More morbid details came out in the <a href="http://www.wionews.com/india-news/burari-deaths-police-question-family-members-rule-out-role-of-godman-148869">mysterious deaths of 11 members of a family in Burari</a> in Delhi as CCTV footage showed some members bringing stools and wires that were used for their hanging, even as police recovered 11 diaries that were maintained over a period of 11 years.

The content of the diaries matched the way the <a href="http://www.wionews.com/india-news/burari-deaths-medical-board-confirms-suicide-relatives-dismiss-theory-allege-murder-148595">alleged suicides</a> happened, the police said.

The diaries had instructions such as "keep water in a cup. When it will change colour, you will be saved".

The family was not expecting to die and thought that "the earth will shake" and "there will be thunder in the sky", following which they will be saved.

Police said that the fact that there were 11 diaries maintained over a period of eleven years is a coincidence and it is not in any way related to the deaths of the 11 family members.

The footage of a camera installed outside a house opposite the residence of the family showed that the elder daughter-in-law of the house, Savita, along with her daughter, Neetu, could be seen bringing five stools that were later used for the members to be hanged.

Neetu could be seen in the footage carrying stools accompanied by her mother.

Around 10.15 pm, Dhruv and Shivam, the youngest members of the house, were seen taking electrical wires from the plywood shop. These wires were used by the 10 members of the family for hanging.

Ten of the 11 members of the Bhatia family were found hanging from an iron-mesh in the ceiling on Sunday, while the body of 77-year-old Narayan Devi, the head of the family, was lying on the floor in another room of the house.

Devi's daughter Pratibha (57), her two sons Bhavnesh (50) and Lalit Bhatia (45) were also among the deceased. Bhavnesh's wife Savita (48) and their three children - Meenu (23), Nidhi (25), and Dhruv, aged 15, too were found dead.

Lalit Bhatia's wife Tina (42) and their 15-year-old son Shivam were also among those found dead. Pratibha's daughter Priyanka (33), who was engaged last month and would have married by the end of this year, was also found hanging.&nbsp;

The content of the diaries matched the way the alleged suicides happened, the police said. The diaries had instructions such as "keep water in a cup. When it will change colour, you will be saved". The family was not expecting to die and thought that "the earth will shake" and "there will be thunder in the sky", following which they will be saved. Police said that the fact that there were 11 diaries maintained over a period of eleven years is a coincidence and it is not in any way related to the deaths of the 11 family members. The footage of a camera installed outside a house opposite the residence of the family showed that the elder daughter-in-law of the house, Savita, along with her daughter, Neetu, could be seen bringing five stools that were later used for the members to be hanged. Neetu could be seen in the footage carrying stools accompanied by her mother. Around 10.15 pm, Dhruv and Shivam, the youngest members of the house, were seen taking electrical wires from the plywood shop. These wires were used by the 10 members of the family for hanging. Ten of the 11 members of the Bhatia family were found hanging from an iron-mesh in the ceiling on Sunday, while the body of 77-year-old Narayan Devi, the head of the family, was lying on the floor in another room of the house. Devi's daughter Pratibha (57), her two sons Bhavnesh (50) and Lalit Bhatia (45) were also among the deceased. Bhavnesh's wife Savita (48) and their three children - Meenu (23), Nidhi (25), and Dhruv, aged 15, too were found dead. Lalit Bhatia's wife Tina (42) and their 15-year-old son Shivam were also among those found dead. Pratibha's daughter Priyanka (33), who was engaged last month and would have married by the end of this year, was also found hanging.

South Korea's Moon Jae-In's visit to India to cement bilateral ties between two nations

3. All prospective pilgrims should further note that Simikot and Hilsa are connected to rest of the world only by air (small aircraft/helicopters). There is no other way of travelling in and out of these places. Further, these small aircraft/helicopters can operate only when the weather is absolutely clear in these places and their adjoining areas, as the terrain and route are extremely dangerous. Thus in case of poor weather, there are high chances of pilgrims getting stranded in various legs of Yatra.

The Indian Meteorological Department has predicted <a href="http://www.wionews.com/india-news/jk-flood-alert-issued-in-poonch-rajouri-149115">heavy rainfall in Poonch and Rajouri areas</a> and has also issued flood warnings.

Government issues advisory for Amarnath pilgrims

After a smooth countdown of five hours, the Crew Escape System along with the simulated crew module with a mass of 12.6 tonnes, lifted off at 7 am (IST) at the opening of the launch window from its pad at&nbsp;Satish Dhawan Space Centre, Sriharikota on Thursday.

The test was over in 259 seconds, during which the Crew Escape System along with crew module soared skyward, then arced out over the Bay of Bengal and&nbsp;floated back to Earth under its parachutes about 2.9 km from Sriharikota.

The crew module reached an altitude of nearly 2.7 km under the power&nbsp;of its seven specifically designed quick acting solid motors to take away the crew module to a safe distance without exceeding the safe G-levels, ISRO revealed.

Nearly 300 sensors recorded various mission performance&nbsp;parameters during the test flight. Three recovery boats are being&nbsp;exercised to retrieve the module as part of the recovery protocol.

'Sanju' box office collection day 6: Ranbir Kapoor starrer set to enter the Rs 200 crore club

As part of a child trafficking racket in Ranchi,&nbsp;Jharkhand Police on Thursday arrested two nuns of Missionaries of Charity for allegedly selling babies.

According to the police, the two nuns allegedly sold four babies in Jharkhand as well as Uttar Pradesh in what is suspected to be an inter-state child trafficking racket.

Ranchi Deputy Superintendent of Police Shyamanand Mandal was quoted by news agency ANI as saying, “These nuns sold four babies – three in Jharkhand and one in Uttar Pradesh. Further investigation is underway.”

The nuns are being questioned by the police.&nbsp;

They will develop edutech gaming in the state, with the target of providing 50,000 jobs in 10 years.

J&K: Amarnath Yatra remains suspended due to bad weather

A squall followed by heavy rains lashed parts of the national capital this afternoon, even as the weatherman predicted that the showers would continue overnight.

The squall with a wind speed of 61 km per hour hit the city at 15.34 pm and continued till 15.36 pm, a MeT department official said.

The Safdarjung Observatory, the recording of which is considered official figures for the city, received 34.2 mm of rainfall between 8.30 am and 5.30 pm, the official said.

The Lodhi Road and Palam areas gauged 39.2 mm and 4.6 mm of precipitation during the period, while areas under Ridge received traces of rainfall. The city recorded a high of 37degrees Celsius, a notch above the season's average, while the minimum temperature settled at 28.6 degrees Celsius, a notch above normal, said the official.

The humidity level oscillated between 54 and 90 per cent.

The MeT office has forecast light rain tomorrow.

"The maximum and minimum temperatures are likely to hover around 37 and 36 degrees respectively," the weatherman said.

Yesterday, the maximum and minimum temperatures had settled at 36.7 and 23.6 degrees Celsius respectively.

A UK High Court judge has issued an enforcement order in favour of a consortium of 13 Indian banks, seeking to recover funds owed to them by beleaguered liquor baron Vijay Mallya who is fighting extradition to India on fraud and money laundering charges worth nearly Rs 9,000 crore.

The order grants permission to the UK High Court Enforcement Officer to enter the 62-year-old tycoon's properties in Hertfordshire, near London.

It permits the officer and his agents entry to Ladywalk and Bramble Lodge in Tewin, Welwyn, where Mallya is currently based. However, it is not an instruction to enter, which means the banks have the option to use the order as one of the means to recover estimated funds of around 1.145 billion pounds.

"The High Court Enforcement Officer, including any enforcement agents acting under his authority, may enter Ladywalk, Queen Hoo Lane, Tewin, Welwyn&nbsp;and Bramble Lodge, Queen Hoo Lane, Tewin, Welwyn, including all outbuildings of Ladywalk and Bramble Lodge to search for and take control of goods belonging to the First Defendant (Mallya)," notes the order by Justice Byran, dated June 26.

"The High Court Enforcement Officer, including any Enforcement Agent acting under his authority, may use reasonable force to enter the Property if necessary," it states.

According to legal experts with knowledge of the case, the latest order by the High Court's Queen's Bench Division is the granting of permission, should it be required, while the banks consider "all the enforcement options available to them".

The order relates to the UK's Tribunal Courts and Enforcement Act 2007 and follows a UK High Court ruling in May, which refused to overturn a worldwide order freezing Mallya's assets and upheld an Indian court's ruling that the Indian banks were entitled to recover funds. It marked the first recorded case of a judgment of the Debt Recovery Tribunal (DRT) in India being registered by the English High Court, setting a legal precedent.&nbsp;

The victory for the 13 Indian banks which include State Bank of India, Bank of Baroda, Corporation bank, Federal Bank Ltd, IDBI Bank, Indian Overseas Bank, Jammu & Kashmir Bank, Punjab & Sind Bank, Punjab National Bank, State Bank of Mysore, UCO Bank, United Bank of India and JM Financial Asset Reconstruction Co. Pvt Ltd enables them to enforce the Indian judgment against Mallya's assets in England and Wales.

Mallya has made an application in the Court of Appeal seeking permission to appeal against the order, which remains pending.&nbsp;

Mallya, who is separately fighting extradition to India on fraud and money laundering charges worth an estimated Rs 9,000 crores, had recently issued a media statement condemning the charges against him as politically motivated. He then took to social media to clarify that he made the statement "after a long period of silence" because he had filed an application before the Karnataka High Court on June 22, setting out available assets of approximately Rs 13,900 crores.

"We have requested the Court's permission to allow us to sell these assets under judicial supervision and repay creditors, including the Public Sector Banks such amounts as may be directed and determined by the Court," he tweeted.

"If the criminal agencies such as ED or CBI object to my proposal, and object to the sale of assets, it will clearly demonstrate that there is an agenda against me 'the Poster Boy' beyond recovery of dues to Public Sector Banks, he added.

Meanwhile, the former Kingfisher Airlines boss remains on bail since his arrest on an extradition warrant in April last year. He will return for his extradition hearing at Westminster Magistrates' Court in London on July 31, when closing arguments are expected from the Crown Prosecution Service (CPS), acting on behalf of the Indian government, and Mallya's defence team.&nbsp;

A judgment is expected in the case at a later date.

While the CPS claims it has successfully established a prima facie case of fraud against the businessman, Mallya's lawyers have sought to establish that the criminal charges against him are "without substance". They have also challenged the case on human rights grounds, questioning the conditions at Arthur Road Jail in Mumbai, where the businessman is to be held post-extradition.

Meanwhile, the former Kingfisher Airlines boss remains on bail since his arrest on an extradition warrant in April last year. A judgment is expected in the case at a later date. While the CPS claims it has successfully established a prima facie case of fraud against the businessman, Mallya's lawyers have sought to establish that the criminal charges against him are "without substance". "Late that night, I tried a bluff. I called an IPS officer at Mahim and said: “Suna hai aapne kisi MP ke bete ko uthaya hai (I have heard that you have picked up an MP's son)”.

" “No, we have not, as he is shooting abroad,” the officer replied. There it was - my big story. It had to be Sanjay Dutt," Parmar had recalled.&nbsp;

Two days later, Parmar had received a call from Sanjay Dutt himself who wanted to know about the police case against him.&nbsp;

"I told him that his friends Samir Hingora and Yusuf Nulwala had squealed on him. “Oh, my God,” said Dutt, and disconnected," Parmar said. "Two hours later, he called again, wanting to know what was in store for him if he got caught. I told him that if he surrendered with the weapons, he would be charged under the Arms Act and could get bail. Meanwhile, the Special Investigation Team (SIT) opposed Tharoor`s anticipatory bail plea.

"We will wait for the order. It is listed for tomorrow. We have argued it in the court and let`s see what the results states. The report today which has been filed in the court is contrary to their own charge sheet that has been filed one month back," advocate Vikas Pahwa told media in Delhi.

"Anyways, they have taken a stand and the court will pass the order," he added.

On June 5, the Delhi court had issued a summon notice to Tharoor in the connecting case.

Tharoor, who has been charged for "abetment to suicide and cruelty" in the case, was asked to appear before the court on July 7.

The court had also taken cognizance of the charge-sheet filed in the case.

Earlier on May 24, the Delhi court, which was hearing the case, transferred the matter to the Additional Chief Metropolitan Magistrate (ACMM), Samar Vishal.

The court had said, "Since he (Tharoor) is a sitting Member of Parliament, the matter is being sent to the special designated court for politicians, that is ACMM Samar Vishal. Matter be taken up on May 28."

On May 14, the Delhi Police had filed a charge sheet in the court, in which it named Tharoor as an accused, under sections 306 (Abetment of suicide) and 498A (Husband or relative of husband of a woman subjecting her to cruelty) of the Indian Penal Code (IPC).

Tharoor, however, had dismissed the charge sheet filed as "preposterous".

Delhi Court likely to pronounce on Shashi Tharoor's anticipatory bail plea

A day after the Supreme Court clipped the powers of the LG, the Delhi government and bureaucrats remained on opposite sides of the administrative fence with the AAP leadership saying it is likely to move a contempt petition against those who had refused to comply with its directive on transfers and postings.&nbsp

Hours after the Supreme Court's landmark judgement, which said the LG is bound by the elected government's advice and cannot be an "obstructionist", the Delhi government yesterday introduced a new system for transfer and postings of bureaucrats, making Chief Minister Arvind Kejriwal the approving authority.

However, the services department refused to comply, saying the Supreme Court did not abolish the notification issued in 2016 which made the Ministry of Home Affairs the authority for transfers and postings.

The government is exploring legal options and is likely to move a "contempt petition" before the Supreme Court on the matter, said a government spokesperson.

The chief minister and his deputy Manish Sisodia appealed to officials and the Centre to abide by the judgement of the apex court and get down to work for the development of the city.

Kejriwal requested all stakeholders to implement the Supreme Court order on the distribution of powers between the Delhi government and the LG and said the verdict had clearly demarcated the areas of power sharing.&nbsp

The Supreme Court has in "clear terms" stated the powers of the Delhi government, the central government and the LG, he said.&nbsp

Police, public and land are under control of the LG, and the Delhi government has executive powers on other subjects, the chief minister told reporters.&nbsp

Sisodia echoed him.

"I want to appeal to all the stakeholders to implement the order and work together for the development of Delhi. Sought time to meet Hon'ble LG today to seek his support and cooperation in the implementation of the order of Hon'ble SC and in the development of Delhi," Sisodia wrote on Twitter.

He said the chief secretary had written to him, saying the services department would not follow the orders.

"If they are not going to abide by it and the transfer files will still be seen by the LG then it will amount to contempt of the constitution bench," Sisodia told reporters.

"We are consulting our lawyers about what can be done in the situation," he said, adding that the Supreme Court had clearly stated that the LG has the power to interfere only in three subjects, which does not include the services department.

"I appeal to the officers as well as the Centre to abide by the Supreme Court judgement," Sisodia said.

The verdict yesterday said LG has no "independent decision-making power" and has to act on the aid and advice of the elected government.

The JNU's high-level inquiry committee has upheld Umar Khalid's rustication and a fine of Rs 10,000 imposed on Kanhaiya Kumar in connection with the February 9, 2016 incident, reported news agency PTI.

The JNU panel had in 2016 recommended rustication of Khalid and two other students and imposed a fine of Rs 10,000 on Kumar, the then students' union president, in connection with the campus event against Afzal Guru's hanging during which anti-national slogans were allegedly raised.

The five-member panel had also imposed a financial penalty on 13 other students for violation of disciplinary norms.

The students had then moved the Delhi High Court, which had directed the university to place the matter before an appellate authority to review the panel's decision.

According to sources, the panel has upheld its decision in the case of Khalid and Kumar.

"The penalty has also been reduced for some students," a source said.

Kumar, Khalid and Anirban Bhattacharya were arrested in February 2016 on charges of sedition in connection with the controversial event and are out on bail. Their arrest had triggered widespread protests.&nbsp

Students of the Central University of Kashmir allegedly remained seated while the national anthem was played during the university's convocation in Srinagar.

Two video clips of the incident have gone viral on social media.

The convocation at SK International Conference Centre was attended by Jammu and Kashmir Governor NN Vohra and former J&K chief minister Omar Abdullah. The anthem was played at the start of the event after the governor reached the venue.&nbsp;

However, speaking to WION, the university's public relations officer said everyone was standing in the main hall. "We are checking the video which has emerged from the second room where other students were sitting," he said.&nbsp;

On being asked if the videos are fake, he said "we are checking the authenticity of the videos. University will cooperate in everything."

Kashmir BJP leader Altaf Thakur, while demanding action be taken, claimed the university's vice-chancellor and others authorities were trying to save themselves by dubbing the videos as "fake".

Senior Congress leader Taj Mohiuddin told WION that the students should have respected the national anthem, that there was a need to take such incidents seriously, and that the former BJP-PDP government was responsible for widening the gap between the mainstream and the state's youth.&nbsp;

"Everyone should respect national anthem by heart and the BJP-PDP government was responsible for widening the gap between mainstream and the youth in the state," Mohiuddin said.&nbsp;

The state's oldest political party, the National Conference also held the PDP-BJP responsible for the youth's isolation from the mainstream. Salman Ali Sagar, a youth leader of the party, said the students should have stood for the anthem.&nbsp;

Similar scenes were witness last month during a Ramadan party organised by former chief minister Mehbooba Mufti. Union Home Minister Rajnath Singh had attended the party.&nbsp;
