Clashes erupted near the Sabarimala temple in Kerala again on Wednesday morning as two women made an unsuccessful <a href="http://www.wionews.com/india-news/two-independent-mlas-withdraw-support-to-kumaraswamy-govt-in-karnataka-190609">attempt to trek up to the hill shrine</a>.

The women, below 50 years of age, attempted to climb the hill and offer prayers in the temple at around 4 am.

Dressed&nbsp;as men, the women were accompanied by police personnel and had managed to cross the base camp.

They were however identified by male pilgrims at the temple who started protesting against their entry into the temple.

The protest escalated after over hundreds of others joined.

Thereafter the police along with the two women had to retreat.

The temple had witnessed protests from frenzied devotees over the entry of women in the 10-50 age group in the shrine after the CPI(M)-led LDF government decided to implement a <a href="http://www.wionews.com/india-news/sabarimala-row-un-encourages-all-to-respect-rule-of-law-says-antonio-guterres-spokesperson-188383">Supreme Court order</a> allowing women of all age to offer prayers there.

The main opposition Congress-led UDF and the BJP has been opposing the entry of young women, saying they are with the devotees.

Two&nbsp;<a href="http://www.wionews.com/india-news/in-first-after-supreme-court-verdict-2-women-below-50-enter-sabarimala-temple-187812">women in their 40s entered Sabarimala temple</a>&nbsp;earlier this month and offered prayers at the main shrine.

Kanaka Durga, one of the two women who had entered the temple, has alleged that she was thrashed by her mother-in-law for defying the ban. &nbsp;

Durga, 39, a civil servant, suffered injuries to her head and had to be hospitalised, police said.

According to reports, the women trekked to the hill shrine on January 2. They offered their prayers at 3:45 am.

Commuters in Mumbai continued to suffer as the BEST bus strike entered the ninth day on Wednesday with the workers' union rejecting the management's '10-step increment' proposal to end the stalemate.

All eyes will now be on the <a href="http://www.wionews.com/india-news/best-strike-bombay-high-court-seeks-response-from-all-parties-190544">Bombay High Court </a>which is hearing the case related to the strike, the longest such protest in the history of the Brihanmumbai Electric Supply and Transport Undertaking (BEST).

Over 32,000 BEST employees have been on strike since January 8 over their various demands, including pay hike, revision of pay grade for junior level employees, and merger of loss-making BEST's budget with that of the Brihanmumbai Municipal Corporation (BMC).

The HC had on Tuesday directed the BEST workers' union to take a final decision on the withdrawal of its ongoing strike and inform the court on Wednesday.

The direction came after the BEST told the court that it was willing to implement the redressal measure suggested by the state government's high-powered committee on granting an interim pay hike to its employees.

The high-powered committee, headed by chief secretary, has recommended, among other things, that subject to the strike being called off, as an interim measure, workers be granted a '10-step increase' in salary for about 15,000 employees in a time-bound manner.

However, BEST workers' union leader Shashank Rao rejected the proposal on Tuesday.

The union was adamant on its demand of merging BEST's budget with that of its parent body BMC.

A senior BEST official said the government was seriously considering the demand.

"The high-powered committee is giving a serious thought to merge both the budgets. A decision on this is likely to come soon," an official said.

Meanwhile, commuters continued to face hardships due to the strike, even as the Maharashtra State Road Transport Corporation (MSRTC) deployed its buses to minimise their woes.

A BEST driver apologised to commuters for the inconvenience, but also appealed them to understand the problems faced by the bus employees.

"We have been financially distressed since the last few years. We had no option but to resort to this (strike). But we are hopeful that this will end," he said.
Some commuters also took to social media to express their anger.

"Palpable anger among daily bus commuters against BEST union &amp; their ongoing strike. Common sentiment - quit the job if you are not happy with the wages/terms (coming from daily wage earners and lowmiddle-classass commuters). Overheard inside NMMT bus which have stepped up service," a harried commuter wrote on Twitter.

The state government had last week invoked the Maharashtra Essential Services Maintenance Act (MESMA) against the striking employees.

But, it has so far not taken any stringent action except for sending them notices to evict the houses provided to them by the undertaking.

The BEST has a fleet of over 3,200 buses which criss-cross the metropolis and also operate services in the neighbouring Thane district and Navi Mumbai.
It is the second-biggest mode of transport in Mumbai after local trains, which ferry over 80 lakh passengers every day.

West Bengal Chief Minister Mamata Banerjee on Tuesday asserted that her party Trinamool Congress' proposed opposition rally on January 19 will see participation of non-BJP parties from "Kashmir to Kanyakumari".

Banerjee, however, said she is yet to get a response from the Left parties on attending the rally at Brigade Parade Ground, which she claimed will be the biggest public meeting in the eastern region in the last four decades.

The Congress will be represented by its senior leader Mallikarjun Kharge, she said.

On the presence of Bahujan Samajwadi Party (BSP) chief Mayawati, she said the former Uttar Pradesh chief minister was yet to confirm and "perhaps someone else will be nominated to represent her party".

"You will witness how big the representation will be this year from all regions. Heavy-weight national leaders, including a former prime minister and ex-chief ministers will attend this meeting," she told reporters at the state secretariat 'Nabanna' here.

The TMC has forwarded invitations to several opposition parties, including the Telugu Desam Party (TDP), the Janata Dal (Secular), the Aam Aadmi Party (AAP), the Nationalist Congress Party (NCP), the People's Democratic Party (PDP), the National Conference (NC) and the Dravida Munnetra Kazhagam (DMK).

"Political leaders from Kashmir to Kanyakumari -- H D Devegowda (former PM), H D Kumaraswamy (Karnataka CM), Arvind Kejriwal (Delhi CM), Akhilesh Yadav (Samajwadi Party chief), Sharad Pawar (Nationalist Congress Party chief), Farooq Abdullah (National Conference chief) -- and many more will be attending the rally," Banerjee claimed.

On the participation of Left parties, she said: "I had invited the Left, including the Kerala Chief Minister. I have performed my responsibility. If any party does not want to come due to political compulsions, I respect the decision."

Banerjee has been touring the country for the last one year, attempting to stitch together a strong opposition front to challenge the saffron party in the Lok Sabha polls.

Prime Minister Narendra Modi's ruling party is in favour of an expansionary economic policy and does not consider the government's plan to keep the fiscal deficit to 3.3 percent of GDP as "sacrosanct", a party spokesman told Reuters.

Ahead of a general election that must be held by May and after a string of losses in recent state polls, the government run by the Bharatiya Janata Party (BJP) has announced several stimulus measures for the countryside where <a href="http://www.wionews.com/opinions/farmers-pm-narendra-modis-2019-challenge-185494">millions of farmers are grappling with low crop prices</a>. Other fiscal moves have been aimed at helping small businesses.

The measures are likely to be a drain on finances in Asia's third-biggest economy, though the Modi administration is expected to get the Reserve Bank of India to agree to transfer an interim dividend of 300-400 billion rupees ($4.32 billion-$5.8 billion) to the government by March, Reuters reported last week quoting sources.

Weak consumer spending and the fragile farm sector have already been a drag on economic growth, creating a headache for Modi as he struggles to meet ambitious job creation targets.

India lost 11 million jobs last year, with around 83 percent in rural areas, according to independent think-tank the Centre for Monitoring Indian Economy, as operational costs surged for small businesses. Those costs were boosted by the launch of a national sales tax in 2017 and the economic impact of an earlier ban on high value currency notes.

"There's a demand, there's a debate - all my colleagues are saying what's the need of keeping the fiscal deficit in check when there is a distress in a particular sector," said Gopal Krishna Agarwal, the economic affairs spokesman for the BJP, referring to the farm sector.

"Even think-tanks associated with us are talking in this sense. Very few people domestically are talking about fiscal prudence. Only foreign think-tanks are talking fiscal prudence, fiscal prudence. I strongly believe an expansionary policy can benefit the party," he said in an interview on Tuesday night.

India's 10-year benchmark bond yield rose 4 basis points to 7.53 percent after the news, its highest since January 8 on worries about the fiscal deficit. The rupee also weakened to 71.23 to the dollar from its previous close of 71.03.

Agarwal, a chartered accountant who is a director at state-run Bank of Baroda and a member of a government committee on small and medium-sized businesses, said Modi was aware of his party colleagues' thinking but that no final decision had been taken.

DS Malik, a spokesman for the Ministry of Finance, did not respond to calls and emails seeking comment. Finance Minister Arun Jaitley, who is in the United States for a medical check-up, said in a Facebook post on Tuesday that India’s "fiscal discipline during the past five years has been amongst the best as compared to any preceding period".

NEED TO REACH LANDLESS

Agarwal said the government understands that farmers are in distress and that directly transferring money to their bank accounts was an option to help them out. He said the government was, however, trying to figure out how to distribute funds to landless tillers to make sure any such transfer programme was effective and didn't just benefit those with land.

The government is studying a programme launched by Odisha under which farmers with landholdings of up to 5 acres would get cash assistance to buy seeds, pesticides, fertilisers and pay for labour. Sharecroppers, who cultivate rented land will also get the benefits, which include life insurance coverage.

Agarwal said Modi and many financial institutions were not in favour of waiving farm loans, as done by states recently won by the main opposition Congress party, because doing so mainly helps banks and not so much farmers in duress.

"There's definitely a suggestion to give interest-free loans to farmers. Banks won't have to pay, it has to be incorporated into the budget," he said.

"And what's the so sacrosanct issue about keeping the fiscal deficit at less than 3.5 percent? If you don't adopt an expansionary economic policy, then the government alone can't create demand by just spending on infrastructure. It has to come from both public and the private sector. The economy will grow only when demand will be created."

He said increasing the income tax exemption limit for individuals was also being considered for the interim budget to be presented on February 1 by Jaitley.

William Foster, vice president at Moody’s Investors Service, said that it expects the country's fiscal deficit to slip to 3.4 of GDP this fiscal year ending March 31 due to revenue shortfalls from goods and services tax, lower excise duty and below-target receipts from sale of government assets.

"Increased expenditure on income transfers, farm loan waivers or other forms of subsidies would weigh further on government finances," Foster told Reuters.

Prime Minister Narendra Modi's ruling party is in favour of an expansionary economic policy and does not consider the government's plan to keep the fiscal deficit to 3.3 percent of GDP as "sacrosanct", a party spokesman told Reuters. Ahead of a general election that must be held by May and after a string of losses in recent state polls, the government run by the Bharatiya Janata Party (BJP) has announced several stimulus measures for the countryside where millions of farmers are grappling with low crop prices. Other fiscal moves have been aimed at helping small businesses. The measures are likely to be a drain on finances in Asia's third-biggest economy, though the Modi administration is expected to get the Reserve Bank of India to agree to transfer an interim dividend of 300-400 billion rupees ($4.32 billion-$5.8 billion) to the government by March, Reuters reported last week quoting sources. Weak consumer spending and the fragile farm sector have already been a drag on economic growth, creating a headache for Modi as he struggles to meet ambitious job creation targets. India lost 11 million jobs last year, with around 83 percent in rural areas, according to independent think-tank the Centre for Monitoring Indian Economy, as operational costs surged for small businesses. Those costs were boosted by the launch of a national sales tax in 2017 and the economic impact of an earlier ban on high value currency notes. "There's a demand, there's a debate - all my colleagues are saying what's the need of keeping the fiscal deficit in check when there is a distress in a particular sector," said Gopal Krishna Agarwal, the economic affairs spokesman for the BJP, referring to the farm sector. "Even think-tanks associated with us are talking in this sense. Very few people domestically are talking about fiscal prudence. Only foreign think-tanks are talking fiscal prudence, fiscal prudence. I strongly believe an expansionary policy can benefit the party," he said in an interview on Tuesday night. India's 10-year benchmark bond yield rose 4 basis points to 7.53 percent after the news, its highest since January 8 on worries about the fiscal deficit. The rupee also weakened to 71.23 to the dollar from its previous close of 71.03. Agarwal, a chartered accountant who is a director at state-run Bank of Baroda and a member of a government committee on small and medium-sized businesses, said Modi was aware of his party colleagues' thinking but that no final decision had been taken. DS Malik, a spokesman for the Ministry of Finance, did not respond to calls and emails seeking comment. Finance Minister Arun Jaitley, who is in the United States for a medical check-up, said in a Facebook post on Tuesday that India’s "fiscal discipline during the past five years has been amongst the best as compared to any preceding period". NEED TO REACH LANDLESS Agarwal said the government understands that farmers are in distress and that directly transferring money to their bank accounts was an option to help them out. He said the government was, however, trying to figure out how to distribute funds to landless tillers to make sure any such transfer programme was effective and didn't just benefit those with land. The government is studying a programme launched by Odisha under which farmers with landholdings of up to 5 acres would get cash assistance to buy seeds, pesticides, fertilisers and pay for labour. Sharecroppers, who cultivate rented land will also get the benefits, which include life insurance coverage. Agarwal said Modi and many financial institutions were not in favour of waiving farm loans, as done by states recently won by the main opposition Congress party, because doing so mainly helps banks and not so much farmers in duress. "There's definitely a suggestion to give interest-free loans to farmers. Banks won't have to pay, it has to be incorporated into the budget," he said. "And what's the so sacrosanct issue about keeping the fiscal deficit at less than 3.5 percent? If you don't adopt an expansionary economic policy, then the government alone can't create demand by just spending on infrastructure. It has to come from both public and the private sector. The economy will grow only when demand will be created." He said increasing the income tax exemption limit for individuals was also being considered for the interim budget to be presented on February 1 by Jaitley. Former air force chief, (Retd) Air Chief Marshall Arup Raha on Wednesday termed the controversy over Rafale deal as ‘unfortunate’. &nbsp;

“This is unfortunate. If you have any issues, sort it out separately, do not stop the deal which is absolutely essential for us to build our military capability,” said Raha indirectly hitting out at the opposition parties.&nbsp;

Raha pointed out that the defence procurement process in the country is too long and they must be revamped to increase our aerospace power capability.&nbsp;

“This is the problem of our country that our procurement process is too long. These process needs to be revamped,” Raha said while speaking at the sidelines of a panel discussion organised by the Bengal Chamber Commerce &amp; Industry and CENERS-K: Cyber Terrorism &amp; The Economy: A Gathering Storm.

This apart, he highlighted that in the recent times, some aircraft have become obsolete and some have been phased out and there is an immediate need to add more fighters to the fleet to increase the military capability.&nbsp;

“Air warfare is a very important component, even if you have an entire Army, Navy standing, but if you do not have aerospace power you cannot win a conflict. Indian Air Force’s strength is coming down, aircraft are getting obsolete, we retire some of these aircraft and some have to be replaced,” he said.

However, he claimed that Rafale is just one component that is replacing the obsolete aircraft. He hinted that the acquisition of Rafale jets though was a good move, 36 aircraft were not enough to increase its combat capabilities over India’s adversaries.

“Rafale is one component of the capability and specific to the Airforce. Rafale is just one replacement, but it is not in sufficient quantity, we require much more.&nbsp;

Overall, we need to build capabilities in the spheres like helicopters, transport aircraft, submarines and entire spectrum,” said Raha.&nbsp;

Buoyed by the new SP-BSP alliance for the coming Lok Sabha elections, at least one Bahujan Samaj Party leader has gone on social media projecting party chief Mayawati as the next prime minister.

Senior BSP leader Sudhindra Bhadoria shared a poster expressing the wish on his certified Twitter handle while congratulating Mayawati Tuesday on her 63rd birthday, celebrated as `Jan Kalyankari Diwas' or Public Welfare Day.

Bhadoria tweeted that it was his dream to see the BSP chief become prime minister.

The poster, purportedly issued by the BSP's Karnataka unit, declares "Mayawati India's to-be Prime Minister".

The sentiment seemed to have surfaced in Mayawati's own address to the media on her birthday.

"UP decides who will come to power at the Centre and who will be the prime minister. The BSP and the SP must fight together, setting aside their differences and ensure the victory of all alliance candidates," she said, apparently hinting at her prime ministerial ambitions.

At last week's joint press conference, Samajwadi Party leader Akhilesh Yadav had avoided a direct reply when asked if he would support Mayawati for the prime minister's post if the situation arose.

"You know whom I will support,"&nbsp;he had said. "I have said in the past that UP has always given the PM (to the country) and I will be happy if it gives a PM again."

The SP-BSP combine has announced it will not put up candidates in Amethi and Rae Bareli, the seats from where Congress leaders Rahul Gandhi and Sonia Gandhi contest for the Lok Sabha.

But at the same time, she has criticised the Congress for its policies over the years, implicitly ruling out the two leaders as her choice for the prime minister's post - at least at this stage.

The SP and the BSP had declared a 50-50 seat-sharing deal under which each party will contest 38 Lok Sabha seats out of the 80 in the state.

In addition to the two seats for the Congress, the SP-BSP alliance has also declared it will leave two seats for its smaller allies, who are yet to be formally named.

After being snubbed by the new alliance, the Congress has said it will contest all Lok Sabha seats from Uttar Pradesh.&nbsp;

The government on Wednesday said IT major Infosys will develop the next-generation income tax filing system for Rs 4,241.97 crore which will cut down the processing time for returns to one day from 63 days and expedite refunds.&nbsp;

The Cabinet, chaired by Prime Minister Narendra Modi, gave its "approval to expenditure sanction of Rs 4,241.97 crore for Integrated E-filing and Centralised Processing Centre 2.0 Project of the Income Tax Department", Union minister Piyush Goyal said.

Briefing media about the decision, he said the processing time at present for Income Tax Reurn (ITR) is 63 days and it will come down to one day after implementation of the project.

Goyal said the project is expected to be completed in 18 months and will be launched after three months of testing.

Infosys, he said, has been selected to implement the project after the bidding process.

The current system, he said, has been a success and new project will be more tax friendly.

The e-filing and Centralised Processing Centre (CPC) projects have enabled end-to-end automation of all processes within the Income Tax Department using various innovative methods to provide taxpayer services and to promote voluntary compliance.

The Cabinet also sanctioned a consolidated cost of Rs 1,482.44 crore for the existing CPC-ITR 1.0 project up to 2018-19.

Goyal also informed that tax refunds worth Rs 1.83 lakh crore have been issued so far in the current fiscal.

The decision will ensure transparency and accountability besides faster processing of returns and issue of refunds to the taxpayers' bank account directly without any interface with the Income Tax Department.

The broad objectives of the integration project include faster and accurate outcomes for taxpayer, enhancing user experience at all stages, improving taxpayer awareness and education through continuous engagement, according to an official release.

Besides, it will also be promoting voluntary tax compliance and managing outstanding demand.&nbsp;

Not so long ago the collegium's decision to elevate Justice K M Joseph to the Supreme Court had met with various obstacles from the law ministry. After a constant back and forth between the ministry and the collegium recommendations, his elevation was finally a success. &nbsp;

In August last year, the ministry while returning Justice Joseph's recommendation back to the collegium categorically reasoned that he "lacked" seniority among other chief justices of the High Courts and that his elevation gave more representation to the state of Kerala. In 2019, Supreme Court Collegium is back in the spotlight for elevating Justice Sanjiv Khanna (Delhi High Court judge) and Justice Dinesh Maheshwari (Chief Justice of Karnataka High Court) superseding 32 other judges.&nbsp;

In a significant turn of events, there were strong indications that the collegium on December 12&nbsp;had decided to elevate the current Chief Justice of Delhi High Court Justice Menon and Rajasthan High Court Chief Justice Pradeep Nandrajog but those resolutions didn't see the light of day.&nbsp;

On January 10&nbsp;when the collegium recommended Justice Sanjiv Khanna and Dinesh Maheshwari's elevation to the Supreme Court, objections poured in against the collegium's decision from all corners, raising questions on the issue of transparency and outlining the randomness of the turn of events.&nbsp;

First to hit out at the collegium was former Delhi High Court Judge Kailash Gambhir, who wrote a letter to the President highlighting the issue with the current recommendation and called the decision "Appalling, outrageous and earth-shattering".

"This is appalling and outrageous that such an earth-shattering decision has been taken to supersede as many as 32 judges which include many Chief Justices, casting aspersions on their intellect, merit and integrity," Gambhir said.

While Justice Sanjiv Khanna is 33rd in the combined seniority of High Court judges in the country, Justice Gambhir wrote that his elevation would not only be a "black day in the Indian judiciary" but it would confirm court corridor gossip about paying respect to Justice H R Khanna's legacy (who is Justice Sanjiv Khanna's uncle).&nbsp;

Controversy erupted when Supreme Court judge Justice Sanjiv Kishan Kaul wrote a letter to CJI Ranjan Gogoi raising objections against the elevation of Justice Khanna and Justice Maheshwari. Reports suggest he highlighted the issue of bypassing Rajasthan High Court Chief Justice Pradeep Nandrajog's elevation and urged the CJI to reconsider his recommendation. According to Justice SK Kaul, Justice Nandrajog is the senior-most judge and not elevating him would send out a wrong signal. Sources have indicated that other judges in the Supreme Court have also raised objections to the current recommendations.&nbsp;

This brings us back to the issue of opaqueness in collegium's decisions, which have come under scrutiny in the past as well. While collegium resolutions and minutes of the meeting are shared on the Supreme Court's website, the transparency level has not gone up. It was in October 2017 when a resolution was passed by five senior-most judges of the Supreme Court - then Chief Justice of India Dipak Misra, Justice J Chelameswar, Justice R Gogoi, Justice M Lokur, and Justice K Joseph to make collegium's decision public.&nbsp;

Supreme Court collegium - the body of SC judges that decides the appointment of judges to the Supreme Court and High Courts made an effort to be more transparent and sent out the message that the collegium has nothing to hide from its citizens.&nbsp;

However, now with the recent controversy brewing in Supreme Court corridors, many are reiterating what Justice Chelameshwar had said in that unprecedented press conference, "Many things that are less than desirable have happened in the last few months".&nbsp;

Not so long ago the collegium's decision to elevate Justice K M Joseph to the Supreme Court had met with various obstacles from the law ministry. After a constant back and forth between the ministry and the collegium recommendations, his elevation was finally a success.

Not so long ago the collegium's decision to elevate Justice K M Joseph to the Supreme Court had met with various obstacles from the law ministry. After a constant back and forth between the ministry and the collegium recommendations, his elevation was finally a success. In August last year, the ministry while returning Justice Joseph's recommendation back to the collegium categorically reasoned that he "lacked" seniority among other chief justices of the High Courts and that his elevation gave more representation to the state of Kerala. In 2019, Supreme Court Collegium is back in the spotlight for elevating Justice Sanjiv Khanna (Delhi High Court judge) and Justice Dinesh Maheshwari (Chief Justice of Karnataka High Court) superseding 32 other judges. In a significant turn of events, there were strong indications that the collegium on December 12 had decided to elevate the current Chief Justice of Delhi High Court Justice Menon and Rajasthan High Court Chief Justice Pradeep Nandrajog but those resolutions didn't see the light of day. On January 10 when the collegium recommended Justice Sanjiv Khanna and Dinesh Maheshwari's elevation to the Supreme Court, objections poured in against the collegium's decision from all corners, raising questions on the issue of transparency and outlining the randomness of the turn of events. While Justice Sanjiv Khanna is 33rd in the combined seniority of High Court judges in the country, Justice Gambhir wrote that his elevation would not only be a "black day in the Indian judiciary" but it would confirm court corridor gossip about paying respect to Justice H R Khanna's legacy (who is Justice Sanjiv Khanna's uncle). Controversy erupted when Supreme Court judge Justice Sanjiv Kishan Kaul wrote a letter to CJI Ranjan Gogoi raising objections against the elevation of Justice Khanna and Justice Maheshwari. Reports suggest he highlighted the issue of bypassing Rajasthan High Court Chief Justice Pradeep Nandrajog's elevation and urged the CJI to reconsider his recommendation. According to Justice SK Kaul, Justice Nandrajog is the senior-most judge and not elevating him would send out a wrong signal. Sources have indicated that other judges in the Supreme Court have also raised objections to the current recommendations. This brings us back to the issue of opaqueness in collegium's decisions, which have come under scrutiny in the past as well. While collegium resolutions and minutes of the meeting are shared on the Supreme Court's website, the transparency level has not gone up. It was in October 2017 when a resolution was passed by five senior-most judges of the Supreme Court - then Chief Justice of India Dipak Misra, Justice J Chelameswar, Justice R Gogoi, Justice M Lokur, and Justice K Joseph to make collegium's decision public. Shiromani Akali Dal leader Manjinder Singh Sirsa Wednesday alleged that the Congress made 1984 anti-Sikh riots accused Jagdish Tytler sit in the front row at an event where Sheila Dikshit took over as its Delhi unit president to "intimidate" witnesses in related cases.

He claimed the Congress is "afraid as it is aware that Tytler and Kamal Nath would also be jailed" in cases related to the anti-Sikh riots.

"The Congress made Jagdish Tytler sit in the front row. It was a deliberate act to intimidate the witnesses in the anti-sikh riots cases," he alleged.

"The Congress wants to send a message to the witnesses that the party high command supports Tytler and nobody should even try to testify against him," Sirsa alleged.

"Since the conviction of Sajjan Kumar, the party is afraid... That the leaders whom it kept safe are now being jailed. By such acts, it is also sending a message to the judiciary and police that nobody should initiate action against them," he alleged.

Dikshit took over as Delhi Congress chief from Ajay Maken in the presence of a large number of party leaders and workers Wednesday.

Senior Congress leaders Karan Singh, Janardan Dwivedi, Meira Kumar, PC Chacko, Sandip Dikshit, Ajay Maken among others attended Dikshit's charge taking ceremony.

At least 43 men were injured on the first day of Jallikattu that has attracted the ire of animal activists, officials said Wednesday.

Supreme Court banned Jallikattu in 2016 after a plea by animal rights groups but Tamil Nadu insisted Jallikattu was a crucial part of its culture and identity. The&nbsp;ban was lifted in 2016 with an amendment to the law after massive protests along the Marina beach in Chennai.

Close to a thousand bulls are participating in Wednesday's event. During the Jallikattu festival in Tamil Nadu bulls festooned with marigolds are released from pens and men try to grab their horns to win prizes such as scooters and whitegoods.

Critics say the bulls are fed alcohol and chilli powder is thrown in their faces to agitate them before the clash. Organisers insist the animals are not mistreated.

The selection panel led by Prime Minister Narendra Modi will meet on January 24 to decide on the new Central Bureau of Investigation (CBI) director, reported news agency ANI.

The selection panel comprises leader of Congress in the Lok Sabha Mallikarjun Kharge and Chief Justice of India (CJI) besides Modi.

This comes a day after Kharge wrote to Modi asking him to bring in the public domain key documents related to sacked CBI chief Alok Verma, including the Central Vigilance Commission report and the details of the Selection Committee meeting on January 10 that led to the controversial ouster.

Former CBI director Alok Verma was divested of duties shortly after midnight on October 23 following a feud with his deputy Rakesh Asthana. Verma had contested his removal in the Supreme Court, saying due procedure was not followed in taking the action, which should have been done by the selection committee. The court reinstated him and asked the selection panel to take a call.

PM Modi-led three-member panel removed Alok Verma as director of the Central Bureau of Investigation, barely 48 hours after he was reinstated by the Supreme Court, on charges of corruption and doubtful integrity as per the findings of the Central Vigilance Commission.&nbsp;

Four years after switching from the Congress to the BJP, former Arunachal Pradesh chief minister Gegong Apang has quit the saffron party, saying it has become a platform to seek power.

Apang, who was chief minister of the Northeastern state for over 22 years, sent a two-page resignation letter to BJP chief Amit Shah on Tuesday.

"I am disappointed to see that the present BJP is no longer following the principles of Raj Dharam but has turned into a platform to seek power, serves a leadership which hates decentralization of democratic decision," he wrote in the letter.

In 2014, the BJP used every dirty trick to make Kalikho Pul the chief minister of Arunachal Pradesh and a BJP government was reinstalled despite an adverse Supreme Court ruling, he said.

"Neither a proper investigation was done on Pul's suicide nor the present BJP leadership thought of morality and ethics by installing many more BJP governments in NE India," the hard-hitting letter read.

He said announcing Pema Khandu's name as chief minister before the election is neither the norm nor the tradition of the cadre-based party.&nbsp;

"Thus, I wish Shah and Prime Minister Narendra Modi should try to learn Raj Dharam as the history will judge your deeds."

The 69-year-old resigned from the Congress and joined the BJP ahead of the 2014 general election.

Welcoming Apang's decision, state Congress chief Takam Sanjoy said it reflected true colours of the BJP.

Congress legislator Takam Pario said the BJP applies "use and throw" policy to everyone. He alleged Apang's resignation is a slap on the BJP's face.&nbsp;

Over 2,300 Muslim women from India will go on Haj this year without 'Mehram' or male companion as all those who applied under this category have been exempted from the lottery system, Minority Affairs Minister Mukhtar Abbas Naqvi said Wednesday.

The Modi government had last year allowed women going to Haj without Mehram, which had resulted in about 1,300 Muslim women going for the pilgrimage without any male companion. They had been exempted from the lottery system.

Naqvi, while inaugurating the new office space of Haj Division at RK Puram here, said that for the first time after the Independence, 2,340 Muslim women have applied to go on Haj 2019 without Mehram.

This year too, on the directions of Prime Minister Narendra Modi, the Minority Affairs Ministry has made arrangement to send these women on Haj without the lottery system, he was quoted as saying in a statement released from his office.

Women from all states are among the 2,340 that have applied to go on Haj 2019 without Mehram.

More than 2,67,000 applications had been received for Haj this year out of which 1,64,902 applications have been submitted online, Naqvi said.

A lottery is conducted to select the pilgrims as there is a fixed quota allotted by Saudi Arabia for the annual pilgrimage.&nbsp;

A record number of 1,75,025 Muslims, including about 48 per cent women, from India performed Haj in 2018 and that too without any subsidy, Naqvi said.

With the Goods and Services Tax on Haj pilgrimage reduced from 18 per cent to 5 per cent, about Rs 113 crore will be saved by Haj pilgrims this year, he said.

Reduction in GST on Haj pilgrimage will ensure significant decrease in air fare from various embarkation points.

Naqvi said that making the Haj process digital has helped in making it transparent and pro-pilgrims.

The Ministry of Minority Affairs, in cooperation with Saudi Arabia Haj Consulate, Haj Committee of India and other agencies concerned, has completed preparations for the pilgrimage three months before schedule to ensure that the pilgrimage is more comfortable for the pilgrims.

Left parties will not participate in the All India Trinamool Congress` (TMC) led Opposition rally in Kolkata on January 19.

This comes a day after the announcement that leader of the Congress in Lok Sabha Mallikarjun Kharge will represent the party in the rally, owing to the absence of Congress president Rahul Gandhi and UPA chairperson Sonia Gandhi at the mega event.

TMC is organising the rally to gather support for a <a href="http://www.wionews.com/india-news/tmc-rally-to-see-participation-of-non-bjp-political-leaders-from-kashmir-to-kanyakumari-mamata-190607">pan-India anti-BJP front</a>.&nbsp;

Party chief Mamata Banerjee had been touring the country for the last one year in an effort to shore up a strong and united opposition front to fight the Lok Sabha elections against the BJP.

According to sources in the West Bengal Congress, the state unit of the party wanted Rahul and Sonia to skip the rally and instead send a party leader.&nbsp;

Also, the state leadership is believed to have told the party chief that Congress workers were ready to contest the upcoming Lok Sabha elections alone.

West Bengal Congress leaders were also annoyed over the TMC supremo not inviting any state leader for the rally.

Rahul, in the past, had assured his state party unit that any decision on forging an alliance with the TMC will be taken after considering state leadership`s opinion.

Among those to be present at the rally include Rashtriya Janata Dal`s Tejashwi Yadav, Andhra Pradesh Chief Minister and Telugu Desam Party chief Chandrababu Naidu, Delhi Chief Minister and Aam Aadmi Party convener Arvind Kejriwal and Janata Dal(Secular) leader and former Prime Minister HD Deve Gowda.

Reportedly, Samajwadi Party chief Akhilesh Yadav and Bahujan Samaj Party supremo Mayawati are yet to confirm their participation in the mega opposition rally.&nbsp;

Party chief Mamata Banerjee had been touring the country for the last one year in an effort to shore up a strong and united opposition front to fight the Lok Sabha elections against the BJP. According to sources in the West Bengal Congress, the state unit of the party wanted Rahul and Sonia to skip the rally and instead send a party leader. Reportedly, Samajwadi Party chief Akhilesh Yadav and Bahujan Samaj Party supremo Mayawati are yet to confirm their participation in the mega opposition rally.

The Supreme Court on Wednesday dismissed the pleas of five states seeking modification of its order issued last year on the selection and appointment of director generals of police (DGPs).

The apex court was hearing applications of various state governments, including Punjab, Kerala, West Bengal, Haryana and Bihar, seeking implementation of their local laws regarding the selection and appointment of DGPs.

A bench headed by Chief Justice Ranjan Gogoi said the earlier directions of the court on selection and appointment of DGPs were issued in larger public interest and to protect the police officials from political interference.

On December 12 last year, the apex court extended till January 31 the tenures of the present DGPs of Punjab and Haryana and agreed to hear the states' pleas seeking to implement their local laws regarding the selection and appointment of the police chief.

DGPs Suresh Arora (Punjab) and BS Sandhu (Haryana) were due to retire on December 31 last year and will now remain in office till January 31 according to the earlier order of the apex court.

Several states were seeking modification of the apex court's earlier order directing all the states to mandatorily take the assistance of the UPSC in short-listing the names for appointing DGPs.

The top court, on July 3 last year, passed a slew of directions on police reforms in the country and chronicled the steps for appointment of regular DGPs.

It said the states will have to send a list of senior police officers to the UPSC at least three months prior to the retirement of the incumbent.

The commission will then prepare a panel and intimate the states, which in turn will immediately appoint one of the persons from that list.

Punjab, Haryana, Bihar, Kerala and West Bengal told the court that they have already framed a comprehensive law, dealing with the procedures to appoint the DGP, in pursuance of the 2006 apex court verdict on police reforms.

The apex court, while deciding the PIL filed by former DGPs Prakash Singh and N K Singh in 2006, issued several directions, including the setting up of a state security commission to ensure the government does not exercise unwarranted influence on the police.

It said the appointment of DGPs and police officers should be merit-based and transparent and officers like DGPs and superintendents of police (SPs) should have a minimum fixed tenure of two years.

However, when states enacted laws providing a mechanism for DGP selection, the apex court on July 3 last year kept the state laws in abeyance.

It earlier passed directions on police reforms and restrained all states and Union Territories from appointing any police officer as acting DGP.

The directions had come on an application filed by the Centre in which it claimed that certain states have been appointing acting DGPs and then making them permanent just before the date of their superannuation to enable them to get the benefit of an additional two-year tenure till the age of 62 years.

The apex court, on September 8, 2017, agreed to hear a clutch of pleas observing that its historic 2006 verdict on police reforms, recommending steps like fixed tenures for DGPs and SPs, has not yet been implemented by states and Union territories.&nbsp;
