Over 1.36 crore voters are there in Delhi in the final electoral roll published Friday ahead of the 2019 general elections, an increase of nearly 8 per cent from the total number of electors in the last Lok Sabha polls, officials said.

However, the figure is 0.87 per cent less than the total number of electors in the last electoral roll, 1,38,14,866, published on January 10, 2018, according to the office of the Chief Electoral Officer (CEO) here.

"The total number electors (in Delhi) during last general elections in 2014 were 1,27,06,366, whereas the count of electors as per the final roll published January 18, stands at 1,36,95,291, an increase of 9,88,925 (or 7.78 per cent)," according to the CEO office.

The number of electors is likely to increase during continuous update process undertaken before the next elections due in 2019, it said.

Also, there was a decrease in the number of both male and female voters vis-a-vis the one published last year.

The number of male, female and third gender electors are 75,56,146, 61,38,335 and 810 respectively, according to the latest draft roll. The corresponding numbers for the final roll last year were 76,42,521, 61,71,469 and 876.

Names of 9,326 electors, who have died, have been deleted from the electoral roll since the last final publication of the roll, it said.

The gender ratio of electors registered in the final roll has increased to 812 as compared to 808 in the last one

"There has been a substantive increase in the gender ratio of voters of age-group 18-19, from 632 last year to 706 in the present year," it added.

The CEO office said a detailed exercise of rationalisation of polling stations was also carried out as a pre-revision activity to the Special Summary Revision 2019 in July-August, 2018 to decongest the existing polling stations.

"As a result of this exercise, the number of polling stations has increased from 13,418 to 13,816 and number of polling locations has increased from 2,670 to 2,696," a senior official said.

A house-to-house verification was carried out as part of the Special Summary Revision 2019 from June 1-30, 2018 wherein such visits were conducted by the Booth Level Officers (BLOs) for identification and removal of the dead/permanently shifted electors and inclusion of left out unenrolled/prospective electors in Delhi, he said.

Delhi's draft electoral roll published September 1 last year had shown a dip of over 1.4 lakh in the total number of electors in the city compared to the draft list the previous year, with authorities attributing "death and migration" of voters as the main reasons behind the fall in number.

The total number of electors in Delhi stood at 1,36,15,776 in the draft roll and there was a decrease in the number of both male and female voters vis-a-vis the corresponding one published on October 23, 2017.

Lok Sabha polls: Over 1.36 crore voters from Delhi in final electoral roll

Expressing confidence that the TRS would be a decisive force at the Centre, its working president K T Rama Rao Friday claimed that neither the BJP nor the Congress were in a position to get a comfortable number of seats in the coming Lok Sabha elections.

Addressing a party gathering here, he said the UPA was not a position get more than 100-110 Lok Sabha seats and the ruling NDA would also not get more 150-160 seats.

"That means, even if the Congress and the BJP come together, they cannot reach the magic number of 273," he said.

He said the Congress, on its own or as the UPA, was not in a position to win more than 100 or 110 seats and the BJP had nothing on the ground, it was the 'Build up Jateeya (national) Party'.

"The NDA and the UPA both are not in a good situation. The way political developments are taking place... The day is not far when the TRS would be a decisive force, an important force, in Delhi," he said.

Noting that the BJP lacked support on the ground, he said the party had suffered a massive defeat in the recent Telangana Assembly polls, though a host of BJP leaders, including Prime Minister Narendra Modi and party president Amit Shah, had campaigned in the state.

"The situation is no different nationwide. Modiji's build up is good outside... There is nothing on the ground. KCR (K Chandrashekar Rao) has been saying, the Congress and the BJP have done grave injustice to the country," Rama Rao alleged.

TRS president and Telangana Chief Minister K Chandrasekhar Rao has been advocating for the formation of a non-Congress, non-BJP federal front to realise the spirit of federalism and to bring about a qualitative change in politics, he said.

Rama Rao said he met YSR Congress chief Y S Jaganmohan Reddy as part of efforts to build the federal front because joint effort by the MPs from both Telangana and Andhra Pradesh could increase their say in getting their due from the Centre.

He alleged that since after the meeting, Andhra Pradesh Chief Minister N Chandrababu Naidu has been attacking the TRS, though it is making efforts for a qualitative change in politics and end Centre's control on the states, he alleged.

Naidu is trying to confuse the people of Andhra Pradesh by showing the BJP as an object of fear to hide his own failures, despite the TDP having been a part of the NDA government, he claimed.

Rama Rao, the son of Chandrasekhar Rao, was speaking at an event where Congress leader Vanteru Pratap Reddy, who contested against the TRS president in Gajwel Assembly segment in the recent polls, joined the TRS.

Justices Dinesh Maheshwari and Sanjiv Khanna were sworn-in as Supreme Court judges on Friday.

Chief Justice of India (CJI) Ranjan Gogoi administered the oath of office to justices Maheshwari and Khanna during the swearing-in ceremony held in court number 1 of the apex court.

The sanctioned strength of judges in the Supreme Court is 31. With the swearing-in of justices Maheshwari and Khanna, the strength has now gone up to 28.

While Justice Maheshwari was the chief justice of the Karnataka High Court, Justice Khanna was a judge in the Delhi High Court.

The government had on Wednesday notified the appointment of justices Maheshwari and Khanna as judges of the apex court.

The five-member Supreme Court Collegium, comprising CJI Gogoi and justices A K Sikri, S A Bobde, N V Ramana and Arun Mishra, had on January 10 recommended the names of justices Maheshwari and Khanna for elevation as apex court judges.

The names of the chief justices of the Rajasthan and Delhi high courts, justices Pradeep Nandrajog and Rajendra Menon respectively, were considered by the collegium on December 12, 2018, for elevation, but the deliberation remained inconclusive and one of the members of the collegium, Justice M B Lokur, retired on December 30, 2018.

His place in the collegium was taken by Justice Arun Mishra.

The new collegium had, on January 10, ignored the prospect of elevation of justices Nandrajog and Menon as apex court judges.

The Bar Council of India (BCI) had, on Wednesday, protested the Supreme Court Collegium's recommendation to elevate Justice Khanna by superseding several other judges and termed the decision as "whimsical and arbitrary".

Before the BCI made a statement protesting the collegium's decision, Justice Sanjay Kishan Kaul of the Supreme Court also wrote a note to the CJI and other members of the Collegium for ignoring the seniority of justices Nandrajog and Menon.

Sources said Justice Kaul was of the view that a wrong signal would go out if the two chief justices, who were above Justice Khanna in the seniority list, were not elevated as apex court judges.

A satellite for exclusive use by Ministry of Home Affairs (MHA) will be launched by the Indian Space Research Organisation (ISRO). The satellite will be used for the purpose of utilising space resources for security, operational planning and border infrastructure development.

The project is slated to strengthen island and border security and facilitate the development of infrastructure in border and island areas.

The report of task force approved by Home Minister Rajnath Singh on Thursday, had identified island development, border security, communication and navigation, GIS and operations planning system and border infrastructure development for use of space technology, according to a Ministry statement.

The report was finalised after MHA had a consultation with all stakeholders including Border Guarding Forces (BGFs), ISRO, National Security Council Secretariat (NSCS) and Ministry of Defence (MoD).

The task force would be headed by Joint Secretary (Border Management) and would have members from BSF, Department of Space and BM Division.

To execute the project in a time bound manner, a short, medium and long term plan has been proposed for implementation in five years in close coordination with ISRO and MoD.

Major recommendations of the report were to build capacity in BGFs to use space resources for security, operational planning and border infrastructure development.

In short term, immediate needs of BGFs would be met by procurement of high-resolution imagery and the hiring of bandwidth for communications.

In the midterm, one satellite is being launched by ISRO for the exclusive use of MHA. Over the long term, MHA would develop ground segment and network infrastructure to share satellite resources by user agencies, develop a central archival facility for storing various imagery resources and dissemination of the same to user agencies.

Satellite communication would also help in the deployment of Central Armed Police Forces (CAPFs) in remote areas. Indian Regional Navigation Satellite System (IRNSS)-based GPS would provide navigation facilities for operational parties in high altitude, remote and difficult borders and Naxal areas.

The government has designated BSF as the lead agency for implementation of ground segment and network infrastructure including the establishment of the archival facility.

The project will be implemented by the Ministry of Home Affairs with the assistance of the Department of Space.

Union Finance Minister Arun Jaitley on Thursday hinted at the possibility of coming out with a full-fledged budget in February as compared to an interim or a vote-on-account budget.

Jaitley refrained from giving out any details about this year's budget but stated how it certainly will be more significant than just a vote-on-account version.

Speaking a fortnight ahead of the Budget, he underlined that there have been precedents of interim budgets containing major policy announcements to tackle an urgent situation.

He stated that the NDA government is under no pressure to present a populous budget ahead of the general elections. Economists have raised the fear that the government may announce populist measures ahead of elections, which may lead to a higher fiscal deficit.

The government has been moving on "a glide path" on the fiscal consolidation front unless some "unusual situation" demanded something, he said.

It can be noted that as per the data available till November, the government has already breached its budgeted fiscal deficit target of 3.3 per cent, the minister noted.

On the RBI, Jaitley said the government and the central bank have always had consultations despite some differences that played out recently, news agency PTI reported.

The government raising its concerns should not be construed as a breach of RBI's autonomy, as in a consultative process one has to express oneself freely and frankly, the finance minister said.

The finance minister, currently undergoing treatment in New York, was speaking through video conferencing at an award ceremony.

Pentagon's missile defence review (MDR) 2019 has said the United States has discussed "potential missile defence cooperation" with India. The MDR 2019 said the discussion is part of "natural outgrowth" of India’s status as a major defence partner and "a key element of our Indo-Pacific Strategy." The talks between Washington and New Delhi happen even as "number of states in South Asia are developing an advanced and diverse range of ballistic and cruise missile capabilities," the review added.

MDR describes the policies, strategies, and capabilities that will guide the Pentagon's missile defence programs for the coming year.

The development comes months after India and Russia signed the S400 deal during President Putin's India visit last year.

The 108-page document talks about Washington's alliance in the Indo Pacific region adding that the cornerstone of "our security and diplomacy in Indo-Pacific region is our strong bilateral alliances with Japan, South Korea, and Australia, "and emerging security relationships with others such as India."

In 2018, US granted India Strategic Trade Authorisation-1 (STA-1). Both New Delhi and Washington signed the COMCASA (Communications Compatibility and Security Agreement).

India is the only South Asian country to get STA1 and third Asian country after Japan and South Korea. The status eases defence procurement from the US.

The COMCASA, is an India specific foundational legal arrangement which helps New Delhi get real-time classified information, especially on maritime development. It was signed in New Delhi during the maiden 2+2 dialogue between American and Indian Defence and foreign diplomats.

The review focused on China and Russia. On China, the review said Beijing "seeks to displace the United States in the Indo-Pacific region and reorder the region to its advantage."

"Offensive missiles play an increasingly prominent role in China’s military modernisation, its coercive threats, and efforts to counter US military capabilities in the Indo-Pacific." The review says China has "deployed 75-100 intercontinental ballistic missiles" and possesses 4 advanced JIN class ballistic missile submarines (SSBN).

On Russia, it said that the country is developing "S-500 as an even more modern and technologically advanced air and missile defence system," in addition to this, Moscow "has transferred missile defence technology to China and Iran" both of which are "expanding and modernizing mobile missile defence capabilities."

Russia and China are also developing Potential Adversary Missile Defense and Antisatellite (ASAT) capabilities that could "threaten US space-based assets."

Japan and South Korea are already working with the US to build missile defence systems that are interoperable with US defences. Australia participates in a trilateral discussion on missile defence with the United States and Japan. The United States and Australia meet annually to discuss bilateral missile defence cooperation.

RSS executive head Bhaiyyaji Joshi has expressed confidence that the Ram temple will be constructed in Ayodhya by the time of next 'Kumbh' in 2025, the Sangh said in a statement on Friday.

In a bid to "contextualise" the comments, the RSS in a statement issued by spokesperson Arun Kumar said Joshi had made these remarks on Thursday at the ongoing Kumbh in Praygraj in Uttar Pradesh.

"When Kumbh is again held after six years in 2025, the construction of Ram temple, which is a symbol of India's national honour, will be completed and the nation will move towards prosperity," the spokesperson quoted Joshi as saying.

Joshi, who is number two in the hierarchy of the Sangh, made these remarks at the time when its allied organisation VHP is demanding the government to enact a law which paves the way for construction of temple in Ayodhya.

The Ram Janmabhoomi-Babri Masjid land dispute is scheduled for hearing on January 29 in the Supreme Court.

In Varanasi, Telecom Minister Manoj Sinha said that not just the BJP but the majority people of this country wants Ram temple to be built in Ayodhya at the earliest.

Aviation regulator DGCA Thursday banned IndiGo and GoAir from operating their A320 neo planes to Port Blair in the wake of problems with their Pratt & Whitney engines.

Against the backdrop of instances of P&W engine problems, including mid-air shutdowns, the watchdog has issued directions with respect to flying these aircraft by the two budget carriers.

IndiGo and GoAir operate A320 neo planes powered by P&W engines.

The regulator has barred the airlines from operating the planes to Port Blair since the nearest landing place in case of an emergency is more than one hour away, according to an official.

In a communication, the Directorate General of Civil Aviation (DGCA) said restriction has been "imposed on flight operations to Port Blair with A320 Neo aircraft".

On January 8, the Civil Aviation Ministry reviewed the performance of A320 neo planes with P&W 1100 series engines. During the meeting, it was decided to issue a directive in addition to the existing measures related to combustion chambers and No.3 bearing issues for identifying and correcting impending failures of dry face seal.

Among others, the two carriers have been directed to carry out certain inspections of the P&W engines, including weekly inspection of the 3rd stage LPT blade.

For new engines, certain inspection has to be done at the first oil filter change. "For engines that have already had the first oil filter change and are less than the 1,000 FH (Flight Hour) of operation time, perform BSI at next opportunity or A check whichever is earlier," the communication said.

With respect to the engines, the watchdog has also asked the airlines to create awareness among cabin and cockpit crew about "odour/ burning smell/ smoke (even if slightest) during approach phase and positive reporting to cockpit crew for necessary action".

If any odour or smoke is observed in air-conditioning pack air, the cockpit crew need to identify the source of odour by isolating packs one at a time. Also, all such cases in cabin during operation should be recorded for necessary investigation, the DGCA said.

Certain set of components used in aircraft engines are referred to as packs.

It is better not to be in Delhi, the Supreme Court said on Friday, expressing despair over the lack of implementation of measures to curb air pollution and traffic congestion in the capital which, it added, has become like a “gas chamber”.

“In the morning and evening, there is so much pollution and traffic congestion,” Justice Arun Mishra said, hearing a matter related to air pollution in the National Capital Region.

“It is better not to be in Delhi. I do not wish to settle in Delhi. It is difficult to live in Delhi,” he said.

A bench of justices Mishra and Deepak Gupta said these problems affect the right to life.

Justice Mishra cited an example to explain the problem of traffic, saying he was stuck in traffic on Friday morning and could have missed the swearing-in of two judges at the apex court.

Advocate Aparajita Singh, assisting the court as an amicus curiae, told the bench that Delhi has become a “gas chamber” due to pollution. And Justice Gupta agreed, “Yes, it is like gas chamber.”

Singh told the court that authorities always say they take measures to curb pollution but the reality is different.

“We would like to understand,” the bench said.

“What are the things which are required to be done in actuality? What remains to be done as per the comprehensive action plan? What is required to keep in check environment pollution in Delhi? What more can be done?” it said, adding, “implementation is definitely lacking”.

It said that many polluting vehicles enter Delhi at night and asked authorities how they were allowing these to enter the national capital.

The court asked the Delhi police what action they have taken to remove unclaimed vehicles — that are no longer required in legal cases — from police stations. It also asked the Delhi government why they have not appointed district ‘nazir’ (record keeper of record room).

The Delhi government’s counsel told it they are yet to receive a reply from Delhi Development Authority for allotment of land to build malkhana (record room).

“If you can dispose of the junk vehicles, you will get several acres of land,” the bench said.

The court posted the matter for further hearing on February 1.

Delhi, routinely suffering from air pollution accompanied by thick fog caused by vehicular exhaust and coal burning, witnessed yet another bad day on Friday.

Owing to the low visibility, ten trains were delayed in the morning after the minimum temperature settled at 7 Degrees Celsius.

Moreover, flights into and out of Delhi were delayed and diverted from 5:30 am to 7 am after fog reduced visibility to 50 meters.

The official data maintained by the Centre-run System of Air Quality and Weather Forecasting And Research (SAFAR) put the condition at severely polluted.

The Particulate Matter (PM) 2.5 level was recorded at 146 while the PM 10 was docking at 233 in New Delhi.

At Dhirpur, the AQI was 420 at 8 am, while at Mathura Road area, it dipped to 'hazardous' category with AQI 423.

AQI near Pitampura, Airport Terminal 3 and Delhi University stood at 434, 397 and 448, respectively.

An AQI between 0-50 is considered good, 51-100 is satisfactory, 101-200 moderate, 201-300 poor, 301-400 very poor and 401-500 is marked as severe/hazardous.

People residing in Delhi have been advised to avoid all physical activity outdoors and move activities indoors.

"If asthmatics, keep relief medicine handy. Sensitive Groups must stop outdoor activity at early morning and after sunset times. Avoid prolonged or heavy exertion. Go for a short walk instead of a jog and take more breaks. Stop any activity level if you experience any unusual coughing, chest discomfort, wheezing, breathing difficulty, or fatigue. If the room has windows, close them. If the air Conditioner provides a fresh air intake option, keep that closed," stated an advisory published by SAFAR.

According to the latest report published by the World Health Organisation, as many as one million lives in the world can be saved if all the countries reduce the menace of air pollution in accordance with the Paris Agreement by 2050.

WHO presented this report at the United Nations Climate Change Conference (COP24) in Katowice last month.

"The Paris Agreement is potentially the strongest health agreement of this century," said Tedros Adhanom Ghebreyesus, Director-General of WHO.

"The evidence is clear that climate change is already having a serious impact on human lives and health. It threatens the basic elements we all need for good health-clean air, safe drinking water, nutritious food supply, and safe shelter-and will undermine decades of progress in global health. We can't afford to delay action any further," the report read.

News brief: Big stories of the day

Union Railway Minister Piyush Goyal said that the previous governments could not successfully implement the Goods and Services Tax (GST) as their negotiations did not come from a "clean heart."

"GST is something which was pending since last 15 years. The first time the concept was thrown open was in 2003. But the earlier governments could not negotiate and successfully implement GST because the negotiation didn't come from a position of strength," Goyal said while addressing a gathering here on Thursday.

"It didn't come with credibility and commitment that is required in any negotiation to be successful, and possibly the negotiation didn't come from a clean heart where you have the track record of fulfilling past commitments. Prime Minister Narendra Modi has given that leading edge to India that we had required for a very, very long time," he added.

Goyal went on to add that the idea of having a $5-trillion economy is possible in two ways.

"One can hugely build up fiscal deficits and show growth in short-run, but to sustain in long-run, one will have to have strong leadership in place and ensure sustainability of both economy and environment. One will also have to ensure that we are recognised in the world as an honest country, as a country where business can be done with equal opportunity for everybody," he said.
