Congress president Rahul Gandhi on Friday appointed Mohan Markam head of the party's Chhattisgarh unit, replacing Chief Minister Bhupesh Baghel.

Markam's elevation to the post comes at a time when the party is coming to terms with its debacle in the Lok Sabha polls in which it could win just two parliamentary seats from the state despite coming to power with a massive mandate in the December assembly poll.

Kondagaon MLA Markam succeeds Baghel, who said last week that he has asked Gandhi to appoint someone to head the state unit as he has his hands full as the chief minister.

After PM Modi lashed out at Congress in Parliament, Home minister Amit Shah today hit out at Congress over the Jammu and Kashmir(J&K) issue in Lok Sabha.

"Congress weakened democracy in J&K," India's home minister said, adding, "separatists have hurt democracy".

"Narendra Modi government has has zero tolerance for terror," he told the members in Lok Sabha.

"Congress too had imposed President's Rule in J&K," he informed the House. "So far Article 356 (President's Rule) has been imposed 132 times of
which Congress used it 93 times."

"We have never used Article 356 for political purposes to dismiss state governments but the Congress has," he said while attacking the Congress.

"How long can Congress accuse us of murdering democracy?" he asked.

"We banned pro-Pak elements and hit back at terror camps after the Pulwama attack," he said in India's lower House.

"Why wasn't Jamaat-e-Islami banned till date? Who did you want to please? It was the BJP government that banned Jamaat-e-Islami. Who put the ban on JKLF? It was BJP who did it," he said.

"The security of 919 people in J&K has been withdrawn after review by the government as they had no security threat," he said.

Amit Shah said the Balakot strikes were "not a fluke" asserting that the government was serious about uprooting terrorism. "Our ideology is to ensure protection of borders and make the country free of terrorism."

"Surgical strike and air strikes were carried out in India's self-defence," the home minister told the Lok Sabha.

"Jawahar Lal Nehru created the J&K problem," he added. "India lost one-third of Kashmir due to Nehru's decision."

"Who called for ceasefire back then? It was Jawaharlal Nehru who did it and gave that portion(PoK) to Pakistan. You say we don't take people into confidence, but Nehru did it without taking the then home minister into confidence. So Manish(Tewari) don't teach us history."

We will target root of terrorism inside Pakistan, Balakot strikes not a fluke: Home Minister Amit Shah in Lok Sabha

Railways is conducting extensive trials of Tri-Netra technology but it cannot be introduced till it is found to be perfect in detecting any obstruction on tracks during fog, the Rajya Sabha was informed Friday.

Railway Minister Piyush Goyal told members during the Question Hour that the Tri-Netra system is another attempt by the Railways to develop modern technology.

"This is also under extensive trials. This Tri-netra device is making an attempt during fog through ultrasonic waves where it will be able to detect any obstruction on tracks. It is under testing, but without proper testing, it cannot be implemented, as it does not give us the confidence to implement it," the minister said.

Goyal also informed members that Railways is setting up small Reverse Osmosis (RO) water plants at some stations for provisions of drinking water to people.

"In 2002-03 what was developed was tried extensively but was found to be not successful. Unless extensive trials take place, you cannot introduce unless there are extensive trials and that can cause more damage. That project was aborted. Subsequently, we developed another technology of Fog-past devices for seeing in fog," he told the House.

"The TRI-NETRA (Terrain Imaging for Drivers Infrared, Enhanced, Optical & Radar Assisted) system comprises Infrared Camera, Optical Camera and Radar assisted imaging system to assist Loco pilots to identify obstructions on tracks, especially in foggy conditions. It's testing on all parameters will be done after its procurement and field trials as proof of concept," the minister said in his written reply.

Responding to a query on lack of availability of water on trains, the minister said Railways has gone into the issue and the pressure with which water was loaded on trains was found to be less as the demand of water was much less earlier.

"We have now taken a policy decision that we are changing the system for high-pressure pumping so that water tanks get full and nobody has problems during the journey.

"While we are distributing Rail Neer inside trains, we are also setting up small RO plants at different stations where people can procure water for drinking," he said.

Lok Sabha approves extension of President's Rule in J&K for another six months

Union Environment Minister Prakash Javadekar on Friday said Bharat Stage-VI (BS-VI) emission norms will be implemented across the country next year, adding that the move would drastically reduce vehicular pollution.

"Vehicle pollution has to be contained immediately. We are giving out clean fuel in Delhi from this year and the entire country from next year. BS-VI compliant vehicles will help reduce 90 per cent vehicular pollution," Javadekar said while replying to various supplementaries in the Lok Sabha during the Question Hour.

Bharat Stage emission standards (BSES) are instituted by the government to regulate the output of air pollutants from internal combustion engines and spark-ignition engines equipment, including motor vehicles.

The Minister also claimed that the government has been successful in gradually bringing down the pollution levels in Delhi and NCR due to its targeted approach.

"Due to the steps taken by the central government, Air Pollutant PM 2.5 level has been reduced to 15 per cent and the PM 10 level is reduced to 17 per cent in last three years," Javadekar said.

He said the number of 'Good' to 'Moderate' days has increased to 159 in 2018, as compared to 152 in 2017 and 106 in 2016, and the number of 'Poor' to 'Severe' days has reduced to 206, compared to 213 in 2017 and 246 in 2016.

With the peripheral expressway now functional in Delhi, Javadekar said over 60,000 vehicles, which earlier used to pass through the national capital, are now going to their destinations without entering Delhi.

He also said air pollution is a global problem and not restricted to India. "We are part of the global solution. In Delhi, the problem started from 2007 but has been addressed only in 2014," the Minister noted.

Javadekar noted that the peripheral highways have been built completely in four years and all polluting industries now have online monitoring mechanism.

The Minister, however, said that there are no conclusive data available in the country to establish a direct correlation of death/ disease exclusively due to air pollution.

"From time to time, have been publishing estimates of mortality/ morbidity attributable to environmental pollution based on models, simulations and extrapolations. One such estimate published in 2019 reports total life expectancy loss in South Asia from air pollution to be 2 years and 6 months," he said.

To address the issue of stubble burning, which affects the Delhi-NCR region a lot and is one of the major factors of air pollution during the winter season, Javadekar said he will hold a meeting of Chief Ministers of five states after the parliament session concludes.

After a delay of several days, the first spell of heavy rains lashed the metropolis and its outskirts Friday morning, slowing down road and rail traffic.

The Met office has predicted moderate rainfall with a few spells of heavy showers in the financial capital in the next 24 hours.

The Brihanmumbai Municipal Corporation (BMC) said in the last five hours, its weather station has recorded an average rainfall of 43.23 mm in the island city, 64.14 mm in eastern suburbs and 78.21 mm in western suburbs.

The civic body said the flow of road traffic has been reported to be slow, while suburban services of the Central and Western Railways were running behind schedule.

"The city has recorded moderate rainfall in the last few hours. So far, no untoward incident or major water-logging has been reported at the Disaster Management Cell," a senior civic official said.

Meanwhile, heavy showers brought cheers to civic officials who said they will help in improving stock in reservoirs supplying water to the metropolis.

Since monsoon has been playing truant, the civic administration has been forced to use reserve stock of water from its lakes to fulfil the needs of Mumbaikars.

Suburban train services, considered Mumbai's lifeline, were running late by 10 to 15 minutes, said the officer.

According to a BMC spokesperson, due to the ongoing metro rail work and water-logging at some places, a few buses of civic transport undertaking BEST were diverted from their regular routes.

Heavy traffic jam affected the movement of vehicles on the Mulund-Sion stretch of the Eastern Express Highway, he said, adding the BMC had to close a busy subway in suburban Andheri due to water-logging.

The Thane railway station witnessed water-logging on tracks and the local civic administration has been alerted about it by the Central Railway (CR).

"Water entered on tracks from the city area. The TMC (Thane Municipal Corporation) has been informed. The TMC is sending officials to check and do the needful. Our officers are there to help," CR chief spokesperson Sunil Udasi said.

The Western Railway, in a statement, said, several teams of officials along with RPF jawans have been deployed at different locations to ensure the smooth operation of trains.

"Tracks and signals are working well without any failure. Train operation is normal. Today we received a few mail express trains late at Surat from Vadodara due to heavy rains in Vadodara division," said the statement.

Rocked by militant attacks in the recent past, Jammu and Kashmir's Kishtwar district is updating the list of ultras whose whereabouts are not known and those who are presently in Pakistan or Pakistan-occupied Kashmir (PoK), police said on Friday.

The decision in this regard was taken at a crime review meeting of police subdivisions of Kishtwar and Atholi, chaired by Senior Superintendent of Police, Kishtwar, Shakti K Pathak, they said.

It said the meeting held a threadbare discussion on the police station wise list of militants whose whereabouts are not known and those who are presently in Pakistan or Pakistan-occupied Kashmir (PoK).

"During the meeting, variation was found in the list of such militants maintained by the District Police Office (DPO), Kishtwar, and police stations of the district. In order to update the list of such militants, various instructions and directions were imparted among the Sub-Divisional Police Officers and Station House Officers concerned for necessary action," the police said.

The district, which falls in Jammu region, was rattled by the killing of state secretary of BJP Anil Parihar and his brother Ajeet Parihar on November 1 last year, followed by the assassination of senior RSS leader Chanderkant Sharma and his security guard inside a health centre on April 9.

Besides the killings, militants also snatched the service rifle of a policeman in the district on March 8, days before police circulated pictures of seven wanted terrorists and announced a cash reward and a job for anyone providing information leading to their arrest or killing. Inspector General of Police, Jammu, M K Sinha recently said at least 10 local militants -- eight belonging to Hizbul Mujahideen and two affiliated with Lashker-e-Taiba (LeT) -- were active in the district, which also witnessed two encounters between militants and search parties in Marwah area on May 31 and Keshwan forest on June 21

Rocked by militant attacks in the recent past, Jammu and Kashmir's Kishtwar district is updating the list of ultras whose whereabouts are not known and those who are presently in Pakistan or Pakistan-occupied Kashmir (PoK), police said on Friday.

Inspector General of Police, Jammu, M K Sinha recently said at least 10 local militants -- eight belonging to Hizbul Mujahideen and two affiliated with Lashker-e-Taiba (LeT) -- were active in the district, which also witnessed two encounters between militants and search parties in Marwah area on May 31 and Keshwan forest on June 21 While two special police officers were injured in the brief Marwah gunfight, the militants managed their escape after another brief encounter in Keshwan forest, though one of them was believed to have got injured. Telugu Desam Party (TDP) leaders slammed the state government's decision to serve a notice to former chief minister Chandrababu Naidu on Friday, claiming that the current chief minister YS Jaganmohan Reddy is "unaware" of basic procedures.

Earlier today, the Andhra Pradesh Capital Region Development Authority (APCRDA) served a notice to the TDP chief to vacate his current official residence.

Denouncing the same, TDP leader Panchumarthi Anuradha said, "Jaganmohan Reddy is unaware of basic procedures...the issue is pending in court. How can he issue notices like this, this is all cruel politics."

"The panchayat's approval for the house in Amaravati was given in 2008 when Yeduguri Sandinti Rajasekhara Reddy was the chief minister (father of current chief minister). We also have approval under the River Conservation Act as well," added Anuradha.

Another TDP leader K Srinivasulu said the decision shows Jagan Reddy's "vengeful attitude."

"Jaganmohan Reddy's vengeful attitude is being observed by the people," the former minister said.

Echoing similar sentiments, TDP leader Ashok Babu said, "It has been proved that it is a vindictive action. I think there is a court order against vacating the residence and whatever the verdict will be we will oblige."

While serving the notice, APCRDA asked Naidu and his family to give an explanation within one week.

Last week, Jagan Reddy had ordered the demolition of 'Praja Vedika' (people grievances' hall), claiming that the hall was constructed illegally and violated many acts.

The structure was constructed during the previous TDP government in the state.

'Praja Vedika' was constructed adjacent to Naidu's residence. The demolition of the hall was carried out on Tuesday. He had also ordered the withdrawal of security of Naidu's son Nara Lokesh.

The hotel industry of Chennai, a city in southern India, is going the traditional way to deal with the severe water crisis.

Meals are being served on banana leaves or stainless steel plates that are topped with banana leaves, with notices requesting customers to cooperate put up at restaurants.

"Of late, we have started using plantain leaves for all the dishes that we serve. For main course, we give them a single plate topped with a plantain leaf and request the guests to not ask for additional plates when they order new dishes," Anand Krishnan, Director of restaurant chain Namma Veedu Vasanta Bhavan, told WION.

"We were a society that was more used to natural products, natural packaging and much more. From leaf-based to stem-based packaging material, it's all available. There used to be communities that used to thrive on an economy based on this. It's time we revived all of it," Arun Krishnamurthy, an environmentalist, told WION.

The water crisis has also impacted the supply of vegetables and even the plantain leaves that are used to top the plates, hence resulting in the rise of inputs costs for hotels.

"If the same scenario prevails, we will be forced to increase the prices a little bit. For 25,000 litres of water we now pay Rs 6,000 whereas it cost only Rs 1500 a few months back. Prices of vegetables too have gone up by around 20-30%. If things worsen we may also have to cut down on our menu and reduce the number dishes that we serve," added Anand Krishnan.

This week, the city has been receiving intermittent spells of rain, but it barely helps meet the daily water requirements. The rains may have provided temporary relief, but the crisis is far from over. In fact, the water crisis in Chennai garnered international attention after Hollywood superstar Leonardo Dicaprio shared a news report on the city's water woes on his Instagram page and wrote "Only rain can save Chennai from this situation".

In a significant step, Saudi Arabia has increased India's Haj quota from 170,000 to 200,000, paving the way for 30,000 more Indians to go for the annual Islamic pilgrimage to Mecca in the kingdom.

The issue of India's Haj quota was discussed during Prime Minister Narendra Modi's bilateral talks with Crown Prince of Saudi Arabia Mohammed bin Salman.

Modi, who is in Japan for the G20 Summit, discussed the deepening cooperation in trade and investment, energy security and counter-terrorism with the "invaluable strategic partner".

Addressing a press conference after the meeting, Foreign Secretary Vijay Gokhale said that the Crown Prince had promised Prime Minister Modi that India's Haj quota would be raised from 170,000 to 200,000 annually.

"This is important and this has been done," he said.

Two lakh Indians will have the opportunity to go for Haj which will begin very shortly, Gokhale said.

The two leaders also spoke about the need for greater tourism, more flights and agreed to meet again, he said.

The Saudi Crown Prince has also invited the Prime Minister to be one of the main guests at an international conference later this year and he has accepted the invitation with pleasure, the Foreign Secretary said.

The government last year allowed women to go on Haj without 'Mehram' or male companion, which saw about 1,300 women going without any male companion. They had been exempted from the lottery system.

Last year, Saudi Arabia increased India's Haj quota by 5,000, while in 2017 it was increased by about 35,000.

The Haj subsidy provided by the government was removed last year in the light of a Supreme Court order of 2012.

The Swiss authorities on Thursday have frozen four bank accounts of Nirav Modi and his sister Purvi Modi.

The Enforcement Directorate (ED) had appealed the government of Switzerland four months ago to freeze fugitive diamantaire's accounts.

The request was made under the ground that money was deposited in these bank accounts out of money siphoned out illegally from PNB and other banks and the same has represented proceeds of crime.

Earlier today, reports said that Nirav Modi on Thursday will appear for a routine remand hearing before Westminster Magistrates' Court in London via video link from prison.

The 48-year-old, who has been lodged at Wandsworth prison in south-west London since his arrest in March in connection with the nearly $2 billion Punjab National Bank (PNB) fraud and money laundering case, will be appearing for the first time since his bail appeal was rejected by the UK High Court earlier this month, his fourth attempt at bail.

Under UK law, Modi is expected to be produced before the court every four weeks, with another remand hearing expected before the July 29 case management hearing currently fixed in the court's calendar.

India's monsoon rains were 24% below average in the week ended June 26, the weather office said on Thursday, as the seasonal rainfall was scanty over central and western parts of the country.

The rains are crucial for farm output and economic growth as about 55% of the South Asian nation's arable land is rain-fed, and the farm sector makes up about 15% of a nearly $2.5-trillion economy that is Asia's third-biggest.

The below-average rainfall has delayed sowing of summer-sown crop such as rice, soybean and corn and threatens to curtail crop yields.

Monsoon has delivered 36% lower-than-normal rainfall since the start of the season on June 1, due to a delay in the onset of monsoon rains, according to data compiled by India Meteorological Department.
