India has started repatriating its citizens from far way Argentina with 24 Indians set to arrive in Delhi later this week even as New Delhi will be gifting medicines to Uruguay and Paraguay.

Speaking exclusively to our Principal Diplomatic Correspondent Sidhant Sibal from Buenos Aires, India's envoy to Argentina, Uruguay & Paraguay Dinesh Bhatia said EAM Jaishankar had "very productive and very fruitful" discussions with foreign ministers of all the 3 countries - Argentina, Uruguay and Paraguay on not only "cooperation in the times of COVID-19 but beyond that."

Interestingly, Argentina envoy to India Daniel Chuburu who was in Argentina for two months due to lockdown is coming to India in the first flight from Buenos Aires that left on Monday.

WION: How is the Indian Mission helping in getting citizens back?

Dinesh Bhatia: Argentina was the farthest country from India, there is a large enough community of Indians here, about a couple of thousand Indians in Argentina.

In addition, our embassy also looks after Paraguay and Uruguay and we had stranded Indians there also, the numbers are not very large, the issue is distance is very large, going from Argentina to Delhi and of course Paraguay and Uruguay.

We have to work with stranded Indians in all the 3 countries and we have worked with and managed to send them back. We have a small number but a long stance and I hope they will reach safely.

There are two stops, the flight goes via Sydney and Bangkok and the journey is more than 30 hours and thanks to the leadership of our EAM Jaishanker and FS Harsh Shringla and the entire ministry who has supported us in organising flight back to India.

WION: How many Indian have registered from repatriation from all the 3 countries?

Dinesh Bhatia: We had our registration only from Argentina for more than 60 people who wanted to go back and another 20 people from Uruguay. From Uruguay, they have not been able to get out because all of them work for one particular company called TCS and they decided not to go in this flight, but from Argentina when we circulated to all the 60 people who had registered and also to the larger community and we have 24 Indians going in this flight and one of them dropped out from this flight, unfortunately.

Twenty-four Indians are going back and surprisingly and interestingly Argentiain envoy to India, he was also in Argentina for the last two months, he was here for a family visit. He got stuck because of quarantine and lockdown in Argentina and India, he is also in this flight. He is going back to his workplace.

WION: Any Indian infect in all the 3 countries?

Dinesh Bhatia: Fortunately for us, no Indian has been infected in the 3 countries we deal with. The numbers are also not large and Uruguay has started improving because a number of recovered have been consistently more than infected on a daily basis since the 15th of last month. No Indians infected in the country.

WION: EAM spoke with Foreign Ministers of the countries, what was the key focus?

Dinesh Bhatia: EAM has spoken to foreign ministers of all the 3 countries--Argentina, Uruguay and Paraguay. Discussions were very productive and very fruitful because they not only discussed cooperation in the times of COVID, beyond that.

EAM also committed gift medicines and medical supplies to Uruguay and Paraguay and currently, they are being procured and sent to both countries.

All the three countries have close relations with India and since we sit in Buenos aires, we will talk about the country.

Argentina has a new government since December, this was this is the first conversation between the two FMs and the same thing applies to Uruguay because they had new govt which took over. They had elections in October and November and govt took over on March 1 and EAM spoke to his counterpart in Uruguay too and all the discussions were productive.

WION: How has been the ground situation in the 3 countries?

Dinesh Bhatia: The number in all these 3 countries have not been very large and Argentina and Paraguay have been in complete lockdown since March.

In fact, Argentina was the first country to declare lockdown since 20th March and they will continue for some more time. Paraguay same situation.

Uruguay has opened up, in fact, schools in the rural areas have also opened. They were never under complete lockdown as such, the numbers were very small, a small country with 3.5 million people and numbers have been small. Uruguay is gradually opening-up becoming back to normal.

Argentina will continue till numbers are in control because so far the numbers have been increasing.

Repatriation of Indians begins from Argentina; New Delhi gifts medicines to Paraguay & Uruguay

The US on Tuesday included the India unit of Huawei along with its other foreign subsidiaries in its Entity List, as part of efforts to prevent the Chinese telecom company from doing business in America.

The Trump administration in recent months has increased its action against Huawei, preventing it from doing business in the US, as it believes the company known for its technological advancement in 5G is being used by the Chinese leadership in Beijing to serve their interest.

Huawei and its non-US affiliates have been added to the Entity List, because they pose a significant risk of involvement in activities contrary to the national security or foreign policy interests of the United States, said a notification issued in the Federal Register on Tuesday.

The Indian entity listed in the notification is Huawei Technologies India Private Limited.

"Huawei is an untrustworthy vendor and a tool of the Chinese Communist Party, beholden to its orders," the State Department said in a statement last week.

The Department of Justice has indicted Huawei for stealing US technology and helping Iran evade sanctions, and the Department of Commerce placed Huawei on the Entity List in 2019.

"The Department of State has engaged for more than a year to share what we know about Huawei and other untrustworthy vendors with allies and partners around the world," it said.

The expansion of entities list and its other affiliates, the State Department said, helps prevent Huawei from undermining US export controls, closing a loophole that has allowed the company to exploit US technology and threaten our national security.

It also imposes US export control restrictions on countries that use US technology or software to design and produce semiconductors for Huawei. Companies wishing to sell certain items to Huawei produced with US technology must now obtain a license from the United States, it said.

"The US will continue to restrict most US exports to Huawei and its affiliates on the Entity List for activities that threaten US national security and international stability," the State Department said.

The state's capital Kolkata was also hit with rainfall. Authorities have deployed the National Disaster Response Force(NDRF) in West Bengal and Odisha with super cyclonic storm 'Amphan' approaching from Bay of Bengal.

The Indian Air Force is also on standby to deploy more teams. Authorities say this is the second super cyclone over the Bay of Bengal in two decades with the cyclone expected to make landfall on the West Bengal coast on Wednesday afternoon between Digha in West Bengal and Hatiya island in Bangladesh.

Indian forecasters are tracking the cyclone through the Doppler Weather Radar (DWR) at Vishakhapatnam in Andhra Pradesh.

Light rain also fell over Puri, Kendrapara, Jagatsinghpur and Khurda districts in Odisha. All fishermen in the area have been advised by authorities not to venture into the sea till May 21.

Odisha was earlier hit by cyclone 'Fani' on May 3 last year in which at least 64 people had died with extensive damage to the state's infrastructure.

As the cyclone approaches, the West Bengal forest department formed rapid response teams to ensure that tigers from Sundarbans in South 24 Parganas district do not stray into nearby human settlements after the landfall.

Chinese troops have bolstered their border control measures in the Galwan Valley in the Aksai Chin region of the Sino-India border, official media here reported on Monday.

The Chinese action followed "India's recent, illegal construction of defence facilities across the border into Chinese territory in the Galwan Valley region," a write-up in the state-run Global Times tabloid said, quoting unnamed military sources.

"Since early May, India has been crossing the boundary line in the Galwan Valley region and entering Chinese territory.

"The Indian side built defence fortifications and obstacles to disrupt Chinese border defence troops' normal patrol activities," the report claimed.

There was no immediate reaction from either the Ministry of External Affairs or the Indian military.

A military official in New Delhi on condition of anonymity said such incidents happen along the un-demarcated Sino-India border due to the varying perceptions of the frontier by the two sides.

On May 5, around 250 Indian and Chinese army personnel clashed in Pangong Tso lake area in Eastern Ladakh.

Four days later, there was a similar face-off near Naku La Pass in North Sikkim.

Reacting to the two border incidents, India last week said it remained committed to maintaining peace and tranquillity along the border with China noting that such incidents could have been avoided if there was common perception about the frontier.

External Affairs Ministry Spokesperson Anurag Srivastava said on May 14 that India and China attach utmost importance to ensuring peace and tranquillity in all areas of Sino-India border regions and referred to an affirmation about it by Prime Minister Narendra Modi and Chinese President Xi Jinping in their two informal summits.

"Occasionally, however, on account of difference in perception of the alignment of the Line of Actual Control (LAC), situations have arisen on the ground that could have been avoided if we had a common perception of the Line of Control (LAC)," he said.

The LAC is the de-facto border between the two nations.

He further said, "The Indian side remains committed to the objective of maintaining peace and tranquillity in the India-China border areas."

When asked about the latest incidents, Indian Army chief Gen M M Naravane said the Indian troops were maintaining their "posture" along the border with China while infrastructure development in the areas was also on track.

"There were two incidents at Eastern Ladakh and North Sikkim where aggressive behaviour by both sides resulted in minor injuries to troops post which both sides disengaged after dialogue and interaction at the local level," he said last week.

The troops of India and China were engaged in a 73-day stand-off in the Doklam tri-junction in 2017.

The India-China border dispute covers the 3,488-km-long Line of Actual Control, the de-facto border between the two countries.

China claims Arunachal Pradesh as part of southern Tibet while India contests it.

Both sides have been asserting that pending the final resolution of the boundary issue, it is necessary to maintain peace and tranquillity in the border areas.

Prime Minister Modi and Chinese President Xi held their first informal summit in April 2018 in the Chinese city of Wuhan, months after the Doklam standoff.

During the summit, the two leaders decided to issue "strategic guidance" to their militaries to strengthen communications so that they can build trust and understanding.

Modi and Xi held their second informal summit in Mamallapuram near Chennai in October last year with a focus on further broadening bilateral ties.

Chinese troops have bolstered their border control measures in the Galwan Valley in the Aksai Chin region of the Sino-India border, official media here reported on Monday.

He further said, "The Indian side remains committed to the objective of maintaining peace and tranquillity in the India-China border areas." When asked about the latest incidents, Indian Army chief Gen M M Naravane said the Indian troops were maintaining their "posture" along the border with China while infrastructure development in the areas was also on track. Chinese military bolsters troops in Aksai Chin region in Sino-India border: Report

India has made a case for capacity building of developing and least-developed countries in areas like digital skills and broadband infrastructure, under the World Trade Organisation (WTO), rather than negotiating binding rules on e-commerce as coronavirus pandemic has accelerated the shift to a digital economy.

In a special virtual meeting of the WTO's General Council on COVID-19 trade-related measures last week, India stated that there is a digital divide between developed and developing countries.

Almost half of the world's population does not have access to high speed broadband and is deprived of the access to virtual platforms, tele-medicine, distance education and e-payments, it said.

"This emphasizes the urgent need to build the capacity of developing countries and LDCs (least developed countries) in areas like digital skills and broadband infrastructure, rather than negotiating binding rules on e-commerce, which will freeze the non-level playing field against their interests," it added.

Rich nations wants developing countries like India to negotiate binding commitments on e-commerce under the aegis of the WTO.

India has also said that the narrative-push by some WTO members to seek permanent tariff (or customs duties) liberalization on a range of products in response to a temporary crisis, appears to be a "thinly-veiled bid" to use the current crisis as an opportunity to gain market access for their exporters.

It stated that members are free to reduce customs duties on imports of certain medical or agricultural products to zero, on a voluntary basis, if it serves their health and food security objectives.

"We have donated and exported critical medical supplies to more than 120 countries and have also dispatched teams of Indian doctors to many," it said.

It added that developing countries seeking to shore up manufacturing capacity in medical products will require tariff protection for their nascent domestic industry.

"Further, job losses in many service sectors have to be compensated elsewhere. Therefore, India, like many other developing countries cannot agree to permanent tariff concessions, and a dilution of the tariff bindings that we have paid for in the Uruguay Round," it said.

On ensuring food and livelihood security of the most vulnerable, it said the member countries should agree to eliminate the historic asymmetries in AMS (aggregate measures of support) entitlements in the Agreement on Agriculture and addressing growing hunger through effective food security programmes.

Along with the flow of vital goods, it said, the pandemic has also highlighted the need for ensuring easier cross-border movement of medical professionals and the need for multilateral initiatives in this respect.

This statement was delivered by India's Ambassador to the WTO J S Deepak on May 15.

India has resumed purchases of Malaysian palm oil after a four-month gap following a diplomatic row. The process was spurred by a fall in domestic inventories and discounted prices.

The renewed purchases come amid improving trade relations between the two countries, with Malaysia signing a deal last week to buy a record 1,00,000 tonnes of Indian rice.

This happened after the formation of a new government in Kuala Lumpur.

Malaysia's palm oil inventories jumped to more than 2 million tonnes in April, well above expectations, as production surged to a six-month high and coronavirus lockdown led to a slump in demand.

Leading Indian importers last week contracted up to 2,00,000 tonnes of crude palm oil (CPO) from Malaysia to be shipped in June and July.

India's total palm oil imports for the first four months of 2020 fell by more than 50% from the same period in 2019 to 1.11 million tonnes.

India early this year restricted imports of Malaysian palm oil after then prime minister Mahathir Mohamad criticised policies by New Delhi affecting the country's Muslim minority.

The renewed buying has hence been spurred by low stocks, while India's relations with Malaysia have been improving since a new government was formed in early March.

Malaysian palm oil is now available at a $15 discount to supplies from Indonesia which on Monday raised its palm oil export levy by $5 per tonne.

India buys more than 9 million tonnes of palm oil a year, accounting for nearly two-thirds of its total edible oil imports, and took a record 4.4 million tonnes of Malaysian palm oil in 2019.

Indian purchases of palm oil from Malaysia could rise further if discounts remain.

The United States is set to donate 200 ventilators to India with the first tranche of 50 expected to arrive soon -- as a part of efforts to strengthen bilateral cooperation in the fight against the coronavirus pandemic.

The US has pledged USD 3.6 million to assist the government of India in response to COVID-19 and the selection of partners for the aid was based on the scope of work and in concurrence with the ministries of the Indian government.

US President Donald Trump had announced last week that America would donate ventilators to India to treat the patients and help it fight the "invisible enemy".

USAID Acting Director Ramona El Hamzaoui, during a tele-briefing with the media, had then asserted that it was a "donation". These ventilators would complement India's ongoing efforts to make the best of care immediately available to those most in need, she added.

Asked if the ventilators were being provided as part of some sort of a deal after India supplied hydroxychloroquine to the US, Hamzaoui said, "I do not think it is a quid pro quo. It is a partnership."

The US is providing ventilators to countries based on what is available and supporting partner countries. With regard to India specifically, the USAID has announced USD 5.9 million in funding to combat COVID-19, including USD 2.9 million to help India provide care for the affected, disseminate essential public health messages to communities, strengthen case finding, contact tracing and surveillance.

The US National institutes of health has allocated USD 350 million towards this effort, while an additional allocation of USD 2.6 billion for the development and bringing to market has also been pledged.

COVID-19: Karnataka records highest number of cases in a single day

When remaining glued to the news and social media feeds on Covid-19 can be emotionally draining even for commoners, how about the condition of our frontline warriors who are physically and mentally leading the fight against Coronavirus? Over 100 leading Doctors from various hospitals in Chennai have made a dance video of theirs to relieve the mental stress of serving during the times of Coronavirus. Besides rendering their selfless service to the patients, they also wish to spread positivity amongst the medical fraternity and their families to overcome these unprecedented, testing times.

“We initially held an assumption that India would be spared, but as it started spreading, our worries started multiplying. We were tensed about the possibility of getting infected, thereby infecting others and our families. There’s also the uncertainty that comes with job loss and pay cuts. And our fraternity too needed a way to deal with this. Two make matters worse, there were cases of attacks against medical professionals” Dr Sai Surender, Clinical Lead, Emergency Medicine Rela Institute and Medical Centre told WION.

The idea of the video was born when three doctors got together on a WhatsApp group and decided to add more of their colleagues and friends from the fraternity. But they had one strict rule on the group- No posts on Covid-19 at all costs. In no time, the group had grown to over 100 members. They were all working for top private and government hospitals in Chennai and Vellore. It was agreed upon to film a quick dance video from wherever they were and share it on the group, to make a compilation.

“We wanted to come up with something that would help relieve the stress. Music was a common healer and stress buster and that’s how it began. People have got this perception that we doctors are serious persons and that we can’t express ourselves, but in the end, we are human beings too and we need a vent for our emotions. We decided that we’d pick only positive songs and that each doctor or his/her team should provide a 30sec-1min clip” Dr Deepashree, Clinical lead, Interventional Radiology told WION.

The mash-up video that has now garnered about 30K views on Youtube features senior-doctors, hospital owners among others showcasing their dance moves to popular tracks of Michael Jackson, Bobby Mcferrin, A.R Rahman and Anirudh Ravichander. While some of them filmed the videos while at their hospitals, few had also filmed them from their residences and temporary hotel rooms.

“Everyone one of us is tired of speaking about Corona and many are missing their families. It’s sweet that all agreed to come together for a dance video for the sake of motivating each other and keeping us happy. Some of us way of thanking the housekeeping and paramedical staff who are tirelessly supporting us, as always” Dr Meena, Senior Consultant, Emergency Medicine told WION.

But beyond the dance video on their Youtube channel, the groups of doctors now want to step up their efforts and conduct interactive sessions with the general public. They wish to reach out on topics such as general health tips and also on specific issues such as cancer, diabetes, cardiology etc. in line with their expertise and specialization.

When remaining glued to the news and social media feeds on Covid-19 can be emotionally draining even for commoners, how about the condition of our frontline warriors who are physically and mentally leading the fight against Coronavirus?

When remaining glued to the news and social media feeds on Covid-19 can be emotionally draining even for commoners, how about the condition of our frontline warriors who are physically and mentally leading the fight against Coronavirus? Over 100 leading Doctors from various hospitals in Chennai have made a dance video of theirs to relieve the mental stress of serving during the times of Coronavirus. Besides rendering their selfless service to the patients, they also wish to spread positivity amongst the medical fraternity and their families to overcome these unprecedented, testing times. × “We initially held an assumption that India would be spared, but as it started spreading, our worries started multiplying. India has given USD 2 million in aid to the United Nations Relief and Works Agency working for the welfare of Palestinian refugees in support of its core programmes and services, including education and health, amidst the coronavirus crisis.

India had increased its annual contribution to the UNRWA from USD 1.25 million in 2016 to USD 5 million in 2019. It pledged another USD 5 million for 2020 which opens its way to become a member of the agency's advisory commission, according to official sources.

The United Nations Relief and Works Agency (UNRWA) applauded India's financial support to keep its basic services operating, especially under the challenges posed by the COVID-19 pandemic.

The contribution was presented to the UN agency by the Representative of India (ROI) to the State of Palestine, Sunil Kumar.

"On behalf of the agency, I would like to express my deep appreciation to the Government of India for advancing part of its contribution, which will help UNRWA address cash flow challenges," Marc Lassouaoui, chief of the Donor Relations at the agency said.

"The continued determination and commitment of India in support of the Palestine refugees is commendable, in particular under the current circumstances brought on us by COVID-19," he said.

"On behalf of the Government of India, I would like to express my appreciation for the commendable work and endeavours carried out by the UNRWA. We believe that our contribution will support the agency's activities in providing the needed assistance to Palestinian refugees, and assist in achieving their full human development potential," Mr Kumar said.

India's contribution will support the agency's "dire" financial situation due to the funding gaps that risk its core services to the Palestinian refugees in the fields of education and health.

About 3.1 million Palestine refugees depend on health services provided by the UNRWA. At the same time, the agency's schools educate 526,000 students every year, of which half are female.

The agency was created in December 1949 by the UN to support the relief and human development of Palestinian refugees.

The UNRWA definition of "refugee" covers Palestinians who fled or were expelled from their homes during the 1948 War.

Meanwhile, India is preparing medical supplies for the Palestinians to help them in their fight against the coronavirus which is likely to reach Palestine soon, the Indian mission in the West Bank said in a statement.

Prime Minister Narendra Modi last month spoke to Palestinian President Mahmoud Abbas over the phone and discussed the challenges posed by the COVID-19 pandemic. He appreciated efforts being made by the Palestinian Authority (PA) to protect its population and assured all possible support from India.

External Affairs Minister S Jaishankar later talked to his Palestinian counterpart Riad Malki and reiterated India's commitment to supporting Palestine in its battle against the global pandemic.

So far, 554 COVID-19 cases have been detected in the West Bank under PA and east Jerusalem, with two casualties.

Twenty people were found infected with the virus in Gaza, of which 14 are said to have recovered.

Separately, 17 agreements have been signed under an India-Palestine development partnership between the two sides in the fields of agriculture, health care, information technology, youth affairs, consular affairs, women empowerment and media in the past five years.

New Delhi is to provide an assistance of around USD 72 million through these agreements in projects like the post-2014 war reconstruction efforts in Gaza, construction of five schools, setting up a centre of excellence for information and communication technologies at Al-Quds University and developing a satellite centre in Ramallah.
