The pollution is caused by a combination of factors, including stubble burning and atmospheric changes that affect everyone, and the effects are far more adverse to some than others.&nbsp;

Dr Pragati Rao. D, HOD &amp; Consultant, Pulmonology (Respiratory Medicine) at Ramaiah Memorial Hospital, told WION, "The particulate matter levels increase by 60 per cent and respiratory problems increases by 30 per cent and hence the hospital admissions."&nbsp;

The PM2.5 particles, which are the smallest and most harmful, can enter the bloodstream. Their level was registered above 300 micrograms per cubic metre in&nbsp;Delhi recently, according to monitoring firm IQAir. That is 20 times the daily maximum recommended by the World Health Organization.&nbsp;

While speaking about prevention measures, Dr Rao said that keeping air purifiers at home for asthmatics is advisable. She added that there should be "more and more mask usage, and cross ventilation will be a good choice when there is a lot of pollution entering the home".&nbsp;

She said that pollution can be reduced by community initiatives like organising cleanup drives, establishing green zones in the neighbourhood, and spreading awareness about environmental importance. The government must constantly monitor air quality standards and enforce emission standards.&nbsp;

<h2>How to cope with pollution in urban areas?&nbsp;</h2>

In an urban setup, solutions to reduce pollution levels include green building designs, and to explore it, WION reached out to some architects.&nbsp;

Harsh Varshneya, who is the Director and Head of Design at STHAPATI, said, "As populations concentrate in urban centres, the strain on infrastructure, housing, and essential services intensifies. To address Delhi's severe air pollution crisis, we must recognise that green buildings alone are not the entire solution."&nbsp;

"While sustainable architecture is a key component, it must be integrated into a broader strategy of sustainable urban planning. Buildings are just one part of the urban ecosystem in which we live, and long-term improvement requires a holistic approach," Varshneya added.&nbsp;

Varshneya said that constructing greener buildings and rethinking how cities are planned will prioritise green spaces, enhance public transportation, and reduce overall carbon footprints.&nbsp;

Rahul Bansal, the partner and principal architect at groupDCA, told WION that green buildings optimise natural light, air, ventilation, greenery and water usage to regulate the microclimate and enhance air quality. Such structures can have a significant impact on the Air Quality Index.&nbsp;

1. Reduced Energy Consumption: Green buildings enhance energy efficiency, reducing reliance on fossil fuels and reducing harmful emissions.&nbsp; 
2. Vegetation and Green Roofs: Vertical gardens and green roofs purify the air, cool surrounding areas, and minimise the heat island effect.&nbsp; 
3. Sustainable Construction Materials: The use of low-emission materials like bamboo, fly ash, and recycled steel decreases pollutants during production by reusing or reworking older materials, thereby bringing down&nbsp;the carbon footprint.&nbsp; 
4. Air Purification Systems: Advanced air filtration systems and HEPA filters ensure cleaner air by removing contaminants such as dust, allergens, and pollutants.&nbsp; 
5. Water Efficiency: Rainwater harvesting and greywater recycling limit water pollution, reduce the strain on public utilities, and improve water quality, which ultimately affects overall air quality. 
6. Individual Responsibility: Avoiding fireworks and promoting eco-friendly celebrations contribute to better air quality and environmental protection, highlighting the importance of individual effort.&nbsp;

Goonmeet Singh Chauhan, who is the founding partner at Design Forum International (DFI), had a slightly different approach as he weighed in on Regenerative Architecture and enabling biodiversity to recompense carbon footprint.&nbsp;

Chauhan told WION that the "solution to Delhi's pollution problem does not lie with green buildings. Green buildings might claim lower than the collective average, but the quantum of the carbon footprint left behind remains relatively high. Thus, every time we build, we damage."&nbsp;

"In the case of a 'green building,' the collateral damage during construction processes may be lowered, but it persists as an issue until and through the building's operational phase," he added.&nbsp;

To questions such as 'Should we then stop building?' or 'Is there a way to undo the damage?', Chauhan answered, "Architects and other design stakeholders must isolate 20 per cent of their total land parcel to create Carbon Sinks—a mechanised reservoir that absorbs and processes the carbon produced during the construction and demolition stages. These sinks support the forests and surrounding areas, making them sovereign adjunct greens with forest patches within them."&nbsp;

The carbon sinks are designed to increase the amount of carbon mass in the city’s biomass metric. Biomass, a city’s reserve of renewable resources, would employ trees and local biodiversity to sequester carbon from the air. This, in turn, will boost carbon dioxide absorption and, effectively, the production of life-giving oxygen.&nbsp;

In short, Chauhan explained that architecture based on Regenerative Design will help revive the ecosystem and initiate a healing cycle for all the carbon footprints that ensue during the construction phase. Regenerative design, by its nature, operates on a circular model of indemnifying the carbon impact. It facilitates a cohesive give-and-take dynamic between urban dwellers and their depleting biomass.&nbsp;

The Supreme Court of India on Monday (Nov 11) sharply criticised the Delhi Police and asked for "immediate action" on banning the sale and bursting of firecrackers in the city, which has been happening every year defying the existing ban, even after the festival of Diwali, and said that "no religion encourages pollution".

"No religion encourages any activity which creates pollution. If firecrackers are burst in this fashion... it also affects the fundamental right to health of the citizens," stated a bench comprising Justice Abhay S Oka and Justice Augustine George Masih, while hearing the case on the yearly air quality crisis of Delhi.

“The right to live in a pollution-free atmosphere is a fundamental right under Article 21 of the Constitution. Prima facie, we are of the view that no religion promotes any activity that promotes pollution or compromises with the health of the people,” added the bench.

The court also asked the Delhi government to decide by November 25&nbsp;on permanently banning the firecrackers in the wake of their chemical residue blanketing the city with a cloud of toxic smog that has been adversely affecting the health of the residents.

<h2>Court directs Delhi Police to create special cell, tell SHOs to implement order</h2>

The apex court also directed the Delhi Police to create a special cell which would enforce the ban on crackers and give responsibility to SHOs for implementing the Delhi government order dated October 14 in this regard.

The Commissioner of Delhi Police was ordered by the court to file an affidavit by November 25 regarding whether notices of ban were issued to all cracker manufacturers.

The court further asked the police to provide details of steps adopted for curbing the online sale of crackers.

The&nbsp;Supreme Court&nbsp;also asked the states of the National Capital Region to inform about the steps adopted for controlling air pollution.

"We direct the Commissioner of Police to immediately take action and inform all concerned about the ban... to ensure, during the ban, no manufacturers stores or sells firecrackers," it added.

An Indian Railways employee was crushed to death Saturday (Nov 9) after being trapped between the engine and a coach of the same train in the eastern state of Bihar. The incident took place at Barauni Junction of Begusarai district, resulting in the painful death of 35-year-old Amar Kumar Raut. The man was said to be decoupling the engine of the Lucknow-Barauni Express (Train No: 15204) after its termination at the Barauni Junction at the time of his death.

According to reports, when Raut was busy with the decoupling process, the driver of the engine suddenly reversed the engine. This didn’t allow the ill-fated staffer enough time to rush to a safe place and he ended up being crushed to death right on the tracks.

A Bharatiya Janata Party (BJP) worker in the Indian state of West Bengal was found dead inside the party office in the South 24 Parganas district, the news agency PTI reported on Saturday (Nov 9) citing a police official. As per the PTI report, the worker was identified as Prithviraj Naskar and he used to handle the social media accounts of the BJP in South 24 Parganas. The police official said that a woman was arrested in connection with the crime. Woman confesses to hitting Naskar with sharp weapons Another police official said that the arrested woman confessed to having hit Naskar with sharp weapons, which resulted in the BJP worker's death. Naskar's body was discovered at the party office on Friday night. According to his family, Naskar had been missing since Tuesday (Nov 5). A police team broke open the front door and a collapsible gate locked from inside of the party office before finding the body. Following a preliminary investigation, the woman was picked up in a locality near the party office. He suffered two gunshot wounds to the chest and was quickly taken to Lilavati Hospital, where he later succumbed to his injuries. According to the forensic team and police, CCTV footage revealed that the attackers fired six shots using a 9.9 mm pistol. The gunmen reportedly timed their shots to coincide with the noise from firecrackers during a Durga Puja visarjan procession, concealing the sounds of gunfire. Out of the six rounds fired, three struck Siddique. During questioning, Kumar reportedly confessed to his association with the Lawrence Bishnoi gang, claiming the attack was orchestrated on Anmol Bishnoi’s orders. Anmol Bishnoi, Lawrence's brother, is reportedly based in Canada. The Army identified the fallen hero as Naib Subedar Rakesh Kumar of 2 Para and saluted his supreme sacrifice.

The encounter broke out around 11 am when joint search parties of the Army and police intercepted the terrorists in the Keshwan forest, a few kilometres from the spot where the bullet-riddled bodies of VDGs Nazir Ahmad and Kuldeep Kumar were found.

A massive search operation was launched in the forests of Kuntwara and Keshwan on Thursday evening after the terrorists abducted and killed the VDGs.

The Army's Jammu-based White Knight Corps said in a post on X, "Based on specific intelligence input regarding the presence of terrorists, a joint operation was launched by security forces in general area Bhart Ridge, Kishtwar. This is the same group which had abducted and killed 02 (two) innocent villagers (village defence guards). Contact was established and firefight ensued."

The officials said four Army personnel, including the JCO, were injured in the initial gunfight and evacuated to a hospital, where the condition of three of them was stated to be "critical". The JCO later succumbed to injuries.

Hours later, the news agency ANI reported that an encounter broke out in the Keshawan area of Kishtwar. According to the police, three to four terrorists were believed to be trapped in the area.

As per ANI reports, this is the third incident of exchange of fire in the last 24 hours.

These fresh encounters in the Valley came as one terrorist was killed in the ongoing operation with security forces in Jammu and Kashmir's Sopore on Saturday evening.

Three terrorists, including wanted Lashkar-e-Taiba (LeT) 'commander' Usman Lashkari, were killed in two separate anti-militancy operations in Kashmir on Monday (Nov&nbsp;2).&nbsp;

<h2>MVA's 'five guarantees'</h2>

These “five guarantees,” as per reports, include the pledge for a comprehensive caste census — a bid to bring representation in line with the state’s complex demographic system. The MVA is also pushing to overturn the 50 per cent cap on reservations.

The manifesto includes the Mahalakshmi scheme which is another cornerstone, under which the coalition vows&nbsp;to offer Rs 3,000 ($35.55) in monthly support to women while promising free state-run bus rides to Maharashtra’s female citizens.

The MVA has also promised full loan waivers for indebted farmers, along with a Rs 25 lakh ($29,627) health insurance cover tailored specifically for the farming community. Additionally, Kharge said they will “give an amount of Rs 50,000&nbsp; ($592) each to farmers who repay their loans on time.”

The Congress chief said that these “five guarantees will be helpful in the welfare of all in Maharashtra. Every family will receive an annual aid of about Rs 3 lakh”.

As the November 20 election date nears, the MVA is set to face off with the ruling BJP-led Mahayuti, which itself released a manifesto earlier in the day — with a multitude of assurances for the people of Maharashtra. The vote count will be held on November 23.
