Prime Minister Narendra Modi will inaugurate the state-of-the-art Passenger Terminal Building (PTB) Complex at Kartarpur Corridor in Dera Baba Nanak of Punjab's Gurdaspur district on Saturday.

Earlier this week, Home Minister Amit Shah had on Twitter urged people to "witness history being created" on November 9 with the inauguration of the corridor.

"With the opening of Kartarpur Sahib corridor, when we are marking Shri Guru Nanak Dev Ji's 550th Parkash Purab, PM @narendramodi has realised the long-cherished dream of millions. On 9th, let's witness history being created as PM @narendramodi dedicates this corridor to the nation," read Shah's tweet from November 6.

The much-awaited corridor will have all the necessary passenger amenities to facilitate pilgrims intending to visit the Gurdwara Kartarpur Sahib in Pakistan.

The design and quality parameters also have been prepared to keep in view the aspirations and religious sentiments of the followers of Guru Nanak Dev, the founder of Sikhism.

The design of the PTB Complex has been inspired by the symbol 'Khanda' which represents the values of oneness and humanity.

It is supposed to have adequate immigration and customs clearance facilities to process the smooth movement of approximately 5,000 pilgrims per day.

Furthermore, the complex will have open areas for kiosks, cloakrooms and adequate parking space. The passage up to the Zero Point on the International Border will also be covered.

India and Pakistan had on October 24 signed an agreement on the modalities for operationalising the Kartarpur Sahib Corridor, paving way for its inauguration ahead of the 550th birth anniversary of the Sikh Guru.

The corridor will facilitate visa-free movement but Indian pilgrims are required to carry their passports and will have to just obtain a permit to visit Kartarpur Sahib Gurdwara, which was established by Guru Nanak Dev in 1522.

The foundation stone for the Kartarpur Corridor was laid down on the Indian side on November 26, 2018. Two days later, the foundation stone was laid on the Pakistani side.

However, Pakistan has not agreed to India's demand to make the Kartarpur Gurdwara's visit charge-free.

Following a low-key ceremony to sign the agreement, India had expressed disappointment at Pakistan's refusal to waive USD 20 service charge on Indians visiting Kartarpur Sahib Gurdwara and urged it to reconsider its decision given the "religious and spiritual sentiments" of the pilgrims.

According to the Home Ministry, the agreement, which lays a formal framework for operationalising the corridor, stated that Indian pilgrims of all faiths and persons of Indian origin can use the corridor.

The travel will be visa-free and pilgrims need to carry only a valid passport. Persons of Indian-Origin need to carry OCI (Overseas Citizenship of India) card along with the passport of their country.

Meanwhile, Pakistan Prime Minister Imran Khan will also inaugurate the other side of the Kartarpur Corridor on the same day, apart from other events that will be hosted to mark Guru Nanak Dev's birth anniversary.

Minister of State for Home Affairs, G.Kishan Reddy, has announced that India will host the 'No Money For Terror' meet in India in 2020.

The minister is currently heading a high-powered five-member Indian delegation, along with Director-General of the National Investigation Agency YC Modi, at this year's edition of the three-day global conference in Melbourne against the support and financing of terrorism, which began from November 6.

At the inaugural session, the minister stressed India's concern over the "tacit support" that some nations are extending to terror groups breeding on their soil, in an apparent reference to Pakistan.

He, at the session, also called for a united global effort against all those who support terror or help generate finances for terror. He stated that India, being a victim of cross-border terrorism, advocates zero-tolerance towards terror, a detailed report stated.

Reddy stated that despite the killing of Osama Bin Laden in 2011, several active affiliates of Al Qaeda still exist in many parts of the world.

He also cautioned that despite the recent elimination of Abu Bakr Al Baghdadi, there is no room to construe that the Caliphate would cease to survive.

Viewing terrorism as the "single biggest threat to peace, security, and development" in the region, the minister further proposed four points for inclusion in the resolution to tackle the global menace saying all nations must expedite the finalisation of a Comprehensive Convention on International Terrorism under the United Nations.

All countries which participated in the meeting should also effectively enforce the standards mandated by the Financial Action Terror Force (FATF) and UN listings, the minister said. In addition, members should also initiate discussion on Countering Financing of Radicalisation (CFR), which would prevent radicalisation - an essential prerequisite of terrorism.

Reddy would also be leading a terror-focused bilateral meeting with his Australian counterpart in Melbourne on November 8.

Amid the uncertainty over the formation of a new government in Maharashtra, a delegation of BJP leaders led by the party`s state chief Chandrakant Patil is slated to meet Governor Bhagat Singh Koshyari on Thursday.

Chief Minister Devendra Fadnavis, who has been elected as the BJP Legislative Party leader in Maharashtra, is not a part of the delegation.

The BJP and Shiv Sena, who are partners in the ruling alliance in Maharashtra, had fought the assembly polls together. While the BJP emerged as the single largest party in the recently held elections, it is yet to stake claim for government formation.

The delay in government formation has been caused by differences in the two parties on power-sharing.

In the recently-held assembly polls, the BJP emerged as the single largest party by winning 105 seats while Shiv Sena bagged 56 seats in the 288-member Vidhan Sabha.

Even after getting the required numbers to form the government, there has been a delay in cobbling up a coalition owing to differences between the two parties on power-sharing.

Shiv Sena has insisted that the two parties had a `50-50` power-sharing agreement before the elections. But Fadnavis has said that Shiv Sena was not promised the chief ministerial post for two-and-a-half years when the alliance was sealed before the 2019 Lok Sabha polls.

Pakistan, just days before the inauguration of the Kartarpur Corridor, has taken another U-turn over passports being issued to Sikh pilgrims visiting Guru Nanak Dev's shrine in Pakistan.

Major Gen Asif Ghafoor, spokesperson of Pakistan Army said on Thursday that Sikh pilgrims visiting Kartarpur Gurudwara will be required to hold a passport. The latest development from Pakistan comes days after Prime Minister Imran Khan said that Kartarpur pilgrims from India will not require a visa.

Only two days are left for the inauguration of the historic corridor, but it seems that the confusion over passport issue still prevails in Pakistan as the country has backtracked multiple times from its stance.

Here's a timeline on the conflicting statements made by Pakistan on the requirement of passport by Sikh pilgrims visiting Kartarpur Gurudwara.

October 24: Mohammed Faisal, Pakistan's spokesperson of foreign affairs, said that the pilgrims visiting India will have to carry passport which will be scanned but not stamped. He, however, said that visa will not be needed for the Indian pilgrims.

October 31: In a tweet, Pakistan PM had said that the country has waived off two requirements which includes allowing Sikh pilgrims to come without a passport. He added that the pilgrims will require to carry only a valid ID. Imran also said that pilgrims are no longer required to register for the visit 10 days in advance.

The ongoing tussle between Shiv Sena and BJP over forming government in Maharashtra has taken a new turn on Thursday after Sena decided to shift its MLAs to a hotel in Mumbai.

Shifting elected members to a hotel or resort has been observed in India in recent times in order to avoid poaching by other parties. This move is taken as any one party fails to get the required numbers to form the government.

The decision was taken after Shiv Sena MLAs met party chief Uddhav Thackeray at his residence "Matoshree" on Thursday. "We (Shiv Sena MLAs) will be staying at Hotel Rangsharda for next 2 days. We will do whatever Uddhav Sahab asks us to do," said Shiv Sena MLA Gulabrao Patil, reports ANI.

Today, a delegation of BJP led by party's state head Chandrakant Patil also met the Governor of Maharashtra Bhagat Singh Koshyari. Reports also floated today of union minister Nitin Gadkari taking over as CM post. Gadkari later clarified that he has no intention of becoming the CM of Maharashtra but added that government in Maharashtra will be formed under the leadership of incumbent CM Devendra Fadnavis. Gadkari is also seen as a mediator between BJP and Shiv Sena.

In the 288-member Assembly in Maharashtra, 145 seats are required by any one group to form the government. The Shiv Sena and BJP entered into an alliance during elections in Maharashtra but after the elections got over both parties are locked horn over the post of the CM. On one hand, BJP claims that no 50:50 formula was decided before the elections, while Shiv Sena says that both parties decided to enter into an alliance with an equal tenure of CMs of their respective parties.

The demand to make Uddhav's son Aaditya Thackeray as CM is also rising within the Sena.

In the Maharashtra Assembly elections, BJP got the maximum seats: 105 and Shiv Sena won 56 seats. Both parties are well short of a majority but can form a government if they come together.

On Wednesday, Sharad Pawar, chief of NCP, which won 56 seats, has also clarified that his party will not come into an alliance with Shiv Sena and prefer to play the role of the Opposition.

The Supreme Court on Wednesday pulled up the Delhi government for not tackling the air pollution which led to the depletion of air quality in the national capital and asked it to take strict actions against the violators.

A bench headed by Justice Mishra was hearing the issue of air pollution in New Delhi and other parts of north India. For this purpose, the court had summoned the chief secretary of Delhi today.

"You cannot deal with the road dust, construction demolition and garbage dumping then why are you sitting on the chair?" Justice Mishra asked the Delhi chief secretary.

He said that a lot of construction activity is still going on despite a ban being imposed on them. "See the level of pollution. Please take strict action against the violators," Justice Mishra said.

The top court asked the AAP-led Delhi government how it plans to use the funds granted to it by the World Bank for the betterment of the state's infrastructure and development.

"So much of funds have come, where is the concept of Smart City? Why are the roads have not been improved?" Justice Mishra asked.

Chief Secretary of Punjab and Haryana were also asked to be present before the court today.

The court took cognizance of the matter after stubble burning in Punjab and Haryana and other meteorological factors pushed Delhi's air quality level down to the 'very poor' category.

The apex court asked the Punjab and Haryana government to ensure that stubble is not burned in the future.

Slamming the Punjab government, Justice Mishra said, "Why was the government not ready in advance? It seems no steps are taken throughout the year."

The court said that nobody would be spared if they are found violating the rules and regulations.

First jatha to take part in inaugural of Kartarpur in Pakistan, India asks for the highest level of security

The first Jatha from India visiting Gurudwara Darbar Sahib will take part in the inaugural of Kartarpur in Pakistan, government sources said on Wednesday noting that Islamabad has not shared details of the exact programme or discussed details.

The sources said dignitaries who are part of the first jatha of 550 crossing over from India to Kartarpur will go as pilgrims.

They said India has categorically asked Pakistan to provide the highest levels of security to visiting VVIPs as the threat of anti-India activities by SFJ remains India's concern.

Pakistan has requested that the first jatha should be part of the inauguration ceremony.

The dignitaries in the first jatha include former prime minister Manmohan Singh, Punjab Chief Minister Captain Amarinder Singh, Shiromani Akali Dal (SAD) leader Sukhbir Singh Badal and Union Ministers Harsimrat Kaur Badal and Hardeep Singh Puri. There will also be 150 parliamentarians.

The government sources also said that Pakistan has denied India's request to allow an advance team from India to see the arrangements and protocol at Kartarpur.

They said that Pakistan has only allowed Indian High Commission officials to visit the site. India had requested Pakistan to allow an advance team from India to see the arrangements and protocol.

India is also yet to receive a confirmation from Pakistan on the list of prominent Sikh leaders and other dignitaries who are part of the inaugural 'jatha' visiting Gurudwara Darbar Sahib on November 9.

The sources said India has asked Pakistan that the security of pilgrims should be taken care of in view of activities of Khalistani groups such as Sikhs For Justice (SFJ) as also Lashkar-e-Taiba. Also, no anti-India activity should be allowed and no embarrassment should be caused.

Pakistan has assured the security of pilgrims, sources said.

They said India has shared specific terror threats with Pakistan and will wait and watch how Islamabad keeps its commitment.

The inauguration of the Kartarpur Corridor, which will connect Dera Baba Nanak shrine in Punjab's Gurdaspur district with Kartarpur Sahib Gurdwara in Pakistan, will take place later this week.

Prime Minister Narendra Modi will inaugurate the corridor on the Indian side.

India and Pakistan had on October 24 signed an agreement on the modalities for operationalising Kartarpur Sahib Corridor, paving the way for its inauguration ahead of the 550th birth anniversary of the Sikh faith founder Guru Nanak Dev.

The corridor will facilitate visa-free movement of Indian pilgrims, who will have to just obtain a permit to visit Kartarpur Sahib, which was established in 1522 by Guru Nanak Dev.

Brazil is all set to host this year's BRICS summit which will see Indian PM Modi participating. Speaking to our diplomatic correspondent Sidhant Sibal, Brazilian envoy to India Andre Aranha Correa Do Lago said one of the key objectives of the summit will be innovation and how these five countries - India, Brazil, China, Russia and South Africa can work together and set an example for the world.

Excerpts:

WION: What will be the main agenda of the BRICS summit?

Andre Aranha Correa Do Lago: We are very happy to host the summit, this is the 11th BRICS summit and what really Brazil thinks is very important, its economic growth, innovation and technology for the future, which is an important objective. There are different things happening in the world, but we have to focus on this, how much these countries can get together and this can improve things and economic growth, science, technology and innovation.

WION: How much global growth can be part of the talks, since BRICS is a grouping based on economic issues?

Andre Aranha Correa Do Lago: As you know, we have very different circumstances, India has been growing very strongly, as well as China but Russia, Brazil, South Africa have been growing through more difficult times with much less significant percentage of growth.

What we know, we are all living in a world full of uncertainties and since these economies got together in the group, because of our economic significance, we have to show we have lines that we follow and that their things to show what can be done between us and that can be example for rest of the world.

WION: Are you planning to call other Latin American countries?

Andre Aranha Correa Do Lago: In this BRICS summit, the Brazilian government decided not to call anybody else, just five leaders and somehow we want to concentrate on the leadership of the five countries.

It will also be a celebration because one doesn't notice but during the process of presidency of BRICS we had several meetings. This year we organising over 90 government meetings, 17 at the level of ministers and also 15 people-to-people meet which is a great achievement. BRICS institutions coming together.

The summit is not something to be looked at in isolation, it is in fact, the symbolic end of engagements.

WION: How are current India-Brazil ties faring?

Andre Aranha Correa Do Lago: The relationship is getting stronger, and you have to think of one element, which is forgotten, the most important new groups formed recently to try to solve some of the difficulties we have in multilateral, basically BRICS formed to deal with economics and trade regarding the IMF, WTO but we have also we have the group G4 to deal the UN issues.

In G4, we have India with Brazil, and then IBSA that concentrates on south-south cooperation and has big democracies in three different continents and it is being preceded by India this year. SO whatever geometry we choose to try to overcome the difficulties of traditional structure, India and Brazil are always together.

WION: Any high-level visits in the offing from Brazil to India?

Andre Aranha Correa Do Lago: I hope so. As you know reports of things that can happen, the fact this is a very good moment for the relationship and there is a very good understanding between our leaders in the Osaka G20 meet and it has continued.

We all know how important it is to have a special relationship between the leaders and will be good to have more high-level visits.

WION: What is your take on UN reforms?

Andre Aranha Correa Do Lago: Well, I hope yes. As a Brazilian diplomat I have believe in the United Nations and both India and Brazil want to work with the UN, we don't want to reduce the strength of the UN.

But the world has changed since 1945 and no doubt reforms are needed. It is a complex process and we have to remember, their can't be reforms without considering India and Brazil, this is the main message and the reform should reduce us.

Ahead of the inauguration of Kartarpur Corridor on November 9, India has reiterated its concerns over looming terror threats and possible use of the corridor for anti-India activity.

"Our security is very conscious of pitfalls, we made sure there is no compromise on the security of corridor," government sources told ANI.

India is concerned that Sikhs for Justice, Lashkar-e-Taiba and other terror outfits may use the corridor for propagating and orchestrating anti-India activities and may run nefarious campaigns like Referendum 2020.

New Delhi is miffed to see the use of Jarnail Singh Bhindranwala poster in official Kartarpur video produced by the Government of Pakistan and has raised the issue with Islamabad through diplomatic channels.

The government sources here believe that Kartarpur Corridor is promoted by Pakistan Army. Its construction affiliate, Frontier Works, took over the project and has completed the work at zipping speed of less than a year, a source explained and added that the underlying motive of the project for Pakistan is to promote Khalistani movement, to have some leverage over Punjab and propagate Referendum 2020 agenda.

On the face, the stated objective is to present a softer, secular image of Pakistan.

Govt sources said this fake mask of Pakistan has often slipped when they referred project as 'Chess game' and 'Googlie'. Pulwama attack happened and abrogation of Article 370 happened after which Pakistan stoked up anti-India rhetoric, but it did not let Karatarpur get derailed and it survived.

This shows the strategy and resolve of the Pakistan Army about the project, a source said.

However, according to the government sources, India believes this initiative is a positive step and it has entered into it with open eyes as the decision is driven keeping in mind the sentiments of Sikhs in India, despite concerns.

India is well equipped to handle the situation and will be able to fight big propaganda machine of Pakistan which is trying to create a wedge in Indian society and also between the Centre and state, government sources said.

While Pakistan has assured safety and security of Indians at Kartarpur Corridor, government sources said they will wait and watch.

Kartarpur Corridor will be opened on November 9.

India has given the list of dignitaries who will be crossing over to Kartarpur. The 'Jatha' includes former prime minister Manmohan Singh, Punjab Chief Minister Captain Amarinder Singh, former chief minister Sukhbir Badal, Union Ministers Hardeep Singh Puri and Harsimrat Kaur Badal, and more than 150 Members of Parliament and prominent Indians.

No confirmation of the approved list has come from Pakistan yet. Islamabad has also not allowed Indian advance security and protocol team to visit the site as this is a normal practice and well-known procedure before VVIP visits.

Pakistan has also not shared minute details of programme and is not following the Kartarpur agreement spirit.

Pakistan Prime Minister Imran Khan, without mutually consulting India, tweeted that pilgrims don't require a passport. This has created confusion here and clarification has been sought which has not come till date.
