The Election Commission of India (ECI) has asked for details of expenses of Maharashtra Navnirman Sena (MNS) chief Raj Thackeray's rallies, Additional Chief Electoral Officer Dilip Shinde said on Thursday.

As per reports, Thackeray conducted nearly a dozen public rallies for the Lok Sabha elections although his party did not field a single candidate for the polls.

Targeting Prime Minister Narendra Modi and BJP president Amit Shah, Thackeray appealed voters not to cast their votes in favour of the party and its alliance partners in order to ensure Modi's defeat in the general elections.

A week after Chief Election Commissioner (CEC) Sunil Arora announced the schedule of Lok Sabha elections, Thackeray announced that MNS will not contest the ongoing elections.

Seven-phase elections, which began on April 11, will culminate on May 19, and results will be declared on May 23.

In the 2014 general elections, MNS was unable to win any seat.

Lawyer of now-defunct Gitanjali Gems' owner Mehul Choksi on Thursday said that state-owned Punjab National Bank had intentionally "destroyed" the brand in an attempt to divert attention from their own mistakes.

Alleging missteps on the part of PNB, the lawyer said, "Gitanjali Gems was cynically destroyed by the PNB in an attempt to divert attention from their own wrong-doings."

Citing the credentials of the brand he added, "With the revenue of over Rs 12,000 crore, the debt-to-EBITDA ratio maintained by the Gitanjali was among the best in the industry. Notwithstanding the company's strong balance sheet and a stellar track record of loan repayments, in February 2018, prompted by allegations by Punjab National Bank, investigating agencies raided and seized Gitanjali assets."

He further said that several entreaties on the part of the brand's promoter Mehul Choksi fell on deaf ears.

"The one thing I want to ask everyone who has accused me is even if I were guilty, why did no one even try to save Gitanjali, a company with Rs 12000 crore of annual turnover, 6,000 employees and countless honours in its name?" promoter of the brand Mehul Choksi said.

Mehul Choksi and his nephew Nirav Modi are key accused in Rs 13,000-crore Punjab National Bank fraud case. They fled the country a year ago.

Choksi was granted citizenship of Antigua and Barbuda on January 15, 2018.

A group of 25 influential American lawmakers has urged the US Trade Representative not to terminate the GSP programme with India after the expiry of the 60-day notice on Friday, saying the country's companies seeking to expand their exports to India could be affected.

The Generalised System of Preference (GSP) is the largest and oldest US trade preference programme and is designed to promote economic development by allowing duty-free entry for thousands of products from designated beneficiary countries.

On March 4, President Donald Trump announced that the US intends to terminate India's designations as a beneficiary developing country under the GSP programme.

The 60-day notice period ends on May 3.

On the eve of the end of the notice period, the 25 US lawmakers made a last-ditch effort to convince the Trump administration from going ahead with its decision.

The 25 members of the US House of Representatives in a passionate letter urged US Trade Representative Robert Lighthizer to continue negotiating a deal that protects and promotes jobs that rely on trade "both imports and exports" with India.

They argued that terminating GSP for India would hurt American companies seeking to expand their exports to India.

"India's termination from GSP follows its failure to provide the United States with assurances that it will provide equitable and reasonable access to its markets in numerous sectors," Trump had said in a letter to Congress, providing a notice of his intent to terminate the designation of India as a beneficiary developing country under GSP programme.

In his letter, Trump said that he was determined that New Delhi had "not assured" the US that it would "provide equitable and reasonable access" to the markets of India.

"I will continue to assess whether the Government of India is providing equitable and reasonable access to its markets, in accordance with the GSP eligibility criteria," he wrote.

The USTR through a simple notification in the federal register can formally terminate GSP benefits to India.

Expressing concern over such a move, the lawmakers said that no party "in the United States or India" would benefit from terminating GSP benefits.

"American companies that rely on duty-free treatment for India under the GSP will pay hundreds of millions of dollars annually in new taxes. In the past, even temporary lapses in such benefits have caused companies to lay off workers, cut salaries and benefits, and delay or cancel job-creating investments in the United States.

"Terminating the GSP for India similarly would hurt, not help, companies seeking to expand their exports to India. Any progress made toward resolving issues over the last year of GSP negotiations seems unlikely to take effect if India is removed from the programme," the lawmakers said.

"It would be a step back, not forward. Continuing negotiations is the only way to gain new market access for US exports to India," said the letter written by these lawmakers.

Reaching a comprehensive solution that benefits both the US import and export interests is further complicated by the upcoming elections in India, they said.

Noting that the 60-day notice period expires in the middle of Indian elections that run from mid-April to late-May, the Congressmen said that it will be up to India's next government to resolve outstanding issues with the US, but seating that government and restarting negotiations also requires time.

"A decision to terminate GSP in the midst of the elections risks politicising the issues further, with potentially negative consequences for broader relations with an important ally," the Congressmen wrote.

The Congressmen urged Lighthizer not to terminate any GSP benefits until there is an opportunity to negotiate with India's next government.

"The alternative is higher trade barriers all around, which would hurt American companies and workers that depend on strong two-way trade between the US and India," they warned.

New Evidence was provided to the United Nations Security Council (UNSC)1267 committee after China had put a hold on March 13 on the listing of Masood Azhar as a global terrorist.

On the basis of the evidence, Beijing had agreed to remove its hold paving way for the listing of Azhar as an international terrorist.

"We submitted more evidence, they were convinced", a diplomatic source replied to WION when asked why China change its stance on Masood Azhar, after blocking it for ten years.

Asked about no mention of Pulwama in the notification on the listing of Azhar, the source said, "Link to Pulwama in the whole process is obvious. The whole process started after Pulwama. It started with a clear statement from UNSC. The process started with Pulwama and ended with a listing of Masood Azhar as an international terrorist."

Masood Azhar was declared as an international terrorist by the UN on May 1. India had first proposed listing of Azhar in 2009 but it was blocked by China many times.

"I have no reason to doubt", the diplomatic source, replied when asked if India was able to hit Jaish-e-Mohammed's terror camps in Balakot on February 26.

French Envoy to India Alexandre Ziegler, at a press conference in New Delhi on Friday, called listing of Masood Azhar as "Good news for world community and India" further adding, "It has been a long process. A process in which we have played a role."

He said, "it's a very important decision. Very important political decision. The first-time world reached consensus."

The US, along with France and the UK had proposed the listing of Masood Azhar after the Pulwama attack on February 14 that killed more than 40 Indian security personnel.

Meanwhile, Indonesian Envoy, Sidharto Suryodipuro speaking to WION, on what went on the negotiation said, "There were a number of dimensions to the negotiations. We understand there is the political side to it."

Explaining further he said, "So countries with particular interest will have there own negotiation. We understand that there are discussions between the capitals. The other side of it, the committee, in particular, the chair of the committee, has to ensure, the ground is right, the ground is mature."

Indonesia is the President of United Nations Security Council for May 2019 and is also the chair of the UN Sanction Committee which listed Masood Azhar as an international terrorist.

Meanwhile, India and Australia held the 11th Joint Working Group on Counter-Terrorism on Friday during which,"Both sides welcomed the listing of Masood Azhar, leader of the Jaish-e-Mohammed, as a Global Terrorist by the UNSC 1267 Sanctions Committee", according to a Ministry of External Affairs release.

News brief: Big stories of the day

France on Friday welcomed the two-part Varuna bilateral exercise with India, calling it a "swift development" of bilateral relations in the maritime security.

"Varuna is a decades-long exercise illustrative of our historic and strategic partnership...France is an all-weather, unconditional and predictable partner, and with India, our naval cooperation has been exemplary...It is an integral and key part of our bilateral strategic partnership since 1998," an official statement outlined.

The first phase of the exercise, namely Varuna 19.1, began off Goa's coast on May 1 and is scheduled to culminate on May 10.

Varuna 19.2, on the other hand, is slated to be held in May-end near Djibouti.

A statement issued by the Embassy of France in New Delhi outlined that the exercise -- which was initiated in 1983 -- implements two key documents which were adopted during French President Emmanuel Macron's state visit to India last year: the Joint Strategic Vision of India- France Cooperation in the Indian Ocean Region and the Reciprocal Logistics Support Agreement between the armed forces of the two countries.

At least six French navy ships are participating in the exercise, including the French Navy`s aircraft carrier FNS Charles de Gaulle, two destroyers, FNS Forbin and FNS Provence, the frigate FNS Latouche-Treville, the tanker FNS Marne and a nuclear submarine.

Around 3,000 French sailors are on board for this two-part maritime exercise.

From the Indian side, aircraft carrier INS Vikramaditya, destroyer INS Mumbai, the Teg-class frigate, INS Tarkash, the Shishumar - class submarine, INS Shankul, and the Deepak-class fleet tanker, INS Deepak, will be participating in the joint exercise, it added.

The harbour phase at Goa includes cross-visits, professional interactions and discussions, and sports events.

The sea phase comprises various exercises across the spectrum of maritime operations. It will be a multi-domain exercise; sea, air and undersea involvement of the newly modernised Charles de Gaulle aircraft carrier and its battle group, the statement highlighted.

The carrier has been equipped with the modern naval and military equipment, including for submarine and cyber warfare while the battle aircraft are now Rafale-only. 20 of the jets are on board.

It speaks volumes about the strategic importance France attaches to the Indian Ocean region and its partnership with India, the statement further said.
