The Supreme Court of India on Wednesday ruled that public spaces and roads cannot be occupied indefinitely by protestors and that dissent and democracy must go hand in hand.

A bench headed by Justice S K Kaul passed the verdict on batch of petitions against the anti-CAA protests in the national capital's Shaheen Bagh.

The court also said that authorities must ensure that such spaces are cleared.

“Dissent and democracy must go hand in hand but protests should be confined to designated areas,” said Justice SK Kaul.

The top court order has come on pleas seeking removal of protesters from Shaheen Bagh area of the national capital that witnessed months of occupation of an arterial road, causing inconvenience to the commuters between Delhi and Noida.

Reserving the verdict, the Supreme Court on Monday had said that the right to protest needs to be balanced with the mobility of people on a public road, as a person has a right to move from one place to another and this right cannot be prejudiced by the blocking of public road to hold protest.

A bench comprising Justices Sanjay Kishan Kaul, Krishna Murari and Aniruddha Bose took up the matter in September after a gap of nearly seven months.

India is expected to overtake China as the world's largest cooking gas LPG residential sector market by 2030, Wood Mackenzie said on Tuesday.

"Liquefied petroleum gas (LPG) demand in the residential sector will continue to see sustainable growth at a cumulative annual growth rate (CAGR) of 3.3 per cent, reaching 34 million tonnes (MT) in 2030 as households' dependence on solid biomass diminishes in the long run supported by rising average household incomes and urban population," it said in a report.

Driven by environmental and health concerns, the government has also been implementing schemes to help lower-income families cope with the cost of switching from dirtier biomass to LPG.

The Direct Benefit Transfer of LPG (DBTL) gives out subsidies to the vulnerable population, while the Pradhan Mantri Ujjwala Yojana (PMUY) provides families living below the poverty line access to free LPG stoves.

Wood Mackenzie research analyst Qiaoling Chen said: "Although nationwide LPG coverage has reached 98 per cent, up 42 per cent from 2014, usage is still low. Average annual cylinder refills have not kept up with the pace of new connections, with average consumption remaining below the benchmark of 12 cylinders."

Even with subsidy and the initial cost of set-up covered by the government, LPG is more expensive than biomass.

Still, the Indian government is committed to roll out plans to further address affordability and infrastructure challenges in the LPG sector.

These include smaller-size LPG cylinders which reduce upfront cash payment required for each refill, more LPG distributors as well as the 'Give it Up' campaign where households can voluntarily give up their LPG subsidies from the DBTL scheme to benefit lower-income families.

Chen said: "Assuming the government continues to subsidise residential LPG throughout the decade, total subsidy for LPG could reach USD 5.7 billion annually by 2030.

"By then, it will overtake China as the world's largest LPG demand centre for the residential sector."

However, the lack of infrastructure continues to restrain piped natural gas (PNG) penetration in areas outside of top tier cities and retail PNG prices continue to be at a premium to subsidised LPG prices, making PNG a less attractive alternative to LPG before 2030, Wood Mackenzie said.

Wood Mackenzie senior analyst Vidur Singhal said: "Between 2020 and 2030, PNG demand will primarily be from urban households in tier I and tier II cities awarded under CGD bidding rounds.

City gas companies will increase PNG connections and its related infrastructure, which typically takes five to eight years to construct and commercialise fully."

"In addition, growing LPG demand in the residential sector requires more subsidies, which will increasingly become a huge burden for the government," Singhal said adding it is likely that subsidies will taper off over time, as growing income allows more households to pay the unsubsidised price.

The combination of ready PNG infrastructure and less policy support for LPG help to support PNG demand growth post-2030.

"We expect PNG demand in India's residential sector to grow at a CAGR of 12.7 per cent, reaching 2.5 billion cubic metres (bcm) by 2030 from 0.8 bcm currently," Singhal said.

By the end of 2030, India's LPG demand in the residential sector will account for 82 per cent of the country's total LPG demand while natural gas demand in the same sector will only account for 3 per cent of total natural gas demand in India, Wood Mackenzie added.

India to overtake China as world's largest LPG residential market by 2030

Crossing another milestone, Prime Minister Narendra Modi entered 20th consecutive year as the democratically elected head of a government, without a break, on Wednesday.

The journey of the Prime Minister in public office began on October 7, 2001, as the Chief Minister of Gujarat. This was followed by three terms as the Gujarat CM in 2002, 2007 and 2012, respectively.

During the third term as the Gujarat CM, however, Modi fought the 2014 general elections. His popularity, which was going through the roof both inside and outside the State, led to the BJP declaring him as its prime ministerial candidate in 2013.

He had been projected as the Bharatiya Janata Party (BJP) led National Democratic Alliance (NDA) candidate for the PM post.

Defeating the Congress-led government which held sway at the Centre, CM Modi left Gujarat to take over the reins at the Centre. Since then, he has solidified his position with the NDA coalition retaining its position in the Centre with an even bigger margin in the 2019 general elections.

"If the first term was fulfilling the needs of people then since 2019, PM Modi has set his sights on fulfilling the aspirations of 130 crore Indians. Jammu and Kashmir has finally been fully integrated in India and Article 370 is history. The Ram Mandir is now a reality with construction starting for a grand Ram Temple at the birth place of Prabhu Ram. Our farmers have finally been freed from artificially imposed chains on them and far-reaching, historic agriculture reforms are now a reality. A host of other reforms such as Labour Reforms, Coal Reforms, allowing private enterprise in the space sector, FDI reforms across the board and tax reforms have put in place a foundation for sustained years of economic growth," an article shared on the official website of PM Modi on the day read.

Meanwhile, the Prime Minister's journey to the head of an elected government started in 2001 in the backdrop of relief work for the devastating Bhuj earthquake.

The following years saw him rolling out several pro-people policies and actively reaching out to the people directly, leading to the formation of his image as a leader of the masses.

Further, upon becoming the Prime Minister, he continued the pro-people approach, which was further reflected in the various schemes such as Jan Dhan Yojana, the Mudra Yojana, the Jan Suraksha Yojana, the Ujjwala Yojana, the Saubhagya Yojana, Ayushman Bharat, the Pradhan Mantri Aawaas Yojana, the PM-Kisan Yojana, among others.

Moreover, during the COVID-19 pandemic phase too the pro-poor schemes continued, under which arrangements were made to provide foodgrains, jobs, financial help to migrant workers, farmers, among others during the lockdown phase.

As PM Modi enters the 20th consecutive year in public office, the mantra of 'development for all' continues to steer India ahead towards the goal of making an "Atmanirbhar Bharat".

An expert panel at the Central Drugs Standard Control Organisation (CDSCO) has asked Dr Reddy's Laboratories to submit a revised protocol for conducting both phase-2 and 3 human clinical trials in India for the Russian vaccine, Sputnik V, against COVID-19, sources said.

The Hyderabad-based pharmaceutical company had applied to the Drugs Controller General of India (DCGI) late last week, seeking permission to conduct phase-3 human clinical trials of the Russian vaccine.

The Subject Expert Committee (SEC) on COVID-19 at the CDSCO, which held its meeting on Monday, deliberated on the application and asked the firm to submit a revised protocol stating it will have to conduct combined phase 2 and 3 clinical trials, the sources told PTI.

The firm has been asked to provide some other information as well.

"It means that Dr Reddy's laboratories will have to submit a new application. According to the SEC, they have to conduct both phase-2 and 3 clinical trials and cannot directly hold phase-3 trial for the vaccine in India," a source said.

The Indian pharma giant has collaborated with the Russian Direct Investment Fund (RDIF) to conduct clinical trials of Sputnik V vaccine as well as for its distribution.

Upon regulatory approval in India, RDIF shall supply to drug maker Dr Reddy's 100 million doses of the vaccine, the firm had said last month.

According to sources, it would be multi-centre, observer-blind, randomised controlled study.

Sources said, meanwhile, the phase -3 trial of Sputnik V is underway in Russia since September 1 on around 40,000 subjects.

Sputnik V has been developed by the Gamaleya National Research Center of Epidemiology and Microbiology and RDIF.

Currently two indigenously developed vaccine candidates, one by Bharat Biotech in collaboration with ICMR and another one by Zydus Cadila Ltd, are in the phase 2 of the human clinical trials.

The Pune-based Serum Institute of India, which has partnered with AstraZeneca for manufacturing the Oxford COVID-19 vaccine candidate also is conducting Phase 2 and 3 human clinical trials of the candidate in India.

Coronavirus: India reports 61,267 new cases, 884 deaths

The Indian Coast Guard launched a 98-metre offshore patrol vessel ‘Vigraha’ at a private shipyard in Kattupalli, north of Chennai, in the presence of Dr TV Somanathan, IAS, Secretary (Expenditure), Ministry of Finance. Director General Indian Coast Guard K Natarajan and Inspector General Region East S. Paramesh were also present with other dignitaries and officers. This is the last in the series of seven vessels that was designed and built exclusively for the Coast Guard by Larsen and Toubro Shipbuilding as a part of the ‘Make in India’ initiative.

The 98-m long ship has a displacement of 2100 tons, is capable of achieving a top speed of 26 knots and has an endurance of 5000 nautical miles and the ability to stay at sea for 20 days without replenishment. Vigraha, also known as (Yard-45007) is likely to be inducted into Indian Coast Guard in March 2021 after completion of extensive trials and testing of the on-board equipment and machinery. Once inducted, the vessel would serve the East Region, from Vishakapatnam, under the leadership of IG S.Paramesh in the Region East.

During the commissioning of an Interceptor boat at the East region, IG S. Paramesh had told WION that East region has a fleet of 10 Interceptor boats, eight offshore patrol vessels, 15 fast patrol vessels, besides five Dornier aircraft and three Chetak choppers.

Launching of the vessel marks an important milestone, as the vessel touches the water for the first time. In India, ships have historically been launched with a Puja ceremony that dedicates the ship to the almighty and blessings are sought for the ship and her crew. The ceremony involves a lady breaking a coconut on the bow of the vessel, along with Puja and festivities. As per Maritime traditions the ship was launched by Smt Hema Somanathan, Spouse of Dr TV Somanathan, the chief guest.

The ship has been fitted with advanced navigation and communication equipment, sensors and machinery that are capable of operating in tropical climates. The ship has been designed to carry integral Twin Engine Helicopter which will enhance its operational, surveillance, search and rescue capability. Armed with a 30mm 2A42 Naval Gun and two 12.7mm guns, the ship would be utilised for day and night surveillance, besides anti-terror, anti-smuggling operations In the Exclusive Economic Zone and for coastal security.

Despite the restriction and constraints faced amid the pandemic, the vessel is said to have been launched in a timely manner and is expected to be operational as per schedule. The ship’s expected life span is more than 25 years and is meant to be manned by 102 crew, which includes 14 officers, 88 subordinate officers and enrolled personnel. New OPVs and other vessels being inducted into the Indian Coast Guard are meant to replace ageing ships (that served for over 25-30 years) in the fleet.

At an earlier occasion, K Natarajan, Director General, Indian Coast Guard had said, “The Coast Guard began in 1977 with two vessels and five boats. We have made swift progress since then with the support of PSUs and private shipyards and have over 146 surface platforms and 62 aircraft currently. The Interceptor boats are our workhorses and OPV form a strong backbone. We have a daily deployment of 50 ships and 10 aircraft for monitoring and securing our 7516 coastlines and Exclusive Economic Zone of over 2 million sq kms.”

As a part of an expansion, modernisation drive, Coast Guard is planning to boost assets to 200 vessels and 100 aircraft by 2025.

The Indian Coast Guard is the fourth largest in the world and stands larger than many navies. The ICG also has bilateral and multilateral agreements with Sri Lanka, Bangladesh, Mauritius, Seychelles, Maldives etc.

India's external affairs minister S Jaishankar on Tuesday called for "respect for territorial integrity and sovereignty" and "peaceful resolution of disputes" at the Quad Foreign Ministers meet in Tokyo.

The statement comes as China has been aggressive at the Line of Actual Control (LAC) with India in eastern Ladakh for months now.

Quad is a group of four countries -- India, Australia, Japan and United States. The group, which is seen by China as suspicious, has been calling for "free and open" Indo Pacific.

Many countries have been reiterating calls for freedon of navigation in South China Sea amid Beijing's claims.

"Our objective remains advancing the security and the economic interests of all countries having legitimate and vital interests in the region and expressed satisfaction that the Indo-Pacific concept has gained increasingly wider acceptance," Jaishankar added.

Asean and Germany are among other blocks and countries to acknowledge the concept.

"You are all aware that India assumes membership of the UN Security Council next year. We look forward to seeking collective solutions to global challenges, including global recovery from the pandemic and reform of multilateral institutions," he further said.

India and Bhutan air transport bubble for easier movement of people between the two neighbouring countries has been operationalised. Bhutan is the third country in South Asia with which India has a transport air bubble.

It already has a transport air bubble with Afghanistan and Maldives. The Maldives was the first country in South Asia with which India established transport air bubble.

India's envoy to Bhutan Ruchira Kamboj in a tweet announced, "#TransportBubble is ready to go! Flights between Bhutan and India have commenced and are ready to facilitate effortless travel."

Druk Air, which is the flag carrier of Bhutan, operated the first flight from Paro to Bagdogra in West Bengal on October 1. This is going to benefit around 4,000 Bhutanese students who are enrolled in Indian universities.

India is in talks with other of its neighbours -- like Sri Lanka and Bangladesh -- for transport air bubbles.

Globally, India has transport air bubbles with 16 countries, including the United States, United Kingdom and United Arab Emirates -- focus being countries with huge Indian communities or diaspora.

A transport bubble is a temporary arrangement aimed at restarting commercial passenger services amidst the COVID pandemic. International flight travel has been majorly impacted due to COVID crisis, and as part of restarting the travel, transport air bubbles have come as a solution. These transport arrangements are reciprocal in nature.

The Government of India hopes to receive up to 50 crore doses of coronavirus vaccine by July 2021 to inoculate about 25 crore people, Union Health Minister Dr Harsh Vardhan said on Sunday, as infections in the world’s second-worst affected country continue to surge.

"But, the virus has taught us a certain lesson, it has taught us there has to be a new normal and we need to be more diligent about, more cautious about our lifestyle...," he added.

According to the Ministry of Health & Family Welfare, India has exceeded 140 tests per day per million population as advised by the World Health Organisation by nearly 6 times. Several states/UTs have demonstrated better performance than the national average.

India has set up committees to look into various aspects of the vaccine supply chain, including availability timelines for various vaccines, while obtaining commitments from manufacturers to ensure the maximum doses are available, Vardhan said.

He said the federal government is committed to taking all measures to ensure “fair and equitable” distribution of vaccines once they are ready. The South Asian nation, second only to the United States in caseload, has scope for higher infections as a large chunk of the population remains unexposed to the virus, a survey showed on Tuesday.

To prioritise the distribution of coronavirus vaccines, the health ministry aims to prepare a list of key personnel, such as frontline health workers, by the end of the month.

25 crore Indians to get coronavirus vaccine by July, 2021: Government

Chief of Air Staff Air Chief Marshal RKS Bhadauria on Monday did not rule out procurement of more Rafale jets, and said the induction of the French-made multi-role aircraft has given the Indian Air Force an operational edge to strike "deep and hard".

The Chief of Air Staff also said the government is concentrating on procurement of 83 Light Combat Aircraft (LCA) Tejas (Mark 1A), 114 multi-role fighter aircraft (MRFA) and having upgraded versions of the LCA besides focusing on indigenous development of the ambitious advanced medium combat aircraft.

Asked whether the IAF was keen on having at least two more squadrons of Rafale jets, Bhadauria said it is a complex subject and that "various options" are being deliberated upon based on the future requirement of the force.

"The entire subject is under discussion and debate," the Chief of Air Staff said at a press conference.

On induction of the first fleet of Rafale, he said,"the integration of Rafales brings in a platform armed with weapons, sensors and technologies that is way ahead and gives us an operational and technological edge in this area.

"Combined with upgraded op capabilities of our current fighter fleet, it gives us the ability to shoot first and strike deep and hard, even in contested airspace."

The first batch of five Rafale jets arrived in India on July 29, nearly four years after India signed an inter-governmental agreement with France to procure 36 of the aircraft at a cost of Rs 59,000 crore.

There has been a view among some officials in the military establishment that the IAF should at least have four squadrons of Rafale jets considering its operational aspects. There are 18 aircraft in a squadron.

They think it will be the "cheapest option" as the cost of research and development for all India-specific enhancements have already been covered in the previous deal.

The Chief of Air Staff also cited budget constraints as one of the factors in taking any decision (regarding procurement).

In April last year, the IAF issued an RFI (request for information) or initial tender to acquire 114 jets at a cost of around USD 18 billion, which is billed as one of the world's biggest military procurements in recent years.

The top contenders for the deal include Lockheed's F-21, Boeing's F/A-18, Dassault Aviation's Rafale, the Eurofighter Typhoon, Russian aircraft MiG 35 and Saab's Gripen.

"Whether we go in for more Rafale or MRFA, it will be an open competition... The current status is that we have received all the RFIs (for the MRFA programme). All these issues are on the table now in terms of taking a final call....There are various issues that need to be considered," he said.

It is learnt that a preliminary discussion on a possible procurement of another batch of 36 Rafale jets by India from France figured during the talks between the two sides in the past one year, as the French officials are making efforts to push for a government-to-government deal.

Ten Rafale jets were delivered to India so far and five of them stayed back in France for imparting training to IAF pilots.

A second batch of four to five Rafale jets are likely to arrive in India by November.

According to officials, Rafale jet would also take part in the Air Force Day parade on 8 October.

Bhadauria said the IAF would get 3-4 Rafales after every 2-3 months till supply of the entire fleet of 36 is completed.

The Rafale jets, known for air-superiority and precision strikes, are India's first major acquisition of fighter planes in 23 year after the Sukhoi jets were imported from Russia.

The newly inducted fleet has been carrying out sorties in eastern Ladakh where Indian and Chinese troops are engaged in a bitter border row for the last five months.

"We have operationalised the recently acquired Rafale, Chinook, and Apache aircraft and integrated them into our current concept of operations in record time," the IAF Chief said.

"In the next three years we will see the Rafale and LCA MK1 squadrons operating with full strength, along with additional Su-30 and Mig 29 aircraft, that are being ordered in addition to the current fleets," he said.

Bhadauria said the mid-life operational upgrade of Mirage-2000, MiG-29 and Jaguar fleet would add to the IAF's capability in this period, thereby further enhancing not only their operational capability but overall potential.

"We have a focussed modernisation programme of our existing fleets to integrate and concentrate on latest weapons, systems, sensors, and technologies," he said.

The seventh round of Corps Commander-level talks between armies of India and China is scheduled to take place on October 12 with a specific agenda of firming up a roadmap for disengagement of troops from friction points in eastern Ladakh, government sources said on Sunday.

At the talks, the two sides are also expected to look into further steps to maintain stability on the ground and avoid any action that may trigger fresh tension in the region where troops from both sides will be facing difficult conditions in the next four months due to harsh winters, they said.

A senior official of the Ministry of External Affairs (MEA) is set to be part of the Indian delegation at the talks which will be led by Lt Gen Harinder Singh, the commander of the Leh-based 14 Corps of the Indian Army, the sources said.

Lt Gen PGK Menon, who will succeed Lt Gen Singh as the commander of the crucial corps in mid-October, will also join the Indian team at the seventh round of military talks, they said.

Following the last round of military talks on September 21, the two sides announced a slew of decisions including not sending more troops to the frontline, refraining from unilaterally changing the situation on the ground and avoiding any actions that may further complicate matters.

The military talks were held with a specific agenda of exploring ways to implement a five-point agreement reached between External Affairs Minister S Jaishankar and his Chinese counterpart Wang Yi at a meeting in Moscow on September 10 on the sidelines of a Shanghai Cooperation Organisation(SCO) conclave.

The pact included measures like quick disengagement of troops, avoiding action that could escalate tensions, adherence to all agreements and protocols on border management and steps to restore peace along the Line of Actual Control (LAC).

Days after the military talks, the two sides held diplomatic talks under the framework of Working Mechanism for Consultation and Coordination (WMCC) on border affairs, but no concrete outcome emerged from the negotiation on September 30.

After the diplomatic talks, the MEA said it was agreed that the next round of the meeting of senior commanders should be held at an early date so that both sides can work towards early and complete disengagement of the troops along the LAC in accordance with the existing bilateral agreement and protocols.

Joint Secretary in the Ministry of External Affairs Naveen Srivastava, who has been leading the Indian side at the WMCC talks, also attended the military talks on September 21 for the first time.

The sources said Srivastava is likely to be the representative of the MEA at the seventh round of talks.

It will be Lt Gen Singh's last round of talks with the Chinese military as he will take charge as head of the prestigious Indian Military Academy around October 15.

Lt Gen Menon was also part of the Indian delegation at the sixth round of talks.

At the previous six rounds of Corps Commander-level talks, the Indian side led by Lt Gen Singh insisted on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April.

The situation in eastern Ladakh deteriorated following at least three attempts by the Chinese military to "intimidate" Indian troops along the northern and southern bank of Pangong lake area between August 29 and September 8 where even shots were fired in the air for the first time at the LAC in 45 years.

As the tensions escalated further, the foreign ministers of the two countries held talks in Moscow on September 10 where they reached on the five-point agreement to defuse the situation in eastern Ladakh.

The agreement was the basis for the sixth round of Corps Commander-level talks.

In the last three months, the Indian Army rushed tanks, heavy weaponry, ammunition, fuel, food and essential winter supplies into various treacherous and high-altitude areas of the region to maintain combat readiness through the harsh winter of around four months beginning mid-October.
