The Maharashtra government has formed a Transgender Welfare Board to provide formal education, employment opportunities, conduct health programmes and give legal help to the community.

Maharashtra Social Justice Minister Rajkumar Badole recently held a meeting in Mantralaya for the setting up of the transgender welfare board, officials said. Badole said transgenders are neglected in society and there were misunderstandings pertaining to the community among people.

“Hence, they are discriminated against. This keeps the community away from the development process. The state government has accepted guardianship of this community and we will protect their rights,” Badole said. “We have set up the transgender welfare board which will take effective measures for the upliftment of the community and allow them to live with respect in society,” he said.

He said the TWB will give members of the community identity cards which will help them obtain an education, adding that they would be given scholarships for Class X exams. Eligible third gender students would be provided hostel accommodation under the Babasaheb Ambedkar Swadhar Scheme.

Under this scheme, Rs 48000-60000 would be given as scholarship annually. The board would implement skill development programmes to help educated transgenders get jobs, he said.

A similar exercise was carried out by the Congress-led Democratic Front government in 2014 but the board could not be formed. The new move comes when Lok Sabha polls are around the corner and state Assembly elections are scheduled for later this year.

The Ministry of External Affairs (MEA) in a statement said, "We see this invitation as a welcome recognition of the presence of 185 million Muslims in India and of their contribution to its pluralistic ethos, and of India’s contribution to the Islamic world".

India also thanked UAE for its invitation saying New Delhi sees the "invitation as the desire of the enlightened leadership of the UAE to go beyond our rapidly growing close bilateral ties" and "forge a true multifaceted partnership at the multilateral and international level". Adding further, New Delhi said, the invitation is a "milestone in our comprehensive strategic partnership with the UAE".

Statement from the UAE foreign ministry said, "Will open session next Friday... with the participation of 56 member states and 5 observer states, as well as the friendly Republic of India with all its international political weight and diverse cultural heritage and an important Islamic component, as a guest of honour".

This is a major development since OIC has not been very pro-India and has been issuing statements on Kashmir over Pakistan's insistence. This also shows New Delhi's 'Look West Policy' which has seen a number of high-level engagements between India and West Asia. This, despite a hyphenation between Israel and Palestine, is something that was criticised since it was seen as a policy that could alienate New Delhi in many Arab capitals.

Interestingly, Fakrudin Ali Ahmed as an Indian representative was not allowed to attend the final session of OIC meet in 1969 in Rabat, Morocco at the behest of the then Pak President Yahya Khan.&nbsp;

The Amarinder Singh-led Punjab government will build a memorial on the occasion of the centenary commemoration of the Jallianwala Bagh massacre in Amritsar with soil from all 13,000 villages of the state.

As per an official note issued by the Chief Minister's office, the Rural Development and Panchayats have been designated as the nodal department to coordinate with the Panchayats of all villages across the state for this cause.

The Chief Minister has also asked Amritsar Deputy Commissioner to identify a strategic spot in the city where the memorial could be erected with soil brought from these villages.

He also directed the Cultural Affairs and Tourism Department to engage with the Arts and Cultural Heritage Trust, which had created the Partition Museum at Town Hall, Amritsar, to conceptualise and plan the memorial.

"The Chief Minister has asked the Principal Secretary Cultural Affairs to coordinate with all the concerned departments to ensure a grand function at Amritsar on April 13, 2019. Captain Amarinder also asked the ACS Home to make elaborate security arrangements to ensure hassle-free access to the people for paying respects to the martyrs at the Jallianwala Bagh Memorial. At the same time, he said, the devotees visiting Sri Darbar Sahib should not be put to any sort of inconvenience caused during the centenary commemorations," the note read.

In addition to erecting the memorial, Amarinder suggested that the Department of School Education should include a chapter in its curriculum on the Jallianwala Bagh carnage to "imbibe the spirit of patriotism and nationalism amongst the students."

He also asked the ACS Higher Education and Secretary School Education to organise seminars, symposiums, declamation contests and panel discussions on the various aspects of the tragedy.

Responding to the suggestion, ACS Higher Education SK Sandhu informed that national seminars, along with symposiums on the theme of Jallianwala Bagh would be organised, in addition to printing and distribution of pamphlets and folders and staging of Nukkad Nataks.

Apprising the Chief Minister about the decisions taken by the State Level Implementation Committee, Tourism and Cultural Affairs Minister Navjot Singh Sidhu said that with a special focus on the Jallianwala Bagh massacre, the Art and Culture Heritage Trust would organise a Heritage Walk in the old Amritsar town, in addition to an exhibition depicting some known and unknown facts about the massacre.

Apart from these, an exhibition would also be held in 10 cities of the state to highlight the saga of the Indian freedom struggle.

The Jallianwala Bagh massacre took place on 13 April 1919 when troops of the British Indian Army under the command of Colonel Reginald Dyer fired machine guns into a crowd of unarmed protesters, along with Baishakhi pilgrims, who had gathered in Jallianwala Bagh, Amritsar, Punjab.

The British government had released figures stating 379 dead and 1,200 wounded.

Union minister Giriraj Singh on Friday said India should boycott its June 16 cricket World Cup clash against Pakistan in the wake of the Pulwama terror attack.

The BJP hardliner also lauded Union minister Nitin Gadkari's remarks that India has decided to "stop" the flow of its share of river water to Pakistan under the Indus Water Treaty.

"What Nitin Gadkari has said should also be seen in the backdrop of the anger that is simmering in the country. It would be perfectly appropriate if flow of water from three rivers to Pakistan is stopped," Singh, the Minister of State (Independent charge) for MSME, said.

He said the decision was in sync with the prevailing sentiment of outrage.&nbsp;

"There should be no cricket matches with Pakistan till it continues with abetting terror. In fact, there should be no sporting, cultural or economic ties with the nation.&nbsp;

"Do families dine at each other's place while not on good terms?," Singh said at a function in his Lok Sabha constituency here.

There has been a call to boycott the June 16 World Cup face-off against Pakistan at the Old Trafford in the aftermath of the Pulwama terror attack, which killed more than 40 CRPF personnel.&nbsp;

In a similar expression of outrage, many Bollywood filmmakers have decided not to release their upcoming flicks in the neighbouring country and boycott Pakistani actors and musicians who have secured a foothold in the Hindi film industry.

The Committee of Administrators (CoA) running Indian cricket Friday decided against taking any stand on the World Cup clash against Pakistan but said it would individually urge ICC members to "sever ties with any nation that is a terrorist hub".&nbsp;

India is using 95 per cent of waters from three eastern rivers - Ravi, Sutlej and Beas - under the Indus Water Treaty. India on Thursday announced that it will be diverting waters of the three rivers <a href="http://www.wionews.com/india-news/india-cant-unilaterally-end-indus-water-treaty-islamabad-on-new-delhis-move-to-stop-sharing-water-flow-to-pakistan-198841">to stop its flow to Pakistan</a>.&nbsp;

New Delhi now wants to make sure it utilizes the entire water share of the rivers and is working on three projects to achieve the same - Shahpurkandi project, Ujh multipurpose project and second Ravi Beas link.

33 million acre-feet (MAF) of the three rivers are allocated to India for exclusive use. India has the full right to waters from the three eastern rivers under the Indus Water Treaty signed in 1960 between former Prime Minister Jawaharlal Nehru and former Pak President Ayub Khan.&nbsp;

Currently, about 2 MAF of water flows unutilized to Pakistan from river Ravi.&nbsp;

Shahpurkandi project

The Shahpurkandi project will help utilize water from Ranjit Sagar Dam on river Ravi and will help irrigate 37,000 hectares of land in Jammu and Kashmir and Punjab. It will also help generate 206 MW of power.

It was to be completed by September 2016 but due to a disagreement between Jammu and Kashmir and Punjab government, the project was suspended. On September 8, both the states came to an agreement and the project's construction was resumed.

Ujh multipurpose project

The project is on river Ujh which is a tributary of Ravi river and will create storage of 781 million cubic meters and is expected to irrigate 31,380 ha of Kathua, Hiranagar and Samba districts of Jammu and Kashmir. The project was approved in July 2017 at the total cost of Rs 5850 crore.

Second Ravi Beas link below Ujh

The project involves constructing a barrage on Ravi river for diverting water through a tunnel link to Beas basin. This will help India tap excess water flowing to Pakistan from Ravi even after constructing the Ranjit Sagar dam.

India has been able to use 95% of the waters from the three rivers with the help of four dams and three projects. While 4 dams - Bhakra Dam on Satluj, Pong and Pandoh Dam on Beas and Ranjit Sagar dam on Ravi - help India store water, projects such as Beas-Sutlej link, Madhopur-Beas link and Indira Gandhi Nahar project help New Delhi utilise 95% of the water share.

After the Uri attack, Prime minister Narendra Modi had chaired a high-level meeting in which it was decided that New Delhi will be using its full right on the three eastern rivers. PM had said in the meeting, "blood and water cannot flow together".&nbsp;

Pakistan, under the Indus Water Treaty, has the right to three western rivers - Indus, Jhelum and Chenab - whose water average around 135 million acre-feet (MAF). India can use the water from the western rivers for domestic use, non-consumptive use, agricultural use and for the generation of hydroelectric power with certain conditions as provided in the Treaty.

Rajinikanth paid a courtesy visit to actor-turned-politician Vijayakanth who returned to Chennai last week after receiving treatment in the United States. This comes at a time when the AIADMK and Congress are said to be making attempts to rope in the Vijayakanth-led DMDK into their fold.&nbsp;

Speaking to reporters after the meeting, Rajinikanth said that “I visited Vijayakanth to inquire about his health and wish him well. When I was unwell, Vijayakanth was the first to meet and greet me. There’s not even an iota of politics in this meeting and I have clarified my plans earlier," he added. &nbsp;

After announcing his intention to foray into Indian politics in late-2017, expectations have been high regarding Rajinikanth’s announcement. However, Rajinikanth recently issued a statement, saying his party would not be contesting the 2019 Lok Sabha polls, and that their target would be the Tamil Nadu Assembly Polls. However, Rajini’s statement urged the public to think and decide wisely about a party that could solve Tamil Nadu’s water woes and vote them into power.

In the last few days, Union Minister Piyush Goyal and former Tamil Nadu Congress Chief Thirunavakkarasar paid a visit to the DMDK supremo at his residence. Piyush Goyal stated that his visit was on account of a personal relationship with an old friend, but Thirunavakkarasar said that they had a conversation about elections, related developments and that he expected the captain to take a good decision.

This morning, Vijayakanth’s party issued a statement inviting applications from candidates who wish to contest the upcoming Lok Sabha polls from 40 constituencies spread across Tamil Nadu and Puducherry.&nbsp;

Later today, actor turned politician Kamal Hassan too is expected to meet Vijayakanth. Though Rajini and Kamal are veterans of the film industry, Vijayakanth has an edge over Rajini and Kamal in terms of his experience as a politician. Popular actor Vijayakanth started the DMDK in 2005. The peak of his party’s performance was ruing the 2011 elections when they allied with Jayalalithaa’s AIADMK and won 29 of the 41 seats that they contested.&nbsp;

India will exercise all options, diplomatic or otherwise, to win a decisive battle against Pakistan which is responsible for Pulwama terror attack, Finance Minister Arun Jaitley said Friday.

Describing Pakistan as a "rogue state", he said it is not acting against perpetrators of the attack, though the guilty have themselves admitted to the attack and were taking credit for it.

Referring to Pakistan Prime Minister Imran Khan's speech, Jaitley said, "the head of the government says, give me actionable intelligence. You need an actionable intelligence if it is a blind offence, but here is a man sitting in your own country who owned up to the offence. So when there is a confession...You have people sitting in your own country and admitting to the offence and saying that yes we have done it and taking credit for it".

Pakistan leadership, he said, is "riding a tiger on this issue and tiger never spares its own rider".

Prime Minister Narendra Modi has already stated that India will exercise all its instruments at its commands, whether it is diplomatic or otherwise.

"Therefore, we have to act in a manner that this battle has to be decisively won by us because Pakistan is not willing to give up its traditional role in our neighbourhood as a rogue state," the finance minister added.

"This is not a one week battle. It should be undertaken in various forms," he said while speaking at the Global Business Summit here.

Talking about India playing a cricket match with Pakistan, he said at this juncture the atmosphere is hostile and hence the country cannot be seen&nbsp;playing friendly or even competitive matches with them.

In a meeting to address the spiralling speculation around the match, the CoA deliberated on the matter but did not take any position for now.&nbsp;

There is also a view that India stands to lose by boycotting Pakistan in the upcoming cricket World Cup as it will lose points, harming its prospect in the championship.

India will exercise all options, diplomatic or otherwise, to win a decisive battle against Pakistan which is responsible for Pulwama terror attack, Finance Minister Arun Jaitley said Friday.

In a major development and victory for India's diplomatic campaign against Pakistan, the United Nation Security Council (UNSC) has not only condemned <a href="http://www.wionews.com/opinions/pulwama-attack-cannot-be-allowed-to-go-unanswered-198875">the Pulwama terror attack </a>but also mentioned Jaish-e-Mohammed (JEM), the group responsible for the attack. The motion for the press statement was moved by the United States.

UN Security Council in a press statement said, "The members of the Security Council condemned in the strongest terms the heinous and cowardly suicide bombing... for which Jaish-e-Mohammed has claimed responsibility".

The resolution was adopted unanimously by the UNSC (permanent and non permanent members). It contains specific language that India had proposed via partner countries including on the naming of JeM, and bring perpetrators to justice.

This is significant since China is one of the 5 permanent members of UNSC. The other 4 are - US, Russia, UK and France. China did try to create issues due to which negotiations were prolonged.

China has been blocking the listing of JeM chief Masood Azhar as an international terrorist under 1267 committee of UNSC and has blocked India's bid to list him many times citing lack of consensus. France is expected again to <a href="http://www.wionews.com/india-news/in-couple-of-days-france-to-move-proposal-at-un-to-ban-jem-chief-masood-azhar-198359">propose his listing</a>.

Further, reaffirming that "terrorism in all its forms and manifestations constitutes one of the most serious threats to international peace and security," members of the Security Council underlined the need to hold the "perpetrators, organizers, financiers and sponsors of these reprehensible acts of terrorism accountable and bring them to justice".

Without taking names, the UN body urged all states to cooperate actively with the Government of India and all other relevant authorities in this regard.

The senior BJP leader was addressing a meeting of party workers of Jabalpur region.

"(Pakistan PM) Imran Khan and others in that country are saying: how can India<a href="http://www.wionews.com/india-news/india-cant-unilaterally-end-indus-water-treaty-islamabad-on-new-delhis-move-to-stop-sharing-water-flow-to-pakistan-198841"> stop water to them?</a> Remember, if you continue to support and export terrorism to India, Pakistan won't get even a drop of water. Remember this," Gadkari said.

He said India was planning to build projects on three rivers flowing into Pakistan to use its share of water. "Our government will stop our share of water which used to flow to Pakistan," he said.

The minister's remarks came amid anger in India over the Pulwama terror attack, for which Pakistan-based Jaish-e- Mohammed has claimed responsibility.

Gadkari recalled the Indus Water Treaty, a water- distribution treaty between India and Pakistan signed in 1960 by the then Prime Minister Jawaharlal Nehru and Pakistans President Ayub Khan.

"As per the treaty, of the six rivers between Pakistan and India, Pakistan got three rivers and India got three. The water which was ours was also going into Pakistan.

"We are making three projects under which water which is ours by right will be given to Punjab, Haryana, Uttar Pradesh and Rajasthan," he said.

"The Indus accord says it was signed to maintain harmony, peace and brotherhood between the two nations. But today, when we think of this accord, we feel where is that harmonious relationship, where is that friendship, where has our cooperation and coordination gone," the minister said.

Pakistan is supporting and sending terrorists to India which is contrary to the aim with which the treaty was signed, Gadkari said.

If Pakistan wants good relations with India, they should stop supporting and sending terrorists to India since friendship and cooperation are "two-way affairs", he said.

The Union Cabinet in December had approved the Shahpurkandi dam project on the Ravi river in Punjab, a move that was intended to help India arrest its share of water flowing into Pakistan.

For this, central assistance of Rs 485.38 crore for irrigation component over five years from 2018-19 to 2022-23 was also announced.

In September 2018, Punjab and the Jammu and Kashmir governments had signed an agreement to resume works on the Rs 2,793-crore Shahpur-Kandi project, according to officials.

Earlier Friday, Gadkari also laid the foundation stone of the Rs 758.54 crore flyover to decongest traffic in western parts of Jabalpur city.&nbsp;
