Defence Minister Nirmala Sitharaman on Saturday accused the Congress of running the Defence ministry "probably with brokers and dalals" and the party is now feeling restless since they could neither buy nor make money in the Rafale deal.

Sitharaman said, "Allegations are thrown every time the Congress becomes frustrated. They probably ran the Defence Ministry with a lot of brokers and `dalals` in between. The current government is showing that it is possible to run the Defence Ministry without brokers. With brokers and `dalals` they were still spending time and not buying important equipment that we need. Congress is now feeling restless because they couldn`t buy, they couldn`t make money. They couldn`t perform and left the Air Force where it was."

The Defence Minister`s comments came as she addressed a detailed press conference on the occasion of the second anniversary of the surgical strike and touched upon a number of issues including infiltration, Rafale deal and Defence cooperation with Russia among others.

On being asked about speculations of Dassault and Hindustan Aeronautics Limited (HAL) having some `working agreement` in the past, the Defence Minister clarified, "There isn`t anything called a working agreement, negotiations happen. No agreement with HAL was made even during the past regime."

Sitharaman also rubbished former French president Francois Hollande`s claim that Reliance Defence was nominated by the Indian government to partner with Dassault Aviation for the deal, asserting that this matter would have international implications.

She said, "It`s a commercial agreement with a company in France with a company in India. There are 70-80 companies with whom Dassault is going with the agreement. Former French president had said that they were given no option, so does it mean we gave a list of 70-80 companies and said to go ahead with all these? This matter will now have an impact on international relations. I am not saying it is true or not, but former president of France is facing an allegation of his associate having received some funds for some purpose and in such a situation, he said this. Does it mean that he just wanted to say something to divert (attention of) journalists?"

"The intergovernmental agreement does not name anybody. If on a commercial consideration, a company goes to have an agreement with another company, it is their look out to see who they have to go with", She added.

Sitharaman also accused the Congress-led government of delay in decision making which hampered the operational readiness of the Air Force. "Every comparison that is being made, be of the price, procedure, etc are all with that situation where the UPA did not buy it, did not had a contract with anybody, UPA delayed its decision making.

When the squadron strength of the Air Force was drastically falling down from 42 squadrons to 33, they just kept spending time without having any consideration for the operational readiness of the Air force," she said.

Speaking on S-400 air defence negotiations, she asserted, "Negotiation on S-400 air defence systems has been on for a long while and it is at a stage where it can be finalised. We have a big legacy of buying Defence equipment from Russia and even today many of these equipment are still working. Our continuing Defence cooperation with Russia is a big legacy issue."

On being quizzed about the alleged politicisation of the surgical strike, Sitharaman said, "Surgical strikes happened because we are repeatedly having these attacks in the name of many non-state actors who are intruding and we are trying to eliminate them. In an unfortunate incident they managed to get into a military base and attacked people who were sleeping and we did attack back. Our soldiers did their duty after facing unprovoked attack in their own military base. Is it wrong to retaliate in this given circumstances? If the soldiers have taken this action, are we to be ashamed of it?"

Replying to a question of alleged rise in infiltration, the Defence Minister said, "There are intrusions in the border and we are also eliminating a lot of them at the border itself. I would believe an action of this kind would deter Pakistan from training and sending in the terrorists. My action will continue at the border irrespective of whether they have learned a lesson or not."

Sitharaman, however, refused to comment on Union Home Minister Rajnath Singh`s cryptic comment in which he had said that, "something big has happened in past two-three days across the border to avenge the brutal killing of the soldier".

The BJP's Jammu and Kashmir unit on Saturday demanded de-recognition and withdrawal of symbol of the parties which have announced that they will boycott the upcoming urban local bodies (ULB) and panchayat polls in the state.

ULB elections are scheduled to take place in four phases beginning October 8 and the panchayat polls will be held in November-December in nine phases.

Four parties -- National Conference (NC), Peoples Democratic Party (PDP), Communist Party of India (Marxist) and Bahujan Samaj Party -- have announced that they will be boycotting the polls.

"The BJP urges state chief electoral officer to de-recognise those political parties which have announced (their decision to) boycott ULB and panchayat polls," the party's state spokesperson Anil Gupta told reporters here.

He said NC, PDP, CPI(M) and BSP are state or national level parties with reserved election symbols and are mandated to participate in all elections according to Section 29A(5) of Representation of People Act, 1951.

"Elections are the core of the democratic process and afford people an opportunity to express their will. By boycotting the elections, these political parties have not only betrayed the people of the state but also disrespected the Constitution which they had pledged to safeguard while applying for recognition of their respective political parties," he added.

Gupta said, "Suppression of the democratic process by these parties also amounts to gross violation of human rights".

"The chief electoral officer needs to immediately take up the issue with the Election Commission of India to de-recognise these parties and freeze their election symbols," he said.

He added he has already filed a petition in this regard.

The NC and the PDP are boycotting the polls over Article 35(A), which grants special rights and privileges to the "permanent residents" of the state and is facing legal challenge.

The CPI(M) and the BSP have slammed the Centre for going ahead with the polls despite the state's two main parties opposing them and the deteriorating law and order situation in the state.

Pakistan's Foreign Minister Shah Mehmood Qureshi has alleged that India's "domestic political and electoral compulsions" were behind New Delhi's reluctance to talk to Imran Khan's new government in Pakistan.

External Affairs Minister Sushma Swaraj and her counterpart Shah Mehmood Qureshi were slated to meet on the sidelines of the ongoing UN General Assembly session in New York.

However, India called off the meeting last week, citing the brutal killings of three policemen in Jammu and Kashmir, and Islamabad releasing postage stamps "glorifying" terrorist Burhan Wani.

"Why are they reluctant? Simply politics, elections...they are scared of the electorate. They have swung the pendulum to such an extreme (that), now they're finding it difficult to bring it back. And (with) the elections round the corner, they (Indian government) felt that it could boomerang," Mr Qureshi alleged in response to a question at an event organised by the Asia Society in New York.

India has maintained that there can be no talks with Pakistan unless it stops supporting terrorists and terror outfits.

On Thursday Sushma Swaraj left a meeting of the SAARC foreign ministers early. Her move was seen as a huge snub to Pakistan. The meeting was also being attended by the Pakistani foreign minister.

Responding to a query about the incident, Qureshi termed it as "Politics, nothing else...domestic politics".

Ahead of his meeting with US Secretary of State Mike Pompeo on Tuesday, the Pakistani foreign minister said, "Today, India is a strategic partner of the US. We have no qualms about it. But we feel that Pakistan is an ally who has always stood with the US."

Qureshi went on to say that "The Trump Administration will miss an opportunity if it does not engage with the new government of Pakistan."

Qureshi also sought US intervention in the Indo-Pak talks. "If the US wants us to help, and we want to help in our own interest because we want peace in the region, then they (America) have to tell the new strategic partner (India) to give us ease on the eastern side so that we can concentrate on areas of mutual interest," he said.

Pakistan has been consistently seeking US intervention in Indo-Pak talks. However, successive US governments have refused to entertain such a request asserting that it is for the two neighbours to decide on the pace and scope of the talks. India has also made it clear that no third party has any role in India-Pakistan relations.

Chinese Foreign Minister Wang Yi has defended Beijing's repeated blockage of India's bids at the United Nations to list Masood Azhar, chief of Pakistan-based terror group Jaish-e-Mohammed (JeM) as a global terrorist.

China, while defending the terrorist, argued that the issue lacks "consensus" among the members of the UN Security Council as well as the "directly concerned" parties - India and Pakistan.

Masood Azhar is accused of several deadly terrorist attacks in India, including one on the Uri military base in Jammu and Kashmir in 2016, in which 17 security personnel were killed.

China, being a veto-wielding permanent member of the UN Security Council, has repeatedly blocked India's move. The US, Britain and France all back India to designate Masood Azhar a terrorist under the Al-Qaeda Sanctions Committee of the UN Security Council.

The Jaish-e-Mohammed, founded by Masood Azhar, has already been in the UN's list of banned terror outfits.

China, in its statement, said that since Pakistan didn't agree with India on this issue, there is no "consensus" between the two directly affected parties. Beijing made it clear that China will support the issue only if Pakistan agrees with India.

"If all parties come to a consensus, we will support it. But it is the parties that are rightly concerned who are not coming around to the same conclusion, like India and Pakistan don't have the same conclusions," Mr Wang said on Friday in response to a question.

He said if the parties "directly concerned" are able to come to a consensus, then "together we will be able to push the process forward".

"We think that is a better way to go, and we will stay in close touch with India on this issue because we also have very good ties with the Indian side. We hope to see an early consensus, and together we can contribute to the fight against terror," the foreign minister said.

China and Pakistan are considered all-weather allies.

Wang, who is currently in New York to attend the 73rd annual session of the United Nations General Assembly, argued that listing of terrorists should be based on proof and claimed that there is not enough evidence against Masood Azhar.

"Whether these people are terrorists or not, there should be solid facts and proof. If there is irrefutable evidence, no one can turn its back on it. I don't think Pakistan will do that," he asserted.

Congress President Rahul Gandhi on Friday dared Prime Minister Narendra Modi to break his silence on the controversy pertaining to the Rafale jets deal and come clean on the deal between French aircraft manufacturer Dassault and Anil Ambani-led Reliance Defence Industries.

Intensifying his attack on Prime Minister Narendra Modi, the Congress president said, "I throw a fresh challenge to Prime Minister Modi. Answer this to the youths of this state, on why did the former French president said that it was you, Prime Minister who handed over the contract to Anil Ambani. Why did you facilitate the deal for a company indebted with Rs 45,000 crore? Why did you buy a fighter aircraft for Rs 1,600 crore which cost Rs 526 crore?"

He went on to add, "You won`t answer these questions as you helped your friend Anil Ambani bag a Rs 30,000 crore deal and the country knows that you speak lies one after another on the stage and your intentions are not clear."

Urging the Prime Minister to break his silence on the matter, Rahul said, "The former French president himself came out and said that neither his government nor Dassault chose Reliance as the offset partner for the Rafale jets. He said it was Prime Minister Narendra Modi who preferred Reliance over HAL. So, it was PM Modi who helped Anil Ambani making money out of the deal, which means, the Chowkidar (watchman) of this country is nothing but a thief."

Even during the Parliamentary debate, I threw the same questions to the Prime Minister on why he chose Anil Ambani over HAL when his company has a debt of over 45,000 crore Rupees. But, Prime Minister Narendra Modi was caught grasping at straws because the Chowkidar (watchman) has robbed the nation. People who are corrupt and loot a nation, cannot look into eyes and say the truth," Rahul added.

Rahul also attacked Madhya Pradesh Chief Minister Shivraj Singh Chauhan and said that Congress will be a pro-farmer government in the state, unlike the ruling BJP government, so that the farmers can say that, "this government works for them."

Chinese Foreign Minister Wang Yi has defended Beijing's repeated blockage of India's bids at the United Nations to list chief of Pakistan-based militant group Jaish-e-Mohammed (JeM) Azhar Masood as a global terrorist, arguing that the issue lacks "consensus" among the members of the UN Security Council as well as the "directly concerned" parties - India and Pakistan. Azhar is accused of several deadly terrorist attacks in India, including one on the Uri military base in Kashmir in 2016 in which 17 security personnel were killed. A veto-wielding permanent member of the UN Security Council, China has repeatedly blocked India's move -- supported by the US, Britain and France -- to designate Azhar a terrorist under the Al-Qaeda Sanctions Committee of the UN Security Council. The JeM, founded by Azhar, has already been in the UN's list of banned terror outfits. "If all parties come to a consensus, we will support it. But it is the parties that are rightly concerned who are not coming around to the same conclusion, like India and Pakistan don't have the same conclusions," Wang said on Friday in response to a question on China defending Pakistan-based terrorist in the UNSC at a conference organised by the American think-tank, Council on Foreign Relations. He said if the parties "directly concerned" are able to come to a consensus, then "together we will be able to push the process forward". "We think that is a better way to go, and we will stay in close touch with India on this issue because we also have very good ties with the Indian side. We hope to see an early consensus, and together we can contribute to the fight against terror, the foreign minister said. China and Pakistan are considered all-weather allies. Wang, who is currently in New York to attend the 73rd annual session of the United Nations General Assembly, argued that listing of terrorists should be based on proof and claimed that there is not enough evidence against Masood. "Whether these people are terrorists or not, there should be solid facts and proof. If there is irrefutable evidence, no one can turn its back on it. I don't think Pakistan will do that," he asserted. He also praised Pakistan for its fight against terrorism. "China is against all forms of terrorism...We have been supporting and encouraging Pakistan in its efforts in fighting terrorism... Years ago, at the request of the US, Pakistan participated in the fight against Al-Qaida in Afghanistan. It paid a heavy price for that and has made a huge contribution. We believe that there should be a fair judgment of what they (Pakistan) did," Wang said.

Prime Minister Narendra Modi Saturday emphasised the importance of character building over literacy and called for 'wholesome' education in the country.

He was addressing the inaugural ceremony of "Conference on Academic Leadership on Education for Resurgence" organised by the HRD Ministry.

"Knowledge and education are not restricted to books. The purpose of education is to enable balanced growth of every dimension of a human being, which is not possible without innovation," Modi said.

"Ambedkar, Deen Dayal Upadhya and Ram Manohar Lohiya always emphasized on character-building over literacy. Swami Vivekananda stressed on wholesome education that makes us a human," he added.

The prime minister asserted that without innovation life would become a burden.

"Innovation is very important because without it, life seems like a burden. In our ancient universities like Takshshila, Nalanda and Vikramashila, innovation was given emphasis along with knowledge.

"I insist that students should give knowledge in classrooms of college, university but they also add them to the aspirations of the country," he said.

The conference is being attended by vice chancellors and directors of over 350 higher education institutions.

With a tougher round of US sanctions on Iran coming into effect from November 4, a top Trump administration official said Washington recognises India's need for significant oil imports and is having conversations to ensure there are alternative supplies of the fuel "so that our friend India's economy is not adversely affected".

Earlier this year, the US had withdrawn from the 2015 Iranian nuclear deal and reimposed a series of tough sanctions on Iran.

While the first phase of sanctions is already in place, the sanctions would come into full force on November 4 and the US expects all countries, including India, to bring down their import of Iranian oil to zero by then.

The US has made it clear that any country that continues to do business with Iran will be blocked from accessing the American banking and financial system.

However, the sanctions are not endorsed by the UN and it has been a traditional policy of India to enforce only UNSC-authorised sanctions.

Though India, one of the biggest importers of Iranian oil, has already reduced its import, it has indicated that it is unlikely to go down to zero given its massive energy needs.

"The United States is consulting with all of its friends and partners to discuss the implementation of the sanctions after the snapback... We recognise India has a need for significant oil imports. Part of the conversation is how to ensure that there are alternative supplies of oil so that our friend India's economy is not adversely affected," Principal Deputy Assistant Secretary for the Bureau of South and Central Asia Region Alice Wells told PTI.

She said Indian private sector firms are exploring new suppliers of crude oil and the conversation between the US and Indian experts continues on the implementation of the sanctions, adding that America looks forward to continuing what is a very constructive dialogue.

When asked about the impact of the US sanctions on projects such as the Chabahar project, Wells said the issue of Chabahar is under close review.

"We very much appreciate what India has done to provide both assistance to Afghanistan, including through using Chabahar Port for the delivery of wheat. We also very much appreciate what India has done to allow Afghanistan to diversify its trade relationships, and again Chabahar has played a role there. So those factors will certainly be taken under consideration," she said.

The Chabahar port is being considered a gateway to golden opportunities for trade by India, Iran and Afghanistan with central Asian countries besides ramping up trade among the three countries in the wake of Pakistan denying transit access to New Delhi.

In May 2016, India, Iran and Afghanistan had inked a pact which entailed the establishment of Transit and Transport Corridor among the three countries using Chabahar Port as one of the regional hubs for sea transportation in Iran, besides multi-modal transport of goods and passengers across the three nations.

India's Supreme Court today allowed entry of women of all ages into the Sabarimala temple in Kerala.

Women cannot be treated as weaker or lesser, Chief Justice of India(CJI) Dipak Misra said while delivering the verdict on the entry of women at the Sabarimala temple.

A five-judge Supreme Court bench delivered its verdict on the entry of women aged between 10 to 50 at the Sabarimala temple in Kerala.

The Supreme Court said the rule is against the article 14 and 25 of the Indian Constitution. "Constitutional morality is supreme," the CJI said while reading out the verdict.

The bench comprises of Chief Justice Dipak Misra, Justices RF Nariman, AM Khanwilkar, DY Chandrachud and Indu Malhotra.

"Patriarchal notion cannot be allowed to trump equality in devotion," CJI Misra said. Sabarimala Temple practice violates the rights of Hindu women, Misra added.

The temple's authorities, however, said they will appeal to the Supreme Court for a review of the ruling ahead of its next period of opening of the temple, beginning October 16th.

"Banning entry of women to shrine is gender discrimination," the CJI asserted. Religion is a way of life basically to link life with divinity, he said.

CJI Dipak Misra read out the first of four set of verdicts in the Sabarimala shrine case. Justice Indu Malhotra has written separate dissenting verdict, the CJI said.

Justice R F Nariman, D Y Chandrachud concurred with the CJI.

Law and society are tasked to act as levellers, CJI said, adding,"devotion cannot be subjected to discrimination." Devotees of Lord Ayyappa do not constitute separate denomination, the CJI said.

The practice of exclusion of women of 10-50 age group cannot be regarded as essential religious practice, the CJI said while delivering the verdict.

Kerala law denies rights to women on the ground of physiological reasons, the CJI added.

The ban was challenged by the Indian Young Lawyers Association, among the petitioners who had filed the case in 2006 but it was taken up for hearing in January 2016.

The Kerala government had said earlier that it was not opposed to the "prayers of the petitioner". Kerala state minister K Surendran had said all women, irrespective of their age should be allowed to offer prayers at the Sabarimala Temple.

Last year, in October the Supreme Court bench had asked whether the traditional ban amounts to discrimination against women and violates their fundamental rights under the Constitution.

"Every woman is also the creation of God and why should there be discrimination against them in employment or worship," Justice DY Chandrachud, who is part of the five-judge constitutional bench had said.

India's top court allowed women of all ages to enter the Sabarimala shrine in Kerala which was previously denied to women aged between 10 to 50 years.

Disagreeing with the other judges, Justice Indu Malhotra said: "It is not for courts to determine which religious practices are to be struck down except in issues of social evil like 'Sati'."

Justice Malhotra said that Lord Ayyappa devotees form separate religious denomination worthy of protection.

"It is not for the court to interfere in religious practices even if it appears discriminatory, Malhotra said, while adding that right to "equality conflicts with the right to worship of devotees of Lord Ayyappa."

"Issue in this case not limited to Sabarimala only. It'll have far-reaching implications for other places of worships," Indu Malhotra observed.

"India has diverse religious practices and constitutional morality would allow anyone to profess a religion they believe, she said, while asserting that notions of "rationality cannot be brought into matters of religion".

"Equality doctrine cannot override fundamental right to worship under Article 25," Indu Malhotra said while delivering the verdict on the case.

The verdict which was carried with a 4-1 ratio with Malhotra being the only judge disagreeing with the Supreme Court Bench. Justice R F Nariman and D Y Chandrachud concurred with the CJI.

"Religion cannot be used as cover to deny rights of worship to women. It is also against human dignity," Justice Chnadrachud said.

"Any custom or religious practice if violates the dignity of women by denying them entry due to her physiology is unconstitutional," Chandrachud added.

The Kerala cabinet on Thursday announced that the state government would provide a compensation of Rs 50 lakhs to Indian Space Research Organization (ISRO) scientist Nambi Narayanan, who was arrested in an alleged spy scandal in 1994.

The development came as a follow up to the Supreme Court's order in which it had directed the Kerala government to pay a sum of Rs 50 lakh as compensation to the appellant.

The scientist was, reportedly, accused of selling vital Indian space technology secrets to Pakistan. The apex court had, however, cleared him of spy charges and termed his arrest as "needless" and "unnecessary".

A three-judge bench of the top court, headed by Chief Justice of India (CJI) Dipak Misra, had also announced setting up of a committee which would be headed by retired Supreme Court judge DK Jain to investigate the role of Kerala police officials in the arrest of Narayanan.

The Supreme Court's verdict allowing entry of women of all ages into the Ayyappa temple in Kerala, is ''respectfully acceptable'' but the shrine board will move the court with a review petition, said A Padmakumar, the president of Travancore Devaswon Board, which administers the shrine.

He said "The Devaswom Board respectfully accepts the decision and will do the needful to accommodate women devotees. We will go for a review petition after getting support from other religious heads."

Rahul Easwar, the President of the Ayyappa Dharma Sena, and an activist who backed the ban, argued that the verdict is not balanced.

He said, "Our core argument is that presiding deity of Sabarimala Shrine has some peculiarities. The deity is in the form of 'Naishtika Brahmachari' and has certain rights to uphold the privacy of the deity. And the deity's private space is the temple, so we were expecting a much more balanced verdict. We will certainly file a review petition. We still have the legal remedy with us. Until October 16 the temple is closed too, so we have time."

Women of menstruating age, that is between the ages of 10 and 50, were barred from entering the Sabrimala Temple by its officials, who argued that the temple deity, Lord Ayyappa, had taken a vow of celibacy.

But a five-judge bench, headed by Chief Justice Dipak Misra, in its 4:1 verdict on Friday, said banning women's entry into the temple is gender discrimination and violates the rights of Hindu women.

The ruling came after a petition argued that the practice violated gender equality. Activist Trupti Desai hailed the top court's decision as a step in the direction.

"We welcome the decision of the apex court. This is a very big win for women and is a historical decision. Women have today got right to equality and we will soon declare a date to enter the Sabarimala Shrine. There is a mentality, which is responsible for such practices and this thought process must be changed and we have taken a very significant step forward in that directions with this constitutional win."

The Gujarat government on Thursday announced the doubling of compensation for farmers whose agricultural land situated in urban areas will be acquired for the Mumbai-Ahmedabad bullet train corridor.

As per the Union government's prevailing compensation rates for land acquisition, landowners in rural areas get four times the market rate while the same is two times the market rate for agricultural land parcels falling in Urban Development Authorities (UDAs) and Area Development Authorities(ADAs).

Gujarat Revenue Minister Kaushik Patel on Thursday said that the state government had decided that farmers having their land under UDAs or ADAs would also get four times the market rate like their rural counterparts.

"We have taken this decision to expedite the land acquisition process for the bullet train project. Now, villages which fall in urban regions would also be entitled to get compensation four times the market rate" said Mr Patel.

In addition, the farmers would also get an additional 25 per cent "bonus" on the compensation amount agreed by the farmers and acquiring authority, he added.

The minister said that the process to acquire 681 hectares of land spread across eight districts for the project was going on in full swing.

The Mumbai-Ahmedabad high-speed railway project currently faces land acquisition hurdles in several parts of the state and farmers have also approached Gujarat High Court over it.

The Mumbai-Ahmedabad High-Speed Rail project is being executed by the National High-Speed Rail Corporation Limited, a special purpose vehicle of the Railways and the governments of Maharashtra and Gujarat.

The 508-kilometre corridor would require around 1,400 hectares of land in Gujarat and Maharashtra, 1,120 hectares of which is privately owned. Around 6,000 landowners will have to be compensated.

The All India Muslim Personal Law Board (AIMPLB) said it saw "some positive movement" in the Ayodhya land case after the Supreme Court verdict Thursday in a related matter.

It said the verdict indicated that the hearing in the case will not be done on the basis of faith.

Yesterday, the top court had declined to refer to a five-judge constitution bench the issue of reconsideration of its 1994 observation that the mosque is not integral to Islam.

Senior AIMPLB member Zafaryab Jilani said, "We honour the court order and see some positive movement regarding the Ayodhya case."

Another AIMPLB member Khalid Rashid Farangi Mahali said, "We respect the court verdict."

Mr Mahali said the AIMPLB had wanted the Supreme Court's 1994 observation that the mosque is not integral to Islam be put before a constitution bench "so that the matter is resolved permanently."

"Two positive things have come from this verdict," he added. "First, the Ayodhya matter will not be heard on the basis of faith and will be heard as a title suit," he told PTI.

Second, he said, the 1994 observation by court "will not make an impact" on the case.

"We hope that the final hearing of Ayodhya will be completed soon. The Ayodhya hearing should not be linked with the elections," he said, referring to next year's Lok Sabha polls.

The issue whether the mosque is integral to Islam had cropped up when a three-judge bench headed by Chief Justice Dipak Misra was hearing a batch of appeals filed against the Allahabad High Court's 2010 verdict.

In that judgment, the high court had ordered that the disputed Ram Janmabhoomi-Babri Masjid area should be divided among three parties -- the Sunni Waqf Board, the Nirmohi Akhara and Ram Lalla.

The Congress Friday hoped that the Maharashtra Police will conduct investigations in the Koregaon-Bhima violence case as per the law and not according to the "whims and fancies" of the BJP.

The Supreme Court Friday refused to interfere with the arrest of the five rights activists in connection with the case and declined to appoint a Special Investigation Team (SIT) to probe their arrest.

A three-judge bench headed by Chief Justice Dipak Misra, in a 2:1 verdict, refused the plea filed by noted historian Romila Thapar and others, seeking the immediate release of the activists.

Congress chief spokesperson Randeep Surjewala said the apex court has decided that police will conduct the investigations in the case and no one can be held guilty before conviction in a court.

"We hope that any person who is found in any clandestine activity against the Indian state would be dealt with sternly in accordance with the law rather than according to the whims and fancies of (BJP chief) Amit Shah who has already seen the writing on the wall in the five election-bound states," he told reporters.

Polls in Madhya Pradesh, Chhattisgarh, Rajasthan, Telangana and Mizoram are scheduled this year.

Therefore, "frustrated and scared", Shah, fearing defeat in these poll-bound states, is prone to making intemperate remarks, and the Congress rejects them," he told reporters.

Shah, attacking the Congress for its alleged support to Maoists, fake activists and corrupt elements, has said "there is only one place for idiocy and it's called the Congress".

The BJP chief's response came after the Supreme Court judgment.

The Congress leader said, "I do not think the law or the Constitution permits anyone to be held guilty without the verdict of a court".

Shah has been a "Tarhipaar" (externed) and has been in jail. "He should know what that is - it is only on conviction that anybody is found guilty," he said.

On the BJP demanding an apology from Congress president Rahul Gandhi for his support to "urban naxals", Surjewala said, "Let (prime minister) Narendra Modi and

Shah first apologise to the nation for inviting dreaded Pakistani ISI to our Pathankot Air Base."

"Let Shah apologise for reposing confidence in the ISI which is the benefactor, protector and harbinger and exporter of terrorism from Pakistan to India. Why was he having confidence in them?

"Let Shah and Modi apologise to people of India for thanking Pakistan and separatists after they formed a PDP-BJP government in Jammu and Kashmir," he said.

The Congress leader also asked Shah and the prime minister to apologise for members of the BJP's IT Cell in Madhya Pradesh, who were allegedly found spying on the Indian Army.

"Will you apologise Shri Amit Shah? Will you apologise Prime Minister Shri Narendra Modi Ji? We challenge you," he said.

Any solution to the Korean Peninsula issue must address India's concerns about the nuclear proliferation linkages in its neighbourhood, External Affairs Minister Sushma Swaraj has said, in a veiled reference to Pakistan.

In her address to the BRICS (Brazil, Russia, India, China and South Africa) Foreign Ministers' Meeting on Thursday, Ms Swaraj said India has been consistently supporting the efforts to bring about peace and stability in the Korean Peninsula.

"We have been consistently supportive of efforts to bring about peace and stability in the Korean Peninsula," she said in the meeting held on the margins of the 73rd session of the UN General Assembly.

"We believe that any solution to the issue of Korean Peninsula must address concerns about the proliferation linkages with India's neighbourhood," Swaraj said, in an apparent reference to Pakistan which has close defence ties with North Korea.

Since the 1970s, Pakistan and North Korea have cooperated extensively on the development of ballistic missile and nuclear weapons technologies, according to defence analysts and media reports.

She said the world today was characterised by chronic armed-conflicts in different parts of the world, especially in West Asia.

These conflicts are of intra-state nature with the proliferation of non-state actors and terrorist-networks with global reach, she added.

Conflicts in Syria, Libya, Iraq and Yemen pose security challenges for the region and for global peace, Swaraj said while expressing deep concern with continuing tensions on the border between Gaza Strip and Israel.

Swaraj said India had recently considerably increased to US $5 million its contribution to the UN agency for Palestinian refugees, UN Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

"India firmly believes that the dialogue and country-led processes are the only viable options to effectively address the issues in that region," she added.

The Congress Friday alleged a "mahagathbandhan" between Pakistan's ISI and Prime Minister Narendra Modi and BJP chief Amit Shah, accusing the prime minister of betraying the country's national interests and its security.

Congress chief spokesperson Randeep Surjewala demanded that both the prime minister and the BJP president apologise to the nation for "inviting" the ISI to Pathankot air base and for reposing faith in it.

The Congress leader also said Modi and his party should not draw political gains out of the valour and courage of armed forces who carried out surgical strikes on terror camps in Pakistan.

"Modi-Shah duo have a 'mahagathbandhan' (grand alliance) with Pakistan's ISI," he told reporters, claiming the biggest proof of their links with the ISI was the statement by its former chief Assad Durrani that 'Modi is ISI's favourite choice as the prime minister of India'.

He said it was due to this "grand alliance" that the Modi government invited the ISI to probe Pathankot terror attack even though it was the Pakistani intelligence agency was responsible for it.

Surjewala alleged the Pakistani delegation invited to probe the Pathankot terrorist attack, included members of the ISI.

"The prime minister should tell the nation on what basis was the ISI, responsible for Pathankot terror attack, was allowed to carry out a probe," he said.

The Congress leader asked why "Shah gave character certificates of appreciation" to ISI on March 30, 2016 in Kolkata by publicly claiming that "Pakistan has made serious efforts in the Pathankot terror probe".

"Shah should tell the nation why he praised Pakistan's ISI if he did not have links with it," he asked.

Surjewala was joined by a host of ex-servicemen, including Indian Ex Servicemen Movement (IESM) chairman Maj Gen Satbir Singh, in saying the valour of soldiers should not be used for political gains and vote garnering.

They were objecting to the alleged release of a video by the government of surgical strikes carried out by Indian Army on terror camps in Pakistan.

Surjewala said his party saluted the indomitable courage and bravery of the Armed forces and the nation had always celebrated the valour, fortitude and the spirit of sacrifice of jawans.

He said the wars of 1947, 1962, 1965, 1971 and 1999 were a testimony of the heroism of the Armed forces.

"Conducting strategic surgical strikes with utmost precision and effective penetration at different times in last two decades has been characteristic of the grit and determination of our forces," he said, providing a list of such strikes since 2000.

"The prime minister and the BJP have always used the blood and sacrifice of our jawans as a tool to garner votes. In fact, the BJP chief dishonoured the valour of our armed forces on October 7, 2016 by disregarding the supreme sacrifices made in the five wars and numerous surgical strikes," he claimed.

He alleged the Modi government had compromised the national security and betrayed the national interests in four and a half years.

"The lack of political action and policy has led to a disquiet border and an alarming internal security situation," he claimed.

The Congress leader also asked a set of 10 questions to the prime minister and alleged he had played failed to defend India's borders and had imperiled its safety and security which was apparent in the 500 per cent increase in ceasefire violations by Pakistan since May 2014.

"Where was the '56-inches chest' missing when Pakistan committed more than 3,000 ceasefire violations at the LoC and international border," Surejwala asked.

"Hasn't Modi failed to consolidate the valiant surgical strikes of our Army on September 28, 2016, as Pakistan dared to commit 1,604 ceasefire violations thereafter in which 29 jawans have been martyred," he asked.

He asked why Modi "bent over backwards before China" by shelving the raising of a special regiment called 'Mountain Strike Corps' along the China border, approved by the Congress-UPA government.

"Has it not imperiled the security of our eastern border," he asked.

Surjewala also asked why the prime minister played havoc with India's internal security by "permitting the ugly menace of Naxalism to raise its head, kill our soldiers and civilians and creates internal disturbances".

"Is it not true that since the year 2015, 237 jawans and 380 civilians have been killed in over 3,200 Naxal attacks under the Modi government's watch," he asked.

He asked if it was a fact that Modi has completely failed to draft a policy to tackle Naxalism and why he had "betrayed" the soldiers by denying them 'One Rank, One Pension'.

"Why has Modi disregarded the honour of our soldiers, veterans and ex-servicemen by making 'One Rank, One Pension' as 'One Rank Five Pensions'," he asked.

The Congress leader asked if it was true that in the 52 months of the Modi government in Jammu and Kashmir alone, 414 jawans were martyred and 259 civilians killed in Pakistan- sponsored terrorism.

Surjewala alleged that soldiers like Mandeep and Narender Singh were beheaded and their bodies mutilated by Pakistan even as the Modi government remained a "mute spectator".

Give due compensation to 2017 rain-affected farmers: Punjab CM Amarinder Singh

Former minister of science and technology and senior Congress leader Jaipal Reddy on Thursday said that no one from the current French authorities including President Emmanuel Macron has contradicted former France president Francois Hollande`s claim on the controversial Rafale jets deal.

"For the first time on Wednesday, current French President avoided the question on Rafale and said he was not in charge at the time. In other words, he did not contradict the former French President's words. This consistent non-contradiction from current French authorities is absolutely tantamount to confirmation of facts," Reddy said while addressing a press conference.

Calling on Prime Minister Narendra Modi to break his silence on the issue, Reddy said," You are no longer contradicting the president of the Congress party(Rahul Gandhi). You are no longer contradicting the opposition in India. There is no ploy left in Paris. Don`t confuse Pakistan with Paris. So, Mr Modi owes an explanation to the nation about the statement made by the former president of France on Anil Ambani`s company."

Reddy further said that in the last 70 years, he had never seen a head of state of a foreign major country make a statement that is contradictory to the one made by an Indian Prime Minister.

"Can anybody cite a single example of a former prime minister being contradicted by a former president of any major, responsible Western democracy? France is the only country that has stood beside India consistently. When we went nuclear, France is the only country which did not act in a hostile fashion. From De Gaulle to the present days, France has been a friendly country. So, if a president of France says something, the country has to sit up and take notice of it."

"The non-contraction by the current president of France is equivalent to an international revelation," Reddy further said.

Reddy claimed that "Prime Minister Modi is getting caught or sandwiched between international revelations and internal disclosures."

Earlier, Macron had said that he was not in power when the deal was signed between the two countries.

"It was a government to government discussion. I just want to refer to what Prime Minister Modi very clearly said a few days ago. I was not in charge at that time. I know that we have very clear rules," Macron said while addressing a presser on the sidelines of the United Nations General Assembly on Tuesday.

"The contract is a part of a broader framework between India and France, which is a military and defence coalition between the two countries. It`s very important to me and it`s a strategic coalition. I just want to refer what Prime Minister Modi said on the situation," Macron had added.

The deal to buy 36 Rafale fighter jets was signed in 2016 between Prime Minister Modi-led National Democratic Alliance (NDA) government and the French government under then-President Francois Hollande.

The Congress party has been alleging irregularities in the high-profile Defence fighter jets contract, saying that the NDA government was procuring each aircraft at a cost of over Rs 1,670 crore as against Rs 526 crore finalised by the then United Progressive Alliance (UPA) government.

The controversy took a new twist last week after Hollande, with whom Prime Minister Modi had cleared the deal in 2016, claimed that the Indian government had proposed Reliance Defence`s name as the offset partner for Dassault Aviation.
