The Supreme Court of India has asked the Central Government to file its response on the petitions challenging the annulment of Article 370 which gave special status to the border state within four weeks.

The court said that it will take up the matter for further hearing on November 14.

A five-judge constitution bench passed the order after Attorney General (AG) KK Venugopal, representing the government, sought more time in this regard.

The bench headed by Justice N V Ramana and comprising Justices Sanjay Kishan Kaul, R Subhash Reddy, B R Gavai and Surya Kant was hearing clubbed petitions against the dilution of Article 370 and the restriction by the government, including communication blockade, curbs on media, detention of minors and others.

The government had on August 5 scrapped the provision of the article, which took away the special rights enjoyed by the people of Jammu and Kashmir and bifurcated the state into two Union Territories - Jammu and Kashmir and Ladakh. The UTs will come into being on October 31.

During the searches, incriminating material pertaining to illegal sand mining, including huge cash and gold were recovered.

It has been alleged that government officials along with private individuals had allocated some illegal mining sites by flouting rules and regulations between the year 2012 and 2016.

Mining rights were also given in violation of NGT orders.

All those who were ministers in that period will also be investigated, CBI sources said.

Akhilesh Yadav held the charge of mining ministry between 2012 to July 2013 and hence can come under scanner in the ongoing probe.

The CBI had initiated a probe in the alleged illegal mining case in 2016 on directions of the Allahabad High Court.

The cases of illegal mining were recorded from seven districts of Uttar Pradesh, namely, Shamli, Kaushambi, Fatehpur, Deoria, Saharanpur, Hamirpur, and Siddharthnagar.

Rafale jets will greatly enhance the capabilities of the Indian Air Force (IAF) and will give the IAF an edge over Pakistan and China, new IAF Chief Air Chief Marshal RKS Bhadauria said on Monday.

"Rafale is a very capable aircraft, once we induct it, it will be a gamechanger in terms of our operational capability and when we use it in combination with SU-30 and other fleets which we have, we would have a serious jump in our capability. It will give us an edge over Pakistan and China," Bhadauria told ANI soon after taking over as the 26th chief of the force.

Incidentally, Bhadauria was the chairman of the Indian negotiation team for the Rs 60,000 crore 36 Rafale combat aircraft deal and played a significant role in getting deal cleared. The Rafale deal signed in 2016 is the biggest ever defence deal signed by India.

The first Rafale Aircraft to be inducted by Defence Minister Rajnath Singh in France will also have the tail number RB-01 written on it in recognition of the role played by the officer in it.

Earlier, Bhadauria visited the National War Memorial to pay his tributes soon after taking charge as the IAF Chief today.

"It is a matter of great honour for me to take over the charge of the IAF, which is one of the finest air forces in the world," he said.

Speaking about the Balakot airstrikes carried out earlier this year by the IAF, Bhadauria said that the force was prepared for action and, "We were prepared then (before the Balakot airstrikes) and many of the acquisitions were part of the plan but we were able to expedite it and we will be ready for any challenges in the future too."

India and Singapore have moved from competition to collaboration, Prime Minister Narendra Modi said at Singapore-India Hackathon at IIT-Madras on Monday.

"Last year during my visit to Singapore, I was told that the focus of the hackathon was competition. This year, the emphasis is on collaboration and complementing each other's efforts. So it can be safely said that we have moved from competition to collaboration," Prime Minister Modi said.

The event, an initiative of Prime Minister Narendra Modi, is the first of its kind joint international hackathon between India and any other country. The 36-hour long event, which started on Saturday will conclude today.

This year, Indian Institute of Technology (IIT), Madras hosted the hackathon, which focussed on three themes -- good health and well-being, quality education, and affordable and clean energy.

The hackathon had 20 teams of three university students each from India and Singapore for exchange of culture and ideas.

Calling the idea a grand success, the Prime Minister said that such events bring together government departments, industry people and all premier institutes like the Indian Space Research Organisation (ISRO).

He also cited various programmes implemented by the central government such as Atal Innovation Mission, which promote innovation and entrepreneurship across the country.

The Prime Minister said India is encouraging innovation and incubation for two big reasons -- one for easy solutions to solve India's problems to make life easier and another to find solutions for the whole world.

He asserted that India's goal is to make "Indian solutions for global application".

Prime Minister Modi further said that his government will propose a similar hackathon to those Asian countries, which are keen to participate to offer innovative solutions for reducing 'global warming and climate change'.

Impressed with projects developed by the students during the hackathon, the Prime Minister said he particularly liked the system that detects the person paying attention.
"I will talk to my Speaker in the Parliament. I am sure it will be very useful to Parliament", he said.

Congratulating the Singapore Education Minister, organisers and students associated with the hackathon, he said, "today's hackathon is the start-up idea for tomorrow".

Later, the Prime Minister visited the campus and reviewed the innovations and technology developed by the students.

With India set to impose a nationwide ban on several single-use plastics ranging from bags, cups and straws on Wednesday, many are cheering the environment-friendly move while some, quintessentially those belonging to the plastic industry, are living in the fear of loss of employment.

In an Independence Day speech on August 15, Prime Minister Narendra Modi had urged people and government agencies to "take the first big step" on October 2 towards freeing India of single-use plastic.

However, what is being termed as India's most sweeping measure yet to stamp out single-use plastics from cities and villages that rank among the world's most polluted, has left many distressed - especially the small-time plastic manufacturers and street snack sellers who say the ban would deal a death blow to their business.

"There is no work from one month. I have to pay for the school fees of my children and other expenses of my family and it is a lot of trouble for us," said Bijendra Singh, a worker employed in a disposable plastic cup making factory.

The disposable plastic cup is one of the six items proposed to be banned.

The ban is likely to be imposed on plastic bags, cups, small bottles, straws and some types of sachets.

However, environmentalists say the government should not rush to ban before lining up the alternatives. They say managing waste and finding alternatives with environmental, social, and economic feasibility should be the first step toward curbing plastic pollution.

Globally, concerns are growing about plastic pollution, with particular focus on the oceans, where nearly 50 per cent of single-use plastic products end up, killing marine life and entering the human food chain, studies show.

India lacks an organised system for management of plastic waste, leading to widespread littering across its towns and cities.

The ban on the first six items of single-use plastics will clip 5 per cent to 10 per cent from India's annual consumption of about 14 million tonnes of plastic, the first official said.

Penalties for violations of the ban will probably take effect after an initial six-month period to allow people time to adopt alternatives, officials said.

With India set to impose a nationwide ban on several single-use plastics ranging from bags, cups and straws on Wednesday, many are cheering the environment-friendly move while some, quintessentially those belonging to the plastic industry, are living in the fear of loss of employment.

India's former prime minister Manmohan Singh on Monday refused Pakistan's invite to attend the inauguration ceremony of the Kartarpur corridor in November.

Newswire ANI quoting Congress sources reported that the former Indian prime minister had rejected Pakistan's invite.

Earlier, cricketer-turned-politician BJP MP Gautam Gambhir had termed Pakistan's invite to Manmohan Singh as a "political move".

"It is up to the Congress to decide whether they want to send Dr Singh or not. Navjot Singh Sidhu went and hugged General Bajwa and only one person opposed that move - Captain Amarinder Singh," Gambhir had said earlier.

On Pakistan Prime Minister Imran Khan's recent tirade against India at the UNGA, Gambhir tweeted, saying: "Sportspeople are supposed to be role models. Of good behavior. Of Team spirit. Of ethics. Of strength of character. Recently in the UN, we also saw a former sportsperson speak up. As a role model for terrorists. Imran Khan should be excommunicated from the sports community."

Punjab minister Sukhjinder Singh Randhawa had said earlier that Chief Minister Captain Amarinder Singh, along with his cabinet and several other MLAs and central government representatives would be visiting the Kartarpur Corridor on the day of its opening.

Pakistan has said it would be opening the Kartarpur corridor for pilgrims to visit the Kartarpur Sahib Gurudwara in Pakistan on November 9.

The corridor will connect Darbar Sahib in Kartarpur with Dera Baba Nanak shrine in Gurdaspur district of Punjab and facilitate visa-free movement of Indian pilgrims, who will have to just obtain a permit to visit Kartarpur Sahib, which was established in 1522 by Sikh faith founder Guru Nanak Dev.

Union Minister Ravi Shankar Prasad on Monday said that the Centre will extend all support to the Bihar government to provide relief to people in Patna and other parts of the state, which has been battered by heavy rain and flooding that claimed the lives of at least 29 people.

Speaking to media, Prasad, who is here to take stock of the situation said, "We are with the Bihar government and people of the state. The Centre will work along with the state government and do everything possible to help the flood-affected in the state and in Patna."

One helicopter has reached the city and another is set to arrive from Gorakhpur to provide relief materials, he said.

Several areas of Patna are witnessing severe waterlogging with locals wading about in knee-deep water in several areas. Five teams of National Disaster Response Force (NDRF) have been deployed in Rajendra Nagar and Kankarbagh areas of Patna to assist people facing difficulties.

Prasad, the Lok Sabha MP from Patna Sahib, said, "I have had meetings with our MLAs and officials. I am informed that all gates of Farakka Barrage have been opened and we have asked for bigger pumps from Coal India, which will be made available to remove the floodwater."

"I have been discussing with officials and they told me that there is an ample amount of boats available. The officials also told me that electricity has been cut so that there are no chances of short circuit."

"I was told to pump out water it is better, that Coal India sends its big pumps. Regarding this, I spoke to Union Coal Minister Prahlad Joshi and a big pump is coming from coal fields in Chhattisgarh," he said.

The state government had requested the Indian Air Force (IAF) for two helicopters for lifting and airdropping food packets and medicines, in the flood-affected areas of the region.

The union minister said that he had asked Cabinet Secretary for an Air Force plane to carry the pump.

"I also spoke to Defence secretary Ajay Kumar and one helicopter has reached while another one is coming from Gorakhpur so that people are provided food and candles," he said.

The Union Minister further said that he empathised with the people and that due to the massive rainfall the level of Ganga had risen. "I know there are a lot of difficulties but we are standing with the people. I am going into the fields to see where pumps are placed. The administration and municipal corporation are doing their best. The relief and rescue efforts are going on," he said.

"Just like Bihar Chief Minister Nitish Kumar has said, we need to be patient as this is a natural calamity and its solution will have to be worked out," he added.

BJP MLA Arun Sinha said, "We are continuously monitoring the situation." However, he added, "Since there is a lack of support from the administration so Ravi Ji (Ravi Shankar Prasad) came here."

According to the Bihar State Disaster Management Authority, till now, 29 people have died in the state due to rainfall.

Dewatering machines have also been sought by state to provide relief in the flood-affected areas.
