Crowd turned violent despite requests: Delhi Police on action against protesting farmers

Launching a scathing attack on the BJP and the RSS, the Congress on Tuesday called for a "new freedom struggle" against what it called the Modi government's politics of "polarisation and intimidation", as it held a meeting of its apex decision-making body CWC at a venue where 'Quit India' resolution was adopted in 1942 under Mahatma Gandhi's leadership.

Holding its meeting at Sewagram Ashram's Mahadev Bhavan in Wardha district of Maharashtra on Mahatma Gandhi's 149th birth anniversary, the Congress Working Committee, headed by the party chief Rahul Gandhi, also condemned the use of force against protesting farmers on their way to the national capital.

The CWC had last met in Sevagram in March 1948 and before that under the leadership of Mahatma Gandhi in 1942 to adopt the 'Quit India' resolution.

In a resolution adopted at the meeting, the Congress alleged the RSS had a "blatant hypocrisy" that vilified and rejected Mahatma Gandhi during his lifetime and it was now brazenly proclaiming itself to be his champion.

"It is its (RSS's) ideology that was responsible for spreading the atmosphere of hate that led to the Mahatma's tragic assassination," Congress chief spokesman Randeep Singh Surjewala said quoting the resolution.

Another resolution adopted at the meeting condemned the use of force on farmers on their protest march towards the national capital from all parts of the country on Tuesday.

The CWS meeting was presided over by Congress president Rahul Gandhi and was attended by UPA chairperson Sonia Gandhi and former prime minister Manmohan Singh among other leaders.

The CWC resolution accused Modi government of "crushing debate and dissent" and "imposing artificial uniformity in a nation of extraordinary diversity".

Stating that a new freedom struggle is the urgent need of the hour, the resolution called for a massive movement to combat "the forces of divisiveness and prejudice, (and) to confront the Modi government whose politics is the politics of threat and intimidation, the politics of polarisation and divisiveness, the politics of crushing debate and dissent."

The Congress accused the Modi government of pursuing the politics of "hatred, vendetta, deceit, fraud and subterfuge" and subverting all constitutional values.

In a veiled reference to Prime Minister Narendra Modi and his government, the resolution said that "appropriating" Mahatma's legacy may be politically expedient for some, "but imbibing his principles and values in thought, word and deed is impossible for those who see in the Mahatma only electoral opportunities".

"One may borrow the Mahatma's spectacles for publicity campaigns, but implementing his vision will remain unfulfilled unless his principles are followed," the resolution said in an apparent reference to the logo for the government's 'Swachh Bharat' campaign.

The CWC resolved to expose "the hollowness and doublespeak of the ideologies and organisations who have never believed in, let alone followed the Gandhian path of truth, tolerance, harmony and non-violence".

The CWC also paid tribute to former Prime Minister Lal Bahadur Shastri on his birth anniversary.

"'Jai Jawan, Jai Kisan' is not a slogan but a cardinal principle of faith for the Congress party," it stated.

The Congress, which has been trying to project itself as the pivot to head a united front against the BJP in future polls, said it embodies the true ethos of inclusive and secular "Bharat".

"It is only the Congress that is deeply committed to the principles of justice, liberty, equality and fraternity. The CWC resolves that this fundamental message must be renewed and propagated to all corners of India, especially to the younger generation, by every member of the Congress party," the resolution stated.

The Congress further said the "ideological battle" has to be unswerving, irrespective of elections.

It called upon the people to fight the politics of "fear, intimidation, lies and deception without "bending".

It also recalled Sevagram having served as the "karmbhoomi" of Mahatma Gandhi for over a decade from the time he set up his ashram there in April 1936 and also holsted the CWC meeting which had adopted the "Quit India" resolution on July 14, 1942.

The quit India movement was launched a month later under the leadership of Mahatma Gandhi.

Referring to the use of force on farmers on their way to Delhi, Surjewala said they were seeking loan waiver, doubling of their income and a fair price for their produce.

"Five to 18 per cent GST is levied on fertilisers and farmers want it should be waived," he said.

Surjewala said the Congress would never accept "such atrocities".

"Farmers who had come to seek grievance redressal were beaten up and lathi-charged. Water canons and tear gas were also used. We condemn the autocratic Modi government and the prime minister who is drunk with power. We express solidarity with the farmers and resolve to redress their grievances if voted to power," he said.

The CWC also passed a resolution condoling the recent demise of party leaders R K Dhawan and Gurudas Kamat.

Congress vows 'new freedom struggle' against Modi govt, attacks RSS

“Be the change that you wish to see in the world,” Mohandas Karamchand Gandhi.

The Father of the nation, Mahatma Gandhi, was the living example of the change that he sought and yearned for India. His beliefs were deeply rooted in the idea that it is imperative to change oneself before expecting the same to permeate in the immediate surrounding.

One of the heartwarming tales of Gandhi's interaction with a mother and her child speaks volumes about his practice of self-interrogation and inspection. Gandhi was a staunch believer of the fact that without changing oneself, nothing else with ever change.

That is precisely why when a mother came to Bapu complaining about her child's habit of eating excessive jaggery, Gandhi kept asking her to come after a week. The tirade went on for about four weeks when the woman got frustrated and finally inquired after Bapu's intention. Gandhi replied saying that he took four weeks to get rid of his own habit of eating too much jaggery, it is only now that he will now be able to coax and cajole her child into leaving the habit.

Many similar delightful anecdotes from Gandhi's life have been documented in scores of books and journals, these exhibit his teachings and life mantras.

On Bapu's 149th anniversary, let us all take a cue from this little, uplifting tale from his life and pledge to inculcate the change in ourselves first before expecting to see it around us.

P Chidambaram Monday sought to know why the BJP-led NDA government was buying so few Rafale fighter jets if they were cheaper as claimed by it.

Talking to reporters on the sidelines of a party meeting, he said the United Progressive Alliance (UPA) government had decided to buy 126 Rafale aircraft and entered into an agreement.

But, the present government had cancelled it and inked a new deal.

"They claimed that the fighter jet was cheaper...In that case, they should tell how they (jets) are cheaper...They are not revealing... Besides if the cost of the plane is cheaper then why not buy more jets? why is the government buying only 36 jets?," the former Union minister said.

Alleging that Defence Minister Nirmala Sitharaman was "not aware of anything", he said in the National Democratic Alliance (NDA) regime, three Union ministers have been taking care of the defence portfolio.

"None of them did a proper job," Chidambaram said.

Union minister Arun Jaitley had earlier said the fully weaponised fighter jets which his government was buying are 20 per cent cheaper than the ones offered under the previous UPA regime.

In 2015, then defence minister Manohar Parrikar had said the government had decided to buy only 36 Rafale fighter jets, scrapping the earlier plan to acquire 126 of the French aircraft, on grounds of huge cost.

A French media report had quoted former French president Francois Hollande as purportedly saying that the Indian government proposed Reliance Defence as the partner for Dassault Aviation in the Rs 58,000 crore Rafale deal and France did not have a choice.

Subsequently, the Congress and other Opposition parties have stepped up their attack on the Modi government over the deal.

As thousands of farmers tried to enter the national capital in a massive protest march, the government Tuesday announced that a committee of chief ministers will look into their demands, even as the protesters stayed put saying they were not "satisfied" with the assurance.

After meeting the protesting farmers at the Delhi-UP border here, Union minister of state for agriculture Rajendra Singh Shekhawat said the government was assuring the farmers to take forward their cause.

"I assure you all this. We will move court over the NGT order (to ban tractor and vehicles which are more than 10 years old," he said.

On another problem faced by the farmers about farm labour, the minister said the government would look at bringing in some changes to the minimum wage rules for rural areas to solve this problem.

"The government has formed a committee of six chief ministers to look into this issue of labour for farm. The committee is in talks to connect MNREGA with agriculture," Shekhawat added.

"On behalf of (Union Home Minister) Rajnath Singh, I assure you that I will represent the farmers' interests in this committee and whatever changes would be required to link MNREGA with agriculture will be made," Shekhawat told the farmers.

The protesting farmers, however, decided to stay put at the Delhi border, where they have been stopped by the police from entering the national capital.

Naresh Tikait, the chief of Bharat Kisan Union (BKU), which has given the protest call, said the farmers are "not satisfied" with the government's assurance.

A ban on sale, storage and manufacture of plastic came into force in six cities of Odisha Tuesday, on the occasion of Mahatma Gandhi's 149th birth anniversary, a senior official said here.

The state government has set a target of making the state plastic-free over the next two years, he said.

"In the first phase, the ban has been enforced in Bhubaneswar, Cuttack, Berhampur, Sambalpur and Rourkela and the seaside town of Puri. The administration has been asked to ensure that the order is enforced in the cities in line with Chief Minister Naveen Patnaik's instructions," he stated.

The CM had said in July that plastic prohibition would come into effect across the state over the next two years.

According to the state government's directive, no one will be able to sell, manufacture and import or stock plastic and polythene items once the ban comes into force.

Also, drinking water pouches, plastic water bottles with less than 500 ml capacity, polythene bags, disposable plastic cups, plates, glasses, bowls, spoons, and plastic straws, too, will no longer be allowed anywhere in the state.

The departments of Housing and Urban Development and Panchayati Raj have been asked to execute the order in urban and rural areas respectively, while the Forest and

Environment Department has been tasked with monitoring its implementation.

Those violating the order will undergo a five-year jail term with a fine of up to a maximum of Rs 1 lakh. The state has also decided to introduce a penalty provision of Rs 2000-Rs 3000 for small traders.

"Traders dealing in plastic bags have been given time till November 30 to do away with the remaining products. Appropriate action would be taken if anyone is found selling these items," the senior official explained.

The district administration has been directed to conduct surprise raids to check violation of norms, he said.

"People have been asked not to carry any plastic or polythene bags to any public place. All religious institutions, hotels and restaurants have been told to strictly abide by the order," the official maintained.

The government is also mooting a buy-back policy, under which consumers would be given cash for selling off their plastic bottles.

The official, however, clarified that there would be no ban on blood transfusion bags, plastic used in nurseries, horticulture, healthcare, medicines, polythene more than 50 micron, water bottles of more than 500 ml capacity and thermocol used for transportation of electronic goods.

An office-bearer at Bhubaneswar Municipal Corporation said teams comprising administrators of Labour Department, Odisha State Pollution Control Board and the police have been asked to create awareness among the people about the harmful effects of plastic in the state capital.

In Puri, a team led by District Collector Jyoti Prakash Das raided shops near Jagannath Temple in the morning and warned the traders and shopkeepers against use of polythene bags.

"As of now, our objective is to make people aware of the ill-effects of plastic. The response has been quite encouraging so far as around 80 per cent of people were seen using alternative means," Das added.

A seven-year-old boy was killed and nine people, including his mother, were injured in a low-intensity explosion in front of a multi-storey building in the Nagerbazar area in Kolkata's northern suburbs on Tuesday, police said.

"A child, who was severely injured in the blast, has died in hospital. A total of nine people are injured," Deputy Commissioner of Police, Barrackpore Commissionerate, Ananda Roy said.

As per initial investigation, ammonium nitrate was used in carrying out the low-intensity blast outside the building, which also houses the office of South Dum Dum Municipality chairman Panchu Roy.

"It was a socket bomb explosion. Forensic team and the bomb squad of CID are examining the spot. We have started further investigation," a police officer said.

The explosion was reported outside a fruit shop on the ground floor of the building in the congested Kazipara area under the jurisdiction of Dum Dum Police Station around 9 am, the officer said.

"Initially, we thought it was a gas cylinder blast. But it is not so. We have found a few iron nails but there is no smell of gunpowder," another senior police officer said.

Trinamool Congress leader Roy claimed that he was the target of the blast.

Roy, stopping short of naming any political party, said the forces, which are currently attacking the ruling TMC all over Bengal, are behind the attack.

"It was a pre-planned blast... They had planned to kill me and other TMC workers, as it would create panic and help them gain foothold in the area," he told PTI.

Asked whether the explosion was a result of infighting within the TMC, Roy said there was no such issue in south Bengal.

Delhi Chief Minister Arvind Kejriwal said on Tuesday that preventing a protest march of farmers from entering the national capital was "wrong" and pitched for allowing them entry into the city.

"Why are the farmers being stopped from entering Delhi. It is wrong. Delhi belongs to all. They should be given entry in Delhi. We support their demands," he told reporters on the sidelines of an event held at the Delhi assembly to mark Gandhi Jayanti.

Farmers marching towards Delhi as part of the Bharatiya Kisan Union's (BKU) protest call over demands ranging from farm loan waiver to cut in fuel prices, were stopped at the Delhi-Uttar Pradesh border Tuesday with police using water cannons to disperse them.

The farmers, riding tractors and trolleys, broke barricades of the UP Police and then started proceeding towards the barricades put up by the Delhi Police, a senior police officer said.

The city police had on Monday imposed prohibitory orders in east and northeast Delhi, anticipating law and order problems in view of the protest.

In east Delhi, the prohibitory orders issued by Deputy Commissioner of Police (East) Pankaj Singh under Section 144 of the Criminal Procedure Code, will be in force until October 8.

It covers Preet Vihar, Jagatpuri, Shakarpur, Madhu Vihar, Ghazipur, Mayur Vihar, Mandawli, Pandav Nagar, Kalyanpuri and New Ashok Nagar police station limits.

Mehta said he hopes that PNB will be back into the black during 2018-19 due to various efforts taken by the bank after the fraud came to light in January this year.

"The bank has demonstrated its capability to absorb such a shock and hopefully it would be back into the black during this financial year itself," he told news agency Press Trust of India in an interview, after donating Rs 5 crore for flood relief and rehabilitation to Kerala Chief Minister Pinarayi Vijayan on Monday.

The bank is slowly getting on to the growth path, he said, adding that credit growth is picking up and has surpassed industry average.

PNB reported a loss of Rs 940 crore for the April-June period of financial year 2018-19. It clocked a profit of Rs 343.40 crore in the corresponding quarter of 2017-18.

To give fillip to expansion plan, the bank's board has sought a capital support of Rs 5,431 crore from the government through issuance of preferential shares. The proposed fund infusion would support growth initiatives of the bank. The previous fund infusion of Rs 2,816 crore earlier this year was for meeting regulatory ratios, he said.

So in all, PNB is set to get a fund support of Rs 8,247 crore, out of the Rs 65,000 crore earmarked for the entire public sector banking system for the current fiscal year.

The fund infusion would be made after clearance from an extra general meeting (EGM) due on October 30 and other regulatory approvals.

A Mumbai branch of PNB had fraudulently issued LoUs for the group of companies belonging to Nirav Modi since March 2011.

Talking about PNB's initiative for flood-ravaged Kerala, Mehta said: "PNB has always shown commitment for the national cause. The major havoc flood has played in Kerala needs sympathetic consideration from all in the country and PNB cannot be behind."

As part of the initiative, PNB employees and retirees have collected Rs 5 crore for flood relief and rehabilitation.

The Congress will hold its working committee meeting here Tuesday to mark the beginning of Mahatma Gandhi’s 150th birth anniversary celebrations, and give a message against the “atmosphere of fear, hate and violence” prevailing in the country, the party has said.

Congress chief Rahul Gandhi will be at the Sevagram Ashram in Wardha for the meeting and the party will take Mahatma Gandhi’s message all over the country, a party leader said.

There will be a prayer meeting, a ‘shanti’ (peace) march, and a public meeting at the Sevagram Ashram in which Rahul Gandhi will give his message, he said, adding that holding the Congress Working Committee (CWC) meeting in Wardha has a lot of symbolism attached to it.

“The preliminary deliberations of Individual Satyagraha were held in Sevagram in 1940. The CWC met in Sevagram and adopted the resolution on Quit India movement on July 14, 1942,” he said.

The Quit India movement was launched in Mumbai on August 8, 1942.

“A meeting was held in Sevagram from March 12 to 14, 1948, with the subject ‘Gandhi has gone: who will guide us now’, and among those who attended the meeting included the then Prime Minister Pandit Jawaharlal Nehru, Maulana Abul Kalam Azad, Vinoba Bhave and Jaiprakash Narayan,” he said.

When Mahatma Gandhi started his padayatra in 1930 from the Sabarmati Ashram to Dandi, he had decided not to return to Sabarmati till India was free, the leader recalled.

“Gandhiji was jailed for more than two years and on his release, he spent time travelling considerably in central India. He came to Wardha in 1934 at the invitation of businessman and philanthropist Jamnalal Bajaj,” he said.

In April 1936, Mahatma Gandhi established his residence in the Shegaon village near Wardha and he renamed it as Sevagram, which means ‘village of service’.

Terming Congress a "national saboteur", Union Finance Minister Arun Jaitley on Monday claimed that the party has been busy spreading false information about the Centre's possible moves in relation to the private sector company Infrastructure Leasing & Financial Services Limited (IL&FS).

"The Congress Party, for the last few days, has been busy spreading disinformation about the Government's possible moves in relation to the private sector company IL&FS. The Congress is a national saboteur. It party wants to sabotage India's economy by allowing a situation in relation to a company to persist, expand and become unmanageable. It lacks statesmanship and vision."Furthermore, Jaitley published a letter written by Congress leader KV Thomas, which highlighted ways for the government to bail out IL&FS, and suggested assistance using entities like State Bank of India (SBI) and the Life Insurance Corporation of India (LIC)."

A senior Congress leader, Prof. K.V. Thomas, who is a former Union Minister and has been the Chairman of the Public Accounts Committee, has written to me on 20th September 2018 making such a request.

I am enclosing his letter. It demolishes every word that Rahul Gandhi and his coterie have been spreading. It may be advisable for Rahul Gandhi to get some 'words of wisdom' from Prof KV Thomas," he said.

Continuing his tirade against the Gandhi scion, Jaitley asked, "The financial institutions' investment in any company - 'is it a scam' as Rahul Gandhi and his coterie are spreading? Was it a scam in 1987 when the IL&FS was promoted with the Central Bank of India has 50.5 per cent shares and the UTI having 30.5 per cent shares? Was it a scam in 2005 when LIC acquired 15 per cent stake in IL&FS and in March 2006 when it acquired another 11.10 per cent stake in the IL&FS? In fact, LIC further bought 19.34 lakh shares in IL&FS in 2010. Do I start calling all these investments today 'a scam' as per 'the perverted Rahul Gandhi school of thinking?' From where has he invented a proposal of Rs.91, 000 crores investment likely to take place by LIC and SBI in the IL&FS? In fact, it is the section of the Congress leadership which has been urging me to enable investments in the IL&FS and save the company."Concluding his blog, Jaitley said that the Congress must remember that 'the days of crony capitalism are over.' "The Congress Party must remember that 'the days of crony capitalism are over.' The NDA Government deals with such challenges objectively and professionally," he said.

The fresh attack from Jaitley came after the Congress President accused the Prime Minister of bailing out the debt-ridden IL&FS using funds from the SBI and LIC. He had also accused the Prime Minister of working for select "crony capitalists".
