The government on Saturday issued a notice to Twitter giving it one last chance to 'immediately' comply with the new IT rules and warned that failure to adhere to the norms will lead to the platform losing exemption from liability under the IT Act.

The Ministry of Electronics and Information Technology (MeitY) said that Twitter's refusal to comply with the rules demonstrated the microblogging site's 'lack of commitment and efforts towards providing a safe experience for the people of India on its platform'.

"Despite being operational in India for more than a decade, it is beyond belief that Twitter Inc has doggedly refused to create mechanism that will enable the people of India to resolve their issues on the platform in a timely and transparent manner and through fair processes, by India based, clearly identified resources," the IT ministry said.

The ministry said that though with effect from May 26, 2021, 'consequences follow' given Twitter's non-compliance with rules "however, as a gesture of goodwill, Twitter Inc is hereby given one last notice to immediately comply with the rules, failing which the exemption from liability available...Shall stand withdrawn and Twitter shall be liable for consequences as per the IT Act and other penal laws of India."

The notice, however, did not given a specific deadline to comply with the rules.

Indian govt issues 'one last notice' to Twitter to comply with IT rules

Asserting that both Prime Minister Narendra Modi and Chinese President Xi Jinping are 'responsible' leaders, Russian President Vladimir Putin on Saturday said they both are capable of solving issues between the two countries, and that it was important that no 'extra-regional power' should interfere in the process.

With Russia publicly critical of the Quad, the four-nation grouping of India, the US, Japan and Australia, Putin also said that though it was not up to Moscow to assess how any nation should participate in an initiative and to what extent they should build their relations with other countries but no partnership should be aimed at making friends against anyone.

The Russian president's remarks, in response to a question on Moscow's view on Quad as well as India's participation in the grouping, were a veiled reference to the Chinese claim that the grouping is to contain Beijing's influence in the strategic Indo-Pacific region.

He also asserted that there were no 'contradictions' in Russia's partnership with India and the ties between Moscow and Beijing. "Yes, I do know that there are some issues related to India-China relations but there are always a lot of issues between neighbouring countries but I know the attitude of both the Prime Minister of India and also the President of China. These are very responsible people and they earnestly treat one another with utmost respect and I believe that they will always arrive at a solution to any issue that they might face. But it is important that no other extra-regional power is interfering with that," the Russian President said through a translator during a virtual interaction.

It has been more than a year since the military standoff between China and India erupted in eastern Ladakh on May 5, 2020 during which there were fatalities on both sides for the first time in 45 years. They have made limited progress in achieving disengagement at the Pangong Lake area while negotiations for similar steps at other friction points remained deadlocked.

Asked about the growing proximity between Russia and China and if that will impact the Indo-Russia security and defence cooperation, Putin said the relations between India and Russia were developing quite rapidly, quite successfully based on 'trust'. "We highly appreciate such a high level of cooperation with our Indian friends. These relations are of a strategic nature. They cover a whole range of avenues of our cooperation in economy, energy and hi-tech. In defence, and I am not just talking about purchase of Russian arms...We have very deep profound relations with India based on trust," he said.

Putin also asserted that India is Russia's only partner that they are working together with on 'elaborating and manufacturing, especially in India, advanced weapon systems and technologies but that is not where our cooperation ends because our cooperation is multifaceted.'

During the interaction with select top editors of major international news agencies, including from the US, India, the UK, Germany and France, Putin replied to wide ranging issues, including Russia-US ties, the pandemic situation, the US sanctions against Russia and the Gaza issue.

Asked about Russian foreign minister Sergey Lavrov's criticism of Quad as 'Asian NATO' and his view on India's participation in the grouping, Putin said, "we are not participating in the quad, it is not my place to give my assessment to any other country participating in any initiative because every sovereign nation has the right to decide with whom and to what extent they are building their relations. I only believe that any partnership between countries should be aimed at making friends against anyone, No."

Ahead of his maiden summit with US President Joe Biden in Geneva on June 16, the Russian president also said that he was not expecting any 'breakthrough'. "We are not taking steps first? I'm talking about the steps that deteriorated our relations. It was not us who introduced sanctions against us, it was the United States who did that on every occasion and even without grounds, just because our country exists," he said.

Nearly a year after India's Bhishma tanks were deployed in the Himalayas amid tensions between India and China along the Line of Control(LAC), according to the Request for Information(RFI) floated by the defence ministry, the Indian Army is looking to procure new generation "Future Tank" platform for "Future Ready Combat Vehicle" (FRCV) in a phased manner.

In Pics: How India's T-90 Bhishma battle tank is outflanking China's PLA at LAC

The Army intends to induct the "Future Tanks" by 2030.

The Indian Army has sought foreign takers for the tender and plans to procure the tanks under the "strategic partnership" route.

The RFI says that "in conformity with the emerging future threat spectrum and the technological advancements, the Indian Army intends to induct a new "state-of-the-art" "technology-enabled" tank to operate in varied terrain profile (High Altitude Areas, Plains/Riverine, Deserts/Semi-Deserts) across the current and future spectrum of conflict.

The RFI clearly states that the government has invited "responses only from foreign OEMs" with the end-user of the equipment being the Indian Army.

The last date of "acceptance of receipt of response" has been set for September 15.

The Army is looking for a "modern" battle tank platform that is not only superior but also "incorporates niche technologies" i.e Artificial Intelligence, see-through armour along with the ability to operate in a "network-centric environment."

The new tanks are also required to be in continuous operations by day and night in real-time awareness, all-terrain agility and high mobility, precision lethal firepower, multi-layered protection with the use of niche technologies.

The Army needs the next generation battle tank to have high detection recognition and identification ranges with thermal night fighting and "lock on target" capability with smoke dischargers with anti-thermal and laser capability.

The Army wants the battle tank to have a loading system to provide auto-loading with minimum intervention and engagement time.

The Army has insisted the tank should be lightweight in order to achieve higher operational advantage, with "soft kill systems" and other countermeasures meaning laser warning system and RF sensors.

Not just this, along with the tank, the company should also be able to provide a family of combat vehicles for example recovery vehicle, bridge layer tank based on modularity and standardisation of platform, the Indian Army has stated in the RFI.

According to a statement issued by the Arignar Anna Zoological Park, at Vandalur near Chennai, nine of their eleven captive lions have tested positive for SARS-CoV-2 infection.

SARS-CoV-2 is the virus that causes the disease COVID-19.

Neela, a nine-year-old lion who was housed in the zoo died on Thursday evening, after showing some nasal discharge on Wednesday. Authorities maintain that the lion was provided treatment immediately after it showcased symptoms.

As per the test results, nine of the 11 lions tested positive for coronavirus.

In order to ascertain whether or not the reported results are false positives or the animal could have died of other complications (comorbidities), further samples have also been taken. They were sent on Friday to the Indian Veterinary Research Institute, Bareilly and the Centre for Cellular and Molecular Biology, Hyderabad.

The zoo authorities maintain that they have been following the precautions issues by the Central Zoo Authority, the Central and the State Governments from time to time.

They also stressed that measures to prevent diseases (prophylactic measures) are being undertaken for the different families of animals such as felids (cats), mustelids (mammals of the weasel family), viverrids (small-medium mammals), and primates. These disease preventive steps are said to be taken in consultation with experts from TANUVAS, Veterinarians of Hyderabad Zoo, and Bronx Zoo.

"All the lions that have tested positive are under close observation and on prescribed treatment regimen by the in-house veterinary team in close coordination with the expert team from TANUVAS. All animal keepers and helpers for these animal houses are vaccinated against Covid 19. Separate set of animal keepers are engaged for each group of lions. PPE Kits are mandatory for the animal keepers, veterinary doctors and field staff visiting the area," concluded the statement from the Zoo.

Prime Minister Narendra Modi on Friday lauded Indian scientists developing a made-in-India vaccine against COVID and boosting other measures to fight the pandemic within a year of its outbreak.

Addressing a meeting of the Council of Scientific and Industrial Research (CSIR) Society via video conferencing, he cited India's experience in the previous century to say that it used to wait for years to lay its hands on innovations achieved abroad, but its scientists are now working shoulder to shoulder with their counterparts outside.

They are working at the same quick pace, he said. Noting that the world is grappling with the biggest challenge in a century, the prime minister praised the scientific community, saying it is perhaps unprecedented that vaccines were prepared within a year.

On the occasion, Modi reiterated his call for an "Aatmanirbhar Bharat" (Self-reliant) and strong India, saying the COVID-19 crisis may have slowed its pace but our resolve remains the same.

India wants to be self-reliant in a number of sectors, ranging from agriculture to astronomy, disaster management to defence technology, vaccine to virtual reality, and biotechnology to battery technology, he asserted.

He said that India is now showing the way to the world in sustainable development and clean energy, and is playing an important role in progress in other countries with its role in software and satellite development.

Union Minister of Civil Aviation Hardeep Singh Puri on Friday showed confidence and ruled out the calculation of several airline companies and aviation experts, which stated about normalcy in the aviation sector will return in 2023. He rather expects it to happen much earlier.

While talking to ANI about normalcy in aviation, Puri said Indian aviation will be back to normalcy after all countrymen are vaccinated in 2021.

"We respect experts' opinions. But in pre-COVID level 4 lakh passengers used to travel in a day. When we started domestic civil aviation on May 25, 2020, on day one there were 30,000 passengers, which increased to 3 lakh 13 thousand till the second wave hit our country. It may have touched four lakh passengers per day and normalcy may have returned but I believe that normalcy will be returned by 2021 after all Indians are vaccinated," Puri said.

In the midst of the pandemic and the COVID second wave, the aviation sector is hit very badly and the passenger load factors have hit a recorded low. "When the second wave came and this passenger traffic came down to 40,000 last week. On Thursday it increased to 80,000 and later it will continue to increase with the decline in COVID cases," said the Union Minister.

The Union Minister emphasised on the positivity rate of COVID cases in Delhi and provided the data. "Delhi's positivity rate is 0.6 per cent and recovery rate is also 90-92 per cent and the mortality rate is also low. This means if you test more than 100 people you only find one person positive," Puri added.

Puri has always advocated for easing restrictions in aviation sectors to see how the virus behaves. "I believe before the second wave of Covid, the aviation sector was about to touch 4 lakh passengers a day as we handled 3 lakh 13 thousand passengers before the second wave starts," he added.

The government has issued orders regarding the sudden change in the number of COVID-19 cases in the second wave, and reduction in passenger numbers and reduction in occupancy by reducing the existing capacity from 80 per cent to 50 per cent.

Despite the week-long, successful firefighting effort by the Indian Coast Guard and Sri Lankan tugs, Container ship MV X-Press Pearl has sunk partially.

Salvors (technical persons engaged in retrieving a ship) had boarded the mangled and burnt vessel on Tuesday for inspection and assessment. However, from the early hours of Wednesday water started entering the vessel from its side, thus adversely affecting its draught/draft (when draught is normal the vessel floats at a normal level) and trim (when the trim is normal, the front at near float at equal levels).

Attempts to tow away the vessel were not successful as the damaged vessel sunk, with its rear portion touching the sea bed. It is understood that the sea floor at the location is at a depth of 22 meters. The initial fire which broke out on May 20, while at anchorage, was brought under control by the efforts of Sri Lankan authorities and the Salvage team within a day. All the 13 crew and the 12 salvors working onboard were safely evacuated by the Sri Lankan authorities, as the fire quickly spread, thereby engulfing the entire ship.

India made clear on Thursday that its abstention at United Nations Human Rights Council (UNHRC) vote calling for probe into Gaza violence was not indicative of a new position. The comment came a day after it emerged that Palestinian foreign minister had written a strong letter to India's external affairs minister (EAM) over the issue.

Ministry of External Affairs Spokesperson Arindam Bagchi, in response to questions during weekly virtual press conference said, "I understand Palestine has written a similar letter to all countries who abstained during UNHRC vote. The position we took is not a new position and we have abstained on the previous occasions."

In the letter, Palestinian Foreign Minister Dr. Riad Malki had expressed concerns over the "position taken by India" at the human rights council's special session. In the letter seen by WION, Malki said, "The Republic of India missed an opportunity to join the international community at this turning point" both "crucial and long overdue on the path to accountability, justice and peace".

The resolution saw India among the 14 countries abstaining on the issue of the probe. Other countries that abstained included Bahamas, Brazil, Denmark, Fiji, France, Italy, Japan, Nepal, Netherlands, Poland, South Korea, Togo & Ukraine. The letter by Palestine's FM to EAM was sent on the 30th of May, 3 days after India abstained from the vote at the UNHRC.

The resolution--"Ensuring respect for international human rights law and humanitarian law in occupied Palestinian territory including East Jerusalem and in Israel", was adopted with 24 countries voting in favor, 9 against at the 47-member strong Geneva headquartered UN Body. WION was the first new channel to break the story on Wednesday.

India is upbeat over the Free Trade Agreement(FTA) talks with European Union and the United Kingdom with the commerce secretary Anup Wadhawan saying talks will begin this year.

Speaking at a virtual press conference, Wadhawan said, "within the year, close to the end of the year" talks should start with EU "possibly before that" and with the UK. New Delhi will be "initiating talks" but all the "preparatory work" needs to be done, the commerce secretary added.

He further explained, "trade discussions are already underway, preparatory work has to be done" and very soon "formal negotiations will also start".

India, EU FTA talks were announced during the India-EU leadership summit in May. Both sides are resuming talks after a gap of eight years.

Wadhawan said, "European Union at the highest level cleared agreement on resumption of negotiations, a clear agreement on the tracks on which negotiations will happen. Clear resolve to expedite finality in the negotiation at an early date."

With the UK he recalled the "clear announcement on starting of negotiations, a comprehensive trade agreement with an early harvest" which he described as a "very, very conducive development". At the virtual summit between PM Modi and PM Boris Johnson on May 4 both sides made an announcement on Enhanced Trade Partnership (ETP).

May 26 saw the UK starting a 14-week consultation period to seek public and business views on the deal with India.

The period of consultations domestically ends on August 31. The UK is keen on a deal that not only slashes trade barriers but also includes removing tariffs of up to 150 per cent on whisky and 125 per cent on British-made cars. The UK also aims to make it easier for its service firms to operate in the Indian market.

For India, upgrading the Preferential Trade Area (PTA) with Chile and taking forward negotiations on trade with Peru and Israel is also on the anvil. India has also initiated new FTAs with Canada and Australia.

Foreign secretary Harsh V Shringla has said that India is in talks with global vaccine manufacturers such as Pfizer, Johnson & Johnson, and Moderna for local manufacturing of coronavirus vaccines.

This development has come even as India has been trying to increase the production of vaccines for its population and for export.

"We are also part of the discussions with major vaccine manufacturers like Pfizer, Johnson & Johnson, and Moderna about sourcing and possible local manufacturing of their vaccines in India. We have also helped to expedite the introduction of Sputnik-V vaccines," Shringla said while speaking at World Health Organization's "South-East Asia Regional Health Partners' Forum on COVID-19".

As of now only three vaccines have been given authorisation in India, namely Covishield (produced by Serum Institute of India), Covaxin (produced by Bharat Biotech) and Russia's Sputnik V. Last month, India received the first few batches of Suptink V vaccines — which will be also produced by Indian companies.

He also mentioned that India is "working with several other countries in the WTO on a targeted and temporary waiver under TRIPS to ensure timely and secure access to vaccines for all".

India and South Africa had given a proposal for wavier on Covid vaccine patent at the WTO which will help in mass production of the vaccines for the world. After the US extended its support to the vaccine waiver, the West has been able to fight its hesitations against this. He explained that the "Ministry and our network of diplomatic posts played a key role in organising the 'Vande Bharat Mission' — the largest logistical exercise of its kind ever undertaken." India rose to the challenges posed by the ongoing COVID-19 pandemic and under the leadership of Prime Minister Narendra Modi, the Centre and State governments patiently fought the virus, said Union Home Minister Amit Shah on Thursday.

While speaking at the virtual inauguration of nine oxygen plants in Ahmedabad, the Union Home Minister noted several steps taken by the government to overcome one of the largest challenges in the second wave - the ten-fold increase in oxygen demand.

"Under normal circumstances, the country used to produce about 1000 MT of oxygen. Within a month, the demand increased to 10,000 MT. It was a huge challenge to meet this 10-fold increase in demand, but under the leadership of Prime Minister Narendra Modi, the Centre and State rose to the challenge and started our fight against this," he said.

"The production of industrial oxygen was paused in plants across the country and were diverted towards medical oxygen. Cryogenic tankers were in the country were limited but we brought in from across the world and oxygen was transported in trains. About 15,000MT has been transported by train," he added.

He also said that after the first wave, 162 PSA plants were approved from the PM CARES fund by the Prime Minister, along with an additional 1,051 plants.

"Along with this, 100 more PSA plants were also initiated by other ministries. In the coming days, work to set up 300 more will also be started," he said.

Shah also lauded efforts by the armed forces, Railways and scientists.

"Thanks to their efforts, this pandemic is receding slowly and demand for oxygen has come down as well. The number of recoveries is higher than new cases," he said.

The nine oxygen plants inaugurated by Amit Shah will be operated by the Vallabh Youth Organization. Gujarat Chief Minister Vijay Rupani was also present at the virtual event.

A magistrate court in Dominica on Wednesday rejected fugitive businessman Mehul Choksi's bail appeal. Following a high court order, he pleaded not guilty to allegations of illegal entry into the Caribbean island nation.

"Will will move the upper court," said Choksi's lawyer Vijay Aggarwal.

This comes after fugitive diamantaire Mehul Choksi was produced before a local magistrate in Dominica to answer charges of his illegal entry into the country following a court order. Choksi appeared before the magistrate in a wheelchair in a blue T-shirt and black shorts.

Choksi's lawyer Vijay Aggarwal had said that according to Dominican law, any arrested accused has to be presented before the court in 72 hours and added that because Choksi was not presented in court within the prescribed time, the court has ordered to produce him before the magistrate at 4 pm (Dominica time).

Earlier on Wednesday, the Dominica High Court ruled that Choksi, who is wanted in India in the $2 billion Punjab National Bank (PNB) fraud case, must be brought before a local magistrate on Wednesday afternoon to face charges of illegal entry. Justice Bernie Stephenson ruled that Choksi is to face charges of illegal entry into Dominica.

Choksi had gone missing in Antigua and Barbuda for a few days before being tracked down and arrested in Dominica on May 26. After escaping India in January 2018, he has been residing in Antigua & Barbuda.

Earlier on June 2, breaking her silence for the first time in days, the businessman's wife Priti Choksi questioned the disappearance of Barbara Jarabica and slammed the authorities of Antigua and Dominica for their handling of the case.

Barbara is the mysterious woman whose name cropped up in the case and is alleged to be the female accomplice who had a role in Choksi's movement from Antigua to Dominica.

Speaking to WION, Priti said, "Picture that is run of this person called Barbara is not even correct picture. Where is she, no one knows. If a crime occurred, and she saw it why has she not said anything? No one knows", adding, "she is not traceable".

When asked who she was, Mrs Choksi explained, "She claims to be someone who works on house renovation and she would come down to Antigua two or three times - she came in August, in April and now in May" and added that she "has never met her".
