History has always remained a mute witness to the fate of the missing children, failed and ignored by all. International Missing Children’s Day is observed on May 25 every year in the memory of all the children that have been missing or abducted.

Millions of children had to set sail into the choppy waters from the Slave Coast to work on the plantations of America early in the 16th century. Countless little ones were lost in the era of the Holocaust - never to come back home. In the recent past, hundreds were taken away from the hot and dusty streets of the Nigerian town of Damasak by the Boko Haram fighters. Even today, thousands of migrant children continue to go missing in Europe.

Down the decades, India has been witness to the evil of child trafficking with the number of missing children steadily on the rise. As an alert reminder, an information from the Ministry of Women and Child Development revealed that more than 2,40,000 children went missing between 2012 and 2017.

The statistics are heart-breaking with the economic, societal and emotional cost enormous. Moreover, this might be only the tip of an iceberg as cases often go unreported, say activists. In 2016, the Delhi High Court had raised concern over the issue of missing children in the country equating it with the menace of terrorism.

In an overwhelming effort, weeks before the International Missing Children’s Day this year, Delhi Police has been able to track down about 3000 children in only four days with the help of Facial Recognition System (FRS). The identities of the missing children have been established and efforts are on to help them reunite with their families.

The Delhi Police, on a trial basis, used the FRS on 45,000 children living in different children's homes. The FRS software stores the facial features of any child and matches them with photographs and database available with the Track Child portal. Thus it helps to confirm the identity of the child instantly.

Notices of missing children, printed in classified sections of the newspapers, are easily lost by the side of tender notices and job vacancies. The hazy photographs along with a sketchy description and a contact number hardly seem to matter much to the world. For instance, Savitri, 9, was last seen on her way back from school wearing a blue skirt and a red cardigan.

Most of the children are trafficked by organized gangs who know how to trap the kids and sell them to the employers. Some children run away, hoping to make a better life for themselves with promises of job, food and luxury. They are often sold into slavery in a country where poverty looms large and child labour is a way of life, despite being banned. Others end up in brothels, shackled for life.

An economic boom of the last two decades has lifted millions in India out of poverty. However, the country still remains home to over 30 percent of the world’s poorest children, according to a 2016 World Bank and UNICEF report.

It is mostly the children of the extremely poor and marginalised communities in backward regions of the country that are trafficked or kidnapped. Many of the cases go unregistered as the parents do not know how to report a case or who to approach for help. Many of these missing children never come back home. And their parents often do not even have their photographs to remember them by.

Distressingly, statistics reveal that there are more missing girls than boys. Sometimes unwanted daughters of poor families are deliberately allowed to stray in busy market places. These girls are often forced into flesh trade or begging rackets and are destined for a life of abuse and exploitation. And then again, some are girls in love - lured by their boyfriends who sell them into prostitution.

A number initiatives/efforts are afoot to protect the vulnerable children and to find the missing ones. Some of the Non-governmental organizations are doing a commendable job in this regard backed by Government support. An official web portal, KhoyaPaya, has been set up for the public use to register missing children, while Track Child allows Police, Government and charities to coordinate better. The government has also launched numerous public awareness drives across the country, especially on the country’s railway platforms as rail network is known to be the primary mode of transport availed by the child traffickers. Operation Smile, also called as Operation Muskaan, is yet another initiative of the Ministry of Home Affairs to rescue and rehabilitate missing children. It is a dedicated campaign where several activities are taken up by the State Police personnel to trace and rescue the missing children and reunite them with their families.

There is, however, still a lot to be done. The issue of the missing children is a subject of national priority and needs to be deliberated upon in the fora like the All-India Director Generals of Police (DGsP) conference held annually to address issues of highest concern.

Each case of a missing child deserves an in-depth probe. Registration and investigation of all such cases should be mandatory. The Special Operating Procedures adopted by various states should be discussed on a regular basis to arrive at the best course of action in responding to missing children cases. The police force need to be suitably trained and empowered to undertake this exercise.

Improved coordination, knowledge sharing and a comprehensive database of children can go a long way in tracing India's 'lost generation'. Moreover, just finding the missing children is only the skin of the problem. It does not take us to the soul of the issue - that the children of our country deserve a dignified childhood.

The community at large needs to play a pivotal role in civic policing to protect our children. If the numbers of the missing children are not taken seriously and the issue is not addressed with a sense of urgency, our young ones are under risk of losing their childhood to the infamy of child labour, prostitution and begging rackets that demean life and human dignity.

Opinion: What needs to be done to trace India's 'lost generation'

The developmental efforts initiated by Indian government in Jammu and Kashmir are a welcome measure for the state as well as for the country. These have been preceded by controversial measures of amnesty to stone pelters, and declaration of Non-Initiation of Combat Operations or NICO.

The details of the developmental activities have been covered in detail by all segments of the media in last two days, and these measures will have long term positive effects, more so in Ladakh and Jammu region. But the question whether it will bring peace in Kashmir valley, or otherwise, needs a dispassionate analysis beyond the optics and announcements.

What message does development initiatives convey

Development is a necessity to physically and mentally connect with people in far flung areas and demonstration of India's will to reach out to them. Initiatives like the Zojila tunnel, besides improving connectivity and ease of travel from Kashmir valley to Ladakh, indicate the effort to lift the mental barrier of isolation for people on both sides of Zojila pass. Other projects like ring roads around Srinagar and Jammu will definitely ease the traffic congestion of both cities, and the two power projects on Kishenganga and Pakal Dul will address the needs of the state besides creating surplus power to be put on national grid.

The social messaging of these projects indicates the Indian will of closer social inclusion of people of Jammu and Kashmir. Also, while Prime Minister's decision to attend the closing ceremony of birth centenary of Rinpoche in Leh amused the Buddhist population, the gesture of declaring suspension of combat operations by security forces, and Tarakote Marg and ropeway of Mata Vaishnodevi shrine was welcomed by almost everyone. In a nutshell, the social packaging covers every segment of society of Jammu and Kashmir, and an investment of approximately Rs 25,000 crore will help in changing their economic landscape and connectivity may help in boosting tourism.

Embracing the people of Kashmir: Risk analysis

The recent initiatives aimed to embrace people of Kashmir are noble, but high-risk ideas with rare chance of success. The idea of amnesty to stone pelters has failed, and given a new dimension to the terrorist actions through stone pelting, wherein almost similar damage can be caused to security forces or civilians, with reasonable expectation that they will be left lightly, even if apprehended.

The ideas like ceasefire and declaration of NICO were tried earlier in the year 2000, but failed. The present declaration although is a slightly improved version of the old one, wherein security forces' deployment and intelligence grid is not being disturbed. But they can take retaliatory action, only if militants fire at them. The fact that declaration was rejected by terrorist groups, who intend continuing their actions during the holy month of Ramzan, as well as separatist groups enjoying state protection, means that it is waiting to fail. Let me analyse the possibilities under the present model of NICO:

	<li>The announcement by Kashmiri politicians that the people can peacefully sleep is a misconception, because the militants, especially the foreign ones cause innumerable atrocities on innocent people of Kashmir, but no one lodges complaint/FIR against them, as they know that the entire family will be wiped out. Abu Dujana is a case in point. It is unfortunate that not many politicians of Kashmir criticise or highlight their atrocities, which gives an impression that either they are terrorised or sold out to the adversary propagating proxy war.</li>
	<li>The announcement only restricts security forces, which is demeaning and misplaced, because security forces are not there by choice, but are performing their duty for the nation.</li>
	<li>Under present model of NICO, the militants can move freely, kill some informers and terrorise the rest. The incidents of killing one civilian, looting of bank, and snatching weapons are minor incidents, but can be an indication of testing the waters, as they know that security forces cannot do anything till they actually fire at them.</li>
	<li>Terrorists are free to extort, launder money and muster enough funds for subsequent operations.</li>
	<li>They can carry out recruitment of young boys into their outfit by luring them or terrorising their parents.</li>
	<li>NICO has no connection with the firing from across the border, hence border villages will continue to remain under threat.</li>
	<li>There is no guarantee that militants will behave during Amarnath Yatra with this political overreach, hence all precautions will have to be taken.</li>

Is the prescription suiting the ailment?

The development in Jammu and Kashmir, like any other state, is an encouraging step and will definitely ease lives of our people. But the fact is that the per capita GDP of Kashmir is higher than many states. There are many states in India, which are less developed but have not resorted to firing guns or stone pelting. This indicates that the ailment of Kashmir is not limited to poor infrastructure. The problem of Kashmir has external and internal dimensions, which have to be dealt with together, as they are closely interwoven.

In external dimension, the Pakistan army and ISI are the main players. Their influence and relevance is due to 'Indian threat' and a 'Boiling Kashmir valley', hence a peaceful Kashmir does not suit them. With radicalisation and Wahhabism on the rise, Pakistan has witnessed a change in psyche and ideology. Kashmir remains an obvious target to avenge 1971.

The internal dimension is the perception that separatists are involved in arranging funds and organising protests against the Indian establishment. While the development of Kashmir will reduce the numbers of unemployed youth, the glamour of quick money with minimum efforts and belief in concocted radicalised narrative would need some more efforts.

What should India do?

As the problem has persisted for so many decades, there are no easy answers. As an Indian analyst, let me attempt to suggest some:

<ul>
	<li>Internally, the decision makers need to have an honest intention to resolve it. The allurement of vote bank politics has to be subordinated to national interest.</li>
	<li>War with Pakistan is not a worthwhile economical option, but India can look at covert options against militants.</li>
	<li>While India expects the entire world to declare Pakistan a terror state, it has not yet scrapped the 'Most Favored Nation' status accorded to its neighbour.</li>
	<li>India should also take up the issue of Baluchistan in all world forums.</li>
</ul>

The development of Jammu and Kashmir and embracing of Kashmiri population is a welcome step on India's part. But amnesty to stone pelters and announcement of NICO (rejected by terrorists and separatists) is marred with danger. Some strategists will read it as a message of peace to Kashmir and the international community, while others may call it as a message of a weak state, running out of options. This will invite criticism, should this initiative fail. Protection and mercy on separatists needs to be stopped if the decision makers are really interested in having peace in Kashmir.

As an Indian analyst, let me attempt to suggest some: Internally, the decision makers need to have an honest intention to resolve it. The allurement of vote bank politics has to be subordinated to national interest. War with Pakistan is not a worthwhile economical option, but India can look at covert options against militants. While India expects the entire world to declare Pakistan a terror state, it has not yet scrapped the 'Most Favored Nation' status accorded to its neighbour. India should also take up the issue of Baluchistan in all world forums. The development of Jammu and Kashmir and embracing of Kashmiri population is a welcome step on India's part. But amnesty to stone pelters and announcement of NICO (rejected by terrorists and separatists) is marred with danger. Some strategists will read it as a message of peace to Kashmir and the international community, while others may call it as a message of a weak state, running out of options. This will invite criticism, should this initiative fail. Protection and mercy on separatists needs to be stopped if the decision makers are really interested in having peace in Kashmir. Rubbishing all such rumours that are circulating on the social media, Sonam Kapoor in an interview revealed that she has no issue with the clash. In the interview she said, "I think there is space for everyone. I’d rather have my brother’s film releasing on the same day than anyone else’s."

The clash between the duo was unprecedented as Bhavesh Joshi was scheduled for a release on May 25 which then got postponed to June 1 while Veere Di Wedding got rescheduled to the same date from May 18.&nbsp;

Nipah is a virus that commonly affects animals like bat, pigs, dogs, horses etc. The virus can spread from animals to humans and can sometimes cause serious illness among humans.

How does it spread

Spread of Nipah virus to humans may occur after close contact with other Nipah infected people, infected bats, or infected pigs. Bat secretions laden with virus can infect people during tree climbing, eating/handling contaminated fallen fruits or consuming raw date palm sap/juice or toddy.

Human to human infection can occur from close contact with persons affected with Nipah at home while providing care or close contact and in hospital setting if appropriate personal protective personal equipments are not used.

Handling of dead bodies, suspected of death due to Nipah virus should be done in accordance with the government advisory. During this emotional moment, traditional rituals and practices may need to be modified to prevent the exposure of family members to the disease.

Who are at high risk of developing Nipah virus infection?

People who are exposed to areas inhabited by fruit bats/articles contaminated by secretions such as unused wells, caves, fruit orchards are likely to be at higher risk of infection

Persons with direct contact with sick pigs or their contaminated tissues

The death toll in the anti-Sterlite protests in Tamil Nadu's Tuticorin has risen to 13 and more than 70 people who were injured in the clashes with police are undergoing treatment.&nbsp;

The area continues to remain tense and police have been deployed in large numbers.&nbsp;

Internet services meanwhile have been suspended (starting 9 pm Wednesday) for five days.&nbsp;

ANI reported that&nbsp;67 people have so far been arrested for violence.

Tuticorin's Superintendent of Police and the District Collector were meanwhile transferred on Wednesday after fresh protests broke out.&nbsp;

Eleven people had been killed in clashes with police on Tuesday. The <a href="http://www.wionews.com/india-news/video-in-tns-thootukudi-where-11-died-police-allegedly-used-assault-rifles-to-shoot-at-protesters-139084">police allegedly used assault rifles</a> to shoot at the protesters; 11 people had died on Tuesday and scores were injured. &nbsp;

The opposition DMK meanwhile has said it will observe a statewide shutdown on May 25 in protest against the killings. The party will also demand that the Sterlite copper-smelting plant in Tuticorin is shut down permanently.

That is what the protesters had been demanding — the shutting down of the plant which they say has polluted their air and water and to an increase in cancer in the area.&nbsp;

The protests against the plant have been going on for years.&nbsp;

They erupted again in February when the plant announced it was expanding its capacity.&nbsp;

Tuesday was the hundredth day of protests against the plant.&nbsp;&nbsp;

"We (India) have an EEZ patrolling (exercise) that we regularly do with Maldives. We just finished one (exercise) last week. The one (exercise) previously held had been called off by the Maldivian government, but that has been recommenced. We continue to train their personnel. We just finished a special forces training camp. We will continue to work with the Maldivian government," Lanba said.

Responding to another question on the Quad, the Navy chief said it was a discussion forum for international good order and peace and following the norms of the United Nations Convention on the Law Of the Sea (UNCLOS).

"We are not going down that route. I don't think there is a necessity to get a military dimension to the Quad," he said.

The Quad is also seen as a move to counter China in the Indo-Pacific region where Beijing has been trying to spread its influence.&nbsp

The meeting was held in Manila in November last year, which was attended by leaders of the four countries.

Lanba said the rapid growth of the Chinese navy is "apparent" and it is also in collusion with other "adversaries" in the Indian Ocean region.

"Deployment of Chinese naval ships have increased manifold since October 2008 and new bases have been set up," he said citing the example of the Djibouti naval base in Africa.&nbsp

On a question on deployment of tactical nuclear weapons at sea by Pakistan, the Navy chief said there is no such information, but Islamabad is in the process of developing a cruise missile which it hopes to fit on a submarine that is being built in China.&nbsp

The missile, he said, is also being built with the help of Chinese technology.&nbsp

He said the Indian Navy is "well-poised" for handling any exigency and the strategic roadmap the force follows keeps it ready for "assuring peace and winning wars should that become inevitable".&nbsp

Lanba said India and Bangladesh will hold its first coordinated patrol next month.

Responding to a question on whether he had any interaction with former Navy official Kulbhushan Jadhav, who has been sentenced to death by a Pakistani court for alleged spying, in his career.&nbsp

"I don't have access to Kulbhushan Jadhav. Unfortunately, in my service career, we have not worked together. The officer's mother and wife had met up with him. That was the first access we gained of Kulbhushan Jadhav.

What we came to know that he is hail and hearty and up and about," Lanba said.

Pakistan permitted a meeting between Jadhav and his mother and wife at Islamabad in December last year.&nbsp

In Delhi, the price of diesel was registered at Rs 68.53/litre and at Rs 72.96/litre for Mumbai.

As per the Indian Oil Corporation Limited, petrol prices in Kolkata and Chennai were recorded at Rs 80.12 and Rs 80.42 per litre respectively; diesel prices for both the metro cities were registered at Rs 71.08 and Rs 72.35 a litre respectively.

A 14-year-old girl, who was allegedly raped by her neighbour and his two friends, has immolated herself with the family claiming that the police initially refused to act on her complaint here.

Her neighbour Tahir, the main accused in the case, was arrested today, while his two friends, Nissar and Sarfaraz, were on the run, a police officer said.

According to the police officer, the girl, a resident of Sikandar Aurangabad village under Shivala Kalan police station of Uttar Pradesh's Bijnor district, had gone to her neighbour's house asking for a kitchen utensil in the evening of Tuesday.

The main accused allegedly called his two friends and raped her.&nbsp;

After the girl reached home, her parents informed police about the incident at night.

The police did not take the matter seriously, her family alleged.

Late at night, the girl poured kerosene and set herself ablaze, her family claimed. She was rushed to a doctor's clinic for treatment but died yesterday.

The girl's brother lodged a complaint with the police yesterday.

A case has been registered, the police officer said.&nbsp;

Superintendent of Police Umesh Kumar Singh visited the village yesterday and promised action against the erring police officials.

Petroleum minister Dharmendra Pradhan said today that the government was deliberating on an immediate solution to control the rising fuel prices and that apart from the Goods and Services Tax (GST), other ways were also being thought of to ease the situation.

The petroleum minister also asked the Odisha government to reduce the Value Added Tax (VAT) on petroleum products to contain the cascading effect on rising fuel prices.

"The oil ministry is of the view to bring petroleum products under the purview of the GST in order to bring down the prices of petrol and diesel. We are deliberating on an immediate solution to this problem till that time," Pradhan told reporters here.

"We will certainly find a way out to deal with the situation," he said.

The union minister said the central government had in October last year reduced the excise on fuel by Rs 2 per litre keeping in view the interest of the poor people. This time the Centre is looking at both short and long term solutions, he said.

The petroleum minister attributed the rising oil prices to "circumstances in the international market" because of which the value of the Indian rupee had reduced in comparison to the dollar leading to the surge in oil prices.

"The political differences between two oil-producing countries Iran and Venezuela has been a major cause behind the rise in the price of fuel in the international market," he said.

Odisha Finance Minister SB Behera criticised Pradhan and accused him of "evading responsibility."

"The reasons that the union oil minister is giving is not justified. He is telling this to suppress the central government's inability to deal with the situation. The price of petrol and diesel will automatically come down if the centre reduces excise duty," he said.

On Pradhan's suggestions to include petroleum products under GST, Behera said, "All the state governments will take a decision in regard to the proposal of including petroleum products under GST. Now the Centre should not escape from its responsibility."

Both opposition Congress and ruling BJD in Odisha have launched agitations against the spiralling prices of petrol and diesel.&nbsp

A major fire broke out on Wednesday evening in Jammu and Kashmir's Trikuta Hills in Katra district.&nbsp;

Fire tenders were trying to contain the fire while two Mi-17s were put on standby for help in the case of fire going unruly.

According to the Indian Air Force, a light utility helicopter of Indian Air Force was sent to the recce in Trikuta Hills. The fire was successfully doused by the authorities.&nbsp;

Meanwhile, the pilgrimage yatra to Vaishno Devi cave temple from the new battery car track has been temporarily suspended, however, pilgrims will be able to use the old track to visit the holy site.

"A devastating fire broke out in Trikuta Hills of Mata Vaisnho Devi at new battery car track,'' said Deputy Commissioner Reasi P Ramaswamy G.

The fire affected scores of devotees and pilgrims who were stranded at Katra base camp. Thousands were moved to safety near Himkoti Marg.

Opposition Congress and NCP on Thursday hit out at the Centre and Maharashtra government over the fuel price hike and questioned the silence of those who had attacked the previous UPA-led dispensation over the issue.

Maharashtra NCP chief Jayant Patil said the fuel price hike is breaking every past record.

"The promise of 'achhe din' was a jumla (rhetoric). Once upon a time, these BJP leaders used to give extempore speeches against petrol price rise, but now they can't even give a simple clarification," he said.

Accusing the BJP at the Centre and state of filling its own coffers by levying taxes on petrol and diesel, Patil said, "The costliest fuel in the world is sold in India...And the costliest in the country is sold in Maharashtra."

The former state finance minister said if the government decreases VAT on petrol/diesel, there will be some relief. "The Centre should reduce excise duty on petrol/ diesel," he said.

Mumbai Congress president Sanjay Nirupam led a protest against fuel price hike at Kalina in suburban Mumbai. The Western Express Highway witnessed traffic jams during the peak hours as a result.

"Those who questioned us frequently are quiet...Where are their sensitivities now. Why are they not challenging the government now?," he asked.

Highlighting old tweets of celebrities like Amitabh Bachchan, Anupam Kher, Akshay Kumar, former Gujarat chief minister Narendra Modi, among others, in which they had criticised the fuel hike in 2012, Nirupam sought to know on Twitter why they were not speaking over the issue now.

The Congress protest, which started at Kalina, ended at the Collector's office in Bandra.

Nirupam said the Congress is openly questioning them, just like many on the social media, regarding their silence over the current fuel price, which have hit an all-time high.

"This clearly shows that the 'suit-boot ki sarkaar' is only interested in looting the people of India. They have no interest in making the lives of the common people any easier," he said.

"This is not just affecting the commuters' lives, but also every household with all vegetable prices having shot up by 25 per cent. As recently as yesterday, the prices of petrol were almost Rs 85 per litre and that of diesel Rs 72.76 per litre in Mumbai. This amounts to nothing but murdering the common people- one day at a time," he said.&nbsp
