Israel and Hamas since a 2014 war in the Hamas-ruled enclave, and concern is growing that the situation could spiral out of control.

In Gaza, a multi-storey residential building collapsed after Israel warned its occupants in advance to evacuate, and another was heavily damaged in the air strikes.

Other air strikes hit what Israel's military said were rocket launch sites, Hamas offices and the homes of Hamas leaders. Israeli officials said at least 41 Palestinian fighters have been killed in the Gaza hostilities so far.

Defence Minister Benny Gantz told reporters the Israeli military action would continue until "complete and long-term quiet" was achieved.

Hamas said it fired 210 rockets towards Beersheba in southern Israel and at Tel Aviv overnight in response to the strikes on the tower buildings in Gaza City.

"If they (Israeli forces) want to escalate, the resistance is ready, if they want to stop, the resistance is ready," Hamas leader Ismail Haniyeh said.

Antony Blinken says China acting more aggressively abroad

US Secretary of State Antony Blinken said in an interview that aired on Sunday that China had recently acted "more aggressively abroad" and was behaving "increasingly in adversarial ways."

Asked by CBS News' "60 Minutes" if Washington was heading toward a military confrontation with Beijing, Blinken said: "It's profoundly against the interests of both China and the United States to, to get to that point, or even to head in that direction."

He added: "What we've witnessed over the last several years is China acting more repressively at home and more aggressively abroad. That is a fact."

Asked about the reported theft of hundreds of billions of dollars or more in U.S. trade secrets and intellectual property by China, Blinken said the Biden administration had "real concerns" about the IP issue.

He said it sounded like the actions "of someone who's trying to compete unfairly and increasingly in adversarial ways. But we're much more effective and stronger when we're bringing like-minded and similarly aggrieved countries together to say to Beijing: 'This can't stand and it won't stand.'"

The Chinese Embassy in Washington did not immediately respond on Sunday to a request for comment on Blinken's interview.

On Friday, President Joe Biden's administration said China had fallen short on its commitments to protect American intellectual property in the "Phase 1" U.S.-China trade deal signed last year.

The commitments were part of the sweeping deal between former President Donald Trump's administration and Beijing, which included regulatory changes on agricultural biotechnology and commitments to purchase some $200 billion in U.S. exports over two years.

Blinken arrived in London on Sunday for a G7 foreign ministers meeting where China is one of the issues on the agenda.

In the interview, Blinken said the United States was not aiming to "contain China" but to "uphold this rules-based order - that China is posing a challenge to. Anyone who poses a challenge to that order, we're going to stand up and - and defend it."

Biden has identified competition with China as his administration's greatest foreign policy challenge. In his first speech to Congress last Wednesday, he pledged to maintain a strong U.S. military presence in the Indo-Pacific and to boost U.S. technological development.

Blinken said he speaks to Biden "pretty close to daily."

Last month, Blinken said the United States was concerned about China's aggressive actions against Taiwan and warned it would be a "serious mistake" for anyone to try to change the status quo in the western Pacific by force.

The United States has a long-standing commitment under the Taiwan Relations Act to ensure that self-governing Taiwan has the ability to defend itself and to sustain peace and security in the western Pacific, Blinken said.

Taiwan has complained over the past few months of repeated missions by China's air force near the island, which China claims as its own.

Blinken visits Kabul in show of support after Biden announces troops withdrawal

US Secretary of State Antony Blinken on Thursday began an unannounced visit to Afghanistan. His visit comes amid US plans to withdraw all American troops from the country before the 20th anniversary this year of September 11 terror attacks.

The withdrawal plans are going ahead in spite of a deadlock in peace talks with Taliban. This threatens to leave a power vacuum in Afghanistan. Initially aimed at May 1, the withdrawal plans have been postponed by four months.

Blinken met Afghan President Ashraf Ghani as well as senior US officials in Kabul and brief them on President Joe Biden’s Wednesday announcement he was ending "the forever war", which began in response to the 2001 September 11 attacks.

"I wanted to demonstrate with my visit the ongoing commitment of the United States to the Islamic Republic and the people of Afghanistan," Blinken said after meeting Ghani.

"The partnership is changing, but the partnership is enduring."

The Pentagon has around 2,500 troops in Afghanistan from a high of over 100,000. Thousands more serve as part of a 9,600-strong NATO force, which will withdraw at the same time.

Ever since the US indicated that it wanted to pull out from Afghanistan, there has been marked increase in violence with emboldened Taliban carrying out bombings and assassinations.

"It could cost us losing everything we worked and fought together for in the past 20 years and could risk overall security in Afghanistan," said Metra Mehran, a Kabul-based women's rights activist.

For the US, however, after 20 years and more than 2,400 deaths, enough is enough.

"We cannot continue the cycle of extending or expanding our military presence in Afghanistan hoping to create the ideal conditions for our withdrawal, expecting a different result," Biden said.

The delayed withdrawal -- even by just over four months -- has angered the Taliban, who have threatened to resume hostilities against US forces.

"If the agreement is breached and foreign forces fail to exit our country on the specified date, problems will certainly be compounded and those who failed to comply with the agreement will be held liable," spokesman Zabihullah Mujahid said on Twitter on Wednesday.

US Secretary of State Antony Blinken in Afghanistan on a surprise visit

The United States is "deeply disappointed" by Somalia's approval of legislation that extends the terms of the president and members of parliament by two years, US Secretary of State Antony Blinken said in a statement on Tuesday.

"Implementation of this bill will pose serious obstacles to dialogue and further undermine peace and security in Somalia," Blinken said.

"It will compel the United States to reevaluate our bilateral relations with the Federal Government of Somalia, to include diplomatic engagement and assistance, and to consider all available tools, including sanctions and visa restrictions, to respond to efforts to undermine peace and stability," he said.

Somalia's lower house of parliament voted on Monday to extend President Mohamed Abdullahi Mohamed's four-year term, which expired in February, for another two years. The Senate rejected the move.

Senator Ayub Ismail Yusuf told Reuters the lower house had authority to decide on elections, but Senator Ilyas Ali Hassan from the opposition disagreed.

Lower House speaker Mohamed Mursal Sheikh said the measure would let the country prepare for direct elections.

The political crisis threatens to deepen Somalia's divisions, distracting attention from the fight against the Islamist al Shabab insurgency which has killed thousands of civilians in the region in the past 12 years.

The African Union, European Union, United Nations and regional bloc the Intergovernmental Authority on Development said in a joint statement on Saturday that they would not support any extension of the president's term.

US 'deeply disappointed' by Somalia bill extending terms for president, parliament: Blinken

President Joe Biden announced Wednesday it's "time to end" America's longest war with the unconditional withdrawal of troops from Afghanistan where they have spent two decades in a bloody, largely fruitless battle against the Taliban.

Dubbed the "forever war," the US military onslaught in Afghanistan began in response to the September 11, 2001 terrorist attacks against the United States.

Now, 20 years later -- after almost 2,400 US military and tens of thousands of Afghan deaths -- Biden is naming September 11 as the deadline by which the last US soldiers will have finally departed.

The war is at best at a stalemate.

The internationally backed government in Kabul has only tenuous control in swaths of the country, while the Taliban are growing in strength, with many predicting the insurgency will seek to regain total power once the government's US military umbrella is removed.

In a speech later Wednesday, Biden was to tell Americans that it's time to accept the reality that there's no alternative to a clean break.

"We cannot continue the cycle of extending or expanding our military presence in Afghanistan hoping to create the ideal conditions for our withdrawal, expecting a different result," he was to say, according to excerpts released ahead of his speech.

"I am now the fourth American president to preside over an American troop presence in Afghanistan. Two Republicans. Two Democrats," he said. "I will not pass this responsibility to a fifth."

Biden's decision is not a shock. The war is hugely unpopular among voters and Biden's predecessor Donald Trump had committed to an even earlier exit of May 1.

Biden was set to say in his speech that Washington will continue to support the Afghan government, only not "militarily."

This will mark a profound shift in clout for the beleaguered government and its US and coalition-trained security forces.

A senior administration official said the US military exit would be completed by September 11.

Biden had earlier considered stationing a residual US force to strike at Al-Qaeda or other international jihadist groups in Afghanistan or making withdrawal contingent on progress on the ground or in slow-moving peace talks.

In the end, he decided to leave only personnel to guard installations like the US embassy in Kabul, a senior official said.

"The president has judged that a conditions-based approach, which has been the approach of the past two decades, is a recipe for staying in Afghanistan forever," the official told reporters on condition of anonymity.

US Secretary of State Antony Blinken said the moment had arrived to bring forces back home, and Washington would work out a "coordinated" withdrawal plan with its NATO allies.

Taliban 'confident'

The Biden official said the withdrawal would begin in May and that the delay was largely logistical, with troops possibly out of Afghanistan well before September 11.

The official warned the Taliban -- who are observing a truce with US but not with Afghan forces -- not to strike coalition forces as they leave, saying that in response to any attack "we will hit back hard."

But a threat assessment report published Tuesday by the director of US national intelligence said the Taliban "is confident it can achieve military victory."

The upheaval raises big questions over the future of attempts to modernize Afghanistan, especially for Afghan women who have benefited from increased rights, like access to education.

The Taliban, who enforce an austere brand of Sunni Islam, banned women from schools, offices, music and most of daily life during their 1996-2001 rule over much of Afghanistan. Two decades later, 40 percent of schoolchildren are girls.

Peace effort in Turkey

Biden's decision came as Turkey said it will host a US-backed peace conference from April 24 to May 4 that would bring together the Afghan government, the Taliban and international partners.

But Mohammad Naeem, spokesman for the Taliban office in Qatar, said the insurgents will not participate in any conference on Afghanistan's future "until all foreign forces completely withdraw."

A decade ago, the United States had about 100,000 troops in Afghanistan.

President Joe Biden announced Wednesday it's "time to end" America's longest war with the unconditional withdrawal of troops from Afghanistan where they have spent two decades in a bloody, largely fruitless battle against the Taliban.

Watch | Now, 20 years later -- after almost 2,400 US military and tens of thousands of Afghan deaths -- Biden is naming September 11 as the deadline by which the last US soldiers will have finally departed. "I will not pass this responsibility to a fifth." Biden's decision is not a shock. The war is hugely unpopular among voters and Biden's predecessor Donald Trump had committed to an even earlier exit of May 1. 'Time to bring our forces home': US on Afghan pullout

The Chinese government has warned the United States to refrain from playing with fire, immediately stop official contact with Taiwan in any form.

Chinese Foreign Ministry spokesman Zhao Lijian said that the so-called guidelines for US government interaction with Taiwan counterparts blatantly encourages US government engagement with Taiwan, which severely violates the one-China principle and the three China-US joint communiqués and runs counter to the serious political commitment the US has made to China on the Taiwan question.

"The Taiwan question concerns China’s sovereignty, territorial integrity and core interests. There is zero room for compromise and not an inch to give. We urge the U.S. side to grasp the situation, earnestly abide by the one-China principle and the three China-US joint communiqués, refrain from playing with fire, immediately stop official contact with Taiwan in any form, prudently and properly handle Taiwan-related issues, and avoid sending any wrong signals to the "Taiwan independence" forces, lest it should shake the foundation of China-US relations and peace and stability across the Taiwan Strait," he added.

The United States highlighted a deteriorating picture for human rights across the world on Tuesday.

The State Department released reports on the rights situation last year in nearly 200 countries, which are required annually by law.

The report states that India has several significant human right issues including unlawful and arbitrary killings, restrictions on freedom of expression, corruption and tolerance of violations of religious freedom.

However, it appreciated the restoration of normalcy in Kashmir, saying ''The government continued taking steps to restore normalcy in Jammu and Kashmir by gradually lifting some security and communications restrictions.''

US Secretary of State Antony Blinken said on Thursday that cooperation between allies was more important than at any time in recent history and that relations with NATO and the European Union would be crucial to overcoming challenges.

Speaking on the last day of his three-day visit to Brussels, Blinken continued what many European officials said was a charm offensive to win back the support of allies sidelined during four abrasive years under US President Joe Biden's predecessor Donald Trump.

"I came here very much with one particular focus in mind, and that was to make clear the United States' determination to revitalise our alliances and partnerships," Blinken said alongside Belgium's Foreign Minister Sophie Wilmes.

He later told US diplomats in Brussels he wanted to mend and "modernise" relationships to focus on new challenges, which he has listed as China's rise, COVID-19, climate change, a newly assertive Russia and keeping a technological edge on rivals.

"There's a greater premium than any time since I've been involved in these issues, on finding ways to work together, again," said Blinken, a long-time Biden confidant involved in US foreign policy for decades.

Blinken won European Union support on Wednesday for a US plan to confront Chinese power together through a formal dialogue that Beijing had hoped to avoid, praising EU officials who Trump actively sought to undermine.

"A basic tenet of the Biden-Harris administration is consulting with our friends, early and often," Blinken said.

Biden will address EU leaders via video conference later on Thursday, the first such gesture since President Barack Obama did so in 2009.

Issues remain, however, including Turkey's purchase of Russian missiles and discussions with Moscow to buy more, and the Nord Stream 2 pipeline under construction between Russia and Germany, which Blinken reiterated that Washington opposes.

"Some of our allies are moving in the wrong direction," he said on Wednesday, referring to backsliding on democracy in Hungary, Poland and Turkey, although he did not name countries.

He stressed that alliances need to serve U.S. interests and that NATO allies must help pay for their own security, saying: "We can't sustain effective alliances without showing how they deliver for the American people."

But China's decision on Monday to retaliate strongly against Western sanctions over human rights abuses has appeared to bring Europe and the United States closer together. European governments have summoned Chinese envoys to explain measures against EU nationals that were seen as going far beyond what Brussels imposed.

"We're convinced that it is (through) enduring relationships, like the one between our countries, and like the ones that exist through the European Union and through NATO ... that we can overcome any of these challenges," Blinken said.

Citing the "devastating" COVID-19 pandemic, Blinken promised to work with the EU and NATO on global distribution of vaccines, and to ensure they are prepared for future pandemics.

While insisting Europe does not have to choose between the United States and China, Blinken insisted throughout his trip that the West must show authoritarian states that democracy is a superior system and stand up for liberal values.
