A four-member committee of opposition party leaders has been formed after reports of EVM manipulation by the Bharatiya Janata Party (BJP), TMC supremo Mamata Banerjee said on Saturday.

In addition to evaluating the functioning of EVMs and finding ways to stop any malpractice, the committee will suggest electoral reforms to the Election Commission before the Lok Sabha polls, Banerjee added.

The announcement was made after the West Bengal chief minister and Trinamool Congress (TMC) supremo hosted a tea party here for the top leaders of 14 opposition parties who participated in her united opposition rally.

The committee, comprising Abhishek Manu Singhvi (Congress), Akhilesh Yadav (Samajwadi Party), Satish Mishra (Bahujan Samaj Party) and Arvind Kejriwal (Aam Aadmi Party) will submit its recommendations to the EC for implementation and will press for wider use of VVPAT, she said.

National Conference (NC) chairman Farooq Abdullah had called the Electronic Voting Machine (EVM) "chor machine" while speaking at the rally and demanded that the ballot paper system be reinstated for the sake of transparency.

"The EVM is chor machine. Honestly speaking, it is so. Its use must be put to an end. Nowhere in the world is the machine used," he said.

"The opposition parties should approach the Election Commission and the President of India to stop the use of the EVM and bring back the old ballot papers for the sake of transparency," he added.

Speaking after the meeting with Banerjee over tea, Abdullah said, "Time is short and hence we want election panel to carry out reforms expeditiously for the sake of democracy in the country. Our Constitution is under threat.

"We want free and fair elections. We will never accept if election is held in fraudulent manner," he added.

Stressing that very little time was left for the Lok Sabha polls, Singhvi said: "We are not asking for returning to the physical ballot system immediately".

The VVPAT system should be enforced for proper verification of the ballots, he said, adding already four European countries have gone back to the use of physical ballot from EVMs.

Mishra said there were reports of EVM tampering in the recent state assembly elections in the country.

"Hence, we believe it is necessary to go for electoral reforms".

Sri Lanka is seeking "serious dialogues" with India for repatriation of Lankan refugees living in Tamil Nadu, its envoy Friday said while asserting that his country wants them to be resettled back home with provision of housing and livelihood.

A large number of Lankan refugees continue to live in Tamil Nadu over 30 years after the outbreak of civil war had caused them to flee the country.

Interacting with reporters at the Foreign Correspondents' Club of South Asia (FCC) here, High Commissioner of Sri Lanka to India, Austin Fernando, said he has planned to "meet the refugees" in Tamil Nadu and other people to hold consultations. However, he did not specify any timeframe.

"What we know is that about 100,000 of them (refugees) are there in south India. And, nearly 20 to 30 per cent do not want to return to Lanka and stay back," said Fernando, who took charge as the envoy last November.

He said this issue will take time to resolve and has to be done in planned manner, but for the refugee problem to be successfully settled "we need to assure them that they will be looked after once they return".

"Sri Lanka needs to give them feeling that they will have food, shelter, education for their children and means for livelihood when they go back. We have to work on that. We have to ensure that they are safe when they are back," he said, adding, "there are a few logistical issues".

"There are these basic issues like whether they will go by ferry or ships, that have to be worked out," Fernando said.

"India has been hosting Lankan refugees for the past 20-25 years... And, we are working on the (repatriation) issue, but we need serious dialogues on the matter," he said, "we seek help from all quarters".

The High Commissioner, without naming any party, alleged that there are at times political reasons behind the delay in the repartition. "In India, there is also some sort of an organised attempt or an attempt by some people to have noise around this issue," he said.

More than 3,000 Sri Lankan refugees, who were staying in India, had left for their home country since 2015, the Tamil Nadu government had said last July.

The refugees had been repatriated with the assistance of the United Nations High Commissioner for Refugees, it said.

Over 3.04 lakh Sri Lankan Tamil refugees had come to Tamil Nadu following the ethnic violence in the island republic in 1984, a policy note of the Public Department, a portfolio held by Chief Minister K Palaniswami, tabled in the state Assembly had said.

Taking to micro-blogging site Twitter, Jaitley asserted that the Supreme Court has examined the prices of the fighter aircraft and that the CAG too is examining the same.

External Affairs Minister Sushma Swaraj Saturday assured African nations that India will continue to be their trusted partner and work closely for the economic and social empowerment of Africans.

Addressing ministers and representatives of around 50 African nations to mark the first-ever 'Africa Day' at the ongoing Vibrant Gujarat Global Summit here, Swaraj said Prime Minister Narendra Modi has declared Africa as the "top priority" in India's foreign and economic policy.

"As Africa marches in its journey towards security, renewal and prosperity, India will remain a trusted partner, working closely with Africa for the economic and social empowerment of its people," Swaraj said.

The minister said India dedicating a day to an entire continent for the first time during the investors' meet underlined the importance it accords to the African economies "in the development and growth map of the contemporary world".

Speaking before Swaraj, Uganda Foreign Affairs Minister Henry Okello said that due to stagnation in relationship between India and Africa, China has realised the potential of the continent and came out in a big way.

"Everybody knows that relations between India and Africa were very robust in the past, but in recent times they became stagnant. In the meantime, China realised the potential and came in a big way. Now, it should be set on the right track," Okello said.

Underlining the significance of the African Day event, Swaraj said it was held during 150th birth anniversary year of Mahatma Gandhi and the 100th birth anniversary of iconic African leader Nelson Mandela.

India has always shared a special bond with the people of Africa and supported their liberation from colonialism and apartheid (a system of institutionalised racial segregation that existed in South Africa from 1948 until the early 1990s), the minister said.

She said PM Modi has declared Africa as the "top priority" in the foreign and economic policy of India.

"In the last four years, our long-standing ties with Africa have acquired vibrancy and dynamism. There has been unprecedented intensification of our political engagement with Africa, with 29 visits to African countries at the level of President, Vice President and Prime Minister, apart from several ministerial visits," the minister said.

Swaraj also said that Africa has emerged as an important trade and investment partner of India.

"The trade between India and Africa stood at $62.66 billion for 2017-18 which reflects a nearly 22 per cent increase over the previous year. India is ranked as the third largest export destination in Africa," the minister said, adding that as many as 38 African countries are now enjoying the benefits of India's Duty Free Tariff Preference (DFTP) Scheme.

She exuded confidence that the recent signing of the African Continental Free Trade Area agreement will boost trade and economic ties with Africa.

"In recent years, there has been a surge in Indian investment in Africa. India is the fifth largest investor in Africa with cumulative investments of USD 54 billion," she noted.

Swaraj identified minerals and mining, chemicals and pharmaceuticals, infrastructure, high-technology manufacturing and information and communication technology as the areas having a considerable potential to boost investment ties with African countries.

"Currently, 189 projects in 42 African countries for nearly $11.4 billion are being implemented under the Indian Line of Credits (LoCs). These projects have had a positive impact in many African countries and are changing the lives of its people by covering a range of sectors," she said.

The minister also touched upon the issue of terrorism, and called for a greater engagement to deal with it.

"One of the most serious challenges toward international peace and security is the menace of terrorism. Like India, many of the African countries are the victims of terrorism. Consequently, preserving peace and security, countering terrorism and extremism is an important element of our engagement," she said.

Underlining that India's relationship with Africa is on upswing, the minister also acknowledged that maintaining this momentum, building the foundation of security, and ensuring development and growth for the benefit of people are the major challenges.

"Strong relations between India and Africa will go a long way in redefining the contours of the international order on more egalitarian lines," she said.

Most of them have already arrived in the city.

"I have met Deve Gowda-ji, Hemant-ji (Hemant Soren of Jharkhand Mukti Morcha) and Akhilesh Yadav. I will meet other Opposition leaders too," Banerjee told reporters.

With Bharatiya Janata Party's recent defeats in the Hindi heartland states of Rajasthan, Madhya Pradesh and Chhattisgarh, Banerjee has raised the pitch to be united against the saffron party in the 2019 general election.

Bahujan Samaj Party general secretary Satish Chandra Mishra, Nationalist Congress Party supremo Sharad Pawar, Samajwadi Party supremo Akhilesh Yadav, National Conference president Farooq Abdullah, too, have already arrived. The other leaders will either arrive on Friday night or by Saturday morning, the sources said.

Large scale preparations have been made to ensure that it is a complete success. Besides the huge stages, 20 watch towers have been erected and 1,000 microphones and 30 LED screens put up so that the spectators can see and hear the speeches of the leaders clearly.

Lakhs of TMC supporters and workers are expected to attend the rally and huge numbers of them from various corners of the state have already started pouring into the city. They have been put up in the outskirts of the city and in some auditoriums and stadiums.

Hundreds of TMC volunteers will be on the grounds to take care of supporters.

A thick security blanket has been thrown on the sprawling Brigade Parade Ground, the venue for the mega rally, to prevent any untoward incident.

As many as 10,000 police personnel will be deployed and around 400 police pickets have been set up to ensure foolproof security, police said.

Policemen in plain clothes, personnel of the Rapid Action Force and Quick Response Team would be deployed at the rally venue.

Police posting would start from as early as 4am with senior officials in the rank of assistant commissioners in charge of the five dais set up for the rally, a senior police officer said.

"We are expecting a huge turnout from all parts of the state as well as from the country. There will be so many important dignitaries. We have arranged foolproof arrangements for their security," he said.

Separate entrances have been arranged for the five dais that would be looked after by around 15 teams of police officers, he said adding that commandos and other officers would also be posted there.

"We are not allowing any food stall near the venue. Only water tanks are being allowed at a safe distance from the dais. Nobody will be allowed to light fire near the venue for cooking or any other purpose," the officer said.

Vehicular movement in and around the venue has been either restricted or directed.

"VVIPs will be taken in small cars to the venue. Other would have to park their vehicle at designated parking lots. We will not let anybody to drive motorbikes to the place," he said.

Mamata Banerjee's mega rally at Kolkata's Brigade ground today, security beefed up

Issuing a war cry 'Delhi mein sarkar badal do' (change the government at the Centre), Trinamool Congress supremo Mamata Banerjee Saturday asserted that the "expiry date" of the Modi government is over and a united opposition will win the coming general elections.

Addressing an opposition rally at Brigade Parade Grounds here called by her, she also promised to work together along with other opposition parties.

Who will be the prime minister will be decided after the polls, she said.

Claiming that BJP's days at the Centre are numbered, she told the mammoth gathering that the "expiry date of the Modi government is over".

Criticising the BJP, she said, "There is courtesy in politics, but BJP does not follow it. Those who are not with BJP are called thieves."

Banerjee, whose speech lasted for nearly 25 minutes, also claimed that the BJP does not give respect to many of its own senior leaders and people like Rajnath Singh, Sushma Swaraj and Nitin Gadkari are ignored in the saffron party.

"Modi and his associates are now talking of collective leadership, but if BJP wins the Lok Sabha polls these leaders will be ignored again," she said.

Noting that the present situation in the country is of "super Emergency", Banerjee said it is worse than that imposed by Indira Gandhi and raised the slogan of 'Badal do, badal do, Delhi mein sarkar badal do' (change the government).

She alleged that the BJP has divided the nation through its divisive politics.

"What Pakistan could not do in 70 years, it (BJP) has succeeded in doing in just four years," the firebrand Trinamool Congress supremo said.

She claimed that under the Narendra Modi government, banks, CBI, RBI, economy and democracy have all suffered irreparable damage.

"NPA, Rafale, insurance are big scandals. Many scandals have happened during this regime and still they (BJP) want to be in power," Banerjee said.

Citing a Bengali proverb, she said that the mother of thieves has the loudest voice.

"There is courtesy in politics, but BJP does not follow it. Those who are not with BJP are called thieves," she said.

Banerjee said that the Modi government has targeted all opposition leaders who spoke against the BJP and have not spared Sonia Gandhi, Akhilesh Yadav, Mayawati and herself.

The Modi government has not kept any of its promises made before the 2014 elections, she claimed, adding "Acche din will not come for BJP again. You (BJP) have missed your opportunity."

The woman, a resident of Kupwara district of north Kashmir, delivered a baby girl on the road, but the family could not save the baby.

"A news item has been posted on the social media which reveals that a woman from remote area of Kupwara district was forced to deliver on the roadside after doctors of Government L D Hospital, Srinagar, the largest maternity care hospital in the valley, did not allow her to stay in the hospital for a night and did not admit her on Thursday," Khan said in the inquiry order.

The Divisional Commissioner Kashmir asked Principal/Dean, Government Medical College Srinagar to inquire into the matter and submit the report in two days.

"This news item needs a thorough enquiry to find out the factual position, so that appropriate action is taken against the concerned if found liable for such negligence/ act," the order read.

Khan asked the inquiry officer to treat the matter most urgent.

"You are accordingly directed to inquire into the matter and furnish the inquiry report along with your explicit comments within two days, treating the matter most urgent," the order said.

The relatives and neighbours of the woman held a protest march at Press Enclave here on Saturday, demanding action and doctors and hospital administration.

They also demanded the establishment of a maternity care hospital in Kupwara and accommodation at Srinagar for patients from such far-flung areas.

The incident happened on Thursday night after the woman from remote Moore village of Kalaroos area of Kupwara developed labour pain at her home earlier during the day.

A family member of the woman said she was taken to Kalaroos hospital on a cot by a few people as the road was not motorable because of snow.

"The doctors there referred her to Kupwara hospital, from where she was further referred to Lal Ded Hospital in Srinagar," the family member said.

He said the woman was kept under observation for a few hours at Lal Ded hospital, after which the doctors there allegedly refused her an overnight stay at the hospital.

"We were told to leave the hospital. A doctor also misbehaved with us. After we left the hospital, she developed severe pain again and delivered a baby girl on the road. The new-born died immediately," the family member said.

"I hope the state functionaries working under the command of @jandkgovernor take immediate action in this tragic case," National Conference vice-president Omar Abdullah wrote on Twitter.

"Heart-wrenching that a pregnant woman was turned away from a hospital which ironically is named after the great Kashmiri mystic saint Lal Ded. She later gave birth to a stillborn in frigid temperatures. Cannot even begin to fathom the pain & trauma the parents must feel," former chief minister and PDP president Mehbooba Mufti said on Twitter.

Jammu and Kashmir Pradesh Congress Committee president G A Mir expressed serious concern over the incident and described it as shameful, deplorable and unfortunate.

Mir expressed hope the Governor-led state administration would take strong notice of the incident, reform the health sector in the state and ensure that no such incident happens in the future.

Former minister and Peoples Conference (PC) chairman Sajad Lone has also demanded action in the case.

Sharing the stage with opposition leaders in Kolkata, disgruntled BJP leader Shatrughan Sinha Saturday called for changing the government in the 2019 Lok Sabha election and said he was not afraid of being removed from the ruling party.

He insisted he would continue to "show mirror" to the party and call "a spade a spade".

Sinha has been at odds with his party over several issues and has criticised the demonetisation exercise and the implementation of the Goods and Services Tax. He has said he was attending the rally hosted by TMC chief Mamata Banerjee in Kolkata as a representative of the Rashtra Manch, a political action group launched by former BJP leader Yashwant Sinha.

"My elder brother Yashwant Sinha was saying that after this I will be definitely removed from the party, I told him 'koi baat nahi hai' (no problem)," he said at the rally attended by several opposition leaders, including from the AAP and the RJD.

Known for his powerful dialogues in Hindi movies, Sinha said, "He is in Bharatiya Janata Party but before that he is with Bharat ki janata."

Two days ago, Sinha had said he did not receive "respect" in the BJP and will attend the Kolkata rally, which was being projected as a show of strength by anti-BJP political parties.

Prime Minister Narendra Modi on Saturday said films and society are a reflection of each other and like cinema, India too is changing with times.

The prime minister was speaking at the inauguration of the National Museum of Indian Cinema here.

"The country is changing and finding its own solutions. If there are a million problems, there are also a billion solutions," the PM said.

"Films have an important role in India's soft power," Modi said while narrating how he was struck by the popularity of Indian films overseas when he met and interacted with the leaders of foreign countries.

He assured the film industry that effective steps are being taken to curb piracy and "camcording".

"A single-window system for obtaining permissions for film shoots and related matters are on the anvil," he said.

Like the World Economic Forum summit in Davos, there could be a global film summit in India, the prime minister suggested.

"Films also play a big role in the growth of the tourism sector, which gives employment to even the poorest people, even 'chaiwala' makes money when tourism grows," he said.

Delhi recorded 'very poor' air quality on Saturday even as authorities predicted improvement as good wind speed will continue to disperse pollutants faster.

The air quality had slipped to "severe" category on Thursday.

According to the Central Pollution Control Board (CPCB) data, the overall air quality index (AQI) in the city was 378, which falls in the "very poor" category.

An AQI between 100 and 200 comes under 'moderate' category, 201 and 300 is considered 'poor', 301 and 400 'very poor', while that between 401 and 500 is 'severe'.

On Saturday, as many as 10 areas recorded "severe" air quality and 22 "very poor", the CPCB said.

In the National Capital Region, Noida recorded "severe" air quality, while Faridabad, Ghaziabad, Gurgaon and Greater Noida recorded "very poor" air quality, it said.

The overall PM2.5 level -- fine particulate matters in the air with a diameter of less than 2.5 micrometres -- in Delhi was 267, while the PM10 level was 410, it said.

The Centre-run System of Air Quality and Weather Forecasting (SAFAR) said the overall air quality over Delhi is very poor.

"The air quality will further improve a few notch by tomorrow as good wind speed will continue to disperse pollutants faster than that of accumulation due to colder condition and fog," the SAFAR said.

It said moderate foggy conditions due to radiation fog will prevail for the next two days over Delhi and its surrounding regions and may not allow significant improvement.

An active western disturbance is very likely to cause fairly widespread moisture intrusion over northern region including Delhi, the SAFAR said.

"The EVM is chor machine. Honestly speaking, it is so. Its use must be put to an end. Nowhere in the world is the machine used. Swaraj further said India views its "substantive engagement" with the African countries through "the prism of our own experience."

China's debt practices have come under criticism around the world including in Africa. Bejing has been involved in large scale infrastructure in Africa, putting many countries in massive debt which they are unable to repay.

India is focusing on its historical ties with Africa to promote ties. Speaking at the event, the external affairs minister said, "India has always shared a special bond with the people of Africa and supported their liberation from colonialism and from apartheid."

India will be opening 18 new embassies and High Commissions in Africa in the next few years which will take the number of Indian missions in Africa to 47. Last year, India opened its mission in Rwanda.

JNU case: 'Why did you file charge sheet without legal approval?' Delhi court raps police

Chief Election Commissioner Sunil Arora Friday lamented that Electronic Voting Machines (EVMs) were being treated like a "football" by parties suffering electoral losses, and said the voting equipment was foolproof as far as fears of manipulation were concerned.

Talking to reporters here upon the conclusion of his two-day tour of Bihar, the CEC, heading a team of the poll panel, said though EVMs could suffer occasional technical snags, they were promptly fixed.

"It is not possible to manipulate the EVMs. It is definitely foolproof as far as apprehensions of conspiracy and manipulation are concerned. But technical snags are possible as in case of any other device," he said.

"But the incidence of snags has been very low. In the recent assembly polls in five states, 1.76 lakh EVMs were installed out of which only six reported the malfunction. The complaints were promptly taken care of," Arora claimed.

Asked about apprehensions expressed about EVMs by several parties, he said they had noticed that whenever a party lost an election it started having complaints about EVMs which vanished the moment it won.

"It is my request to all, please do not make EVMs a football," Arora said.

He said VVPATs were introduced to address the misgivings that people might have about EVMs.

"The Lok Sabha polls would see the use of these on a still larger scale. The Election Commission is committed to holding the elections in a free and fair manner," he said.

Replying to a query regarding the upcoming Lok Sabha polls, he said once all preparations are complete and the election schedule drawn, the EC would announce it at a press conference in New Delhi.

He also said during the EC team's tour of Bihar, instructions were issued for completing the revision of electoral rolls by January 31.

Earlier, on Thursday upon its arrival in the city, the EC team had interacted with representatives of various political parties which had come up with suggestions to improve the poll process.

While the RJD had come out strongly against the EVMs and advocated reverting to the use of ballot papers, the JD(U) had stressed on making VVPATs available at every polling booth.

The CPI came up with an elaborate list of suggestions which included limiting the number of voters in a booth to 800 and setting up mobile polling stations which could be of help to those having difficulty in travelling to their respective booths.

The BJP requested that complaints of anomalies in electoral rolls be seriously looked into and resolved.
