India Sunday strongly hit back at Pakistan for the “preposterous allegation” its Foreign Minister Shah Mehmood Qureshi made at the UN that terrorists behind the 2014 attack on a Peshawar school were “supported” by India, saying the “despicable insinuation” dishonours the memory of the children killed in the assault.

Indian diplomat from the country’s Permanent Mission to the UN, Eenam Gambhir, exercised India’s Right of Reply and rejected Qureshi’s baseless allegation made during his General Assembly address last night.

“Among the most outrageous was the preposterous allegation relating to the horrific terror attack on a Peshawar school four years ago,” Gambhir said. She reminded the new Pakistan government under the leadership of Prime Minister Imran Khan, that there was an outpouring of sorrow and pain in India following the massacre of children in 2014. She said both Houses of India’s Parliament had expressed solidarity while paying respects to those killed. “Schools all over India had observed two minutes of silence in their memory. The despicable insinuation made by the foreign minister of Pakistan dishonours the memory of the innocent lives lost to terrorists that day,” Gambhir said.

She said the allegation was a “desperate attempt” to look away from the monster of terror Pakistan has created in its quest to destabilise its neighbours and covet their territory. Qureshi had said that Pakistan will never forget the mass murder of more than 150 children in the Peshawar school, the Mastung attack and many others that “have links with terrorists supported by India.”

The Peshawar attack was carried out by heavily-armed 8-10 Taliban suicide bombers who stormed the army-run school and took several hostages. The attackers wearing paramilitary Frontier Corps uniforms had entered the school and started indiscriminate firing. Gambhir also took a dig at Qureshi’s emphasis on a “new Pakistan” under Khan, saying while the Indian delegation had come to listen to Pakistan’s “new” foreign minister outline the vision of a new Pakistan, “what we heard is a ‘New Pakistan’ cast in the mold of old.”

Gambhir tore into Pakistan’s claim that it has turned the tide against terrorism, saying a fact-check of this claim will give a different picture. She asked if Pakistan can deny the fact that it is the “host and patron” of 132 of the UN-designated terrorists and 22 terrorist entities listed under the UN Security Council Sanctions regimes. “Will Pakistan deny that the UN-designated terrorist Hafiz Saeed enjoys a free run inside Pakistan and spews venom and sets up candidates for electoral offices,” she said. With Qureshi again raking up the Kashmir issue, Gambhir asserted that India is making it clear to the “new government” of Pakistan that the entire state of Jammu and Kashmir is and will remain an integral part of India.

India also ripped through efforts of the ‘New Pakistan’ to champion human rights. “This is vintage verbal duplicity,” Gambhir said, citing the example of Princeton economic professor Atif Mian. The economist was appointed and removed by Khan’s government from the Economic Advisory Council on the grounds that he belongs to a minority. Mian is an Ahmadi, a religious minority of Pakistan. “Before preaching to the world, championing of human rights should begin at home,” Gambhir said.

She said a report by the Office of the UN High Commissioner for Human Rights on Kashmir, which Qureshi mentioned and welcomed in his speech, is a publication that no UN member-state had asked for or supported and on which no action was taken. India lambasted Pakistan’s assertion that New Delhi had called off the proposed foreign minister-level talks on flimsy grounds. “The new foreign minister of Pakistan chose to term the gruesome killing of our security personnel by Pakistani-sponsored terrorists as ‘flimsy grounds’,” she said. She said Qureshi’s speech was made up of “fake allegations and fake facts” which can only make for a “fake vision.”

Qureshi had said Pakistan desires a relationship with India based on sovereign equality and mutual respect and sought resolution of disputes through a serious and comprehensive dialogue that covers all issues of concern. He said Pakistan was to meet on the sidelines of this UNGA Session to talk about all issues with India but New Delhi called off the dialogue for the third time on flimsy grounds. “They preferred politics over peace,” he had said. India had called off the meeting, citing the brutal killings of three policemen in Jammu and Kashmir and after Islamabad released postage stamps glorifying Kashmiri militant Burhan Wani. “For a new vision to materialise, Pakistan must demonstrate that it has moved beyond a narrative of deception, deceit and distortion,” Gambhir said.

Exercising its Right of Reply, Pakistan said the claims of religious superiority are perpetrated through state patronage all across India. The Pakistani representative made a reference to Farook Ahmad Dar, saying he was tied to an army vehicle and used as a human shield in the Valley. He said members from India’s minority communities are publicly lynched at the hands of Hindu zealots. He said Jammu and Kashmir is an internationally-recognised dispute and the UN has called for holding of a impartial plebiscite to ascertain the wishes of the Kashmiri people. He said Jammu and Kashmir is not a part of India, adding, “India cannot hide behind semantics anymore.”

Subsidised cooking gas (LPG) price Sunday hiked by Rs 2.89 per cylinder to Rs 502.4 per cylinder.

The price of non-subsidised LPG at Delhi will increase by Rs 59.00 per cylinder in October 2018 mainly due to change in international price and foreign exchange fluctuations, Indian Oil Corporation (IOC) said in a statement.

The actual impact on subsidised domestic LPG customers is only Rs 2.89 per cylinder, which is mainly due to GST on the above, IOC added.

The subsidy transfer in customers' bank account has been increased to Rs 376.60 per cylinder in October 2018 as against Rs 320.49 per cylinder in September 2018.

"Thus the domestic subsidised LPG customer is protected against the increase in prices of LPG," it said.

J&K: 1 policeman killed in terror attack at police station in Shopian

Six opposition parties, including the Samajwadi Party (SP), on Sunday vowed to form an alliance with the Congress against the ruling Bharatiya Janata Party (BJP) in poll-bound Madhya Pradesh, but failed to float a united front following the Left parties' "aversion" to the Congress heading the prospective bloc.

The CPI(M) claimed that the Congress was pursuing the politics of "soft Hindutva" in the state.

The eight parties that met on Sunday, including the CPI and the CPI(M), would meet again on October 7 to take their coalition talks forward, a Loktantrik Janata Dal (LJD) leader said.

Representatives of the LJD, SP, Communist Party of India (CPI), Communist Party of India (Marxist), Bahujan Sangharsh Dal (BSD), Gondwana Gantantra Party (GPP), Rashtriya Samanta Dal (RSD) and Prajatantrik Samadhan Party (PSP) discussed the prospective alliance for the Assembly polls, due later this year.

"All the parties agreed to join hands, but the CPI and the CPI(M) disagreed to align with the Congress to take on the BJP in the upcoming polls," LJD leader Govind Yadav told PTI after the meeting.

He said the Congress, by virtue of being the main opposition party, should take the lead in forming the alliance "as the time is running out".

The meeting was called to work out an alliance against the BJP, which has been in power in Madhya Pradesh since 2003.

"Six of the eight parties agreed on an alliance to be headed by the Congress, but the CPI and the CPI(M) were averse to the Congress steering the bloc," Yadav said.

State CPI(M) secretary Jaswinder Singh said the Congress was peddling "soft Hindutva".

"The Congress is pursuing a soft Hindutva agenda, while the BJP hard Hindutva. We see no difference between both the parties," he said.

Stating that the Left parties were against communalism and were keen to form an alliance to defeat the BJP, Singh said, "But we do not want the group to be steered by the Congress."

The Congress, trying hard for its political revival in Madhya Pradesh, had courted the Bahujan Samaj Party (BSP) for a tie-up. However, the Mayawati-led party dashed the

Congress's hopes by announcing its first list of 22 candidates on September 20.

Madhya Pradesh Congress president Kamal Nath had said his party was keen to join hands with the like-minded parties such as the BSP for taking on the BJP.

The Congress MP had also met BSP supremo Mayawati on July 15.

However, the BSP is maintaining that it will contest all the 230 Assembly seats in Madhya Pradesh on its own.

It seems that after the BSP announced its first list of candidates, the LJD has now set the ball rolling for talks on the anti-BJP alliance.

LJD mentor Sharad Yadav, who originally hails from Madhya Pradesh, has been trying hard to cobble up the Congress-led opposition.

State CPI(M) secretary Jaswinder Singh said the Congress was peddling "soft Hindutva". "The Congress is pursuing a soft Hindutva agenda, while the BJP hard Hindutva. We see no difference between both the parties," he said. Stating that the Left parties were against communalism and were keen to form an alliance to defeat the BJP, Singh said, "But we do not want the group to be steered by the Congress." The Congress, trying hard for its political revival in Madhya Pradesh, had courted the Bahujan Samaj Party (BSP) for a tie-up. However, the Mayawati-led party dashed the Congress's hopes by announcing its first list of 22 candidates on September 20.

Six parties vow to join hands with Congress in MP; CPI, CPI(M) reluctant

US President Donald Trump Saturday said that India wants to have a trade deal with the US because it does not want him to impose tariffs on their products.

Trump's remarks, for the second time in recent weeks, comes days after Assistant US Trade Representative Mark Linscott returned from India where he had detailed discussion with senior Indian officials on bilateral trade and a possible trade deal between the two countries.

Trump often accuses India of imposing 100 per cent tariffs on American products.

"We have a country, take India. Good relationship. They want to make a deal now because they don't want me to do what I'm going to do, with I have to. So, they (Indians) call us. They didn't want to make a deal with anybody else," he said.

Trump referred to India in the context of his repeated allegation that other countries have been taking advantage of America in the past.

Trump in early this month had said India wanted a trade deal with the US despite the US administration's tough stance on the issue.

"Take India. You talk about free trade. So, let's say they (Indians) charge us 60 per cent tariff on a product. And for the same product when they send it in (America), we charge them nothing. So now I want to charge them 25 per cent or 20 or 10 or something," Trump said.

"What do you think? That's not free trade. We don't like it. I said, where are these people coming from? So, think of it. Where are they coming from? You have no idea how difficult it is. Where are they coming?" Trump said on Saturday referring to the conversations he is having with India.

Trump told the crowd that he is using India just as an example.
The president said he can give an example of other countries which are "brutal" to what they do with the United States.

"I could give you (examples of) others that are brutal, just brutal what they do to us, how they take advantage of the stupidity. We never even had people negotiate, they just do whatever they want," Trump said as he went back to the India example.

"Remember this. A lot of the people that are fighting me in what I'm doing have ownership of companies in these other countries. Remember that, please. Remember that, or they're represented by lobbies," Trump said, as he lashed out at those who are opposing his America First trade policies.

Trump said nobody wants to talk about the jobs created and nobody wants to talk about all the money that's flowing into the coffers of the United States of America, he said.

"The people that are against it are usually having companies...You know you go to these other countries, they have companies there too," he alleged.

News brief: Big stories of the day

Rejecting Pakistan Foreign Minister Mehmood Shah Qureshi’s statement against India at the 73rd session of the United Nations General Assembly (UNGA), Eenam Gambhir, India's First Secretary in Permanent Mission of India to UN, has said, "New Pakistan cast in the mould of the old."

Exercising a Right of Reply, Gambhir, in the UNGA general debate, called out Pakistan's baseless allegations levelled against India while saying that New Delhi orchestrated terror activities in Islamabad.

Referring to Qureshi's statement where he alleged India’s involvement in the 2014 Peshawar school attack, the Indian diplomat said, "Among the most outrageous was the preposterous allegation relating to the horrific terror attack on a Peshawar school four years ago. Let me recollect for the new government of Pakistan the outpouring of sorrow and pain in India that followed the massacre of innocent children in 2014. Both houses of India's Parliament had expressed solidarity while paying respect to the memory of those killed. Schools all over India had observed two minutes of silence in their memory."

She further asserted that these allegations are a part of Pakistan's attempt to look away from the "monster of terror" that it has itself created to "destabilise its neighbours and covet their territory." Gambhir also established the importance of the state of Jammu and Kashmir saying that it is an integral part of India and continue to be so.

Aiming at Pakistan's claim of fighting terrorism, India asked Pakistan to deny being the host and patron of 132 of the UN-designated terrorists and 22 terrorist entities under the 1267 and the 1988 UN Security Council sanctions regime.

Gambhir also questioned the freedom experienced by UN-designated terrorist Hafiz Saeed's in Pakistan as he continued to set up candidates for electoral office.

Taking a dig at Pakistan's newly-found appreciation of upholding Human Rights, the Indian diplomat quoted the example of appointment and removal of Princeton economist, Professor Atif Mian's from the Economic Advisory Council on grounds that he belongs to a 'minority'.

"Before preaching to the world, championing of human rights should begin at home,” Gambhir added.

Gambhir also slammed Qureshi for his comment where he said that New Delhi cancelled the meeting of the foreign ministers of India and Pakistan on “flimsy ground.”

“The new Foreign Minister of Pakistan chose to term the gruesome killing of our security personnel by Pakistani sponsored terrorists as 'flimsy' grounds. While it may not be the case for Pakistan, for India every loss of life counts. Hence our belief that talks and terror cannot go together," she noted.

"Pakistan must demonstrate that it has moved beyond a narrative of distortion, deception and deceit," Gambhir added while snubbing Pakistan's fake claims and allegations.

New Pakistan is no different from the old one: India's harsh rebuttal to Islamabad at UNGA

Travancore Devaswom Board (TDB) president A Padmakumar Sunday said "real women devotees" of Lord Ayyappa were unlikely to visit Sabarimala temple and only "women activists" will reach the hillock shrine, in view of the recent Supreme Court verdict.

The apex court had on September 28 lifted the ban on the entry of women aged between 10-50 years to the forest shrine, holding that the centuries-old Hindu religious practise was illegal and unconstitutional.

After a meeting with Kerala Chief Minister Pinarayi Vijayan here, Padmakumar said the TDB will seek 100 acres of forest land from the Centre to provide more amenities for devotees as part of implementing the top court order.

The Board, which manages the shrine, will also consider filing a review petition, citing the difficulties and challenges faced by it in implementing the order in the present context, he said.

Expressing disappointment over the verdict, Padmakumar said the apex court had taken into account only constitutional, fundamental and gender issues while considering the entry of women into the shrine.

The unique geographical aspects and specific circumstances at the hill temple should have also been considered, he said.

"During the last annual pilgrim season, devotees had to stand in queue for over 17 continuous hours on a particular day due to the unprecedented rush," Padmakumar told.

Around 5.5 lakh devotees had been at the shrine during the last 'Makaravilakku' day on January 14.

"Is it possible for women to trek kilometers through the forest path and stand amongst the packed crowd?" he said. The TDB chief said the real devotees who respect the traditions and rituals of Sabarimala and know the circumstances there were not likely to visit the shrine.

"Only some women activists are expected to trek the holy hill in the name of the verdict," he said.

The TDB, however, will provide all possible facilities for women devotees who will reach the shrine from October 16, when it opens for this year's three month long annual pilgrimage season, Padmakumar said.

It will be very difficult and challenging for the Board to provide any special amenities for devotees in the present context, he said.

"So, we will request the Centre to provide us 100 more acres of forest land from the Periyar Tiger Reserve (PTR) to implement the verdict. The Supreme Court's permission is also necessary for that," Padmakumar said.

Detailing its challenges, from crowd management to security, he said no more constructions were possible in the premises of the shrine which is located in the ecologically fragile Western Ghats region.

Steps will be taken to demarcate some of the existing toilets and lodging facilities for women devotees, the TDP president said.

The Board has also plans to set up a new 'viripandal' (dormitory), which can accommodate at least 10,000 people, considering the influx of women devotees.

"The work will begin by January and will be completed by the next pilgrimage season in 2019," he said, adding a meeting will be held here on October 3 to discuss further steps to be taken by the Board in view of the court verdict.

Meanwhile, the Opposition Congress, which had earlier hailed the verdict, Sunday urged the TDB to file a review petition.

"The social impact and the practical difficulties posed by the verdict should be taken into account," Opposition leader in the assembly, Ramesh Chennithala told a press meet here.

With the Congress looking to corner the Modi government over the Rafale issue, the ruling BJP believes it can turn the heat on the opposition party by building up a campaign around nationalism on the twin planks of illegal infiltration and the Centre's "tough policy" on security matters.

Sources in the Bharatiya Janata Party (BJP) said the decision to hold nationwide events on September 28-29 to mark the second anniversary of the surgical strikes, following a relatively quiet first anniversary of the Army operation in Pakistan-occupied-Kashmir (PoK), was taken to highlight the government's tough policy on security matters.

Though it has been accused of politicising the Army action and its critics have also referred to the growing violence in Kashmir under its tenure to question the effectiveness of its policies, the saffron party believes that the surgical strikes continue to have resonance on the ground and can help it build a positive narrative in the run-up to the 2019 Lok Sabha election.

BJP president Amit Shah has also been constantly harping on the issue of illegal infiltration and has gone on to assert that the government will identify such infiltrators across the country if the saffron party retains power after the 2019 Lok Sabha polls.

A senior BJP functionary said the top leaders of the party believe that the contentious issue of the National Register of Citizens (NRC) in Assam can help them, especially in states where infiltrators are said to be living in large numbers.

He added that it can be a vote-grabber for the BJP in a state like West Bengal as its Chief Minister Mamata Banerjee has come out strongly against the saffron party on the issue, apparently to assuage the concerns of the state's over-28-per cent Muslim population, many of whom allege a communal design behind the campaign against infiltrators.

BJP leaders have claimed that West Bengal is home to millions of infiltrators. Many party leaders have demanded an NRC-like exercise in the state.

The recent arrests of five activists by the Maharashtra police for their alleged links to Maoists have also become a handy issue for the BJP after the Supreme Court refused to interfere with the police action.

Shah has targeted the Congress and its president Rahul Gandhi over the issue, accusing the latter of standing with those who are a "threat" to national security.

Facing flak from the Congress-led opposition over alleged corruption in the Rafale fighter jet deal, the BJP has sought to blunt the campaign against it by describing it as politically motivated and targeting Gandhi's brother-in-law, Robert Vadra.

Internet major Google and social media giants Twitter and Facebook have assured the Election Commission that they will not allow their platforms to be used for anything which effects the purity of polls during campaign period, Chief Election Commissioner O P Rawat has said.

He said it was tested during the Karnataka elections.

"Small pilot was there. That was the beginning. Now we will have a bigger pilot before Lok Sabha elections in these four states of Madhya Pradesh, Rajasthan, Chhattisgarh and Mizoram," the CEC told PTI.

Assembly polls are due in the four state later this year.

Rawat said a committee under Senior Deputy Election Commissioner Umesh Sinha had called regional and local heads of Google, Facebook and Twitter and had asked them as to what they can do for ensuring purity of Indian elections such as avoiding adverse impact of fake news and targeted communication to voters.

"They have all committed that during campaign period, they will not allow anything which is adversely effecting level playing field be allowed on their platforms... During the last 48 hours before the close of poll, they have committed that nothing of elections will be allowed on their platforms," he said.

The last 48 hours before the elections come to a close is called 'silence period' so that voter can calmly decide on as to whom to vote.

The companies have also assured the poll watchdog that political advertisements will be flagged, including the amount spent, so that expenditure can also be accounted for during campaign period, the Chief Election Commissioner said.

Google will establish a system that will allow it to share with the EC details about the expenditure incurred on its platforms.

The panel under Sinha was set up to explore possible changes in section 126 of Representation of the People Act, 1951 in view of the expansion and diversity of media platforms.

The section "prohibits displaying any election matter by means, inter alia, of television or similar apparatus, during the period of 48 hours before the hour fixed for conclusion of poll in a constituency".

Every purchase people make should benefit those who have made efforts and skills to produce it, Prime Minister Narendra Modi said Sunday, noting that inclusive growth would be a tribute to Mahatma Gandhi on his 150th birth anniversary.

He also thanked people from all walks of life for participating in 'Swachhta hi Sewa' campaign which began on September 15 to mark the 150th birth anniversary of Mahatma Gandhi.

He said Swachh Bharat Mission or Clean India Mission has become a success story not only in India but in the entire world.

"This time India is hosting the biggest sanitation convention of the world so far, the Mahatma Gandhi International Sanitation Convention. Sanitation ministers from countries across the world and experts on the subject of sanitation will converge and share their experiments and experiences," he said in his monthly 'Mann ki Baat' radio address.

The convention will conclude on October 2.

Referring to Mahatma Gandhi's mantra, he said, "Can we remember Bapu for a moment while going out for shopping? ... Can we spare a thought while purchasing anything as to who in my country will benefit by this purchase! Whose face will sport a smile! Who will be the fortunate one to get a direct or indirect benefit from your purchase! I will feel much happier if my purchase will benefit the poorest of the poor," he said.

The PM said if money spent by people on buying goods helps those who have made it and put in their skill and money, it would be a tribute to Mahatma Gandhi.

He also recalled the contribution of then prime minister Lal Bahadur Shastri who shares his birthday with Mahatma Gandhi.

"Shastriji had a unique quality ... he was very humble outwardly but he was rock solid from inside. His slogan "Jai Jawan, Jai Kisan" is the hallmark of his grand personality. It was the result of his selfless service to the nation that in a brief tenure of about one and a half years he gave to our jawans and farmers the mantra to reach the pinnacle of success," PM Modi said.

The Waste-to-Energy Plants at Okhla, Ghazipur and Bawana in the national capital are not complying with emission standards and are causing air pollution, a committee has informed the National Green Tribunal.

A joint inspection committee of Central Pollution Control Board (CPCB) and Delhi Pollution Control Committee (DPCC) told a bench headed by NGT Chairperson Justice A K Goel that the three plants are non-compliant with respect to the standards of the particulate matter emitted by them.

Taking note of the report, the green panel said if the project proponents fail to maintain the standards, even after rectifying the deficiencies noticed in the joint inspection report, the Central Pollution Control Board may recommend imposition of fine for the environmental damage caused by them.

The NGT also directed the CPCB to send a copy of its report to the project proponents of Okhla, Ghazipur and Bawana Waste-to-Energy Plant for compliance and conduct another inspection within a month in view of the fact that the earlier inspection was carried out in February.

"We do not find any ground to accept the prayer for relieving the Central Pollution Control Board of its requirement in monthly monitoring. If there is a manpower constraint, it is for the CPCB to make any other appropriate arrangement for discharging its functions. This cannot be a ground to avoid responsibility under the binding directions of this tribunal," the bench said.

The tribunal had earlier directed the Delhi government and the civic bodies to submit an action plan for identifying alternative landfill sites and setting up waste-to-energy plants in the city.

It had said it was unfortunate that at a time when the national capital was grappling with the huge quantum of waste to the tune of 14,000 metric tonnes on a daily basis, the authorities were involved in a "blame game" and showing an irresponsible attitude.

With the rapid development and massive urbanisation of the metropolis, the waste generation was increasing on a daily basis which has resulted in the saturation of the existing landfill sites which can handle only up to 7,000 metric tonnes of waste, the tribunal had said.

Defence Minister Nirmala Sitharaman on Sunday stressed the need to keep the social media "toxic-free" to build an intelligent and smart narrative for the country to progress fast, reported news agency PTI.

"We should be the pioneers to make that place toxic-free. It should be an engagement forum, but without bitterness, toxicity, negativity," she said, addressing the sixth Social Media Conclave, organised by an NGO -- Namaste India.

Sitharaman disagreed with the term "warriors" or "yoddhas" for those propagating government programmes on social media platforms and said she preferred to call them architects as they improved the ambience and beautified the surroundings.

"Architects do wonderful things to make our ambience, ecosystem better. They bring in more trees. I think, as architects of the social media, we should bring in more culture in the wonderful, technology-based, interaction fora -- whether it is Instagram, WhatsApp or Facebook, and a lot more.

"We communicate better by bringing in a lot of facts. We get the reality in picture, in words...," she was quoted as saying.

The Indian Navy currently has only two minesweeper ships at its disposal to safeguard sea lanes and ports spread across thousands of kilometres of coastlines in the eastern and western seaboards, a top Navy officer has said.

The Navy requires 12 minesweeper ships, but at present has only two, Rear Admiral Rajaram Swaminathan, Assistant Chief of Material, Indian Navy, said.

"The Navy needs these ships urgently," Swaminathan said.

Minesweepers are small naval warships that detect and destroy underwater mines and are considered vital for keeping the critical sea lanes safe for movement of essential cargo, including crude oil.

Speaking on the sidelines of the launch of a fuel barge for the Navy on Friday, he said that Defence PSU Goa Shipyard Ltd (GSL) is in the process of collaborating with a foreign firm for manufacturing minesweepers.

The government has been looking for a foreign collaborator for its over Rs 32,000 crore project, entrusted to GSL, for procuring 12 minesweeper ships.

The basic function of these ships would be to locate, classify, sweep and neutralise all types of ground moored and drift mines.

A parliamentary standing committee on defence last year had slammed the government for delay in procurement of the minesweepers and asked it to make efforts to fill the gap in the Navy's capability.

There are at least 12 major ports and several other minor or intermediate ports in the eastern and western seaboards.

Prime Minister Narendra Modi on Sunday stressed upon the significance of innovation and value addition while addressing a public gathering here on Sunday.

"There was a time when there would be scarcity. We had to import food grains. Now, things have changed. Today, the time has come to give importance to innovation and value addition", he said.

Prime Minister Modi was in Anand to inaugurate a number of modern food processing facilities worth Rs 1100 crore, including Amul`s ultra-modern chocolate plant and Anand Agricultural Univesity`s incubation center-cum-center of excellence in food processing.

He also inaugurated a solar cooperative society at Mujhkuva village and laid the foundation stone for the expansion of Amul manufacturing facilities at Anand and Khatraj.

Talking further about the importance of the cooperative sector in helping the farmers of Gujarat, Prime Minister Modi said, "Not only Amul, people in North Gujarat also worked in the cooperative sector. We have the Banas Dairy, the Dudhsagar Dairy. All these endeavours helped the people of Gujarat, particularly the farmers. For a long time, we had people sitting in Gandhinagar who disliked the cooperatives. They prevented the sector from acquiring a foothold in Saurashtra. Things changed after the late 1990s and today almost all districts in Gujarat are doing well in the sector."

Emphasizing on the global brand value of Amul, Prime Minister Modi also termed it as an outstanding model of empowerment.

He said, "The brand of Amul is known worldwide. Today, Amul has become an inspiration across the globe. People from overseas also ask me about Amul. Amul is not only about milk processing. This is an excellent model of empowerment."

He also underscored the need of exploring possibilities with the camel milk."A long time back, I had gone to Kutch and spoken about the need to popularise camel milk. That time a group of people mocked me. But, today the camel milk chocolate of Amul is doing well. We are doing well in milk processing but we can do even better. And, I am sure if Amul thinks in this direction, it will surely happen even faster", he said.

Talking about Sardar Vallabhbhai Patel`s most important contribution in the field of cooperative development, Prime Minister Modi said, "In various parts of the world, at various times we saw what socialism is, we also saw capitalism. But, through Amul, Sardar Patel showed another way. Here is a way where neither Government nor industrialists call the shots. It is the people who matter. This is a unique model."

"A century ago, Sardar Patel entered civic politics of Ahmedabad. He won from Dariapur. His margin of victory then was 1 vote. When he assumed office as the head of the municipality, he laid emphasis on urban development, planning and in that he worked on cooperative housing. Guided by Sardar Patel, Pritamrai Desai Ji worked on cooperative housing in a big way in Ahmedabad. These efforts gave wings to the aspirations of several people," he added.

Prime Minister Modi also hailed the spirit of team Amul."We are focusing on Jan Dhan, Van Dhan and Gobar Dhan. This will help our farmers. In a few years, Amul will complete 75 years. This is a team that is unstoppable. I admire their spirit. Let us think about what targets Amul can set for their own 75th anniversary and for 2022 when India marks 75 years of freedom."

He also requested more dairies to work towards `sweet revolution` and said, "I told several dairies in Gujarat to also work on the sweet revolution, which is related to honeybees. I am aware that Banas Dairy and the dairy in Amreli have done commendable work in this direction. I urge more dairies to also devote attention to this."

In his one day visit to the state, the Prime Minister will also travel to Anjar where he will inaugurate the Mundra LNG terminal, the Anjar-Mundra pipeline project and the Palanpur-Pali-Barmer pipeline project.

Things changed after the late 1990s and today almost all districts in Gujarat are doing well in the sector." Emphasizing on the global brand value of Amul, Prime Minister Modi also termed it as an outstanding model of empowerment. He said, "The brand of Amul is known worldwide. Today, Amul has become an inspiration across the globe. People from overseas also ask me about Amul. Amul is not only about milk processing. This is an excellent model of empowerment." He also underscored the need of exploring possibilities with the camel milk."A long time back, I had gone to Kutch and spoken about the need to popularise camel milk. This is a unique model." "A century ago, Sardar Patel entered civic politics of Ahmedabad. Let us think about what targets Amul can set for their own 75th anniversary and for 2022 when India marks 75 years of freedom." He also requested more dairies to work towards `sweet revolution` and said, "I told several dairies in Gujarat to also work on the sweet revolution, which is related to honeybees. I am aware that Banas Dairy and the dairy in Amreli have done commendable work in this direction. I urge more dairies to also devote attention to this." Innovation and value addition need of time: PM Modi in Anand

President Ram Nath Kovind has given assent to a bill, India's first, which will give legal protection to the good samaritans in Karnataka who help accidents victims with emergency medical care within the 'golden hour', officials said Sunday.

With this, Karnataka has become the first state to give legal protection to good samaritans through a legislation amidst the rising incidents of accidental deaths in India, which saw 1,50,785 people getting killed in road accidents in 2016.

The president has given his assent to the Karnataka Good Samaritan and Medical Professional (Protection and Regulation during Emergency Situations) Bill, 2016, a home ministry official said.

The legislation aims to give protection to good samaritans and ensure immediate medical assistance for road accident victims within the 'golden hour' and encourage people to offer first aid to victims without fear of harassment in the hands of police and investigations.

In medical term, the 'golden hour' is the first hour after a traumatic injury when emergency treatment is very crucial.

Under the new law, the Karnataka government will provide financial help to good samaritans who help victims in a timely manner, they will be exempted from repeated attendance in courts and police stations, in case attendance is mandatory, expenses of such "running around to courts and police stations" will be taken care through the proposed 'Good Samaritan Fund'.

After admitting the accident victim to the hospital, the good samaritan can leave immediately, all government, as well as private hospitals, are bound to give first aid to the accident victims, according to the new legislation.

Another official said there have been many instances when people get busy in clicking photos or making videos of the victims, instead of providing the accident victims medical help.

"With the new law, there will be clear message that good samaritans will not be harassed in any manner," the official said.

There were 4,80,652 road accidents in the country in 2016 in which 1,50,785 people were killed. In 2015, there were 5,01,423 road accidents in the country in which 1,46,133 people were killed.

Karnataka is one of the top five states which saw a large number of people getting killed in road accidents in 2016 and 2015.

There is no central law to protect the good samaritans. However, the Union Surface Transport Ministry had issued a set of guidelines in 2015 following a Supreme Court order to protect the good samaritans.
