Travellers visiting this north Bihar town to catch glimpses of historical spots, such as writer George Orwell's place of birth or places associated with Mahatma Gandhi's first civil disobedience movement on the Indian soil, may now have an added attraction.

A B.Ed. college situated in the town serving as the district headquarters for East Champaran district has showcased, inside its premises, nearly a score of mementoes received by Prime Minister Narendra Modi which went under the hammer earlier this year.

Among the mementoes on display here is a cutout of the map of India, gifted by Bardoli MP Parbhubhai Vasava on which one finds a photograph of PM Modi along with depictions of his endeavours such as the Swachh Bharat Yojana, the Ujjwala scheme and the Start-Up India initiative.

Another notable exhibit is a memento, designed like a Buddhist Stupa, which was presented to the prime minister by the Maharashtra government upon commencement of construction of a memorial of B R Ambedkar.

"It is a matter of pride for us that we happen to be the only ones in Bihar to have won some of the over 1,000 mementoes in the auction.

"The funds thus generated were meant to be diverted for the Namami Gange project which would, again, be of benefit of our state since the holy river flows here," says Yamuna Sekaria who heads the 'Radha Krishna Seva Sansthan', the name by which the college is better known.

The son of Shambhu Nath Sekaria, a well-known social and environmental activist from Motihari, Yamuna Sekaria calls himself an ardent admirer of Modi, greatly impressed by his tireless energy and his passion to serve the nation.

Sekaria, however, declines to divulge the prices at which the items were sold at the auction, saying, all the participants had been requested to keep it a secret, since "it was not a sell-off meant for commercial purposes".

PM Modi had visited the town in April last year when he inaugurated a railway station named 'Bapudham' highlighting the town's association with the Champaran Satyagraha, which Mahatma Gandhi had launched for oppressed indigo planters.

A certificate of appreciation issued by the National Gallery of Modern Arts issued to those who had spent their time and efforts in participating in the auction of the prime minister's mementoes is also proudly displayed at the college.

Fugitve diamantaire Nirav Modi is set to appear via video link from prison for a routine remand hearing before Westminster Magistrates' Court in London on Thursday.

The 48-year-old, who has been lodged at Wandsworth prison in south-west London since his arrest in March in connection with the nearly $2 billion Punjab National Bank (PNB) fraud and money laundering case, will be appearing for the first time since his bail appeal was rejected by the UK High Court earlier this month, his fourth attempt at bail.

In her judgment handed down at the Royal Courts of Justice in London, Justice Ingrid Simler concluded there were substantial grounds to believe that Modi would fail to surrender as he does possess the means to abscond.

Reiterating similar concerns as those previously raised by Westminster Magistrates' Court during earlier bail attempts, Judge Simler ruled that after considering all the material carefully, she had found strong evidence to suggest there had been interference with witnesses and destruction of evidence in the case and concluded it can still occur.

"The applicant has access to considerable financial resources, supported by an increased (bail bond security) offer of 2 million pounds, the judge noted.

The High Court judge stressed that while it was not for her to take a "definitive view" on the evidence, she had proceeded on the basis that the government of India has acted in good faith in what is undoubtedly a serious case and a sophisticated international conspiracy to defraud, together with money laundering.

Modi, who has remained in judicial custody since his arrest in March, had the automatic right to file an application in the higher court and did not require permission to appeal.

Meanwhile, the first case management hearing in his extradition case took place at Westminster Magistrates' Court on May 30, when Judge Emma Arbuthnot directed the Indian government to confirm which prison Modi is to be held in if he were to be extradited to India, setting a 14-day deadline for a confirmation of the prison plans in India.

The UK's Crown Prosecution Service (CPS), representing the Indian government, has until July 11 to present an opening position statement laying out the prima facie case against Modi, with the next case management hearing set for July 29 when a timeline for extradition trial is expected to be laid out.

Modi was arrested by uniformed Scotland Yard officers on an extradition warrant on March 19 and has been in prison since. During subsequent hearings, Westminster Magistrates' Court was told that Modi was the "principal beneficiary" of the fraudulent issuance of letters of undertaking (LoUs) as part of a conspiracy to defraud PNB and then laundering the proceeds of crime.

Under UK law, Modi is expected to be produced before the court every four weeks, with another remand hearing expected before the July 29 case management hearing currently fixed in the court's calendar.

Pakistan must recognise that any existential threat it faces is not from India but from the extremists within its own territory, a former CIA director and retired US Army General said on Thursday.

General (Retd) David H Petraeus, who is now in the field of global investments as member and chairman of KKR Global Institute, recounted his time in the US Army and the intelligence service as one of "dashed hopes" of trying to help Pakistan with its efforts to curb extremism at the time.

"The challenge for Pakistan is that it has never truly accepted that the existential threat to the country is not India; it is actually the internal extremists that are eating away at the elements of society and civic life and doing so much damage in so many different respects," said Petraeus.

The former Central Intelligence Agency (CIA) director was addressing a 'How should the world view India' session at the Leaders' Summit during UK-India Week in Buckinghamshire near London.

"They [extremists] are gradually propagating more extremism. The education system has degraded somewhat, parents end up sending their kids to madrassas instead of the public schools. And, this a very dangerous downward spiral, which then when you combine with the distortions in the economy defies explanation," he said in response to a question on India-Pakistan relations.

Petraeus, who served as CIA director during Barack Obama's presidency in the US in 2011-12, said he had worked "very, very hard" in several different assignments, including as CIA director, to build a relationship with two key leaders of Pakistan at the time - the chief of Army staff and the director of Inter-Services Intelligence (ISI).

"We have had very high hopes as a succession of civilian leaders have taken office and hope that they could actually deal with this and yet, we have not seen that materialise sadly," he said.

"If they can't deal with that internal challenge [extremism], then there is going to be continual frustration for India," Petraeus said.

Characterising Pakistan as a "favourite frenemy", a friend who the US tried to help, he expressed "frustration" that some of the counter-insurgency work targeted at the Tehrik-i-Taliban Pakistan (TTP) around 2009 ran out of momentum and did not see that manifest itself again.

"I flew halfway around the world one time, literally to meet with some of the Pakistani leaders because it was that important a relationship to us. And yet, at the end of the day, there was a frustrating element to it because the kind of cooperation we hoped, just ultimately didn't fully materialise. And that has been the story ever since," he lamented.

News brief: Big stories of the day

With the Supreme Court all set to work in its full strength of 31 judges from July 1 after summer vacation, Chief Justice of India Ranjan Gogoi has notified a new roster of work which said top five judges of the apex court will be hearing Public Interest Litigation (PIL) matters. On May 24, when the Supreme Court was on vacation, four new judges were administered the oath of office by the CJI taking the overall number of judges to 31 — the full sanctioned strength of the top court since 2008.

Earlier, fresh PIL matters were notified to be heard only by the CJI and the second senior-most judge after the CJI. However, apex court lawyers said though the previous notification on roster stated that two senior-most judges would hear the PIL matters, it was also assigned to the benches headed by judges who were not within the seniority of five-senior most judges.

According to the fresh roster uploaded on the apex court website, the CJI will deal with the PIL matters and it would be his discretion to assign PIL cases to other top four judges — S A Bobde, N V Ramana, Arun Mishra and R F Nariman. The bench headed by the Chief Justice will also hear petitions on letters received, matters related to social justice, elections, company law, monopoly and restricted trade practices, Telecom Regulatory Authority of India, Security Exchange Board of India, Insurance and Reserve Bank of India.

The CJI has also kept with himself matters concerning arbitration, habeas corpus, criminal cases, contempt of court and ordinary civil matters. His bench will also deal with the issues relating to the appointment of constitutional functionaries, statutory appointments and appointment of other law officers. Besides matters pertaining to judicial officers and commissions of enquiry, would also be allocated before the bench headed by the CJI.

A bench led by Justice Bobde will hear matters related to direct and indirect taxes, mercantile law, commercial transactions including banking, election, appeals against orders of statutory bodies, arbitration appeals, the appointment of law officers, matters pertaining to employees of Supreme Court, high court, district courts and tribunals.

The Justice Bobde-led bench would also hear matters related to admissions to educational institutions other than medical and engineering colleges, leases, government contracts and contracts by local bodies. Justice Ramana has been assigned matters related to compensation, arbitration appeals, criminal matters, ordinary civil matters, mercantile laws, commercial transactions including banking, judicial officers matters and matters related to armed forces and paramilitary forces, admiralty and maritime laws. He will also hear matters related to religious charitable endowments and eviction under the Public Premises (Eviction) Act.

Besides PIL and letter petitions, Justice Arun Mishra led bench has been assigned matters of land acquisition and requisition and indirect taxes. His bench will also hear matters of company law, monopoly and restricted trade practices, Telecom Regulatory Authority of India, Security Exchange Board of India, Insurance and Reserve Bank of India.

Besides these matters, Justice Mishra will also hear contempt of court, criminal and ordinary civil matters, admission and transfer matters of engineering, medical colleges and allocation of 15 per cent All India quota in medical and engineering colleges. Justice Nariman, the fifth in seniority in the apex court, has been assigned PIL and letter petitions besides direct taxes, rent act, compensation, family law, matters related to armed and paramilitary forces, lease, government contract and local bodies contracts. Other 10 benches have been assigned regular matters related to taxes, property, land and acquisition, service and compensation matters.

Wesley Mathews, the Indian-American foster father of three-year-old Sherin Mathews, was sentenced to life by a judge in Dallas on Wednesday for the tragic death of the Indian toddler in 2017, in a case that attracted international attention.

Mathews, 39, pleaded guilty Monday to a lesser charge of injury to a child in Sherin's death. He was originally charged with capital murder by authorities in the US state of Texas.

Mathews stared ahead and did not look at jurors as the judge sentenced him to life in prison, US media reports said.

The 12-member jury deliberated Wednesday afternoon for about three hours before coming to a unanimous decision to give Mathews a sentence of life in the death of his adopted daughter, Sherin. He will be eligible for parole after 30 years' imprisonment.

Prosecutors argued that Mathews, hailing from Kerala, killed Sherin in October 2017. She was adopted by Mathews and his wife Sini Mathews from an orphanage in Bihar in 2016.

Mathews claimed she accidentally choked to death on milk.

Prosecutor Sherre Thomas argued that Mathews' testimony was just another lie. She said testimony and medical records show that it was "medically impossible for a child who is 3 years old to stand up and choke to death" as Mathews claimed.

"It means he's still a liar. It means he killed that little girl. And when he killed her, he panicked," Thomas argued, WFAA TV reported.

She said Mathews also took the time to clean up himself and turned off the location tracker on his phone to try to hide what he had done.

Mathews did not tell investigators where his daughter's body was. When her body was found, it was so badly decomposed that the medical examiner could not determine an exact cause of death.

"There's nothing left of her, her teeth had fallen out," Thomas said. "He covered his crime. He got away with that."

While prosecutors asked the jury to hand down a life sentence, defence attorney Rafael De La Garza argued that Mathews was a good father who panicked when his daughter choked and did not call for help.

He argued that prosecutors could not prove that Mathews killed his child and said he was only guilty of not calling 911, the emergency helpline.

During closing arguments, De La Garza walked over to Mathews and placed his hands on his shoulders.

"This is something he will live with for the rest of his life," the attorney told jurors.

After the verdict was read, De La Garza called the sentence "cruel and unusual punishment," WFAA TV reported.

Mathews initially told police that Sherin went missing on October 7, 2017, after he put her outside their home at 3am in Richardson, Texas because she would not drink her milk. Her badly decomposed body was found 15 days later in a culvert near the family's home.

His story evolved during the course of the investigation.

He initially claimed that as punishment for not drinking her milk he sent Sherin outside at 3 am to stand by a tree outside the backyard of their home.

When he checked in on her 15 minutes later, Mathews said Sherin was missing.

He later admitted she died when he "physically assisted" her in drinking the milk and got chocked.

On the witness stand during the sentencing trial, Mathews said he panicked after his daughter's accidental death. He said he wrapped her body in a blue trash bag and dumped her in a culvert so she would be near the home.

Thomas argued that Sherin suffered abuse the entire time she lived in the US.

Medical records show that she had five broken bones that were at various stages of healing.

Police charged Sherin's foster mother Sini, a registered nurse, with child abandonment in November 2017, after her husband told officials the couple left the toddler alone the night of her death while they went to dinner with their biological daughter.

Sini's case was dismissed in March this year after prosecutors said they could not prove it beyond a reasonable doubt.

Sini sat in the courtroom during closing arguments on Wednesday.

After the judge read the sentence, she quickly left the courtroom without giving a comment to waiting reporters. She and Wesley Mathews were both arrested after Sherin's body was found. The couple later lost custody of their biological daughter.

Sherin's death attracted the attention of the Indian government and the then External Affairs Minister Sushma Swaraj took keen interest in the case and also instructed the Indian mission in Houston to make sure that the Indian toddler received justice. India further tightened the adoption process after Sherin's tragic death.

Money parked by Indian individuals and enterprises in Swiss banks, including through India-based branches, fell by nearly 6 per cent in 2018 to 955 million Swiss francs (about Rs 6,757 crore) to hit its second-lowest level in over two decades, Swiss National Bank data showed Thursday.

Aggregate funds of all foreign clients of Swiss banks also fell by over 4 per cent to CHF 1.4 trillion (nearly Rs 99 lakh crore) in 2018, as per the annual banking statistics released by the Zurich-based central banking authority of Switzerland. However, the ‘locational banking statistics’ of the Bank for International Settlement (BIS), which the Indian and Swiss governments had said last year was a more reliable measure for deposits by Indian individuals in Swiss banks, showed a greater fall of 11 per cent for 2018.

Watch: India likely to get information on 50 Swiss bank account holders

According to the SNB, its data for ‘total liabilities’ of Swiss banks towards Indian clients take into account all kinds of funds of Indian customers at Swiss banks, including deposits from individuals, banks and enterprises. This includes data for branches of Swiss banks in India, as also non-deposit liabilities. The funds, described by the SNB as ‘liabilities’ of Swiss banks or ‘amounts due to’ their clients, are the official figures reported by the banks and do not indicate the quantum of the much-debated alleged black money held by Indians there.

The official SNB figures also do not include the money that Indians, NRIs or others might have in Swiss banks in the names of entities from different countries. The SNB data had shown the total liabilities of Swiss banks towards Indian clients rising by over 50 per cent in 2017 to CHF 1.01 billion (Rs 7,000 crore), reversing a three-year downward trend.

However, the quantum of such funds has fallen again in 2018 to CHF 954.71 million, which includes about CHF 15 million held through fiduciaries or wealth managers. This is the second-lowest total since CHF 723 million recorded over two decades ago in 1995. The lowest ever amount of CHF 675 million, ever since Switzerland began making the data public in 1987, was recorded in 2016. As per the latest figures, the total customer deposits of Indian clients rose to CHF 572 million in 2018, but funds held through banks fell to CHF 104 million, while money parked through securities and other instruments and via fiduciaries also declined.

On the asset side, Swiss banks saw a marginal increase in the amount due to their Indian customers to CHF 212 million (from CHF 210 million in 2017). In comparison, the BIS data showed that the total amount outstanding to non-bank or individual Indian clients of Swiss banks fell to USD 84.6 million at the end of 2018 (by 11 per cent from USD 94.8 million at the end of 2017). The fall was much larger at 44 per cent during 2017. The BIS publishes quarterly figures, which shows that these funds rose during the first quarter of 2018 (to USD 100.9 million), but declined in the three remaining quarters of the year. The annual SNB data has shown a decline four times during the last five years.

The fall was the maximum at 45 per cent in 2016. The funds held by Indians through fiduciaries alone used to be in billions till 2007 but began falling after that amid fears of regulatory crackdown. The total funds held by Indians with Swiss banks stood at a record high of CHF 6.5 billion (Rs 23,000 crore) at 2006-end, but came down to nearly one-tenth of that level in about a decade. Since those record levels, there has been a rise only three times — in 2011 (12 per cent), 2013 (43 per cent) and then in 2017.

A new framework has been put in place for automatic exchange of information between Switzerland and India to help check the black money menace with effect from January 1, 2018. Detailed financial information on all Indian residents that have an account maintained by a Swiss financial institution in 2018 will be provided for the first time to the Indian tax authorities in September 2019 and on a yearly basis thereafter. The information would also include accounts that would be closed during 2018. While Switzerland has already begun sharing foreign client details on evidence of wrongdoing provided by India and some other countries, the new framework would expand the cooperation.

A number of strategies have been deployed by the government to combat the stashed-funds menace, in both overseas and domestic domain, which includes enactment of a new law, amendments to the Anti-Money Laundering Act and compliance windows for people to declare their hidden assets. The tax department had detected suspected black money running into thousands of crores of rupees post investigations on global leaks about Indians stashing funds abroad and has launched prosecution against hundreds of them, including those with accounts in the Geneva branch of HSBC.

As per the SNB, there were 248 banks in Switzerland at the end of 2018, of which 216 reported a profit while 32 suffered losses. Their aggregate profit rose to CHF 11.5 billion, but overall balance sheet size decreased slightly to CHF 3.2 trillion. Domestic customer deposits rose by CHF 30.3 billion to CHF 1.22 trillion, while foreign customer deposits were down slightly to CHF 591.1 billion. There was an increase of 16 per cent in fiduciary funds administered by banks in 2018 to CHF 160 billion, but remained much below the high of CHF 482.9 billion set in 2007. The number of staff declined by 1,547 to 107,388.

Watch: India likely to get information on 50 Swiss bank account holders According to the SNB, its data for ‘total liabilities’ of Swiss banks towards Indian clients take into account all kinds of funds of Indian customers at Swiss banks, including deposits from individuals, banks and enterprises. There are no discrepancies regarding the voter turnout/and votes counted on Electronic Voting Machines (EVMs) in Lok Sabha polls, the Rajya Sabha was informed on Thursday.

Replying to supplementaries during Question hour, Law Minister Ravi Shankar Prasad said the Election Commission has not received any complaint regarding defects in EVM manufacture and the issue does not concern its operations.

The Law Minister was replying to a specific question from Shiv Sena leader Sanjay Raut who said there have been complaints about operations of EVMs and differences in counting between EVMs and VVPATs in the just-concluded elections.

"This is a question about manufacturing of EVMs and not its operations. The EC has said there is no manufacturing defect in EVMs. If there is any specific complaint, I will get the information from the EC," he told the member.

Specifically asked about problems in EVM functioning during polling, the minister said, "speaking on behalf of the EC, there is no complaint as far as counting of VVPATs is concerned. More work is done on the sidelines than in a summit like the G20: German ambassador Walter J Lindner

German ambassador to India Walter Johannes Lindner said on Thursday that more work is being done on the sidelines than in a summit like the G20.

"Yes, more work is done on the sidelines than in a summit like the G20. And that's what makes those meetings doubtful for many people out there because they do not know what's happening there, who is talking with whom but it is true. That is the gist of diplomacy - that things are discussed at the sidelines - but I think we have to make sure that it's more transparent," Lindner said on WION World Order.

Programmes like these should be more open, it's not a clandestine thing. World leaders come together in these summits and take responsibility, he added.

Talking about threats of the digital era he said on WION World Order, "With the new technology and digitalisation, we have to find rules for it. Otherwise, it will be the law of the jungle".

The latest G20 summit in Japan's Osaka, for which Indian Prime Minister Narendra Modi is in Japan, is being held a time when the very idea of multilateral talks to manage global affairs and resolve disputes is at a threat.

"We want to support multilateralism. The gist of the matter is: With over 7 billion people, how do we organise a body which takes decisions," said German Ambassador.

On WION World Order, Walter Johannes Lindner, Brazil Ambassador André Aranha Corrêa do Lago and Argentina Ambassador Daniel Chuburu talk about what they expect from the G20 Summit in Japan's Osaka and the stumbling blocks.

With the presence of US President Donald Trump in Japan's Osaka at the high-stakes G20 summit likely to be dominated by trade tensions between the United States and China.

The UK Crown Prosecution Service (CPS), representing the Indian government, has until July 11 to present an opening position statement laying out the prima facie case against Modi, with the next case management hearing set for July 29 - when a timeline for extradition trial is expected to be laid out.

A day after Karnataka chief minister HD Kumaraswamy shouted at a group of workers, Congress leader Siddaramaiah too lashed out at the people of Badami for voting for BJP.

"I don't know why you people voted for BJP. News started coming in that BJP is leading from this place. Panchayat Bhawan was made by us. We gave you food, shelter, and you vote for BJP. I wonder why," he said.

On Wednesday, Kumaraswamy shouted at a group of workers who approached him to submit a list of grievances.

"You voted for Narendra Modi and want me to get your works done! You want me to give you respect. Should I baton-charge you? Leave the place," he told the YTPS employees.

The Karnataka BJP had condemned the chief minister's outburst and threatened to stage state-wide agitations if Kumaraswamy did not apologise to the masses.

After the rout in the Lok Sabha polls, the ruling coalition fears an onslaught by the BJP to destabilise the government by taking advantage of the simmering discontent.

The BJP and Yeddyurappa had earlier predicted the collapse of the coalition after the Lok Sabha poll results, claiming that 20 odd Congress MLAs were unhappy and may take "a decision" anytime.
