Amid the ongoing controversy surrounding former prime minister Manmohan Singh's biopic, Shiv Sena leader Sanjay Raut on Friday said he sees Singh as a successful prime minister rather than an 'accidental' one.

"If a Prime Minister governs the country for 10 years and the people respect him, I don't see him as an accidental prime minister. After Narasimha Rao, if the country has got a successful prime minister, it is Manmohan Singh," Raut said while interacting with media.

It may be noted that the Shiv Sena is an ally of the Bharatiya Janata Party (BJP) in the National Democratic Alliance (NDA).

The trailer of Anupam Kher-starrer 'The Accidental Prime Minister', which recently came out, drew a lot of flak from the Congress party, claiming that the biopic poked holes in the portrayal of the former prime minister.

The party also criticised the teaser saying the movie showed Sonia Gandhi and her son Rahul Gandhi in the wrong light.

Maharashtra Youth Congress raised objections over the movie and demanded its special screening to ensure that none of the scenes are factually incorrect.

The political controversy over the movie caught media attention after the BJP on Thursday shared its trailer calling the movie a "riveting tale of how a family held the country to ransom for 10 years."

External Affairs Minister Sushma Swaraj Saturday lauded the role of Hindi language in developing India’s culture and integrity and said it was increasingly becoming popular in other countries and also in the social media.

Addressing the 82nd convocation of the Dakshina Bharat Hindi Prachar Sabha here, she said the institution was promoting not only Hindi, but also other south Indian languages.

Noting that language plays a significant role in connecting people, Swaraj said Hindi was becoming popular in other countries also.

Recalling the services of political leaders who laid the foundation for propagating Hindi, she said the late Atal Behari Vajpayee was the first Indian leader to address the United Nations General Assembly in the national language.

Carrying forward this great tradition, Prime Minister Narendra Modi had in 2014 delivered a speech at the UNGA in Hindi.

Present trends indicated that there was an increase in job opportunities for Hindi graduates.

Hindi offers a promising career as many Hindi publications and news channels have emerged during the past few years, she added.

The Union Minister also said that there was a growing interest among foreign diplomats and dignitaries to learn Hindi. Several countries have requested the Indian government to set up centres of learning to promote Hindi, she said.

The language was also gaining popularity on various social media such as Twitter and Facebook. The sabha was established in 1918 by Mahatma Gandhi with the aim of propagating Hindi in southern states.

The institution, which is celebrating its centenary year, was formally inaugurated on June 17, 1918, in the presence of Annie Besant, at the Gokhale Hall in George Town, before it was moved to its present location in T-Nagar here.

In recognition of the services rendered by the Sabha, the Parliament had conferred the status of “Institution of National Importance” by enacting a special act. The act authorises the Sabha to award degrees in Hindi like other universities.

The Union Minister gave away medals and degrees to graduates and post graduates.

The Enforcement Directorate (ED) moved a Delhi court Saturday seeking issuance of open-ended non-bailable warrant (NBW) against Manoj Arora, allegedly a close aide of Robert Vadra, in a money laundering case. The ED’s special public prosecutor Nitesh Rana made the submission before special judge Arvind Kumar who put up the matter for hearing on January 8.

The agency told the court that Arora failed to appear for questioning despite repeated summonses. The ED further claimed that Arora is a key person in the case. He is aware of overseas undeclared assets of Vadra and was instrumental in arranging funds for such properties, the agency said. Vadra is the brother-in-law of Congress president Rahul Gandhi.

An “open-ended NBW” does not carry a time limit for execution unlike other non-bailable warrants.

The ED, in its application moved by advocate A R Aditya, claimed that proceeds of crime was used to channelise funds from the UAE to buy a property at 12, Bryanston Square, London, worth 1.9 million pound and allegedly owned by Vadra.

It said the probe was carried out under the Black Money Act.

“Vadra was beneficially controlling the property at 12, Bryanston Square, London, UK, which was valued at 1.9 million pound, and not only executing renovation work of this property but also arranging funds for the same,” the agency said in its application.

According to the agency, the property was bought by Sanjay Bhandari for GBP 1.9 million and sold in 2010 for the same amount despite incurring additional expenses of approximately GBP 65,900 on its renovation.

“This gives credence to the fact that Bhandari was not the actual owner of the property but it was beneficially owned by Vadra who was incurring expenditure on the renovation of this property,” it alleged.

The ED said in its submission that Arora has been absconding since the search of his premises by the agency.

“It is apprehended that the accused might have crossed the boundaries of the country. Hence, Red Notice through Interpol is required to be issued for which open-ended NBW is necessary,” the agency argued.

Rainfall at many places with heavy falls at isolated places very likely to commence over the Andaman Islands and gale wind speed reaching 70-80kmph gusting to 90kmph is likely to prevail.

The IMD warned of damage to thatched huts and power and communication lines when the storm passes the region. It urged people on the Andaman Islands to remain in safe places and suspend all fishing operations in the Andaman Sea and southeast and east-central Bay of Bengal from January 5-7 and over east central and adjoining southeast Bay of Bengal on January 8.

The Enforcement Directorate (ED) Friday said it has attached a factory in Thailand worth over Rs 13 crore of a Gitanjali group company, owned by absconding diamond jeweller Mehul Choksi, in connection with the alleged USD 2 billion PNB fraud case.

The agency said it has issued a provisional order for attachment, under the PMLA, of the factory premise owned by Abbeycrest (Thailand) Limited which is a "group company" of the Gitanjali group of companies.

"Investigations under PMLA revealed that Abbeycrest (Thailand) Limited is the beneficiary of the LoUs (Letters of Undertaking) issued fraudulently and unauthorisedly from the PNB to the tune of Rs 92.3 crore.

"During the probe, this overseas property has been identified and after gathering concrete evidence of ownership it has been attached," the ED said in a statement.

The value of the property is Rs 13.14 crore, it added. The ED is probing this case under the Prevention of Money Laundering Act (PMLA).

Officials said ED investigators will soon get issued Letters Rogatories (judicial requests) for the legal formalisation of the attachment of the foreign-based asset.
Choksi, his nephew and diamond jeweller Nirav Modi, and others are being probed under various criminal laws after the fraud came to light, following a complaint from the Punjab National Bank (PNB) that they allegedly cheated the nationalised bank to the tune of over Rs 13,000 crore, with the purported involvement of some of its employees.

Both Choksi and Modi are absconding since the case was registered by the ED and the Central Bureau of Investigation (CBI). Choksi was last reported to be in the Caribbean nation of Antigua and Barbuda.

"With this attachment, the value of attachment/seizure in the PNB scam is to the tune of Rs 4,765 crore (approx). Further investigation is in the process," the ED said.

Amid reports of violence and alleged human rights violations in Bangladesh during the December 30 general elections, the UN High Commissioner for Human Rights (OHCHR) has called for those responsible for the violence to be held to account.

The OHCHR has also stated that the arrest of journalists under the Digital Security Act suppresses free speech and expression.

"There are credible reports of fatalities and numerous injuries on polling day alone," OHCHR spokesperson Ravina Shamdasani said in Geneva on Friday.

The OHCHR's remark comes nearly a week after Bangladesh's ruling Awami League secured a landslide victory in the general elections, an outcome rejected by opposition Bangladesh Nationalist Party (BNP) which demanded fresh polls.

The election was marred by violence, in which 17 people were killed.

"There are worrying indications that reprisals have continued to take place, notably against the political opposition, including physical attacks and ill-treatment, arbitrary arrests, harassment, disappearances and filing of criminal cases," Shamdasani said, noting reports of disproportionate "violent attacks and intimidation" by ruling party activists and in some cases with the involvement of law enforcement officials.

Shamdasani cited reports of media intimidation and property damage, as well as other constraints that have hindered free and public reporting on the elections.

She asserted that at least two journalists covering the election have been arrested under the 2018 Digital Security Act, which, according to news reports, suppresses free speech and press freedom.

Moreover, since December 10, at least 54 news and other websites have been blocked, and temporary internet restrictions around election day have constrained freedom of expression.

Pointing to reports of police breaking up peaceful protests demanding re-election, and arrests under laws such as the Digital Security Act, she said that the space for human rights defenders and organisations, political opposition and the general public, to speak out about the election had become "restricted".

"Restrictive legislation, including this Act, should be reformed so that human rights defenders, civil society, journalists and all members of the public are protected in their exercise of the freedoms of expression, peaceful assembly and association and engage freely in debating the election and Bangladesh's democratic and development processes," the OHCHR spokesperson said.

The UN agency urged the authorities to carry out "prompt, independent, impartial and effective investigations" into all alleged violence and human rights violations surrounding the elections, and to hold those responsible accountable, "regardless of their political affiliations".

OHCHR also encouraged the National Human Rights Commission to play an independent and proactive role.

"We call on the authorities to take urgent measures to prevent further reprisals, and to ensure that law enforcement authorities exercise their powers strictly in accordance with the rule of law and principles of legality and proportionality," Shamdasani said.

Prime Minister Narendra Modi on Saturday attacked the Congress and said for Congress farmers are vote bank while for BJP they are food providers.

''Farmers are a vote bank for Congress, and for us, farmers are our food providers. This is the difference between Congress and BJP,'' Modi said addressing a public rally in Palamu, Jharkhand.

Modi further said that there wouldn't have been a need for farmers to take loans had the previous Congress governments completed the projects that were meant to benefit farmers.

Accusing the Congress of misleading the farmers, Modi said first they (Congress) forced farmers to take loans, now they're misleading them in the name of loan waivers, he said.

''We didn't make Narendra Modi Awas Yojana, we didn't make Namo Awas Yojana, we didn't make Raghubar Das Awas Yojana, we made Pradhan Mantri Awas Yojana so that the next PM can take the work forward,'' he said.

Noting that the Supreme Court in India has ruled on the issue of women entering the Sabarimala temple in Kerala, a spokesperson for UN Secretary-General Antonio Guterres has said the world body encourages all to respect the rule of law.

"As you know, this is an issue on which the Supreme Court of India has commented. So, we will leave the matter in the hands of the rule of law authorities in India. Of course, we want all parties to respect the rule of law, and you're aware of the UN's position and its fundamental position on the rights on equal rights of all people," Deputy

A spokesperson for the Secretary-General, Farhan Haq told reporters at his daily press briefing Friday.

Haq was asked about the UN's position on the Sabarimala situation in the wake of the widespread violence in Kerala over the entry of women into the hill-top shrine.

Haq reiterated that the UN "obviously" encourages all to respect the laws of the country when he was asked by a reporter that not allowing women to enter the temple is a violation of human rights, given that the Supreme Court has ruled in the matter.

When asked if the UN's position on equal rights for women also applies to other religions such as Islam or Catholicism, Haq said "It applies across the board. The question is how that is to be carried out. In this case, like I said ultimately, this is a question on which the courts have pronounced themselves, and we encourage respect for the rule of law."

Kerala has been marred with violence since the afternoon of January 2 after two women of menstruating age managed to enter Sabarimala temple.

The shrine was out of bounds for girls and women between 10 and 50 years of age. The Supreme Court's September 28 verdict allowed women of all age groups to offer prayers at the hill shrine dedicated to Lord Ayyappa.

Union minister Smriti Irani Friday asked why Congress chief Rahul Gandhi was "silent" when Madhya Pradesh Chief Minister Kamal Nath had said that people from UP and Bihar get employment in MP at the cost of the local population.

"Why was Rahul silent when Madhya Pradesh Chief Minister Kamal Nath spoke against people from UP and Bihar working in that state? How will he look into the eyes of people in Amethi today?" she said, ahead of Gandhi's visit to his Lok Sabha constituency.

Irani was on a day's visit to Amethi, about 140km from the state capital Lucknow.

For her visit, local BJP leaders had put up posters seeking an explanation from the Congress president on Kamal Nath's statement on workers from UP and Bihar.

One of the posters carried a collage of newspaper clippings of his statement.

Similarly for Gandhi's visit scheduled later in the day, Congress workers had put up posters praising him over the party's victories in Madhya Pradesh, Chhattisgarh and Rajasthan. The visit was cancelled as Gandhi was in Lok Sabha for a debate on the Rafale jet controversy.

"Teen rajyon ki jeet ke baad swagat (Welcome after victory in three states," read a poster. Another said, "Amethi ke MP, 2019 ke PM (Amethi MP is future PM)."

Irani had unsuccessfully contested against Gandhi in the 2014 Lok Sabha election and they are likely to fight again from Amethi in the general election later this year.

Soon after being sworn in as Madhya Pradesh chief minister, Kamal Nath had announced a new state government policy under which industries availing investment incentives will need to give 70 per cent employment to the local youth.

He had said, "Lot of industries are set up in which people from other states, like Uttar Pradesh and Bihar, come to work. I do not want to criticise them, but the youth of Madhya Pradesh are deprived (of jobs).

"So those who want to come here and take advantage of the investment policies will have to give employment to 70 per cent locals of Madhya Pradesh," he had said.

Uttar Pradesh Chief Minister Yogi Adityanath and Samajwadi Party chief Akhilesh Yadav had hit out at Kamal Nath. Congress legislature party leader Ajay Kumar 'Lalu' had said the statement was "misinterpreted."

The National Green Tribunal Friday imposed a fine of whopping Rs 100 crore on the Meghalaya government for its failure to curb illegal coal mining in the state.

A senior advocate, who is assisting the tribunal as an amicus curiae in the matter, said a report of a high-level committee was submitted on January 2 before a bench headed by NGT chairperson A K Goel.

The report stated that majority of the mines in the northeastern state were operating without a lease or licence.

The Tribunal imposed Rs 100 crore fine on the state government as a "deterrent" and for its "inaction" to curb illegal mining in the northeastern state.
The lawyer said during the hearing, the state government admitted that a large number of mines were operating illegally.

At least 15 miners are trapped in the 370 foot-deep illegal coal mine in Lumthari village of East Jaintia Hills district of Meghalaya since December 13 and all efforts to pump the water out of flooded mine have been in vain.

Senior advocate Raj Panjawani said the amount of the fine has to be deposited with the Central Pollution Control Board within two months.

He said the bench in its order made it clear that the amount can be recovered from illegal miners and the officials responsible for operating mines illegally.

The report of the three-member committee, headed by retired Justice B P Kakoti of Gauhati High Court, has stated that there were around 24,000 mines in Meghalaya and majority of them were operating illegally.

It added that not only were there no licences or leases, but also no environmental clearance for operation of the majority of the coal mines.

The NGT had constituted the committee in August 2018 to supervise and look into the issue of the environmental restoration plan and other connected matters in Meghalaya.

The committee was constituted during the hearing of the petition which had sought a ban on coal mining in Meghalaya. It had also taken into account some reports of the state pollution control board.

Meghalaya's advocate general Amit Kumar said he had been conveyed about the order of the NGT imposing Rs 100 crore on the state. He said the detailed order would be made available in a couple of days.

The National Green Tribunal had ordered an interim ban on 'rat-hole' coal mining in Meghalaya from April 17, 2014.

The latest order comes when the authorities are finding it difficult to rescue the 15 miners trapped since December 13 in an illegal coal mine in Meghalaya as there is no blueprint of the 355-feet well which has a "maze of rat holes".

The Editors Guild of India on Thursday said it believes journalists should claim no immunity from healthy and civilised criticism, but at the same time their labelling has emerged as a "favourite tactic" on the part of the establishment to discredit, delegitimise and intimidate them.

"We have seen our political class use this for some time now. In the recent past, top BJP leaders, as well as those of AAP, have used unambiguously abusive expressions such as 'presstitute', news-traders, 'bazaaru' (saleable commodities) or 'dalals' (pimps) for journalists," the Guild said in a statement.

It said it has "noted with concern" the words used by Congress President Rahul Gandhi in his criticism of the journalist who interviewed Prime Minister Narendra Modi this week.

The statement was issued after much debate among the Guild's executive committee members. Some of the members were opposed to the issuance of such a statement maintaining that Gandhi's remarks did not tantamount to attack on freedom of expression or a threat.

Earlier in the day, Finance Minister Arun Jaitley tweeted: "The Grandson of the 'Emergency dictator' displays his real DNA -- attacks and intimidates an independent Editor."

"Why are the pseudo-liberals silent? Waiting for the Editors guild's response," he said.

The Guild statement also talked about "reprehensible strategy to throttle media freedoms" through ploys such as boycotts, denial of access and lately government accreditation.

"This must be reversed. Journalists, we believe, will continue to deal with these with their usual thick skins and not let these tactics intimidate them. The Guild, as an apex, non-partisan institution, however, takes strong exception to this tendency and calls for its halt," it said.

The Pakistan Maritime Security Agency (PMSA) apprehended five Indian fishermen and seized a boat off the Gujarat coast late Thursday night, an official of the National Fishworkers' Forum (NFF) said.

PMSA, a branch of the Pakistan Navy, regularly captures Indian fishermen on the charge of crossing into that country's waters.

The boat with five fishermen onboard had sailed off from Porbandar in Gujarat a few days ago, NFF secretary Manish Lodhari told PTI.

The PMSA apprehended them near the International Maritime Boundary Line (IMBL) in the Arabian sea, he said.

"As per the information we have received, the PMSA is taking these fishermen to Karachi. They are still in the sea as it takes around 20 hours to reach Karachi from the IMBL," Lodhari said.

The Supreme Court will take up the Ram Janmabhoomi-Babri Masjid case along with public interest litigation (PIL) questioning delay in the adjudication of the matter on Friday.

On December 24, a Supreme Court bench headed by Chief Justice Ranjan Gogoi had decided on "fixing the date of hearing before the appropriate bench."

On the same day, Union Minister Prakash Javadekar said that the central government wants the Ram Janmabhoomi-Babri Masjid title suit to be heard on day to day basis in the court.

In an interview to ANI on earlier this week, Prime Minister Narendra Modi had said that any decision on bringing an ordinance on Ram temple construction can be considered only after the end of the judicial process.

He had also suggested that the judicial process was being slowed down because Congress lawyers were creating "obstacles" in the Supreme Court.

"We have said in our BJP manifesto that a solution would be found to this issue under the ambit of the Constitution," the Prime Minister said when asked whether the Ram Mandir issue had been relegated as merely an emotive issue for the BJP.

On November 12, the Supreme Court had rejected a plea seeking an early hearing in the Ram Janmabhoomi-Babri Masjid title suit.

Meanwhile, an advocate, Harinath Ram, filed a PIL in the top court, requesting it to hear the matter on an urgent basis and in a time-bound manner.

The petitioner stated that the apex court should understand the sentiments of millions of Hindus in India, as their emotions are "inextricably attached to the identity of Lord Ram."

The advocate further stated that the Ram Janambhoomi-Babri Masjid matter has been pending for the last several decades, but has not seen the light of the day "even when the country boasts of having functional and effective justice delivery system."In 2010, the Allahabad High Court had divided the disputed land in Ayodhya into three parts for each of the parties -- the Sunni Waqf Board, the Nirmohi Akhara and Ram Lalla.

News brief: Big stories of the day

China has a healthy and stable China-India relationship which is not only in the interest of the two countries but also conducive to the cause of world peace and development, Chinese foreign ministry spokesman Lu Kang said.

The comments have come a day after Minister of state in the ministry of external affairs General VK Singh reiterated in the parliament "India-China relations are a factor of stability, and that the two countries must not allow their differences to become disputes."

At the daily China's Foreign Ministry briefing, Spokesperson Lu Kang said, "China and India are each other's, important neighbour. We are all important emerging markets. China always believes that a healthy and stable China-India relationship is not only in the interests of the two countries and the two people, but also conducive to the cause of world peace and development."

He added, "In the context of growing uncertainty and instability globally, China is willing to work with India to strengthen coordination on international affairs and jointly safeguard the interests of the two countries and the collective interests of the developing countries."

The comments come even as pressure on China has been growing from Trump Administration. Trump has been calling Bejing to reduce the trade deficit and both are currently working on a trade deal after a truce was achieved on the sidelines of the G20 summit in Argentina last year.

General VK Singh on Thursday also said that India has been engaging with China on NSG membership and terror emanating from Pakistan.

Remember China blocked India's bid to list Masood Azhar as a global terrorist at Al Qaeda Sanctions committee of the United Nations Security Council. At the 48 member NSG, Bejing block's New Delhi's entry.

2018 is considered the year of reset in India China ties starting with famous informal Wuhan Summit in April followed by bilateral meetings between Indian Prime Minister Narendra Modi and Chinese President Xi Jinping. The two leaders met four times 2018 which many have called unprecedented in many ways.

In 2019 the Chinese President will be visiting India for the second informal summit.

The comments have come a day after Minister of state in the ministry of external affairs General VK Singh reiterated in the parliament "India-China relations are a factor of stability, and that the two countries must not allow their differences to become disputes." At the daily China's Foreign Ministry briefing, Spokesperson Lu Kang said, "China and India are each other's, important neighbour. We are all important emerging markets. China always believes that a healthy and stable China-India relationship is not only in the interests of the two countries and the two people, but also conducive to the cause of world peace and development." He added, "In the context of growing uncertainty and instability globally, China is willing to work with India to strengthen coordination on international affairs and jointly safeguard the interests of the two countries and the collective interests of the developing countries." The comments come even as pressure on China has been growing from Trump Administration.
