Prime Minister Narendra Modi will be on a two-day visit to Japan starting October 28 to take part in an annual summit between the two nations and will engage with his counterpart Shinzo Abe on a range of issues including defence and regional security.

This will be the 13th annual summit and the fifth one to be attended by Prime Minister Narendra Modi, Foreign Secretary Vijay Gokhale told reporters.

"Regional security will be another topic. We presume that given the interest Japan has in issues related to the Korean peninsula and DPRK, this matter will be discussed. We will certainly raise our concerns over terrorism and other trans-border crimes which are of importance to us," he said.

He said India is also hoping to have some kind of synergy or integration between Modi's Ayushman Bharat scheme, which is the largest medicare programme of its kind globally, and the Japanese programme which is called Asia Health and Wellbeing Initiative.

"How we dovetail this and how we leverage Japan's strength in certain areas including medical equipments, hospitals and others is something that the two leaders can explore," Gokhale said.

India cannot afford to be a soft power for the next few years and it will be compelled to take hard decisions, said National Security Adviser Ajit Doval.

India needs a strong, stable and decisive government for the next 10 years to achieve our national, political, economic and strategic objectives. A weak coalition will be bad for India, he said and added all defence hardware must be 100 per cent transfer of technology.

''If we have to become a major power then our economy has to be big, it has to be globally competitive and that can be only when it is technologically ahead,'' Doval said.

''We are not governed by people's representative, but by the laws made by them, therefore the rule of law is extremely important,'' Doval said.

The populist measures shouldn't take precedence over national requirements, he said and urged the Indian private sector firms to promote Indian strategic interest.

''China's Alibaba and others have become big companies. We want the Indian private sector companies should perform and promote Indian strategic interest,'' he said.

The situation in Jammu and Kashmir remains tense. The state is being targetted by cross-border terrorism for a long time now. Two months ago, Governor Satya Pal Malik had taken charge of the state. WION's Editor-in-Chief Sudhir Chaudhary spoke exclusively to the J&K governor on the current situation in the state.

WION: Terrorists make headlines in news, but a Kashmiri being selected in the Indian Premier League or in IAS does not make it to headlines. How will you change the narrative?

Governor Satya Pal Malik: The tragedy is that the country's media demonises Kashmir. The whole of the Valley is projected as being against the country. When a Kashmiri got selected to the IPL, at least 20,000 people went (to his house) to congratulate him. I have promised that the state will have its international stadium and its own IPL team. The youth will take up guns if they are not given any other alternative.

The youth have nothing productive to do after 6 pm. There are no cinema halls. But now we are working on it.

WION: Will cinemas reopen in Srinagar?

Governor Satya Pal Malik: Not only cinema halls, but coffee houses will be opened. All such places where the young generation can sit and discuss something positive.

Four men belonging to the Intelligence Bureau were caught outside the official residence of CBI director Alok Verma, who has been divested of his powers and sent on leave, officials said Thursday.

While Home Ministry officials said the four men were on "routine, covert" duties in the high-security area outside Verma's 2 Janpath residence, sources said they were taken away by police and questioned.

The IB is entrusted with the responsibility of collecting intelligence on situations that may affect public order and internal security. Among other things, its units are "routinely" deployed in "sensitive areas", a Home Ministry official said.

At times, this is done in association with local law enforcement agencies, and at other times, a surprise element is built in, he added.

This also enables law enforcement agencies to respond immediately to developing situations. The officials carry their identity cards since they are on "routine duties", he explained.

"This is unlike surveillance, which is done without any visible appurtenances. One unit, in the early hours of today, halted at Janpath where there was an unusual collection of people," the official said.

This was with a view to check why people had collected at the location.

"This is a high-security zone where several protectees reside. Unfortunately, their presence was projected otherwise," another official said.

Former prime minister Manmohan Singh and NCP chief Sharad Pawar live near the CBI director's official residence.

In an unprecedented shake-up in the CBI's 55-year-history, both Verma and his deputy, Special Director Rakesh Asthana, were divested of their powers and sent on leave in a dramatic overnight action by the government Tuesday night.

Verma knocked on the doors of the Supreme Court Wednesday, challenging the government's decision. The apex court agreed to hear his plea on Friday.

The Maharashtra government Thursday moved the Supreme Court challenging the Bombay High Court order by which the extension of time granted to state police to conclude probe in the Koregaon Bhima violence case was set aside.

The Bombay High Court Wednesday had quashed the lower court’s decision by which the Maharashtra Police was granted more time to conclude the investigation and file the charge sheet in the violence case in which several rights activist had been made accused.

A bench headed by Chief Justice Ranjan Gogoi considered the submissions of lawyer Nishant Katneshwar, appearing for the Maharashtra government, that the appeal needed to be heard on an urgent basis.

The lawyer said if the high court order is not stayed then accused in the violence case would become entitled to grant of statutory bail for want of non-filing of charge sheet within the stipulated period.

The bench, which also comprises Justices S K Kaul and K M Joseph, said the appeal of the Maharashtra government would be heard on October 26.

Earlier, the apex court had refused to interfere with the arrest of five rights activists by the Maharashtra Police in connection with the Koregaon-Bhima violence case and declined to appoint a SIT for a probe into their arrest.

The Maharashtra Police had arrested five activists — Varavara Rao, Arun Ferreira, Vernon Gonsalves, Sudha Bharadwaj and Gautam Navlakha — in connection with an FIR lodged following a conclave — ‘Elgaar Parishad’ — held last year that had later triggered violence at Koregaon-Bhima village in the state.

Punjab Chief Minister Amarinder Singh expressed confidence that all “like-minded parties” in the Opposition which have the best interest of the nation at heart will support Congress chief Rahul Gandhi as the leader of a united alliance against the BJP-led NDA in the 2019 Lok Sabha polls.

Singh also said the Congress party, under the leadership of Rahul, will return to power in 2019 as the people are “completely disillusioned” with the BJP and want a “positive change”. Singh, who is in Israel on a five-day visit, said India needed a young and dynamic leader to bring it out of the current mess and put it back on the global map.

“Rahul has all the qualities needed to be a great prime minister and he is the perfect man to lead the country, as I have always maintained,” Singh told PTI in an interview when asked if he really feels Rahul is the right man for the job of running the country. Singh is heading a high-level delegation to Israel to strengthen Punjab’s cooperation with it in the fields of agriculture, horticulture, dairy farming and wastewater management, besides trying to attract investments in the state. Singh said the people are tired of “misgovernance” by the BJP. “The people are completely disillusioned with the BJP and want a positive change,” he said.

“The escalating prices of diesel and petrol, the economic situation faced by the country just see the way the rupee is going viz a viz the dollar, the polarisation triggered by the BJP, the widespread unemployment, the way many of the ministers at the Centre are functioning – the people can see all that, and are sick and tired of it. “The time is up for the BJP. The Congress, under Rahul, is ready to take the reins of the country and bring it back on the path of progress and prosperity,” Singh said.

He said the entire Congress party is currently in election mode. “All of us, including me, are ready to put all our might into ensuring that the party wins each one of them,” he said. When asked whether opposition parties would be able to accept Rahul as the leader of a united alliance against the BJP-led National Democratic Alliance, Singh said all like-minded parties which have the best interests of the nation at heart will embrace him warmly as their leader.

“Other opposition parties know that the Congress is the only party that can lead an effective campaign against the BJP, and they also know that Rahul is more than capable of leading the united opposition. As I have said earlier, it is important to have the right kind of alliances at this juncture if we are to save the nation from the misgovernance of the BJP and its allies,” he said. Singh expressed confidence that the Congress would win each of the states going to polls, referring to the assembly elections in Madhya Pradesh, Rajasthan, Telangana and Mizoram and Chhattisgarh.

Asked whether he would form an alliance with Aam Aadmi Party (AAP) in Punjab for the 2019 elections if there is a national alliance of the Congress with them, Singh said the Congress in Punjab will sweep the election on its own and does not need allies. “We have also conveyed this to the Congress high command. But at the same time, we have told them that the final decision rests with them, which they would need to take keeping all exigencies in mind,” he said.

Madras HC to pronounce verdict on MLA disqualification case today

China on Tuesday said it followed a policy of "non-interference" in other countries' affairs over India's concern that it was sheltering United Liberation Front of Assam(ULFA) chief Paresh Baruah.

On Monday, India had asked Beijing not to give shelter to ULFA leader Paresh Baruah at a high-level meeting on bilateral security cooperation which was co-chaired by home minister Rajnath Singh and Zhao Kezhi, State Councilor and Minister of Public Security of China.

"I shall stress that the Chinese government has always adhered to the principle of non-interference in the internal affairs of other countries. This remains unchanged," China's foreign ministry spokesman Hua Chunying said.

India had reportedly objected to the frequent visit of the ULFA chief to China and smuggling of arms and narcotics to the Northeast, newswire PTI quoted Indian officials. India also requested China to support the pending application in the UN to designate JeM terror group leader Masood Azhar as a global terrorist.

India blames Azhar for masterminding the Khandhar Indian airlines hijack in 1999 and also being the prime mover for the terror attack on Indian Air Force base at Pathankot in 2016.

China said it would look into the "merits of the matter" while deciding the fate of Azhar. China has repeatedly blocked the bid at the United Nations to list Azhar as a global terrorist.

Chinese foreign ministry spokesperson Hua Chunying said: "As per to India's request for the listing of Masood (Azhar) we already stated our position for many times," adding," on the counter-terrorism issue, China has always actively participated in international anti-terrorist operations. We have always made our decisions and judgements on the merits of the matter itself."

"We will continue to step up the security cooperation to uphold the regional peace and stability with parties," it said.

After the meeting with Rajanth Singh, the home ministry in a statement said that the two sides discussed issues of mutual interest, including bilateral counter-terrorism cooperation, and welcomed increased security cooperation between India and China.

An agreement on security cooperation between the Home Ministry and China's Ministry of Public Security was also signed by Rajanth Singh and Zhao Kezhi, an earlier MoU signed between the two sides on security had lapsed two years ago.

Kezhi is on a bilateral visit to India from October 21 to 25 during which he will also travel to Mumbai. The Chinese delegation also visited the headquarters of India's premier paramilitary force the CRPF.

Crisis in CBI: Nageswar Rao takes interim charge, director Alok Verma and Rakesh Asthana asked to go on leave

The Supreme Court on Tuesday expressed shock over "vanished" 31 hills in the Aravalli area of Rajasthan and asked the state government to stop illegal mining in the 115.34-hectare area there within 48 hours.

The top court said though Rajasthan was earning a royalty of around Rs 5,000 crore from mining activities in Aravalli, it cannot endanger the lives of lakhs of people in Delhi as the disappearance of hills there could be one of reasons for rise in pollution level in the National Capital Region (NCR).

A bench of Justices Madan B Lokur and Deepak Gupta referred to the status report filed by Rajasthan government and said it indicated that illegal mining activity was going on in 115.34 hectare area in Aravalli range in the state.

It also referred to a report of the central empowered committee (CEC) which had said that out of 128 samples taken by the Forest Survey of India (FSI), as many as 31 hills or hillocks have vanished.

"31 hills or hillocks have disappeared. If hills will disappear in the country, what will happen? Have people become 'Hanuman' that they are running away with hills?" Justice Lokur asked the counsel appearing for Rajasthan.

"15-20 per cent hills have vanished in the state of Rajasthan. This is your ground truth. Whom you want to take for a ride?" the bench asked, adding that the state has failed to protect the Aravalli range from illegal mining.

The top court said that it was compelled to pass an order to stop illegal mining activities in 115.34-hectare area there within 48 hours as it appeared that the state has taken the issue "very lightly".

It directed the chief secretary of Rajasthan to file an affidavit regarding compliance of its order within this week and posted the matter for hearing on October 29.

The bench said that it was "not at all satisfied" with the contents of status report filed by the state as it mostly deals with the "so called incompetence" of the FSI.

It said that state of Rajasthan must appreciate that FSI was a body of Government of India and it would not be proper to made "wild allegations" against them.

During the hearing, the bench asked the state's counsel as to what steps have been taken by them to stop illegal mining activity in Aravalli area.

"We have issued show cause notices and FIRs have also been registered (in cases of illegal mining)," the counsel said.

The bench then told the counsel about the importance of having hills and said, "Hills are created by the God. There must be some reason if the God has done this. They (hills) act as barriers."

"If you start removing all the hills, pollution from different parts of areas nearby NCR will come to Delhi. This could be one of the reasons that we have so much pollution in Delhi. For sake of few miners in your state, you are endangering the lives of lakhs of people in Delhi," the bench said.

When the top court was told that Rajasthan was getting a royalty of around Rs 5,000 crore from mining activities, the bench said, "You (state) want royalty. You will get it but health expenses for people of Delhi will be 10 times of your royalty".

The state's counsel told the court that all the concerned government departments in Rajasthan were "on the job" to stop illegal mining.

To this, the bench said, "What kind of job? Damage has already been done to Delhi. You have not disputed the view of CEC that 31 hills or hillocks have disappeared."

"You give this Rs 5,000 crore (royalty) for health of people of Delhi. Hospitals in Delhi are over crowded, people are dying here," the bench said.

The counsel appearing for the CEC said that court must take the drastic step of stopping mining activities in Aravalli as the state would not take any action against them.

"It is completely a hopeless cause. If the government permits illegality to go on, what can anybody do then," the bench said, adding, "it is completely beyond control".

The court said it was not clear from status report filed by the state in September this year as to whether illegal mining in 115.34 hectares have stopped.

"We are giving you 48 hours to close these mines," the bench told the state's counsel.

BSP president Mayawati on Wednesday blamed the Centre for the state of affairs in the CBI and said other institutions are also facing similar problems because of the wrong policies being pursued by the government.

"More than the officials, it is the central government which is responsible for the problems in the CBI," Mayawati said in a statement.

She said the Centre's "vindictive, casteist and communal policies" have put not only the CBI, but also other agencies under similar threat.

Cases like those involving Vijay Mallya, Nirav Modi and Mehul Choksi and the Rafale deal are blots on the BJP-led government's rule and they have not been probed properly, she said.

However, she added, the ruling party misuses official machinery to target anti-BJP parties and institutions.

This has been happening for the last four-and-a-half years and this is the reason why people are losing faith in government institutions, the Bahujan Samaj Party (BSP) chief said.

This needs to be addressed, she added.

Much wrong has been done to the premier investigating agency by interferences of different kinds in the past too, Mayawati said.

What is happening now is a matter of grave concern for the country as it is giving rise to a lot of doubts in the minds of people and they seem to be losing faith in the CBI, she said.

Speaking about the top CBI officials being sent on leave in the midst of night and a major overhauling of the central agency, Mayawati said it is good that the matter has gone to the Supreme Court.

"Besides the internal working, the Supreme Court will also get an opportunity to seriously look into the role of the Central Vigilance Commission (CVC) which has become essential in the present context," she said.

"It is important for restoring the faith of the people in the CBI that the Supreme Court takes effective cognizance of the present situation," she said.

Centre responsible for problems in CBI, says BSP chief Mayawati

Delhi Chief Minister Arvind Kejriwal Wednesday sought to corner the prime minister over CBI's internal feud, retweeting Narendra Modi's 2013 tweet in which he had slammed the then UPA government for allegedly undermining the intelligence system of the country.

The government Wednesday sent CBI Director Alok Verma and Special Director Rakesh Asthana on leave as the two officers were involved in a spat between them.

In a series of tweets, Kejriwal questioned the Modi government's authority to send the CBI director on leave and wondered if the move was related with the Rafale deal.

Kejriwal retweeted Modi's June 5, 2013 tweet in which he had said it was "Unfortunate that in its quest to target political opponents, Centre is undermining intelligence systems with CBI questioning IB officials."

The Congress-led UPA was in power in 2013.

The prime minister-led Appointments Committee Tuesday night gave charge of the director to Joint Director M Nageshwara Rao with immediate effect, a government order said.

Kejriwal sought to know from the government reasons behind Verma's removal and questioned if it was trying to "hide" anything.

"What are the reasons for sending CBI director on leave? Under which law did the Modi govt get the authority to initiate action against the chief of an investigating agency appointed as per the Lokpal Act? What is Modi govt trying to hide?" he said in one of his tweets.

In another tweet, he insinuated that the move may be "co-related" the to Rafale deal that has been questioned by the Opposition parties as a "scam".

"Is there a co-relation betn (sic) Rafale deal and removal of Alok Verma? Was Alok Verma about to start investigations into Rafale, which cud become problem for Modi ji? (sic)" he tweeted.

Later, addressing a gathering at an event in Trinagar area, Kejriwal alleged, "Prime Minister Narendra Modi has suspended the CBI director at 3 am. Do you know this? Why? I tell you that the Modi government is buying one Rafale fighter jet with a cost of Rs 1,500 crore instead of its original cost of Rs 546 crore. They are doing a scam of Rs 36,000 crore in buying 36 Rafale jets.

"When the CBI director (Alok Verma), who is an honest person, started an investigation in the case, he was suddenly transferred at 3 am."

He also alleged, "The CBI director was to register a case (in connection with procurement of Rafale fighter jets) next day. He was transferred...At 3 am."

Two Hizbul Mujahideen militants, including an alleged M.Phil degree holder, were killed in an encounter with security forces in Nowgam area of the city on Wednesday.

The slain militants have been identified as Sabzar Ahmad Sofi and Asif Ahmad, an official said.

According to media reports, Sofi was pursuing PhD in Botany from Jamia Millia Islamia New Delhi, and had joined the militant ranks in the aftermath of killing of Hizbul Mujahideen commander Burhan Wani in July 2016.
However, Jamia Millia Islamia, in a statement, denied Sofi was a former research student of its university.

"No such student by the name of Sabzar Ahmad Sofi has ever been on the roll of the university or registered as research student. Moreover, we do not have any Botany department in the University," the statement said.

Sofia, in his early 30's, is the third highly educated person to have been killed this year after joining militancy.

Earlier this month, AMU scholar turned militant Manaan Bashir Wani was killed in an encounter with security forces in north Kashmir Kupwara district while an assistant professor from Kashmir University Mohammad Rafi Bhat was killed in a gunfight in Shopian district two days after joining the militant ranks in May this year.

There has been an increasing trend of well-educated youth joining militancy in recent years.

Esa Fazli, an engineering graduate from Ghulam Shah Badshah University, was killed in a gun battle earlier this year as well.

After Fazli's joining, an MBA student Junaid Ashraf Sehrai, son of Tehreek-e-Hurriyat Chairman Mohammad Ashraf Sehrai, also disappeared to join the militant groups.

"The standard operating procedures were followed during the operation and there was no collateral damage during the encounter," the official added.

Acting on a tip-off about the presence of militants in Suthu Kothair locality of Nowgam, security forces launched a cordon and search operation in the early hours, a police official said.

He said the militants opened fire on security forces during the search operation, triggering a gunbattle in which two ultras were killed.

Incriminating material besides arms and ammunition were recovered from the encounter site, he added.

Clashes broke out between protestors and security forces soon after the encounter ended, he said, adding the law enforcing agencies were engaged in pitched battles with the stone pelters for the most part of the day.

Authorities snapped mobile Internet services in the city and shut educational institutions as a precautionary measure.
