The Delhi High Court Monday sought response of Christian Michel, arrested in the AgustaWestland VVIP chopper case, and the CBI on Tihar Jail authorities' plea challenging an order allowing him to make international phone calls in violation of prison rules.

Justice Mukta Gupta issued a notice to Michel and CBI on the jail authorities plea in which they alleged that no facts and circumstances were considered by the trial court for granting an "illegal and improper privilege of communication".

The trial court had in January allowed Michel to make international phone calls to his family, friends and lawyers and he was granted 15 minutes a week for making calls.

Advocate Avi Singh, appearing for Tihar Jail, said the prison manual provided only for 10 minutes per week for making calls.

He said that as per the January 27, 2017 circular of prison authorities, a foreign national is only allowed to make calls to the country of his or her origin.

Michel's country of origin is the UK and as per the jail call records, he has been mostly contacting his "legal representative" in Italy.

The high court listed the matter for further hearing on April 22 and said that Michel be produced before it on the next date, if already not released from jail.

The accused, lodged in jail under judicial custody, had approached the trial court seeking permission to make phone calls to his family and others, claiming that the prison authorities had rejected his plea.

Michel, extradited from Dubai, was arrested by the Enforcement Directorate (ED) on December 22 last year. He was later arrested by CBI in the case related to Rs 3,600 crore AgustaWestland deal.

The court had earlier imposed restrictions on Michel meeting his lawyers while he was in the ED's custody, after the agency had said he was misusing the legal access by passing chits to his lawyers, asking them how to tackle questions on "Mrs Gandhi".

Michel is among the three alleged middlemen being probed in the case by the ED and the Central Bureau of Investigation (CBI). The others are Guido Haschke and Carlo Gerosa.

ED, in its charge sheet filed against Michel in June 2016, had alleged that he had received 30 million euros (about Rs 225 crore) from AgustaWestland.

CBI, in its charge sheet, has alleged an estimated loss of 398.21 million euros (about Rs 2,666 crore) to the exchequer due to the deal that was signed on February 8, 2010 for the supply of VVIP choppers worth 556.262 million euros.

High Court seeks CBI, Christian Michel's reply on Tihar Jail plea against his phone calls

The apex court observed this while asking two convicts, who have already undergone five-year jail for throwing acid on a 19-year-old girl in 2004, to pay Rs 1.5 lakh each as additional compensation to the victim.

The top court also asked the Himachal Pradesh government to pay compensation to acid attack survivor under the Victim Compensation Scheme.

"Indeed, it cannot be ruled out that in the present case the victim had suffered an uncivilised and heartless crime committed by the respondents (two convicts) and there is no room for leniency which can be conceived," a bench of Justices A M Khanwilkar and Ajay Rastogi said.

The bench further said, "A crime of this nature does not deserve any kind of clemency. This court cannot be oblivious of the situation that the victim must have suffered emotional distress which cannot be compensated either by sentencing the accused or by grant of any compensation."

The court delivered its verdict on an appeal filed by the state challenging the March 24, 2008 judgement of the Himachal Pradesh High Court which had reduced the 10-year jail term awarded to both the men by a trial court to five years.

According to the victim, she was on her way to college on July 12, 2004, when the two men came on a two-wheeler and threw acid on her and fled the spot.

She had suffered 16 per cent burn injury in the incident.

The police had filed charge sheet against both the accused and the trial court convicted and sentenced them to 10 years jail term along with a fine of Rs 5,000 each.

Later, the convicts approached the high court against the lower court's verdict.

The high court reduced their sentence to five years and increased the fine to Rs 25,000 each.

The apex court, in its verdict, noted that the girl had suffered 16 per cent burn injury "which was caused due to acid attack on the darkest day of her life".

The top court was informed that both the convicts had undergone the sentence and deposited the fine as per the high court's judgement and they were released from jail on December 9 last year.

The bench, which said the high court's verdict convicting both the persons needed no interference, asked them to pay additional compensation of Rs 1.5 lakh each to the victim.

It also asked the state to pay compensation to the girl under the victim compensation scheme and deposit the same before the trial court within three months. P

Lok Sabha polls: AIADMK alliance partner PMK announces first five candidates

There is less than a month to go for the 2019 Lok Sabha elections, which will be held from April 11 to May 19. The results will be known on May 23.

The Lok Sabha has 543 elected seats and any party or coalition needs a minimum of 272 MPs to form a government.

With 90 crore eligible voters, the 2019 general election will be the largest the world has seen.

The big fight is between the ruling National Democratic Alliance led by Narendra Modi's BJP and the United Progressive Alliance led by Congress.

Here are five factors that hold a key position in the Lok Sabha Election 2019.

Economy

The major weapon against the incumbent government for Lok Sabha Election 2019, is the failure of creating jobs as per the promises made by the Bharatiya Janata Party in 2014.

The opposition has been alleging that the job creation has drastically deteriorated in the Modi government.

India’s GDP needs to grow faster than even 7%. For the quarter ended October-December 2018, the growth rate stood at 6.6% and any marked improvement has been ruled out in the ongoing financial quarter as well.

The 2016 currency ban - locally called 'demonetisation' and decision on goods and services tax will have its effects on upcoming elections.

Rural India

About 80 crores of India’s 133.92 crores population depend on farming for their livelihood.

A slowdown in India’s rural economy deepened in January, reflecting a crunch on spending by agricultural workers.

Falling rural incomes and farm distress has taken the shine off one of the key achievements of the Modi government.

The farmers have been demanding a special parliament session which would only address the agrarian crisis.

Thousands of farmers walked to parliament, Ramlila Maidan demanding- implementation of M S Swaminathan report, address the agrarian crisis in parliament and better prices for the crops.

First-time voters and women voters

Over 1.5 crore voters in 18-19 year age group will be eligible to vote for the first time in the seven-phased Lok Sabha election beginning April 11 with Prime Minister Narendra Modi calling upon them to vote in record numbers.

These voters in the age group of 18-19 years constitute 1.66 per cent of the total electorate. All citizens who turned 18 on January 1 this year and registered as electors will get the opportunity to cast their vote in upcoming Lok Sabha and assembly elections.

Women's rising turnout in elections and their growing political assertiveness will again be an important swing factor in the upcoming election.

In the last few years, the concerns regarding women and their issues have gained importance and received attention from the political class, at least in slogans and speeches. Women's issues are key in political manifestoes, though their effectiveness is debatable.

Social media

At a time when all political parties in India are trying tooth and nail to woo young first-time voters, social media has established itself as a formidable player in the field of politics.

While all the spotlight has been on Facebook, WhatsApp and Twitter in India's 'like' wars in the last few years, Instagram, the Facebook-owned photograph sharing application, has discreetly risen as a critical stage for India's political parties ahead of the 2019 general elections.

National security and Surgical strike

The Pulwama attack and the subsequent Indian Air Force strike on Balakot, in Pakistan, has changed the political scenario of India. Suddenly questions of national security were front and centre. The opposition blames that the Centre ordered the air strike in Pakistan’s Balakot with the “sole purpose” of winning Lok Sabha elections. The BJP has charged the opposition of playing into the hands of Pakistan and demoralizing our armed forces by questioning the number of casualties.

There is less than a month to go for the 2019 Lok Sabha elections, which will be held from April 11 to May 19. The results will be known on May 23. The Lok Sabha has 543 elected seats and any party or coalition needs a minimum of 272 MPs to form a government.

Economy The major weapon against the incumbent government for Lok Sabha Election 2019, is the failure of creating jobs as per the promises made by the Bharatiya Janata Party in 2014. Rural India About 80 crores of India’s 133.92 crores population depend on farming for their livelihood. First-time voters and women voters Over 1.5 crore voters in 18-19 year age group will be eligible to vote for the first time in the seven-phased Lok Sabha election beginning April 11 with Prime Minister Narendra Modi calling upon them to vote in record numbers. Social media At a time when all political parties in India are trying tooth and nail to woo young first-time voters, social media has established itself as a formidable player in the field of politics. While all the spotlight has been on Facebook, WhatsApp and Twitter in India's 'like' wars in the last few years, Instagram, the Facebook-owned photograph sharing application, has discreetly risen as a critical stage for India's political parties ahead of the 2019 general elections. National security and Surgical strike The Pulwama attack and the subsequent Indian Air Force strike on Balakot, in Pakistan, has changed the political scenario of India.

Lok Sabha polls 2019: Five things that could decide the election

Pramod Sawant, the Speaker of Goa Assembly, will be the new chief minister of the state. The decision was taken at a meeting of BJP legislators in Panaji.

Manohar Parrikar, the Goa CM, had died on Sunday leaving the state in a political crisis. The state leaders had huddled together to find Parrikar's replacement; Sawant emerged as the frontrunner.

Maharashtrawadi Gomantak Party leader Sudhin Dhawalikar and Goa Forward Party's Vijay Sardesai - both allies of the BJP in Goa - were the other leaders in the race.

Sawant is a young leader who was trusted by Parrikar with the Speaker's job in the House where defection is a usual thing. But, more than that, while he was bed-ridden, Parrikar always used to send Sawant to attend various public functions in his place.

Sawant represents Sanqelim constituency from central Goa. He also enjoys support from both Hindus and Catholics in the state.

The BJP had deputed Nitin Gadkari to handle the affairs in Goa and find Parrikar's successor. The Union minister, who reached Goa late on Sunday night, met several BJP leaders and party's allies.

The new chief minister is expected to take oath today.

From putting an emphasis on indigenisation in the defence sector to ensuring that a homegrown fighter jet joins the air force fleet, from the defence forces carrying out a surgical strike to signing of the Rafale deal, Manohar Parrikar had an eventful tenure as the defence minister.

The IITian, who died Sunday after battling a pancreatic illness for over a year, had moved to the South Block at the insistence of Prime Minister Narendra Modi in November 2014.

His nearly three-year tenure saw the Army conducting the surgical strike in September 2016, after a terror attack claimed lives of 19 soldiers in Uri in Jammu and Kashmir.

Parrikar also ensured that the long-pending Light Combat Aircraft Tejas is inducted in the Indian Air Force's fleet, besides taking steps to ease the process of indigenisation in the defence sector.

The political controversy over the Rafale jet deal, initiated in September 2016, cast a shadow on his tenure.

Last month, the back and forth between the Congress and the government over the estimated Rs 58,000 crore deal to buy 36 combat jets from France took a new turn with a report in The Hindu daily.

The report cited a November 24, 2015 note of the Defence Ministry which said that parallel discussions by the PMO "weakened the negotiating position of the MoD and Indian negotiating team".

Parrikar had termed the note an "overreaction".

Congress chief Rahul Gandhi claimed that Parrikar had said he had nothing to do with the Rafale deal.

Defence Minister Nirmala Sithataraman said Parrikar, who was her predecessor, was a sincere, honest and sensitive political activist, and she learnt a lot from him.

"Shri Manohar Parrikar is no more. A sincere, honest and sensitive political activist. Was simple and down to earth, I learnt a lot from Shri Parrikar. As Raksha Mantri his contribution to making the armed forces a modernised, lean and mean fighting machine will remain unparalleled," she tweeted.

Parrikar had moved back to Goa as the chief minister of the coastal state following political compulsion that ensued after the state polls and BJP allies demanded that he head the government.

The Defence Ministry also paid rich tributes to Parrikar.

"@DefenceMinIndia conveys deep condolences on demise of former RM, Mr @manoharparrikar. With hallmarks of strong & decisive leadership, Mr Manohar Parrikar will be missed by whole of the def establishment. Mr Parrikar was at the helm in defence of the Nation from 2014 to 2017," the ministry tweeted.

When bigwigs unite: A look at the key constituents of the 'Mahagathbandhan'

Congress general secretary Priyanka Gandhi Vadra kicked off her party's campaign for the Lok Sabha elections in Uttar Pradesh on Monday by offering prayers at the Lette Hanuman temple near Sangam.

During her three-day visit, Priyanka will cover a distance of 100-km by boat in Ganga from Allahabad to Varanasi -- the parliamentary constituency of Prime Minister Narendra Modi, hopping from one temple to another.

Her Ganga cruise is being seen by political observers as an effort to navigate her party out of a nearly three-decade long wilderness in the state.

The Congress general secretary in-charge of eastern Uttar Pradesh offered prayers on the banks of Sangam -- a confluence of rivers Ganga, Yamuna and the mythical Saraswati.

In a tweet, Priyanka recalled her memories associated with Swaraj Bhawan, where her grandmother and former prime minister Indira Gandhi was born.

"Sitting in the courtyard of Swaraj Bhawan, I can see the room where my grandmother (Indira Gandhi) was born. While putting me to sleep at night, she used to tell stories of Joan of Arc. Her words reverberate even today. She used to say -- become fearless and everything will be alright," the Congress leader said in a tweet in Hindi.

Soon after her arrival here on Sunday, Priyanka said political stagnation in Uttar Pradesh had left the state's youth, women, farmers and labourers distressed and it was her responsibility to change the politics here.

"Due to stagnation in the politics of the state, youngsters, women, farmers and labourers are worried. They want to share their pain and agony, but in the noise of political arithmetic, their voice is completely absent from the policies of the state," she said in an open letter.

Gandhi said political transformation in the state was not possible without listening to the voices of the people and sharing their pain.

"Hence, I have come to your doorstep for a 'sacha samwaad' (genuine conversation). I assure you that based on the conversation with you, we will bring transformation in politics. We will move towards solving your problems," she said in the letter.

The Congress leader said she would reach out to people through various means of transportation, including waterways, buses, train and 'padayatra' (on foot).

"River Ganga is a symbol of truth and equality. It is also a symbol of our 'Ganga-Jamuni tehzeeb' (cross culture). It does not differentiate among people. Gangaji is the lifeline of Uttar Pradesh and with her support I will reach you," Priyanka said letter read.

As part of her campaign tour, Priyanka will also visit Bhadohi and Mirzapur districts.

Polling will be held in seven phases in Uttar Pradesh from April 11 to May 19. Results will be announced on May 23.

On March 20, Actor-turned politician Kamal Haasan will reveal the list of his party Makkal Needhi Maiam’s candidates who are to contest in the Lok Sabha polls and By-elections to Tamil Nadu’s 18 vacant assembly seats, a statement from his party said.

These elections will be the poll debut of Kamal Haasan’s party which was started in February 2018. Recently the party was allotted the ‘Battery Torch’ symbol by the Election Commission.

After the demise of Chief Minister J Jayalalithaa in late 2016, Kamal had become very vocal in his public criticism of her party, the AIADMK. On 21st February last year, after visiting Former President APJ Abdul Kalam’s residence in Tamil Nadu’s Southern district Rameshwaram, Kamal launched his party in Madurai in the presence of Delhi Chief Minister Arvind Kejriwal.

In late 2017, Rajinikanth also expressed his desire to enter politics and unified his fan clubs under the banner “Rajini Makkal Mandram”. But Rajini hasn’t made any major political moves in 2018, save for a few statements that seemed to be in support of the BJP and Prime Minister Narendra Modi. However, Rajini issued statements to clear the air about his political journey and stated that his party won’t be contesting the Lot Sabha polls or the by-elections to the Tamil Nadu Assembly.

Tamil Nadu’s major parties the AIADMK and the DMK have allied with the PMK-BJP and the Congress respectively. While the AIADMK, DMK have announced their respective candidates' list, some of the smaller alliance partners are in the progress of making their announcements. In the current scenario, Kamal’s MNM and Sasikala’s nephew TTV Dinakaran’s party the AMMK are the ones that would be going it alone in the polls.

As Tamil Nadu goes to the polls on April 18th, it will be interesting to observe the impact of the ‘Battery Torch’ and the dent it could create on the prospects of Tamil Nadu’s Dravidian parties who have allied with National Parties. Can MNM be the “Torch - Bearer” for a new era in Tamil Nadu and Indian Politics, as Haasan claims?

India and the US have identified small air launch unmanned aerial vehicles and a lightweight small arms technology project along with aircraft maintenance for defence collaboration, a top Pentagon official has said.

The US statement came as defence officials from the two countries held their latest round of Defence Technology and Trade Initiative (DTTI) talks in Washington.

The India-US DTTI meeting focused on encouraging the US and Indian industry to work together and develop next-generation technologies.

"One project we're looking at is small air launch UAVs," US Undersecretary of Defence for Acquisition and Sustainment Ellen Lord told a media round table at the Pentagon on Friday.

Lord, who co-chaired the meeting along with Secretary of Defence Production Ajay Kumar, said the teams are looking at very specific deliverables on the specific dates with key individuals having responsibility.

"Overall, we look at this as a cost-efficient, cost-effective way to provide additional capability to the warfighter. There are three proposed mission scenarios, humanitarian assistance/disaster relief, cross border operations and cave tunnel inspection," Lord said.

On the drones, the discussions are mainly between the US Air Force Research Laboratory and India's Defence Research and Development Organisation. In April, the two sides will write the technical planning document.

"We plan to sign that sometimes in September timeframe," she said, adding that the potential exists to involve the Indian industry in its co-development.

The two sides also talked about virtual, augmented mixed reality for aircraft maintenance, which she stressed can deliver very significant potential to the two countries.

"What we want to do is take both the US and Indian technology and translate that into a warfighting capability that both the US and the Indians can use. This is very much a collaboration in terms of our governments, our industries and our overall know-how. The beneficiaries will be both the US as well as the Indians," Lord said.

The next meeting will be held in India in September.

With some of these systems, whether it be launching UAVs or virtual, augmented mixed reality, they are trying to focus on bolstering capabilities of platforms the two countries can share, she said.

"There is lightweight, small arms technology project," Lord said. The key is the combined weapons and ammunition offer a 40 per cent weight reduction and improved accuracy.

The ammunition uses full polymer casings that significantly reduced weight and give less heat transfer and recoil.

"This is an area where there's co-development as well as co-production opportunity. What we're interested in technologies, where the US has brought them to a certain level and there's an appetite for more investment and for whatever reason we're not able to get to that in the US right now," the top Pentagon official said.

Under the DTTI, the two countries have a number of joint working groups to identify areas for co-development and co-production. These are a joint working group in aircraft carrier technology, land systems, naval systems, air systems, and other systems.

It all started in 2012 when then Defence Secretary Leon Panetta directed Deputy Secretary of Defence Ashton Carter to undertake an initiative to provide increased US senior level oversight and engagement to get beyond these obstacles.

The DTTI's aim is to transform the bilateral defence relationship into one that is limited only by independent strategic decisions, rather than bureaucratic obstacles or inefficient procedures; and strengthen India's defence industrial base by moving away from the traditional "buyer-seller" dynamic toward a more collaborative approach.

It also aims at exploring new areas of technological collaboration from science and technology cooperation through co-development and co-production and expands US-Indian business ties.

"These interactions really form the basis of a very, very strong industry interaction as well," Lord said.

The DTTI meeting included updates on ongoing projects and collaborative opportunities in land, naval, air, and aircraft carrier technologies; a meeting with the US and Indian industry representatives; a visit to Norfolk Naval Station to tour the aircraft carrier USS Abraham Lincoln and destroyer USS Bainbridge; and a visit to a US defence company.

"The DTTI is really delivering some opportunities, for both of our industrial bases to both better interact, as well as to bring the best of technology and innovation," Lord added.

Lok Sabha polls 2019: BJP expected to release first list of candidates soon

With the demise of chief minister Manohar Parrikar on Sunday, the BJP-led coalition in Goa has to search for a new leader to replace him.

Parrikar (63) died of a pancreatic ailment on Sunday at his private residence.

He was heading a coalition government comprising the BJP, Goa Forward Party, MGP and Independents.

The death of the former defence minister, who represented the Panaji assembly seat, will also necessitate a fourth bypoll in Goa, where by-elections are scheduled for the Shiroda, Mandrem and Mapusa assembly constituencies on April 23. These will held in the state along with the Lok Sabha polls.

"With CM Parrikar's demise, the ruling coalition will have to make a fresh representation to the governor after choosing their leader. The representation will have the letter of support," a senior official from State Legislature Department told.

"If the governor (Mridula Sinha) is not convinced, then she will have to invite the single largest party to form government," he said.

Parrikar, who was defence minister, was sworn in as Goa chief minister 2017 after he won from Panaji in the same year.

In order to allow him entry into the Assembly, Panaji MLA Siddharth Kuncolienkar resigned on May 10, 2017, after which the bypoll was held.

The Congress is currently the single largest party in the state with 14 MLAs while the BJP has 13 in the 40-member Goa assembly. The Goa Forward Party, MGP and Independents have three MLAs each while NCP has one legislator.

The strength House has been reduced to 36 due to demise of BJP MLA Francis D'Souza earlier this year, and Parrikar on Sunday, and resignations of two Congress MLAs Subhash Shirodkar and Dayanand Sopte last year.

After the news of Parrikar's broke, the coalition partners have called emergency meetings.

The three Goa Forward Party MLAs led by Vijai Sardesai and the MGP's three MLAs will meet separately later in the evening.
