India faces a unique strategic scenario in which it has unsettled borders with two nuclear neighbours, both of which are illegally occupying some of its territory, as well as an ongoing border standoff with one and a proxy war with the other. Chinese incremental infrastructure development along borders, as well as upcoming villages along the LAC, are leading to LoC-ization of the LAC, necessitating a large standing army and increased deployment in high-altitude areas.

Professional militaries prepare for next war and can’t fight it like last war; hence, force modernisation, inculcating cutting-edge niche technology and capacity building in all domains and instruments of warfare is an inescapable requirement for which Indian military has to transform. ‘Agneepath’ is one such transformational scheme related to recruiting pattern, but big enough to revisit the implications on strong fabric of Indian military. The Agneepath scheme has merits to be tried, tested and improved. It shouldn’t be applauded/condemned prematurely nor the concerns can be side-lined, but it deserves a fair chance for implementation and improvement, to arrive at a tested improved model.

Prognosis of Agneepath

Agnipath, like all major transformational decisions, has some degree of uncertainty. Change management is equally important, and too many changes simultaneously reduce acceptability and chances of mitigating the disadvantages of the change. Agneepath seeks to implement four changes concurrently: recruitment pattern, rightsizing of the Indian military, transition to an All India All Class (AIAC) system from a regimental class-based system and reduction in training period. It is preferable to modify the model to prioritise changes and to take fewer steps at a time with adequate scope for mid-course correction.

Operational Issues&nbsp;

The details of the Agneepath Scheme are in the open domain since 14 June 2022, and there have been varied views and responses for over two weeks. In comparison to the old recruitment system, the scheme has the advantage of lowering the average age profile of soldiers by about six years (which is relevant due to unprecedented strength in super high altitude terrain necessitating a younger profile) and providing an opportunity for deep selection among Agniveers after four years (a period within which an Agniveer would have been observed in two postings).

These advantages come at a high cost in terms of a reduction in the critical attribute of adequate experience, which will become more apparent after a few years of adoption, if the announced model of 25% retention is not mitigated. Going by VCOAS statement of having 50 percent Agniveers by 2032, if statistically modelled will amount to approximately one trained soldier for three inadequately trained Agniveers, which is operationally unsustainable and must not be compromised.

While many may argue that Emergency Commission officers with three months of training and Short Service Commission officers with nine-month training and uncertainty of job, when employed in war gave good results, but the population of such officers amidst experienced lot was too less; hence inexperience could be carried through. In my opinion, the retention percentage should be reversed to 75% Agniveers to be retained and 25% Agniveers be diverted to other avenues of national contribution after skilling and &nbsp;empowering with military ethos.

Human Resource (HR) Issues

The HR concerns seems to have taken away the attention from major transformation issues in last two weeks, with some motivated elements instigating violent protests and political hijacking of the issue. Agneepath being a voluntary scheme unlike conscription in other countries, offers a viable option to a young man with decent financial package to opt for it or otherwise.

From candidates' point of view, the scheme is most attractive for youngest candidates, who can join at 17-18 years, even if not absorbed in military, can leave at a age when they are eligible for any other competition/job, for which they can have an edge over their counterparts who did not join military, in job market, in terms of qualifications, experience, and finances. As the entry age grows the attractiveness of the package reduces; hence Military can hope to get better recruits by ‘catch them young principle’. The fact that for every vacancy of Agneeveer in IAF, more than 20 candidates registered in first few days indicates the availability of adequate volunteers.

The HR viability of the scheme is still untested and will be determined by gauging the type of candidates opting for it in the coming months and actual placements after four years. Agneepath recruitment has to compete with other options for youth offering permanency of job, therefore many concessions have been announced by the government, public and private sectors, the apprehensions against which will get tested, when the first batch is demobilised.

From a military standpoint, the scheme must be appealing enough that it selects best out of best rather than best out of leftovers. Many more teething problems in HR and legal issues will arise as a result of system change, many of which will have to be experienced and mitigated as they arise. The changes to AIAC require further consideration and should not be grouped with Agneepath, as the strategic and security environment in India is too volatile to depart from time-tested regimental ethos, and should not be compared to other militaries, as no one has the diversity of the kind that the Indian Military has.

Rightsizing/Downsizing: A Misnomer!

It is understandable that in developing economy there is competing demand for financial resources and a need for get more ‘Bang for the Buck’ through modernisation and capacity building in all instruments and dimensions of contact and non- contact &nbsp;warfare. Rightsizing is necessary for optimisation of resources.

Rightsizing, does not necessarily means downsizing in Indian scenario wherein the security situation at LC, LAC with proxy and Hybrid war demands enough boots on ground. The Agneepath Scheme is based on the simultaneous downsizing of forces by over one lakh people due to non-recruitment in the last two years and less recruitment in the future. Why is India considering reducing military numbers when the threat is increasing and modernization is insufficient to compensate for the loss of numbers in terms of comprehensive combat power?

For a viable National Security architecture, a 'Whole of Nation Approach' is required; thus, the mindset of seeking funds for modernisation through military downsizing must be extended to other government bodies such as the PMF, defence civilians, and so on. Identifying existing and future military deficiencies as rightsizing may result in serious voids.

If rising pension costs are a concern, MPs' and MLAs' multiple pensions provide no justification. Can India afford over 5,79,000 VIPs when no other country has more than 450? It may not be appropriate to grossly downsize ‘Instrument of Last Resort’ for fundraising for modernisation in an era, when war is a national effort, undertaken through nation's Comprehensive National Power (CNP). The contribution to skilled manpower to reap demographic dividend is welcome step, but it will add to CNP only by maintaining the right balance of operational effectiveness of Indian Military.

‘Instrument of last resort’ marches on 'Agneepath': How it can lead to better operational effectiveness

BrahMos Aerospace has become the first company in the country to announce reservations for Agniveers under the Agnipath Scheme. BrahMos Aerospace is a joint venture between India's Defence Research and Development Organisation (DRDO) and Russia's NPO Mashinostroyenia.&nbsp;The company was established in 1998 and is headquartered in New Delhi, India. India holds a 70% stake in the company.

According to the new policy, at least 15% of technical and general vacancies within BrahMos Aerospace will be filled by Agniveers. While 50% of vacancies in administrative and security roles, including outsourced functions, will be reserved for Agniveers. The company will ask its industry partners to allocate 15% of their workforce to Agniveers for roles that meet the requirements of BrahMos Aerospace Private Limited (BAPL).&nbsp;The reservation is also for contractual jobs up to 15%.

Dr&nbsp;Sanjeev Kumar Joshi, Deputy CEO, of BrahMos Aerospace said, "Agniveers, after four years of service in the armed forces, will emerge with a deep sense of discipline and nationalism, alongside expertise in their respective fields.&nbsp;This skill set is exactly what we need to mould them according to the requirements of BAPL. The Agnipath scheme serves as a valuable filter, ensuring that individuals possess the requisite skills to join our workforce."

The development increases the opportunity for Agniveers and aims to integrate them into civilian careers.

Dr Joshi further emphasised the need for a more dedicated and professional workforce in key roles and the scheme can provide that. He explained, "After the Agnipath scheme, the same can be ensured by reserving the contracts to companies fulfilling the 50% Agniveer criteria.&nbsp;I am sure this aspect of the government's Agnipath scheme will be helpful to other corporate houses and other defence industries."

The Agniveer Scheme was introduced by the Indian government in June 2022 with a focus on the creation of a youthful and agile military force.&nbsp;Under the scheme, young Indians aged between 17.5 and 21 years are enrolled for a time frame of four years.

The Opposition Congress party, on Friday (Jul 26)&nbsp;attacked&nbsp;Indian Prime Minister Narendra Modi for his comment on the Agnipath&nbsp;scheme during a speech to mark&nbsp;Kargil Vijay Diwas.

During his speech, PM Modi praised the Agnipath recruitment scheme and called it a necessary reform.

"The Agnipath Scheme is an example of important reforms being undertaken by the Army. Unfortunately, a few people have made this important issue related to the nation's security a topic of politics. A few people are doing politics over this important reform," the Indian PM said.

His words didn't sit well with India's main&nbsp;opposition party. Congress President Mallikarjun Kharge later accused Modi&nbsp;of indulging in “petty politics”.

“It is very unfortunate and deplorable that Prime Minister Narendra Modi ji is doing petty politics even on occasions like paying tribute to martyrs on Kargil Vijay Diwas. No Prime Minister has ever done this before,” Kharge said.

“He (Modi) says the Agnipath/Agniveer scheme was introduced by the Army. General MM Naravane, who was Army chief at that time, has written that the scheme came as a complete surprise to the Army and as a ‘bolt from the blue’ to the Navy and Air Force. Modi is now trying to evade responsibility for this disastrous scheme,”&nbsp;Ramesh said in a post on X.

Meanwhile, Jharkhand Mukti Morcha (JMM) MP Mahua Maji said that the scheme requires reconsideration because it lacks social security for Agniveers. She expressed respect for the Indian soldiers who sacrificed their lives during the Kargil War and highlighted the need to evaluate the scheme, questioning the future of soldiers after their four-year tenure.

“There should be a review of the Agniveer scheme. We should think about the soldiers on whom the whole nation of 140 crore people relies. What would happen to them after four years when they become unemployed?” Maji said.

BJP MP Ravi Kisan, on the other hand, claimed that the opposition is spreading false information about the scheme.&nbsp;

“This is a very good scheme. My daughter is also preparing for the army and no one should be in this confusion… This scheme is good for youth. Look at the example of China and Israel, every youth knows how to use arms,” he said.

Opposition rebukes Modi’s ‘petty politics’ and ‘blatant lies’ over Agnipath remarks on Kargil Vijay Diwas

The Indian government has allocated ₹5,207.28 crore for the Agnipath scheme for the current fiscal year. This is an increase from the ₹3,800 crore allocated the previous year and a substantial increase from the initial ₹159.59 crore set aside in 2022.

The Agnipath scheme was launched in 2022 and represents a new recruitment model for the Indian Armed Forces. Under the scheme, soldiers below officer rank are enlisted for a four-year term.

After four&nbsp;years, 25 per cent&nbsp;of these recruits, known as Agniveers, are selected to continue in the regular cadre while the remaining 75 per cent&nbsp;return back to civilian life.&nbsp;

The scheme was introduced with a focus on the creation of a young and technologically adept force that balances the integration of new and experienced personnel within the armed forces.

The increased budget allocation shows the&nbsp;Indian government's strong commitment to the scheme and aims to address the challenges faced during its implementation.&nbsp;The financial boost also intends to ensure the smooth integration of Agniveers into the military structure.

It has been announced that there will be a 10 per cent&nbsp;reservation for 'Agniveers' in recruitment in the Central Armed Police Forces (CAPFs) and Assam Rifles, which creates employment for the 75 per cent&nbsp;who returned to civilian life.

Youth cannot suffer: Congress chief writes to Indian president on 'Agnipath' scheme

In the first-ever comments since Nepal announced its decision to not send its soldiers to Indian Army,&nbsp;Nepal's Ambassador to India Shankar Prasad Sharma, in a&nbsp;conversation with WION's principal diplomatic correspondent Siddhant Sibal confirmed the decision.&nbsp;The Nepalese envoy stated&nbsp;his country would like more "understanding from the highest level".&nbsp;He further added that the government "would like to know more about Agnipath and Agniveer".&nbsp;

India earlier this year had announced the Agnipath scheme to recruit new soldiers in&nbsp;the Army. Under the scheme, the tenure of a soldier will be four years and only one-fourth will be retained after this period. Additionally, the Nepalese envoy also spoke on border issues and the cultural connect between the two countries.

WION: What was the aim of Teej celebrations?

Shankar Prasad Sharma​​​​​​: We would definitely like to strengthen the people-to-people relationship between the two countries. That is more sustainable which will help in strengthening other areas of partnership between the two countries. If we have a strong people-to-people bond, then nobody can separate them and then that will have a sustainable strong partnership between the two countries.

WION: Both India&nbsp;and Nepal have civilisation ties, roti beti ka rishta (family ties)..

SP Sharma: That is also going on, if we see today's crowd, many of these people, let's say the royal family of Nepal, they get married here in India. Some of these people get married in Nepal. At that level, the southern part of Nepal...it's much more, in terms of marriage and networking family relationships. That has continued. When you are in the same religion and the same culture, it's easier to have such relationships.

WION: How is the recruitment of Gorkhas under the Agnipath scheme going?

SP Sharma: No, they [Nepalese government] would like to know more about the Agnipath scheme. When we had a tripartite agreement long ago between India, Nepal and UK, we didn't have the provisions. Nepal would like to know more about it. They would like to have more clarity on this one because we have so many political parties in Nepal and they would like to consult with each other and know more.

WION: So, no recruitment happening under Agnipath&nbsp;scheme up until now?

SP Sharma: Yes, they had one schedule but that has been postponed.

WION: Did the Indian government take you in confidence?

SP Sharma: Yes and no. But Nepal would like to have more understanding from the highest level.

WION: How hopeful you are that the issue will be resolved?

SP Sharma: I am sure it will be. There are two issues, one is the understanding and implications to Nepal. Secondly, it is linked to political parties in Nepal and they have to have a consensus. I am sure something will come out.

EXCLUSIVE: 'Would like understanding from highest level', Nepal envoy on Gorkha recruitment under Agnipath

The Indian armed forces are going through a major churn. The new recruitment scheme called Agnipath has led to violent protests in various parts of India.&nbsp;

But before we tell you the reason for these demonstrations, let’s first understand what the scheme is, what the government has offered and how the Indian army will benefit if at all.&nbsp;

Agnipath is a recruitment scheme for personnel who are below officer rank. The scheme aims to enrol youths who will be called ‘agniveers’ for four years. After completion of their tenure, only 25% will be retained in the regular cadre, the remaining 75% will be demobilised with an exit package.&nbsp;

The Indian government has listed a slew of advantages of the new scheme, primarily with a focus on how it will reduce defence pensions in the armed forces and cut the ballooning salary. It aims to bring down the average age in the armed forces to 26 by the end of 2030 by having fitter, younger and trainable troops.

Apart from this, the money that will be saved through this scheme will be used for the modernisation of the Indian army and more usage of technology.&nbsp;

However, despite the advantages listed, there are scores of protests that have erupted in various cities demanding a rollback of the scheme which hires soldiers for a fixed four-year term. Most of them assert on how the new recruitment scheme does not offer security for a government job nor does it provide retirement benefits like pension.&nbsp;

They are also complaining about how the new scheme hinders their claim for monetary benefits since the centre plans to absorb only 25 per cent of agniveers after the completion of their 4-year tenure.&nbsp;

Meanwhile, as the stir continues the Indian army has issued a notification relating to the first round of recruitment the registration for which will start in July, it has further clarified that the recruitment process will remain unchanged and the traditional regimentation system in the Indian military will continue.&nbsp;

However not all in the armed forces are happy with the scheme, a lot of veterans have expressed concerns over the recruitment plan highlighting how the scheme will reduce camaraderie within the regiments and adversely impact the armed forces’ organisational ethos which is the bedrock of fighting arms and comradeship under the banner ‘Naam, Namak our Nishan’.&nbsp;

A lot of retired army personnel have suggested that the troops that are recruited through this scheme should be inducted in what is described as non-combat arms; troops under this arm do not take part in direct hostilities.&nbsp;

While it is imperative to have a youthful profile in the forces, a radical recruitment plan like this should have been a pilot project which could have been assessed and then implemented across the board.&nbsp;

Indian authorities have cancelled over 500 train services on Monday due to protests by young men angry with the military recruitment plan, which they say will rob them of the opportunity of a stable and secure career in the armed forces.

With a provision to retain 25 per cent of them for 15 more years, the Agneepath scheme provides for the recruitment of youths between the age bracket of 17-and-half years to 21, but for only four years.

Aimed at bringing more people into the military on short, four-year contracts to lower the average age of India's 1.38 million-strong armed forces, the scheme will also help cut burgeoning pension costs.

Seeking the withdrawal of the scheme, leaders of the opposition Congress party met Indian President Ram Nath Kovind and said, "Given the situation on our borders, it is imperative that we have soldiers in our armed forces who are young, well-trained, motivated, happy, satisfied and assured of their future."

Nitin Pai, director of the Takshashila Institution centre for research on public policy, defended the initiative and said "The Agneepath scheme will reduce the lifetime cost of manpower by several crore (tens of millions) rupees per head."

Agneepath scheme: Service chiefs likely to meet and brief PM Narendra Modi today

Bharat Bandh: A nationwide strike has been called in India on June 20 by organisations opposing the 'Agnipath Yojana', a plan proposed by the Indian government. The proposed plan seeks to recruit youths into the Indian armed forces for several years post which some of those recruited will be absorbed permanently into the forces. Various states in the country have seen violent protests against the 'Agnipath Yojana'. Security forces and police are on alert across the country to prevent a repeat of the violence.

In Rajasthan`s Jaipur, prohibitory orders under section 144 have been imposed from 6 pm on Sunday till midnight of August 18 in the view of the possibility of disturbance to law and order due to the protests.&nbsp;

The Air Force’s extensive brief outlines the scheme’s numerous aspects, including selection procedures, eligibility criteria and perks. According to&nbsp;the draft, all Agniveers will return to the society after their four-year term. They will have no rights to be considered for further enlistment in the armed forces. The government will have the sole authority over the selection. The IAF further added that except for the Medical Tradesmen, recruitment as airmen into the regular cadre of the IAF will only be available to individuals who completed their service period as Agniveers. &nbsp;

Indian Air Force releases details on new recruitment plan for ‘Agnipath’

The Indian government has tweaked the Agneepath scheme following massive protests all across the country. After completion of the four-year service tenure, there will be 10 per cent reservations for the ‘Agniveers’ in central government jobs.

Amid widespread protests against the new model for enrolment of soldiers into the three services, the Modi administration has increased the upper age limit for recruitment of soldiers from 21 years to 23 years under the Agnipath scheme.

According to the Ministry of Home Affairs, three-year age relaxation will be given beyond the prescribed upper age limit for Agniveers for recruitment in CAPF and Assam Rifles.

Authorities in Bihar have stopped train services till 8 pm today and will be suspended again at 4 am tomorrow till 8 pm after protesters damaged public property and ransacked offices in a railway station.

At least 12 protesters were arrested and at least four policemen injured in clashes, according to Sanjay Singh, a senior police official overseeing law and order in the state.

Similar protests took place in Kolkata, Odisha, Haryana, and Punjab with thousands of young men attacking train coaches and burning tyres.

India's Defence Minister told a conference that "Perhaps because it is a new scheme, people have misunderstood it, but we have been discussing this with everyone, including ex-servicemen."

As quoted by India-based news agencies, the Superintendent of Gandhi Hospital, Raja Rao said, "Around 13 people were brought to the Gandhi hospital. One person was brought dead. After the panchama is done on the dead body, a post-mortem examination will be conducted."&nbsp;

"For four persons pellet bullet injuries have been noticed and for others, whether these are injuries from bullets or rubber bullet it is yet to be examined. The remaining injured are being examined by the doctors on duty. One person`s situation is critical, he has received a chest injury," the hospital superintendent said.&nbsp;
