Pakistan Army has said that they are considering legal options to review and reconsider Kulbhushan Jadhav's case. In a tweet, Pak army spokesperson Major General Asif Gafoor said, "Various legal options for review and reconsideration of the case are being considered. Final status shall be shared in due course of time."

There hasn't been any reaction from India on the development but it could be considered as a positive development in the case given that Pakistan still has to fully implement the International Court of Justice's order.

Earlier this year, New Delhi got a major diplomatic victory at the International Court of Justice with the world court calling Pakistan to "provide Indian consular officers access to him in accordance with Article 36 of the Vienna Convention on consular relations."

On September 2, India got first consular access for Kulbhushan Jadhav in three years with Indian Deputy High commissioner (DHC) Gaurav Ahluwalia in Islamabad meeting him for two hours. The Indian diplomat found Jadhav under "extreme pressure to parrot a false narrative to bolster Pakistan’s untenable claims", according to a release issued by India's Ministry of External Affairs.

Pakistan Army spokesperson called reports of amending Pak Army Act, to give Kulbhushan the right to appeal in a civilian court, as incorrect. Earlier in the day, Pak government sources hinted at the amendment of the act under which no appeals can be made under civilian court.

The Supreme Court on Wednesday asked the central government to explore Hydrogen based fuel technology to find solutions to combat air pollution in Northern India including Delhi-NCR.

The Centre told the apex court that it is exploring the technology and is looking at methods using which Japan has tackled the pollution crisis.

The bench headed by Chief Justice of India (CJI) Ranjan Gogoi directed the Centre to submit the report on the matter by December 3.

The bench took suo moto cognizance of the issue. During winter season each year, most of northern India suffers from a spike in toxicity in the air due to the change in weather patterns and crop residue burning in the neighbouring states of Haryana, Punjab and Uttar Pradesh.

Not only that, but a dip in temperature along with low wind speed also tends to trap air pollutants closer to the ground.

The Supreme Court on Wednesday asked the AAP-led Delhi government to provide data on pollution levels in the national capital from the date on which the odd-even scheme commenced till November 14.

A bench of Justices Arun Mishra and Deepak Gupta issued a notice to the Delhi government on a petition challenging the odd-even rationing scheme formulated by it.

The scheme entails cars with odd and even number plates to run on alternate days in a bid to curb air pollution.

The traffic rationing measure was initiated by the AAP-led Delhi government from 4-15 November.

The top court also asked the city government and Central Pollution Control Board (CPCB) to provide data on the air quality index (AQI) from October 1 to December 31 of last year.

A petition filed by advocate Sanjiv Kumar submitted that the initiative takes sadistic pleasure in robbing the middle class of their right to earn a livelihood.

"This scheme takes sadistic pleasure in robbing the middle class of their right to drive to earn their livelihood by doing their jobs. It is nothing but a political gimmick for self-promotion and advertisement under the smokescreen of curbing pollution," the petition submitted.

The plea stated that the scheme impedes a persons` fundamental right to move freely in the country; discriminates on grounds of gender as women are exempted from it; and two-wheelers, which cause the maximum pollution, have been exempted from the scheme, while CNG vehicles are not.

The AAP-government had clarified earlier that the exemption of CNG vehicles would have caused congestion on the roads in a reply to a batch of petitions in the Delhi High Court.

The city government also said that two-wheelers were exempted from the scheme as they constitute 66 per cent of the total fleet in the national capital and if they were forced "off the road, it would have serious consequences on not just individual citizens but also on the public transport".

Union Minister Prakash Javadekar on Wednesday took additional charge of Heavy Industries and Public Enterprises Ministry and hoped that this arrangement is for a "temporary period".

"I have assumed charge of Heavy industries and related ministries, I hope for a temporary period because there will be a regular arrangement thereafter. I have resumed charge and will start functioning right away," the Union Minister told media persons.

Javadekar, who is already heading two other ministries -- Information and Broadcasting, and Environment, Forest and Climate Change, was given the additional charge after Shiv Sena MP Arvind Sawant vacated the post citing moral grounds.

Talking about air pollution in the national capital, Javadekar said that the central government has taken several key decisions in the matter.

"When we talk about air pollution in Delhi, we have to consider its geographic condition. There is little to no wind. The air quality tumbles when that happens. Modi government has taken many big decisions pertaining to vehicular pollution and their effects are visible," he said.

"We have also taken several steps to stop the dust pollution in the city. 50 teams of CPCB have been set up and they are going to several places in the city to take stock of the situation. I will also do the same, actions will be taken accordingly," Javadekar said.

The union minister also said that the center has started a consultation with the five neighbouring states to find a solution for the air pollution in the national capital.

"This year, very few firecrackers were burst in Delhi. I congratulate the people for that. New technology is coming, so farmers will not resort to burning stubble. I believe the practice will see a huge decline from next year. Instead of blaming each other, we all have to come together to find a solution," he added.

Delhi Chief Minister Arvind Kejriwal on Wednesday said that stubble can be converted into compressed natural gas (CNG) and Punjab and Haryana governments should take steps in this regard as it would generate employment and farmers will be paid off.

"I have met several experts, the left stubble can be converted into CNG. I have talked to Indraprastha Gas Limited and they are willing to buy it. Why do not Haryana, Punjab government promote it, they shall take steps in this regard. Farmers will get money and youth will be employed," Kejriwal told reporters.

Expressing concern over the increasing pollution in the national capital which has reached to 'severe category', the Chief Minister said, "Stubble can be converted into coal and it can be bought by the National Thermal Power Corporation Limited (NTPC)."

He said that Delhi's image is "not good in the world" when it comes to air quality.

"We all are seeing that Delhi's own pollution is not that bad. Till October 10, the air quality index was in the satisfactory category as there was no stubble burning according to the images shown the National Aeronautics and Space Administration (NASA). Why Delhi people are suffering. We have reduced pollution by 25 per cent. But due to Haryana and Punjab, we are facing such a situation. I am concerned about Delhi's'' people health," he said.

Expressing concern over the increasing pollution in the national capital which has reached to 'severe category', the Chief Minister said, "Stubble can be converted into coal and it can be bought by the National Thermal Power Corporation Limited (NTPC)." He said that Delhi's image is "not good in the world" when it comes to air quality. The Supreme Court on Wednesday held that the office of Chief Justice of India is a "public authority" and comes under the ambit of Right to Information (RTI) Act while also adding that the transparency only strengthens the judicial independence.

A five-judge Constitution bench of Chief Justice Ranjan Gogoi, Justices NV Ramana, DY Chandrachud, Deepak Gupta and Sanjiv Khanna were hearing a petition challenging the January 2010 judgment of the Delhi High Court which ruled that office of CJI comes under the purview of RTI.

The apex court said that the public interest demands that the transparency is maintained.

"Right to privacy and confidentiality is an important aspect and it has to be balanced. There has to be a balance between the right to information and the right to privacy as well as confidentiality and independence of the judiciary," it said.

Chief Justice Gogoi had earlier observed that in the name of transparency, one cannot destroy the institution.

In November 2007, an RTI activist Subhash Chandra Aggarwal had filed an RTI in the Supreme Court seeking information on judges` assets but the information was denied.

Aggarwal then approached the Central Information Commission (CIC) which asked the apex court to disclose information on the ground that the Chief Justice of India`s office comes within the ambit of the Act.In January 2009, a plea was moved in the Delhi High Court against the CIC order but the latter was upheld.

Delhi Chief Minister Arvind Kejriwal on Wednesday said that the Odd-Even traffic rationing scheme can be extended if required.

"Delhi`s air quality is deteriorating due to stubble burning. However, it has reduced a little due to rains in Punjab and Haryana. If required, we will extend the Odd-Even scheme," Kejriwal told media here. The Odd-Even vehicle rationing scheme was implemented on "non-transport four-wheeled vehicles", exempting two-wheelers and emergency vehicles.

The scheme has been implemented from November 4 to 15. It is applicable from 8 am to 8 pm, except on Sundays. The violation of the rules attracts a fine of Rs 4000. Women are exempted from the scheme. However, this time private CNG vehicles have come under its ambit. The scheme, aimed at combatting pollution, was first implemented in 2015.

It entails cars with odd and even number plates to run on alternate days. For the last few years, the national capital has been grappling with smog every winter, raising health concerns.

The rule was implemented in view of the air quality crisis which hits the capital every winter. After a brief respite for a few days, the Air Quality Index again plunged to 'severe' this morning with a thick blanket of smog shrouding the national capital.

Pakistan plans to amend the Army Act, section 133 which will give Kulbhushan Jhadav right to appeal in a civilian court and opening the door for India to provide legal aid to him.

Section 133 of the Pakistani Army Act provides provision for the appeal but only in a "Court of Appeals consisting of the Chief of the Army Staff..." or the court of appeals consisting of Brigadier or Major General but can't appeal in a civilian court.

Through the amendment, the verdicts of military courts would now be challenged in a civilian court within a timeframe of six months. In the case of Kulbhushan Jadhav, his six months appeal time would start from the day of International Court of Justice(ICJ) judgement and not his initial sentence that was on April, 10, 2017.

There hasn't been any reaction from India since the amendment is still to take place, but it could be considered a positive development in the case given that Pakistan still has to fully implement the ICJ order.

The amendment, if passed, will be a major reform process which can make the Pakistan military court more transparent because the amendment opens the gate for others in Pakistan to appeal against the military court orders and judgements.

On April, 26, 2017, the High Commission of India in Islamabad had transmitted to Pakistan, on behalf Jadhav’s mother, an “appeal” under Section 133 (B) and a petition to Pakistani government under Section 131 of the Pakistan Army Act. India received no information on the status of the appeal.

Earlier this year, New Delhi had achieved a major diplomatic victory at the ICJ with the world court calling Pakstan to "provide Indian consular officers access to him in accordance with Article 36 of the Vienna Convention on Consular Relations."

On September 2, India got its first consular access for Kulbhushan Jhadav in three years with Indian deputy high commissioner (DHC) Gaurav Ahluwalia in Islamabad meeting Jadhav him for two hours.

The Indian diplomat found Jhadav under "extreme pressure to parrot a false narrative to bolster Pakistan’s untenable claims", according to release issued by India's Ministry of external affairs.

Gravitas: Maharashtra Elections: Will The Political Impasse Extend?

A day after Maharashtra Governor Bhagat Singh Koshiyari invited the third-largest party Nationalist Congress Party (NCP) in the state to stake claim to form the government after Shiv Sena failed to submit a letter of support, NCP leader Ajit Pawar on Monday said that his party was waiting for Congress response.

''Whatever decision will be taken collectively, so we were waiting for Congress response yesterday but it didn't come, we can't decide on it alone. There is no misunderstanding, we contested together and are together. When asked about forming the government, NCP Chief Sharad Pawar on Monday said, ''I will talk to the Congress''. Meanwhile, Congress leader Kagda Chandya Padvi express confidence that Shiv Sena-Congress-NCP parties will form the government in the state and a Shiv Sena leader will be the chief minister. ''Process is still underway, but the end result will be positive. Personally, I think the three (Shiv Sena-Congress-NCP) parties will form the government in the state and a Shiv Sena leader will be the chief minister,'' Padvi said. After BJP, which gained 105 seats in the Assembly polls, failed to form the government, Shiv Sena was asked to form the government. Shiv Sena asked the governor two-days to for submitting 'requisite' letters of support from other political parties. However, the governor refused. Following which, the governor asked NCP to form the government. The NCP has 54 MLAs while its alliance partner Congress has 44. If Shiv Sena, which had 56 legislators, gets the support of NCP and Congress, it will easily cross the majority mark of 145 in the 288-member Maharashtra Assembly.

We contested together and are together, says Ajit Pawar as NCP awaits Congress response

France: External Affairs Minister meets French President, discuss 'important strategic issues'

Expressing concern over threats posed from cyberspace, India on Tuesday called for coordinated efforts to prevent forces of terrorism and extremism from building their presence in the digital domain.

Speaking at the Paris Peace Forum on issues pertaining to the governance of cyberspace, External Affairs Minister S Jaishankar said that New Delhi "strongly supports" the Christchurch Call to eliminate rich and violent extremist content online.

Named after New Zealand city where a deadly terrorist attack took place on May 15, the non-binding agreement Christchurch Call has been signed by 18 leaders from around the globe to encourage tech companies and countries to curb extremism online.

"We are excited about the opportunity (given by digital transformation), we are concerned naturally about the threats from cyberspace because there are actors, both state and non-state, whose actions pose a clear threat to national, regional and global security one of the examples of that is the relatively unimpeded growth of terrorism-related activities including extremist propaganda terrorist financing illicit trafficking and radicalisation," said Jaishankar.

"That is the reason we very strongly support Christchurch Call to eliminate rich and violent extremist content online and we are pleased to work with like-minded countries ... We need to get the balance right between the less a fair approach and authoritarian approach and the sense of responsibility becomes very important so," said he.

He also urged the countries to build "national capacities" to secure the cyber world.

The shallow fog will envelop the region throughout the day. The Center-run SAFAR has advised people to reduce prolonged or heavy exertion. "Take more breaks and do less intense activities. Asthmatics, keep medicine ready if symptoms of coughing or shortness of breath occur. Heart patients, see doctor, if get palpitations, shortness of breath, or unusual fatigue," it said in an advisory. During winter season each year, most of northern India suffers from a spike in toxicity in the air due to the change in weather patterns and crop residue burning in states of Haryana, Punjab and Uttar Pradesh. Not only that, but a dip in temperature along with low wind speed also tends to trap air pollutants closer to the ground. (With inputs from ANI)
