Unable to get power and water even nine days after Cyclone Fani ravaged coastal Odisha, angry people blocked roads at many places, including the state capital Bhubaneswar, on Sunday, demanding that the authorities address their problems quickly.

At several places, demonstrators alleged that the restoration work was hampered by a lack of management and coordination among various government agencies, thereby compounding the miseries of the cyclone-affected people.

Despite the state government saying it is trying to speed up efforts to restore electricity, water supply and telecom facilities, a large number of areas remained in the dark for the tenth day since May 3, when the cyclone made landfall near Puri.

The extremely severe cyclone has killed 43 people, affected over 1.5 crores and left over five lakh with a permanent roof in 14,000 villages in 14 districts.

Not seeing much improvement in their situation has made people angry and impatient, who are now coming out on streets to protest against authorities.

Though the state government has claimed it has restored electricity and drinking water supply lines in Bhubaneswar and urban areas of Kendrapara, Jagatsinghpur and

Cuttack districts, people on Sunday blocked roads in Jagatsinghpur, Cuttack and Khurda districts, besides the state capital.

As Bhubaneswar witnessed protests in Samantrapur, Nuagaon and Lingipur areas, traffic on Bhubaneswar-Puri highway was hit for some time, police said.

"We are forced to hit the road as the government has failed to provide basic necessities such as water and power despite having promised to restore power supply by Sunday, May 12," said a woman who joined a road blockade at Nuagaon.

"There is a limit to our patience. We are made to spend sleepless nights. We have to purchase drinking water at exorbitant prices," said another protester.

Aggrieved people also staged similar road blockades on Jagatsinghpur-Machagaon road and at some places in Cuttack and Khurda districts.

In the pilgrim town of Puri, worst hit by the cyclone, locals were moving out of the place temporarily.

In almost all electricity offices in coastal districts, police personnel have been deployed to tackle people attempting to attack officials, a state government official said.

Information and Public Relations Secretary Sanjay Singh maintained that electricity will be restored in all areas of Bhubaneswar by Monday.

He also said water has been made available in all parts of the state capital.

Energy Secretary Hemant Sharma said 90 per cent of consumers will be able to get electricity by Monday and restoration work is in progress on war footing.

"As extensive damage was caused to power infrastructure, we are working on a war footing with 7,000 power technicians from other states," he said.

The cyclone unleashed copious rain and windstorms that gusted up to 240 kmph on May 3, blowing away thatched houses and swamping towns and villages in Odisha.

The state government has announced an Rs 1,600-crore package for livelihood support to farmers, fishermen and others affected by Cyclone Fani.

Chief Minister Naveen Patnaik unveiled the package Saturday and included the support for people dependent on animal husbandry, fisheries, handloom and handicraft.

People protest as Odisha struggles to restore normalcy post cyclone 'Fani'

A day after the arrest of Bharatiya Janata Yuva Morcha (BJYM) youth wing convenor Priyanka Sharma, her mother alleged she was arrested at TMC's behest because she used to work for BJP.

"My daughter was arrested because she used to work for the BJP. This is all part of a big plot. This is the first time she is far away from us. Had she been a TMC worker nothing bad would have happened to her, this is all done by TMC. The fact that she is in jail has increased our worries," Priyanka's mother told ANI.

Priyanka was accused of sharing a morphed photo of Chief Minister Mamata Banerjee on social media. She was arrested on Friday and sent to jail for 14 days.

Her brother said, at first, he was not allowed to meet her. However, when he put pressure, the authorities let him in. He also alleged that his sister's security was at risk as her entry in jail was not recorded within 24 hours of her arrest.

He also said BJP leader Poonam Mahajan called him to Delhi.

"I will take the matter to Supreme Court to save my sister", he said.

Om Prakash Singh, district president of BJYM, said there was nothing wrong with what Priyanka did, but her arrest was wrong.

"Social media is a place where everybody wants the freedom to express. It is shameful that Mamata Banerjee is curbing freedom on that platform. Priyanka just shared an edited photo which was already viral on the platform. There is nothing vulgar or shameful in the photo. We have ideological differences with TMC, but we have never disrespected her."

"The police have not put a non-bailable warrant against her. She is not being allowed to meet her family or anyone. We will take the legal course of action and also carry out protests against this action taken by the police. We will not stay silent when TMC is trying to end the freedom of speech in West Bengal," Singh told reporters.

This is not the first time that Banerjee took action against someone who took a dig at her. In 2012, Professor Ambikesh Mahapatra of the Jadavpur University was arrested for forwarding a cartoon of the chief minister. In the same year, she had also termed a student "Maoist" for questioning her government`s policies.

The rampant misuse of social media platforms to spread fake news has been a global cause for concern, and now researchers are conducting a study in India to find out how misinformation shared through WhatsApp messages is influencing the voters in the country.

According to UK-based Indian researcher Sayan Banerjee, fake news does not change people's political opinions, but rather reinforces the existing beliefs and brings out the worst impulses within us. Various reports have suggested that fake news is used to create false perceptions about political candidates or specific groups of people -- manipulating the choices of the voters.

Banerjee and his team from the University of Essex in the UK want to understand how fake news spread through WhatsApp affects politics, ethnic violence and public policy choices in diverse and developing countries like India. The team is set to conduct a five-week long research study in 18 constituencies across four states -- UP, Bihar, West Bengal and Jharkhand.

"Political research in the US has already found that fake news only reinforces the existing political ideas and beliefs. Fake news does not make a person change his beliefs," Banerjee told PTI. "We have a tendency to see fake news as a disease. That is what the narrative is in the public and media. What we are trying to show is that fake news is only a catalyst, the demon is within ourselves," he said.

The experiments will be conducted in two stages. The first involves 3,500 voters across 18 constituencies. Researchers will establish their political preferences and recruit participants willing to share their phone numbers for the study. In the second stage, the researchers will share verified news with a control group and fake news regarding public goods and security issues to a treatment group.

"These are very innocuous fake news. It will be in the form of images and simple captions. It will not mention any political party or real candidates," said Banerjee. The study, which is being funded by Facebook, will then try to understand how the participant's opinions change as a result of the messages.

In his previous research, Banerjee found that three major factors drive political behaviour in India: security, public goods and economic patronage. "Security issues are not just threats of violence against your family or caste, but also about your civil rights, access to police and legal institutions," Banerjee said.

The lack of people from lower castes in courtrooms and police station has always been a significant barrier for Dalits to get justice, Banerjee said. However, affirmative action to protect the interests of the lower castes -- such as the caste reservations -- is causing a backlash from those who have always been on the top.

"There are a lot of poor, upper caste people who are not getting any govt benefits. They will feel aggrieved. That is where the fake news comes is," Banerjee said. He said that political parties like the Bharatiya Janata Party (BJP) are using this predisposed belief of being 'left out' to get people to vote for them.

"We see the BJP pushing extremely violent messages in their WhatsApp groups because those things work in getting their voters to the polling booth. They are targeting people who are going to vote for BJP anyway. I don't think it changes a lot of minds," Banerjee said.

"If you look at the numbers, the hate crimes and civil rights violations against caste are through the roof," he said. On the other hand, Congress and other parties, which are trying to stitch together much larger coalitions, have a much harder job. Banerjee expects that messages about public goods -- such as roads, electricity, drainage system etc -- work the best for bigger coalitions.

He also pointed out that fake news is not a new phenomenon. Misinformation has been used by governments for ages to control public opinions for generations. However, with increased accessibility to smartphones and the internet, the dissemination of such messages has become more decentralised and harder to monitor.

"The government is freaking out because they can no longer control it," Banerjee said. According to him, at present, the BJP has the first mover's advantage. "BJP has a more organised ground game where they can influence people -- at least motivate their own voter to go to the polls by sharing something racist or bigoted," Banerjee said.

However, every political party is trying to do the same thing. Once they catch up, Banerjee says the influence of fake news will wear out. The data from the study will not only be helpful for academics, but also for political parties, who will be able to better understand what their voters want.

"We want to let the data speak for itself. It will show what kind of messages work best for influences voters. It is then up to a political party to decide whether they want to be the bad guy -- whether they want to influence their voters with negative messages," Banerjee said.

Prime Minister Narendra Modi renewed his attack on Karnataka Chief Minister HD Kumaraswamy over the latter's comment on soldiers that "only people who cannot make a livelihood, join Army".

"Congress made a person Chief Minister whose father was the Prime Minister. A few days ago, he said that only those who die of hunger, join the Army," PM Modi said at a rally here on Friday.

He said, "You tell me - do mothers of Himachal Pradesh send their sons to Army because they cannot feed their sons? Is it not an insult to the mothers and brave men of Himachal?"

While addressing a public rally in Madduru on April 11, Kumaraswamy had said, "Those who safeguard the borders are not children of rich people. They are children from poor families who cannot afford two square meals. However, here is a Prime Minister who politicises their ultimate sacrifice."

A video clip of Kumaraswamy's remark was later tweeted from the official handle of Karnataka BJP.

The Chief Minister, however, denied having made any such comment and accused the BJP of distorting the original video.

"BJP is up to their old tricks again. They posted another edited video with false interpretation to malign me. I had said that not all who join defence forces are rich. The PM should not play with the lives of jawans to get votes. I never said that jawans are in the army just for livelihood," he had tweeted.

The same video clip was referred by Prime Minister Modi at a rally on April 12.

PM Modi had said, "You (Kumaraswamy) can't escape saying your statement was misinterpreted. You said what was there in your heart. It is such an insult to the armed forces of the country."

PM Modi at his rally in Mandi alleged that Congress does not take pride in brave acts carried out by the armed forces personnel.

"Entire country is proud of India`s prowess but Congress cannot digest it. They do not trust our brave sons," he said.

Modi accused the grand old party of abusing him for allowing the armed forces to conduct cross border operations.

He said, "In 2016, when brave sons of India carried out a surgical strike, Congress namdar started abusing me, instead of Pakistan. After (Balakot) air strike, Congress namdar and his courtiers are engaged in abusing Modi."

"Do not forget that Congress and its 'mahamilavati' (highly adulterated) allies publicly called the Army chief a 'gali ka gunda'. They call IAF chief a 'liar'," Modi added.

He also raised the 1984 Sikh riots issue to attack the Congress.

The Indian Air Force received its first Apache Guardian attack helicopter at a production facility of Boeing in Arizona on Friday.

India had in 2015 signed a multi-billion dollar contract with the US government and Boeing for 22 Apache helicopters.

Senior IAF officials said the addition of AH-64E (I) Apache helicopter is a significant step towards modernisation of the force's chopper fleet.

The helicopter has been customised to suit IAF's future requirements and would have significant capability in mountainous terrain, they said.

Even as the air quality index (AQI) in the national capital and adjoining areas continues to deteriorate, the farmers in the agriculture belt of India continue to burn stubble in their farms.

Once such case came to the fore on Saturday after smoke emanating from stubble burning choked the commuters on the National Highway 5 near Shambhu barrier here.

In the fire, the wheat crop spread over hundreds of acres of land was reduced to ashes.

The threat of air pollution looms large over the national capital region as the harvest season has kicked in. As per the latest AQI data, the air quality of Delhi's Lodhi Road area showed levels of prominent pollutants PM 2.5 and PM 10 at 57 and 203, respectively.

An AQI between 0 and 50 is considered "good", 51 and 100 "satisfactory", 101 and 200 "moderate", 201 and 300 "poor", 301 and 400 "very poor", and 401 and 500 "severe".

Following the directions of the Supreme Court last year, the Centre had approved a large sum of money for modern tools and technology to combat the problem of stubble burning.

A report issued by Punjab Pollution Control Board (PPCB) in October last year, however, said poor farmers continue to practice stubble burning despite a ban as they have no other alternative, owing to shortage and high-prices of Happy Seeder Machines, a tractor-mounted machine that cuts and lifts stubble and straw.

The Army has been called in to maintain peace after curfew was clamped in this district of Assam on Friday following a communal clash that left one person dead and 14 others injured, officials said.

Chief Minister Sarbananda Sonowal has ordered an inquiry into the incident.

Deputy Commissioner Keerthi Jalli said the curfew was clamped from 6 pm in the district till 7 pm of May 12 as some groups were trying to "indulge in violence and there is an apprehension of grave risk and danger to human life and property".

Earlier, an indefinite curfew was clamped only in Hailakandi town from 1 pm following the clash.

The district administration sought the Army's help after clashes broke out between members of two communities when some people protested against prayers being held on a road in front of a mosque, the officials said.

At least 15 people were injured, three of them critically, in the clash and more than 15 vehicles damaged and 12 shops vandalised and set on fire in different parts of the town, they said.

Official sources said one of the injured died at Silchar Medical College and Hospital at night.

He has been identified as Jashim Uddin, 28, they added.

Trouble started when a group of people decided to hold the Friday noon prayers on the road, located at Kali Bari point of the town, in protest against some motorcycles being damaged by people belonging to another community, the officials said.

Police attempted to disperse the protestors by firing in the air in which 15 people were injured, they said.

Jalli said a tense situation arose which ''necessitated immediate and speedy action for the maintenance of public peace and tranquillity''.

Appealing to the people not to spread rumours, she said, "the administration was doing everything to maintain peace and security of the people".

"It is not a communal clash but two-three miscreants have created all this," Jalli said.

She said the situation was under control with the deployment of personnel from the CRPF and the Assam Rifles.

Chief Minister Sonowal has directed Additional Chief Secretary Rajiv Bora to conduct an inquiry into the incident and submit a report to the government.

The chief minister while reviewing the situation also directed the district administration to take all necessary measures to maintain law and order.

Sonowal also called on the people of the state to maintain peace and harmony and not to allow the divisive forces to create unrest.

He warned of strict action against forces inimical to the interests of the state and its people.

As power and water remained elusive in most cyclone-ravaged areas of coastal Odisha for the eighth day in a row despite the government's efforts to give restoration a push, protests broke out in several places on Friday to press for quick action.

Cyclone Fani battered the coastal districts on May 3 but only half of the over 4.5 lakh electricity consumers in Bhubaneswar have got power supply back at a time when the state is sizzled under an intense heat wave.

Police said a large number of people staged a road blockade near Garage Chhak in the state capital demanding a quick restoration of power supply which was severely hit due to the uprooting of 1.56 lakh electric poles in the city alone.

Protesters also tried to attack an office of the Central Electricity Supply Utility (CESU) here, forcing the employees to lock themselves inside.

"We were scared as angry demonstrators threatened and tried to attack us. We have sought protection from the police," said N K Sahu, a CESU officer.

As similar incidents took place in some other places, police personnel have been deployed at the control room of the CESU and some of its major offices as a precautionary measure, an official said.

Chief Secretary A P Padhi, who held a video conference with Cabinet Secretary P K Sinha, said around 50 per cent of the consumers in Bhubaneswar are now getting electricity.

"We have prepared a roadmap for electrification. With additional manpower from other states available, restoration work is picking up," he said adding there has been a substantial improvement in telecom sector too.

Information and Public Relations Secretary Sanjay Singh said 100 per cent restoration of power supply in Bhubaneswar is expected to be achieved by Sunday.

Energy Secretary Hemant Sharma, however, said around 90 per cent of the power consumers in the state capital will be able to get electricity by that day.

While all power consumers in Cuttack will be able to get electricity on Saturday, restoration work in the worst-hit Puri town will begin on May 12.

Restoration work in the telecom sector has witnessed slow progress, Singh said adding that only 14 per cent of mobile towers and other infrastructure remained unaffected by Fani.

While landline phones have started functioning in Puri, Cell on Wheel (COW) have been deployed in some places in the pilgrim town to improve cellular connectivity, he said.

COWs provide fully-functional but temporary service, via vehicles such as vans and trucks, to zones affected by natural disaster or areas with large user volume, such as major events.

In a bid to accelerate relief and restoration works, Chief Minister Naveen Patnaik directed that government offices in five severely affected districts - Puri, Khurda, Cuttack, Jagatsinghpur and Kendrapara - will be kept open on this Saturday and Sunday.

Exactly a week ago on May 3, the cyclone Fani made landfall near Puri, affecting more than 1.5 crore people in 14 districts destroying all the basic infrastructure like power, drinking water and telecommunication.

At least 41 people were killed in the calamity that damaged 5.08 lakh houses. Over 34.56 lakh livestock casualty has also been reported from the 14 affected districts, a report of the special relief commissioner's office said.

In a bid to give succour to the cyclone-affected people, the State Level Banker's Committee (SLBC) resolved to reschedule repayment of existing loans.

Fresh loans may also be extended as per the requirement of the cyclone victims, said an official adding that banks will also provide assistance to hotel industry in Puri.

Similarly, insurance companies may relax the document requirement and simplify procedures for the settlement of claims, he said.

The SLBC said that banking service is functioning in all affected areas except Puri and the chief secretary urged the banks to open branches there on Monday.

While seven mobile ATMs have been deployed in Puri, 10 more are being made available by the SBI in the pilgrim town, he said.

The chief minister urged Union Petroleum Minister Dharmendra Pradhan to allot an additional quota of 1000 kilolitres of kerosene over and above the normal quota in order to provide relief to the affected people.

Pradhan, who took stock of the situation here, said of the 234 filling stations in Puri district, 232 have become operational and two others to start working from Saturday. There is enough stock of kerosene, petrol and diesel in the cyclone hit areas, he said.

Pradhan said steps have been taken to provide two mobile tankers to distribute petrol and diesel to consumers in Puri town. "We have been able to bring 100 per cent normalcy within a week," he said.

With huge damage caused by the mid-summer cyclone that ripped through the state's coastal region, the Centre is rushing an inter-ministerial team to assess the situation.

The central team led by additional secretary in the Ministry of Home Affairs, Vivek Bharadwaj, will arrive here on May 12 for a three-day visit, said SRC BP Sethi.

Prime Minister Narendra Modi on May 6 made an aerial survey of the cyclone hit areas of Puri and Khurda district and the Centre thereafter released Rs 1,000 crore as interim assistance to carry out relief and rescue operation.

An East Coast Railways (ECoR) official said Memu trains between Puri-Talcher and Puri-Angul resumed on Friday. He said only four trains from Puri were now cancelled while all other trains are running as per the schedule.

As power and water remained elusive in most cyclone-ravaged areas of coastal Odisha for the eighth day in a row despite the government's efforts to give restoration a push, protests broke out in several places on Friday to press for quick action.

× Information and Public Relations Secretary Sanjay Singh said 100 per cent restoration of power supply in Bhubaneswar is expected to be achieved by Sunday. Congress president Rahul Gandhi asked Sam Pitroda to apologise for his "happened, so what" remarks on 1984 anti-Sikh riots.

"I think what Sam Pitroda Ji said is completely out of line and he should apologise for it. I think 1984 was a needless tragedy that caused tremendous pain," Rahul said in a Facebook post on Friday asserting that "justice has to be done" and the people responsible for 1984 tragedy have to be punished.

"The people who were responsible for the 1984 tragedy have to be punished. The Former PM, Manmohan Singh Ji has apologised. My mother, Sonia Gandhi Ji has apologised. We all have made our position very clear - that 1984 was a terrible tragedy and should never have happened," he further said.

Terming Pitroda's comments as "completely out of line", the Gandhi scion said, "What Mr Sam Pitroda has said is absolutely and completely out of line and is not appreciated. I will be communicating this to him directly. He must apologise for his comment."

On Thursday, BJP, citing the Nanavati Commission report, had said that "instructions to kill" came directly from then Prime Minister Rajiv Gandhi's office.

In response to this, Pitroda, while rubbishing the allegations, had said, "I don't think so, this is also another lie, and what about 1984? You speak about what you have done in five years. It happened in 1984, so what? (1984 hua toh hua). What have you done? (Ab kya hai `84 ka? Aapne kya kiya 5 saal mein, uski baat kariye. `84 mein hua to hua. Aapne kya kiya?)"

Under attack over his remarks "happened, so what" on the 1984 anti-Sikh riots, Congress leader Sam Pitroda on Friday apologised for that saying they were blown out of proportion because his Hindi is not good.

"The statement I made was completely twisted, taken out of context because my Hindi is not good, what I meant was 'jo hua vo bura hua,' (what happened was bad), I could not translate 'bura' (bad) in my mind," Pitroda, a confidant of Congress President Rahul Gandhi said.

He must apologise for his comment." × On Thursday, BJP, citing the Nanavati Commission report, had said that "instructions to kill" came directly from then Prime Minister Rajiv Gandhi's office. Aapne kya kiya?)" Under attack over his remarks "happened, so what" on the 1984 anti-Sikh riots, Congress leader Sam Pitroda on Friday apologised for that saying they were blown out of proportion because his Hindi is not good.
