<a href="https://www.wionews.com/world/pompeo-to-seek-stronger-strategic-ties-with-india-despite-trade-tensions-229376">US Secretary of State Mike Pompeo</a> during his India visit next week will attempt to soothe increasing friction with New Delhi over trade, data flow, arms from Russia and Iran oil imports and focus on strategic ties between the two big world democracies, a senior official from the US State Department said on Friday.

"While in New Delhi, Secretary Pompeo is slated to meet Prime Minister Narendra Modi and External Affairs Minister S&nbsp;Jaishankar, who's really one of the visionaries behind the expansion of the US-India Strategic Partnership," the senior official added.

Pompeo will arrive in New Delhi on Tuesday for talks that are aimed at laying the ground for an upcoming meeting between President Donald Trump and Prime Minister Modi later in the week at a G20 meeting in Osaka, Japan.

He will also engage in talks with Jaishankar specifically about expanding security, energy, and space cooperation, among other things. The Secretary is further scheduled to meet Indian business leaders to discuss a vision for the economic dimension of the US-India partnership. He is also planning to address a gathering in New Delhi, the official said.

India is currently engaged in disputes with the United States over tariffs, hence trade is obviously going to be a major topic of discussion in his meetings.

"We want both of our nations to thrive. I'm certain that the Secretary will convey during his visit the extraordinary potential to realise the collective strength of our economies if there's a fair and reciprocal approach to the trade relationship," the senior official told reporters.

Another issue that has alarmed India is the possibility of the US restrictions on work visas for Indian professionals in retaliation for New Delhi's insistence on local data storage by big foreign firms, to which the official assured that Washington has no such plans.

"Indians have contributed under the H-1B program to the US economy, and&nbsp;
I think the Secretary will be able to assure the Indian leadership that we have no plans to place caps on H-1B work visas for nations that are having foreign companies store data locally," the official noted.

In addition, new tensions have spiked over New Delhi's plans to buy S-400 surface-to-air missile systems from Moscow, a move that can trigger Washington to impose sanctions under its Countering American Adversaries Through Sanctions Act (CAATSA), further prohibiting any engagement with Russia's defence sector.

"With respect to S-400, we're urging all of our allies and partners, India included, foregoing transactions with Russia that risk triggering the CAATSA sanctions. I think this is the time where we will be encouraging India to look at alternatives (S-400)," the official added.

A major discussion on Iran sanctions is expected to top the table during the visit, along with India's concerns on energy security, the official said.

"We've engaged with the Indians in a conversation as to how to preserve an exemption for the Chabahar Port, which allows India to continue essential humanitarian supplies to Afghanistan as well as to provide Afghanistan with economic alternatives. So I expect Iran will be on the agenda, but again, this is an area where we've succeeded in working well with India," the official concluded.

The official finally noted that both the US and India are gearing up for the first ever tri-service military exercise with India in the Bay of Bengal later this year to increase the force interoperability followed by another 2+2 dialogue.

Pompeo will visit India from June 25-27, the first high-level engagement between India and the United States after NDA's return to power for a second term.

All Indian operators, in consultation with Directorate General of Civil Aviation (DGCA), on Saturday, decided to avoid the affected part of Iranian airspace to ensure safe travel for the passengers, news agency ANI reported. All flights will be re-routed suitably.

Air India CMD Ashwani Lohani said, "No substantial effect on Air India flights. Details being worked out for rerouting incoming flights," ANI reported.

This comes shortly after Etihad Airways announced the suspension of operations through Iranian airspace over the Strait of Hormuz and the Gulf of Oman, news agency Reuters reported, adding that the airline will use alternative flight paths on a number of routes to and from its home base of Abu Dhabi until further notice.

United States Federal Aviation Administration on Thursday issued an emergency order prohibiting US operators from flying in an overseas area of Tehran-controlled airspace over the Strait of Hormuz and Gulf of Oman.

Some other international airlines are taking related precautions too.

The Ministry of External Affairs on Saturday hosted dinner for all heads&nbsp;of missions. It was presided over by External Affairs Minister S Jaishankar.&nbsp;

The event was a welcome dinner during which Jaishankar spoke about Indian foreign policy and had informal chats with many envoys.

Outlining the focus for the next five years, the EAM highlighted how New Delhi is ready to share global responsibilities and be part of shaping global outcomes from climate change to maritime security.&nbsp;

He explained how India will be working on its global footprint, starting with the immediate neighbourhood under the neighbourhood first policy, towards the east with Act East and other parts of the world from Pacific to Africa to Europe.&nbsp;

He said New Delhi is keen on initiating partnerships across the world as part of India's transformation. Past few years have seen PM Modi inviting countries such as Japan, Germany, France, Israel to be part of India's flagship programmes such as 'Make In India', smart cities, etc

"It was a gesture highly valued by the DC that minister Jaishankar offered us this dinner. The minister was very close and warm, approaching to greet each table and talking with us", Coromoto Godoy Calderon, Venezuelan envoy to India told WION. Adding, "I was very impressed by his kindness".

The dinner which took place at a Delhi hotel also saw Pakistan in attendance. Pakistan's Deputy High Commissioner Syed Haider Shah was representing his country.&nbsp;

India on Saturday told Pakistan to take "credible,<a href="https://www.wionews.com/india-news/pak-gets-fatf-rap-after-failing-to-meet-deadline-twice-stays-on-greylist-229332"> verifiable, irreversible and sustainable</a> measures" on the "global concerns" related to "terrorism and terrorist financing" emanating from any territory under its control after Pakistan managed to survive&nbsp;the Financial Action Task Force (FATF) blacklisting scare for the time being.

Reacting to&nbsp;FATF's decision after the Imran Khan-led country failed to meet deadline twice --January and May 2019, India said Pakistan should take "all necessary steps to effectively implement the FATF Action Plan fully within the remaining time frame i.e. by September 2019".

The global counter-terror body on Friday strongly urged "Pakistan to swiftly complete its action plan by October 2019", warning, if Islamabad doesn't comply, "FATF will decide the next step at that time for insufficient progress" which mean a possible blacklisting.

Being on the greylist impacts the Pakistani economy with $10 billion loss annually.

After being greylisted in June 2018, Pakistan had made high-level political commitments to address its counter-terrorist financing-related deficiencies which basically means to act on the financing of terrorism.

Islamabad was put on the greylisted last year which means the country comes under financial jurisdiction with “structural deficiencies” in "anti-money laundering (AML) and combating the financing of terrorism (CFT)" or simply put-- supports the financing of terror.

This is not the first time India has asked Pakistan to take strong steps to dismantle terror infrastructure. New Delhi and Kabul both have been asking Pakistan to take measures on terror groups on its territory for years now.

India on Saturday told Pakistan to take "credible, verifiable, irreversible and sustainable measures" on the "global concerns" related to "terrorism and terrorist financing" emanating from any territory under its control after Pakistan managed to survive the Financial Action Task Force (FATF) blacklisting scare for the time being.

The global counter-terror body on Friday strongly urged "Pakistan to swiftly complete its action plan by October 2019", warning, if Islamabad doesn't comply, "FATF will decide the next step at that time for insufficient progress" which mean a possible blacklisting. × Being on the greylist impacts the Pakistani economy with $10 billion loss annually.

Uttar Pradesh Chief Minister Yogi Adityanath claimed on Saturday that his state got effective results in controlling the spread of Japanese Encephalitis and Acute Encephalitis Syndrome (AES), and described it as a "continuous process" for which sustained efforts would be made.

"Many districts in the state were affected by some vector-borne diseases such as encephalitis, dengue, malaria, chickungunya, etc. We started programme 'Dastak' in association with UNICEF to control encephalitis and other vector-borne diseases and we got effective results in controlling encephalitis and AES, but it is continuous programme and it will be started again from July 1," he said.

In a big achievement for the Yogi Adityanath dispensation, UNICEF India has lauded his government for successfully immunising all children of the state against Japanese Encephalitis and Acute Encephalitis Syndrome.

'DASTAK' campaign is part of a comprehensive social and behaviour change communication strategy embraced by the state government to contain encephalitis.

As part of the campaign, the entire state machinery with help of UNICEF went door to door in 38 districts affected by JE and AES.

"We are giving training to medical and para-medical staff to effectively control the vector-borne disease. I have asked them to prepare all hospitals to control the vector-borne diseases," he to reporters here.

After a meeting with officials of the health department at BRD Medical College, the chief minister said, "We have started a consolidated programme in 12 departments of the state focusing cleanliness and we are getting full support of the central government. I want to say that the participation of common people is very important. We are ready for vector-borne disease and encephalitis and could say with certainty that we will do better this year than what we did last year."

News brief: Big stories of the day

AAP member Atishi Friday hit out at <a href="https://www.wionews.com/india-news/metro-man-sreedharan-requests-pm-narendra-modi-not-to-agree-to-delhi-governments-free-travel-scheme-for-women-227161">'Metro Man' E Sreedharan</a> for calling the Delhi government's proposal of free rides to women in metro an "election gimmick", saying the BJP was using his shoulder to convey its message.&nbsp;

In a letter to Deputy Chief Minister Manish Sisodia, the former DMRC chief said free travel will "worsen overcrowding" and "lead to mishaps".&nbsp;

He alleged that the Delhi government's proposal of free travel for women is an "election gimmick" and urged the Kejriwal dispensation to "not destroy" the efficient and successful public transport system for electoral gains.

Hitting back, Atishi said the party is surprised that a respected person like him has written a "political letter" and the AAP feels like BJP is using Sreedharan's shoulder for conveying its message.

"Sreedharan ji has said that the move would be a financial burden on DMRC. I want to ask when last year, the Centre proposed to make metro rides free for senior citizens and students, why did not he raise any objection?" she said.

"If you look at the central government's proposal, you will see that it was a model of cross-subsidy, which means all other people would bear the subsidy of students and senior citizens. Why no objection on this?" the 37-year-old Oxford scholar said.

Secondly, in airport metro lines, several financial irregularities surfaced and the Delhi government gave a detailed report on it and a CBI inquiry was proposed, but it was stalled by the government, Atishi alleged.

"When this metro line was being made, Sreedharan ji was in-charge of Delhi metro, and if financial irregularities were taking place, why did not he raise his voice? Is the BJP protecting all the administrators by not conducting a CBI inquiry into the matter? Is this the reason the BJP is able to use Sreedharan ji for putting out their voice?" the AAP leader, who fought the Lok Sabha elections from the East Delhi seat, said.

"Third issue - he (Sreedharan) said (Sisodia's) comment that DMRC is using 65 per cent of its capacity is wrong and he is lying on the DPR report... Our question to you is whether the DPR project report on the basis of which the state and Centre decide their share...Is he implying that the figure of riders and the whole funding given on the basis of this report is wrong?" she said.

Quoting several international research studies on women's mobility and access to economic opportunities, Atishi said the Aam Aadmi Party (AAP) has based its proposal on such studies.&nbsp;

"Women are a very small fraction of the country's workforce. Most women work in small and medium-sized enterprises. They do not have the financial independence to travel freely and many times have to ask their families for money to travel. When travel for women becomes free, it significantly increases their access to opportunities, as the World Bank and UNDP reports have suggested," she said.&nbsp;

She said a McKinsey Global report said India's GDP will grow by 16-20 per cent if women participation in the economy will be at par with men.&nbsp;

"The lack of access to public transport is one of the top impediments to the participation of women in the workforce," she added.

Reiterating the party's strong women security pitch, Atishi said, "Women feel much more secure when the presence of women grows in public spaces. We do not need just special coaches, we need 50 per cent occupancy of women in the Metro."

In an appeal to Sreedharan to not allow himself to be used by the BJP for their political agenda, Atishi said, "You are such a well-respected person, why are you allowing the BJP to fire from your shoulder to stall women's empowerment and development? The BJP is a party that wants women to stay at home, not wear jeans, and is opposed to women being independent. Why are you supporting such a regressive mentality?"&nbsp;

Quoting several international research studies on women's mobility and access to economic opportunities, Atishi said the Aam Aadmi Party (AAP) has based its proposal on such studies. "Women are a very small fraction of the country's workforce. Most women work in small and medium-sized enterprises. They do not have the financial independence to travel freely and many times have to ask their families for money to travel. When travel for women becomes free, it significantly increases their access to opportunities, as the World Bank and UNDP reports have suggested," she said. She said a McKinsey Global report said India's GDP will grow by 16-20 per cent if women participation in the economy will be at par with men. "The lack of access to public transport is one of the top impediments to the participation of women in the workforce," she added. Reiterating the party's strong women security pitch, Atishi said, "Women feel much more secure when the presence of women grows in public spaces. We do not need just special coaches, we need 50 per cent occupancy of women in the Metro." In an appeal to Sreedharan to not allow himself to be used by the BJP for their political agenda, Atishi said, "You are such a well-respected person, why are you allowing the BJP to fire from your shoulder to stall women's empowerment and development? The BJP is a party that wants women to stay at home, not wear jeans, and is opposed to women being independent. Why are you supporting such a regressive mentality?"

After getting re-elected to Parliament with a massive mandate in the recently concluded Lok Sabha elections, <a href="https://www.wionews.com/india-news/rajnath-singh-pays-tribute-to-iaf-personnel-killed-in-an-32-crash-meets-their-family-members-229229">Defence Minister Rajnath Singh</a> on Friday visited his constituency, Lucknow, where he said that BJP's thumping win in the elections was a "huge thing" as the party's vote share increased despite the SP-BSP alliance.

"After SP-BSP alliance in Uttar Pradesh, even senior leaders used to think, we (BJP) will only get 10-15 seats and not 72. But even after staying in power for five years, there was no anti-incumbency. On the contrary, there was pro-incumbency. BJP's vote share increased," Singh said while addressing an event here.

The Defence Minister took the opportunity to praise the soldiers for enhancing the pride of the country.

"Our soldiers carried out a surgical strike and then conducted multiple air strikes in Balakot, which tells the world that India is a strong country, not a weak one," Singh said.

Singh further talked about the vision of Prime Minister Narendra Modi and said the latter wants to fulfil the basic necessities of people. "For this, the government has already initiated several mega projects," he said.

Karnataka Chief Minister HD Kumaraswamy, who kick-started his village stay campaign 'Grama Vastavya 2.0' from Gurmitkal in Yadgir district on Friday, denied reports of him getting a "5-star treatment" in a village stating that he was ready to sleep on the road.

"What 5-star arrangements? Ready to sleep on the road. Want to ask the Opposition if I cannot have this basic facility, how will I work every day? A small bathroom was built. I will not be taking it back with me,"&nbsp;Kumaraswamy said.&nbsp;

Kumaraswamy said during a press conference here in Chandraki village.

Kumaraswamy's remarks come in response to a report that he was being given a luxurious treatment at the village. Prior to his visit, renovation was done in the bathroom of a lodge he was supposed to stay.

On being asked about it, Kumaraswamy said: "It will help kids here. I came here on an ordinary bus. I did not come in a Volvo bus. I do not need to learn anything from BJP. I have slept in a hut as well as in a 5-star hotel. When my father was Prime Minister, I slept in Grand Kremlin Palace, Russia. I have seen everything in life."

The Chief Minister also said that gimmicks were for the Opposition and that for him working on the ground was important. "Some of my friends are asking why I am holding the 'village stay programme', they can sit in Vidhan Soudha and work. I would like to say that gimmicks are for the Opposition, not for me," he said.

During his visit, Kumaraswamy also interacted with school students to understand the problems faced by them.

"The meaning of coming to school is that through education there will be more development. Before I came, all officers went around villages and created awareness and identified beneficiaries of various schemes. All issues of the villagers are resolved now," he said.

Talking about the plight of the farmers in the state and loan waiver schemes meant for them, Kumaraswamy said: "I have detailed information on loan waivers. Rs 100 crore will be released to Kalaburagi District Central Cooperative Bank. The decision will be taken by the cooperative minister for new loans to farmers."

Iran and the current situation in Strait of Hormuz will be <a href="https://www.wionews.com/india-news/iran-oil-imports-trade-top-agenda-during-pompeos-india-visit-229443">on agenda</a> when US Secretary of State <a href="https://www.wionews.com/world/pompeo-to-seek-stronger-strategic-ties-with-india-despite-trade-tensions-229376">Mike Pompeo visits India next week</a>.

While the US has appreciated the steps India has taken to reduce Iranian oil import, it is also providing an exception to New Delhi-backed Chabahar project that has been a key connectivity project of India.

The import of oil from Iran has been one of the key contentions between New Delhi and Washington after American waivers ended on sanctions imposed by Washington but the current standoff between Iran and US is something that has been a cause of worry for New Delhi.&nbsp;

Last week, reports emerged that the US President had planned to attack Iran after Tehran shot down an American drone. This has caused considerable tension in Strait of Hormuz, a vital area connecting Persian Gulf and sea of Oman through which 20 per cent of global crude oil and a third of liquefied natural gas passes.

Energy interests

Meanwhile, New Delhi is keeping its interest secure. Oil minister Dharmendra Pradhan has called Saudi oil minister Khalid Al Falih conveying India's concern on rising crude oil prices in backdrop of the developments in the Strait of Hormuz.&nbsp;

Pradhan, in a tweet, said that he "reiterated the sensitivity of Indian consumers to prevailing crude oil price volatility," adding, New Delhi has sought an active role from Riyadh which is part of oil cartel OPEC in keeping "oil prices at a reasonable level".

Aviation

Impacts will also be seen on the aviation front with Indian airlines re-routing the flights in that area. Civil aviation regulator DGCA or Directorate General of Civil Aviation on Saturday announced that Indian carriers will avoid "the affected part of Iranian Airspace" to ensure safe travel for the passengers.&nbsp;

This comes after the American civil aviation regulator Federal Aviation Administration or FAA banned American flights from using the Persian Gulf, Strait of Hormuz and sea of Oman area.

Shipping&nbsp;

Last week, the Indian Navy launched Operation Sankalp in the Persian Gulf/Sea of Oman as a measure to re-assure Indian flagged vessels transiting through the region.&nbsp;

The Navy deployed INS Chennai and INS Sunayna in the area to undertake Maritime Security operations. Aerial surveillance has also being undertaken by India and the Information Fusion Centre - Indian Ocean Region in Gurugram - is also keeping a close watch on the movement of ships in the Gulf.&nbsp;

The Navy in a release said it, "remains committed to ensuring the safety of Indian maritime trade and merchant vessels operating in the region and contributing towards maintaining a stable and peaceful Indian Ocean Region."

DG Shipping had issued two advisories, one on June 13 and another on June 16 to all Indian Flagged Vessels advising them to undertake appropriate protection measures.

The Madras High Court Friday said a rape victim need not approach the medical board or the judiciary to terminate her pregnancy provided its length has not exceeded 20 weeks.

Disposing of a criminal original petition from a victim, Justice N Anand Venkatesh said in all cases of unneeded pregnancy suffered by a victim, she need not be referred to the medical board if the length of pregnancy does not exceed 20 weeks.

"The termination of pregnancy can be done as per the provisions of Section 3 of the Medical Termination of Pregnancy Act, 1971. The victim girl should not be unnecessarily made to knock the doors of this court," he said in his order.

The petitioner, a girl, who was allegedly raped by a man Naveeth Ahamed under duress as a result of which she became pregnant, sought a direction to transfer the probe from local police to the Crime Branch CID.

The assailant had recorded videos and intimidated her to yield to his carnal desires, she alleged and sought a direction to the state-run Institute of Obstetrics and Gynaecology, to medically terminate her pregnancy.

After filing a police complaint against the alleged rapist, she petitioned police to arrange for termination of her pregnancy.

Since the police did not take steps, she herself got admitted to the institute.&nbsp;

Though doctors initially agreed to terminate her pregnancy, she was subsequently discharged in view of the police case and the need for forensic examination.

Left with no other alternative, when the petitioner moved the High Court, it directed her to the government Kasturba Gandhi Hospital for Women and Children, where it was revealed that she was 8 to 10 weeks pregnant.

The government hospital and the institute wrote to the Dean, Rajiv Gandhi Government General Hospital here, that only the medical board there could terminate the pregnancy.

The court then directed police to take the petitioner to RGGGH and tasked the hospital to proceed with the termination of pregnancy and take samples for DNA test and hand it over to the Forensic lab.

Accordingly, the medical board evaluated the petitioner, the pregnancy was terminated and it was reported to the court on June 18.

Counsel for the petitioner, Sudha Ramalingam, submitted that in all cases involving medical termination of pregnancy, the victim should not be made to knock on the doors of the court, where the pregnancy is below 20 weeks.

The judge said even in cases where the length of pregnancy exceeded 20&nbsp;
weeks, it can be terminated (in accordance with the Medical Termination of Pregnancy Act) if the life of the woman was under threat.

In all other cases, where the length of pregnancy exceeds 20 weeks, the victim may approach the High Court for getting an abortion and the medical board will examine the matter.

In all cases of termination of pregnancy involving a criminal case, samples will have to be taken for DNA test, the court said.

Jailed Dera Sacha Sauda chief Gurmeet Ram Rahim Singh has sought parole for over a month for farming at his fields in Haryana's Sirsa, officials said Saturday.

The 51-year-old is currently lodged at Sunaria jail in Rohtak after being convicted in two rape cases and murder of a journalist.

Following his application for the parole for 42 days, the jail superintendent has written to the Sirsa district administration. In a letter dated June 18, the official sought a report whether releasing Gurmeet on parole would be feasible or not.

In the communique, the jail superintendent has mentioned that Gurmeet's conduct in the jail has been good and he has not violated any rule.

The district administration has been asked to submit a report to Commissioner, Rohtak Division, with a copy marked to the jail superintendent.

On receiving the letter, Sirsa Police has approached the Revenue Department to ascertain how much land the Dera chief owns.

"We have asked the Revenue Department to provide record as to how much land is in his name. The details are awaited," Deputy Superintendent of Police, Sirsa, Rajesh Kumar told PTI over phone.

In August of 2017, the Dera chief was sentenced to 20 years in jail for raping two women. A special CBI court in Panchkula had in January this year also sentenced him and three others to life imprisonment for the murder of a journalist over 16 years ago.&nbsp;

Dr Sivan had called the president to brief him about the new space mission.

''Dr K. Sivan, Chairman, ISRO and Space Commission, called on President Kovind and briefed him about <a href="https://www.wionews.com/india-news/chandryaan-2-will-explore-region-of-moon-where-no-mission-has-ever-set-foot-isro-chairman-k-sivan-226520">space mission 'Chandrayaan-2'</a>, scheduled to be launched next month. The President wished him all success for the mission,'' a tweet read posted by the official account of President of India.

India's second sojourn to the moon, Chandrayaan-2, would be launched on July 15.

It will be an extension of the Gaganyaan mission.

Chandrayaan will carry 13 Indian payloads (8 on orbiter, 3 on lander and 2 on rover) and one passive experiment from NASA.

The total mass of Chandrayaan-2 system is 3.8 ton; out of 3.8 ton, nearly 1.3 ton is the propeller.
