Airstrike kills 40 migrants in Libyan detention centre

Fighting raged around Tripoli and an air strike closed its only functioning airport Monday, as Libyan strongman Khalifa Haftar defied international calls to halt his advance on the capital.

Thousands were also reported by the United Nations to be fleeing the capital city in face of Haftar's surprise assault which has left dozens dead.

The EU's foreign policy chief on Monday added her voice to those urging the eastern strongman to stop his offensive, in the wake of calls for restraint by the UN Security Council and the United States.

"I make a very strong appeal to Libyan leaders and in particular to Haftar to stop all military activities ... and to return to the negotiation table", Federica Mogherini said after talks with EU foreign ministers.

Dozens of people have been killed and thousands displaced in the fighting since Haftar's forces launched their onslaught against Tripoli and its unity government on Thursday.

A security source at Mitiga airport, east of the capital, said no side had yet claimed responsibility for Monday's air raid, which hit a runway without causing casualties.

The civil aviation authority decided "to suspend aerial traffic until further notice" to the capital, said Mohammed Gniwa, a spokesman for national carrier Libyan Airlines.

An airport source, who did want to be named, confirmed the suspension.

The oil-rich north African country has been rocked by violent power struggles between an array of armed groups since the NATO-backed overthrow of dictator Moamer Kadhafi in 2011.

Haftar, a former Kadhafi military chief, has emerged as a major player, his self-styled Libyan National Army backing an administration in the country's east in opposition to the UN-backed Government of National Accord.

Having seized control of much of eastern Libya and buoyed by a series of victories in the desert south, Haftar turned his sights on Tripoli, vowing to "cleanse" it of "terrorists and mercenaries".

'Immediate halt'

After a pause overnight, fighting resumed Monday morning around the capital's destroyed main airport, some 30 kilometres (18 miles) south of Tripoli, and the rural area of Wadi Rabi further east.

World powers have expressed alarm at the violence, saying it threatens to further destabilise Libya and derail UN-led efforts to find a political solution to the country's woes.

The US has appealed for an "immediate halt" to combat operations and the UN Security Council has called on Haftar's forces to stop their advance.

On Sunday Russia blocked proposals for the council to adopt a formal statement, instead insisting that all Libyan forces be urged to stop fighting, diplomats said.

Moscow is a key supporter of Haftar, along with Egypt and the United Arab Emirates.

But the Kremlin on Monday urged "all sides to reject actions that could provoke bloodshed in battle and the deaths of civilians".

Fierce clashes Sunday near Tripoli saw Haftar's fighters and other powerful western Libyan armed groups exchanging fire including air strikes.

Forces backing the Tripoli-based GNA on Sunday announced a counteroffensive dubbed "Volcano of Anger".

Spokesman Colonel Mohamed Gnounou said it was aimed at "purging all Libyan cities of aggressor and illegitimate forces", in reference to Haftar's fighters.

Civil war fears

Unity government health minister A'hmid Omar told Libya's Al-Ahrar television station late Sunday that around 50 people had been wounded along with those killed.

His ministry on Monday put the death toll at 35.

Haftar's forces have said 14 of their fighters have died.

The UN Humanitarian Coordinator in Libya, Maria Ribeiro, said Monday the fighting had displaced more than 2,800 people, blocked rescuers from reaching casualties and damaged electricity lines.

She again urged the warring parties to implement a temporary humanitarian ceasefire.

The previous day, fighting raged throughout a two-hour window set by the UN for a pause in hostilities for civilians and the wounded to flee.

Haftar's offensive has threatened to plunge the country into a full-blown civil war and once again thwart diplomatic efforts to find a solution to Libya's woes.

It was launched just days ahead of a planned UN conference aimed at uniting Libya's rivals and paving the way for elections.

Envoy Ghassan Salame has insisted the UN was "determined" to go ahead with the April 14-16 conference.

The UN mission in Libya said on Twitter that Salame met Monday with unity government head Fayez al-Sarraj in Tripoli to discuss how to "assist at this critical and difficult juncture".

Airstrike halts Tripoli flights as thousands flee Libya clashes

An apparent case of "friendly fire" between Afghan and US troops led to an airstrike which killed five Afghan soldiers, officials said Wednesday, with the defense ministry citing a "lack of proper coordination".

The incident occurred Wednesday when a US and Afghan patrol came under fire near an Afghan army post on the outskirts of Tarin Kot, the capital of Uruzgan province, a NATO spokesman in Kabul told AFP.

They called in airstrikes which hit the army post, killing five and seriously wounding a further 10 Afghan soldiers, said Karim Karimi, deputy head of the Uruzgan provincial council.

"As the American patrol approached the base, the ANA (Afghan National Army) soldiers probably thought it was the Taliban approaching them," he told AFP.

Large parts of Uruzgan province remain under the Taliban control. In recent years the militants have also made repeated incursions into the provincial capital.

Seventeen soldiers had been at the post in total, with only two managing to flee unhurt, Karimi said.

The Afghan defense ministry confirmed the toll, saying that Afghan and US forces had been conducting a "joint operation" in the area at the time.

"Because of a lack of proper coordination of the army, an ANA post was hit," a ministry statement said, adding that an investigation is ongoing.

The NATO spokesman said the US had carried out "precision self-defense air strikes on people firing on Afghan and American forces conducting a ground movement near an ANA checkpoint in Tarin Kot".

"The strikes were conducted after Afghan and US forces came under effective small arms and rocket-propelled grenade fire and requested air support in self-defense," a spokesman told AFP by email.

"Afghan and US forces attempted to de-escalate the situation but they continued to be fired upon. We are operating in a complex environment where enemy fighters do not wear uniforms and use stolen military vehicles to attack government forces."

"I counted that the planes were shooting at the base for some 30 minutes," Haji Lal Agha, a local resident, told AFP over the phone.

Incidents known as "friendly fire" are not unheard of in Afghanistan and have bred deep mistrust between local and foreign forces.

In one of the deadliest, 16 Afghan policemen were killed in July 2017, when they were mistakenly targeted by US airstrikes in neighboring Helmand province.

Afghan soldiers killed in 'friendly fire' gunfight, United States airstrike

India has categorically said that the government will not allow Pakistan to change the mood of the nation, asking for the immediate release of the pilot who is in Pakistan's custody since Wednesday. The pilot was captured after his MiG-21 Bison fighter aircraft, which was pushing away Pakistani fighter jets from Indian airspace, crashed into Pakistani territory.

"We will not allow a Kandahar this time," government sources said. "If they think they will hold us hostage with our captured defence personnel, this won't happen," the sources added.

The statement assumes significance because India had to release Masood Azhar, the chief of terror group Jaish-e-Mohammed (JeM), after the IC-814 Indian Airlines flight was hijacked in 1999. The plane was taken from Kathmandu to Kandahar in Afghanistan. Azhar and other terrorists were released in exchange of 179 passengers and 11 crew members. The attack was reportedly planned and executed by Azhar's brother-in-law Yousuf Azhar, who India said was killed in the air strike by Indian Air Force's fighter jets on JeM camp in Pakistan's Balakot on Tuesday.

"India wants Pakistan to immediately send back the Air Force personnel; New Delhi is not demanding consular access. We won't be negotiating any deal with Pakistan on him," the sources said.

New Delhi has given two strong demarches to Islamabad on the custody of its defence personnel and called for his humane treatment along with the immediate and early release.

Accusing Pakistan of creating a war hysteria, sources said the government on Wednesday handed over to Pakistan a dossier on specific details of involvement of Jaish-e-Mohammed (JeM) in the Pulwama terror attack on Central Reserve Police Force (CRPF) as also the presence of camps of the UN-proscribed terror outfit in that country.

The sources also said that four of the P5 countries - the permanent members of the UN Security Council - are firmly with India. The only exception is China. "China has taken an ambiguous position. We will make every effort to convince China. Other major countries also trying to convince China," the sources said.

The US, the UK and France have formally proposed listing of Masood Azhar, the chief of JeM, under the UN Security Council's terror list. India is lobbying with all 15 members of the UNSC.

Lashing out at Pakistan for sending its fighter jets in Indian airspace, the sources said that Pakistan Air Force specifically targeted Indian military facilities while the Indian jets only targeted the JeM terror camp.

The defence ministry officials had earlier said that the Indian Air Force pilot was ill-treated by the Pakistan Army in violation of the Geneva convention.

Service chiefs of the Navy, Army and Air Force will meet Defence Minister Nirmala Sitharaman at 5pm today to discuss the strategy going forward.

India has made it clear that its focus is counter-terror, and New Delhi's strikes on UN-listed terrorist group Jaish-e-Mohammed (JeM) camps in Balakot, Pakistan, on Tuesday was to send across a message to Pakistan. In Indian strikes, no civilians or Pakistani military installations were targeted.

At least 20 Afghan civilians, including 12 children, were killed in an airstrike targeting a Taliban commander in the eastern province of Kunar late on Friday, local officials said.

The strike, against local Taliban commander Sharif Mawiya, was the latest in a series targeting senior insurgents, including the shadow governor of the strategic southern province of Helmand, who was killed on December 2.

Several Taliban military commanders have been killed this month by Afghan forces, backed by US advisers and air power.

The tactic has raised the risk of civilian casualties and Abdul Latif Fazly, a member of the provincial council, said eight women and 12 children were killed and more than 15 others wounded in Friday's airstrike.

However a spokeswoman for the NATO-led Resolute Support mission denied that there were civilian deaths, although she said some civilians were wounded.

"The Taliban continue to use civilians as shields and barricade themselves inside compounds while engaging the Afghan forces," said Debra Richardson of Resolute Support.

She said US airstrikes were supporting the new Afghan army strategy of targeting the entire Taliban organisation, from low level fighters to high ranking leaders.

"We have reports over 40 Taliban fighters were killed in the Afghan-led operations, supported by US air strikes in Kunar province," said Richardson.

Kunar governor Abdul Satar Mirzakwal said an operation by Afghan forces in Sheltan district killed 38 Taliban and al Qaeda members, including four foreign nationals, and wounded 12 more. He said the operation targeted Sharif Mawiya, a commander believed to be a facilitator with Al Qaeda militants.

He said an unknown number of civilians were hit in the strike but had no casualty details.

"We know that a number of civilians, including women and children, have been killed but we are sending a fact-finding team," he said.

The number of Afghan civilians killed in US and Afghan airstrikes has risen sharply this year as Western-backed forces have stepped up aerial operations with the aim of forcing the Taliban to agree to peace talks.

According to United Nations figures, 313 civilians were killed and 336 wounded in airstrikes by US and Afghan forces in the nine months to the end of September, a 39 per cent increase from the same period in 2017.

Airstrike casualties accounted for eight per cent of the total 8,050 civilian casualties during the period. The overall number of civilian casualties was roughly stable.

US Forces confirmed Monday they had killed a top Islamic State commander in Afghanistan in an airstrike, describing the leader as "key" to foreign fighters entering the country's north.

Qari Hikmatullah -- also spelled Hekmat -- and his bodyguard were killed in the northern province of Faryab on Thursday, US Forces-Afghanistan said in a statement.

The airstrike happened in Bal Chiragh district, the statement said. That borders Darzab district in Jowzjan province, which Afghan officials on Saturday had given as the location of the airstrike. Some had also said the incident happened on Friday.

Hikmatullah was a "native Uzbek" who previously belonged to other militant groups, including the Taliban, before joining IS's local franchise in northern Afghanistan, US Forces said.

The group has established a stronghold in Jowzjan after coming under intense pressure in the eastern province of Nangarhar.

Afghanistan's defence ministry said on Saturday that Hikmatullah was involved in or responsible for "deadly terrorist attacks" and had been replaced by Mawlawi Habib-ul-Rahman.

General John Nicholson, the top US commander in Afghanistan, vowed to kill "any successors" to Hikmatullah, adding that IS would be "eliminated".

Asked about the discrepancy in the location of the airstrike, defence ministry spokesman Mohammad Radmanish told AFP on Monday that some district borders were not marked clearly.

Afghan and US forces have ramped up airstrikes and ground offensives against IS fighters in Jowzjan in recent months as the group seeks to expand its foothold in the country.

Afghan security forces last month detained a French woman fighting for IS in Jowzjan. AFP has reported that French and Algerian fighters, some arriving from Syria, have joined IS in the restive province.

Also on Monday, at least six people were killed and another seven were wounded when explosives on a three-wheeled motorcycle exploded in the western province of Herat, officials said.

US confirms top IS commander in Afghanistan killed in airstrike

The Taliban has vowed to "take serious revenge" after an Afghan airstrike in an area controlled by the militant group killed or wounded dozens of people, many of them children.

The government and military have said the Afghan Air Force (AAF) hit a Taliban base in the northeastern province of Kunduz on Monday where senior commanders were meeting to plan attacks.
&nbsp
But Afghan security sources and witnesses have told&nbspthat AAF helicopters struck a madrassa in Dashte Archi district where a graduation ceremony for religious students was underway.

At least 59 people were killed, including Taliban commanders, according to security sources. Health officials said at least 57 wounded were taken to hospital in the provincial capital Kunduz.&nbsp

The Taliban issued a statement late Wednesday saying it "condemns in the strongest terms this major crime and vows to take serious revenge against the perpetrators".

An AFP photographer was among the first journalists to visit the scene of the airstrike on Wednesday after receiving permission from the Taliban. It is deep inside Taliban-controlled territory and normally inaccessible to the media.&nbsp

The madrassa and mosque appeared to be undamaged. But in a field adjacent to the religious compound, where the graduation ceremony was purportedly held, AFP saw a hole in the ground that locals said was made by a rocket, though that could not be verified.&nbsp

AFP also saw large piles of hats, turbans and shoes that were said to belong to the victims of the airstrike. At least half a dozen freshly dug graves could be seen nearby.

Abdullah, 40, who lives near the compound housing the madrassa and mosque and was invited to attend as a member of the local community, told AFP that he saw the airstrike happen.&nbsp

"We were about to finish the ceremony at 1:00 pm when (Afghan military) aircraft bombarded innocent children," he said Wednesday.

"People were panicked. Children and elders were also wounded in the bombardment."

Government officials in both Kabul and Kunduz have given conflicting figures for the number of casualties, with some denying any civilians had been killed or that a madrassa had been hit.&nbsp

Afghan officials have been known to minimise civilian casualties.

The Afghan military initially denied civilians were among the dead and wounded, but later blamed the Taliban for shooting them. It said 18 Taliban commanders were killed and 12 were wounded in the airstrike.&nbsp

But Naim Mangal, a doctor at the hospital where most of the wounded were taken, told that "all the victims" had been "hit by pieces of bomb, shrapnel".&nbsp
