In 2022, Kashmir has witnessed 75 encounters in which 126 terrorists have been killed. Out of these 126 terrorists, 33 were foreigners, mostly from Pakistan. However, 19 civilians have also died in various terror attacks in the valley, while 16 security personnel have also lost their lives. More than 50 terrorists have been arrested by the security forces this year while over 190 over-the-ground workers (OGW)'s have been captured as well.&nbsp;

Heatwaves in Pakistan and India '30 times more likely' due to climate change: Study

Four bodies were retrieved from the Zuari river in Goa into which an SUV carrying four passengers fell following which a rescue operation was launched to trace the vehicle and its occupants, the police said on Thursday.

The deceased persons are from Goa. The operation to trace the vehicle and its occupants was&nbsp;jointly carried out by the Indian Coast Guard, Navy, fire and emergency services and Goa Police personnel.

The operation was successful only after the divers of the Navy were pressed into service.

Goa Police had begun a rescue operation after receiving a call after Wednesday midnight that one vehicle had plunged into the&nbsp;Zuari river after ramming into the railing of the bridge at Cortalim in South Goa, a police officer said.

The bridge is located on a national highway between Panaji (North Goa) and Margao (South Goa).

Dilip Bicholkar, in charge of Fire and Emergency Service at Verna, said that they received a call at 1.07 am from the Panaji control room about the incident and rushed to the site soon.

"We could not trace the vehicle with our equipment during night time, hence we sought help from divers of the Indian Navy who arrived in the morning and thus we could retrieve bodies and vehicle on Thursday afternoon," Bicholkar told IANS.&nbsp;

Police said that one onlooker had informed them about the incident at midnight and since then, the search operation was on. It took around 12 hours to trace the vehicle and retrieve the bodies.

The UNSC on Wednesday issued a strongly worded statement condemning the attack.&nbsp;“The members of the Security Council strongly condemned the recent attacks on the United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) in North Kivu, which resulted in the death of three peacekeepers from India and Morocco, as well as in injuries to peacekeepers,” the statement read.

Extending condolences to the "families of the victims and to India and Morocco", the statement underlined that "deliberate attacks targeting peacekeepers may constitute war crimes under international law."

The statement asked the Congolese Government to 'swiftly investigate these attacks and bring the perpetrators to 'justice'&nbsp;and "proactively enhance the understanding of MONUSCO’s mandate among the local population, counter disinformation and misinformation". At least 15 people have died in anti-UN protests in the country. Protests happened in Goma, Butembo. Goma hosts the largest UN Bases and two BSF platoons are deployed there.

India had worked with France which is the penholder when it comes to the MONUSCO mission, and the statement was tabled by both countries together. It is pertinent to note that the aforementioned&nbsp;press statement called for an "update consistent with para 4(a) of Security Council resolution 2589 (2021) on measures undertaken to promote accountability for such acts."&nbsp;

The resolution that is mentioned was passed under the Indian presidency of the council in August last year and calls for governments to protect peacekeepers and requests for the creation of an online database cataloguing attacks. Para 4 (a)&nbsp;specifically mentions the need for "accountability" for acts on UN peacekeepers under domestic justice systems.

India is a major contributor to global UN peacekeeping missions and is the third largest contributor to MONUSCO with 5581 personnel. India has provided more than 200,000 military and police officers to UN peacekeeping over the last 70 years. Currently, more than 6,700 troops and police from India have been deployed in UN peacekeeping missions across the world.

Para 4 (a) specifically mentions the need for "accountability" for acts on UN peacekeepers under domestic justice systems. India is a major contributor to global UN peacekeeping missions and is the third largest contributor to MONUSCO with 5581 personnel. India has provided more than 200,000 military and police officers to UN peacekeeping over the last 70 years. On Wednesday (July 27), the 52-year-old Indian chess grandmaster Viswanathan was asked if he reconsidered his decision of not participating in the forthcoming Chess Olympiad, even after the premier event got shifted from Russia to India.&nbsp;

In this regard, Anand was qouted by PTI news agency, "No, I did not (consider playing)... I was not going to play anyway wherever it was happening. Recently I have been reducing my commitments."

"The World Championship cycle, I am not trying to qualify. In fact, I did not think of changing my mind. India has so many great youngsters now. Then why should we keep coming back? I hope that they will do very well. I will try to be around if they want to consult me. Anyway, I am in constant touch with some of the team members. It will be an extension of that. Yeah, I will be an enthusiastic mentor," he added.
