However, a collaborative study by the University of East Anglia and the University of Cambridge, through the use of AI models and climate economic projections, has created a ‘climate-adjusted’ rating system.

While rating agencies recognize that economies are vulnerable to climate change, they have been cautious in assessing such risks in their ratings exercises due to uncertainty about the potential magnitude of the harm.

The UEA/Cambridge project uses&nbsp;current S&amp;P Global ratings to train artificial intelligence models, which are then coupled with climate economic models and S&amp;P's own natural catastrophe risk assessments to develop new ratings for alternative climate scenarios.

If the world manages to meet the Paris Climate Agreement's aim of keeping temperatures below two degrees Celsius, sovereign credit ratings would experience little impact in the short term and very minor long-term repercussions, according to the simulation.

However, a worst-case scenario of high emissions, on the other hand, would result in greater global debt servicing expenses, amounting to hundreds of billions of dollars in current money, according to the model.

Developing nations with lower credit scores may bear the brunt of the physical impacts of climate change. Yet, even nations with the highest credit rankings are at risk of severe downgrades due to the potential steep fall they would experience.&nbsp;

Paytm’s founder and CEO, Vijay Shekhar Sharma, plans to buy a 10.3 per cent stake from the fintech company Antfinin, a subsidiary of China’s Ant Financial for $628 million. The purchase is being made in order to streamline the ownership structure of the Indian payments company, Antfinin said on Monday.

Paytm’s shares rose to 11.4 per cent on Monday after the announcement, while their share value has already gone up by more than 50 per cent this year.

The price of Sharma’s stake acquisition from Antfin (Netherlands) Holding B.V. is 796.6 rupees ($9.3) per share, &nbsp;Paytm’s most recent closing price.

After the sale, Antfin’s ownership in the company will drop to 13.5 per cent, no longer making it the largest stakeholder.

Previously, China’s Alibaba sold all of its stake in February, exiting Paytm.

Through open market transactions, the Japanese investment company Softbank Group Corp has also been reducing its stake in Paytm; which presently stands at 9.18 per cent.

Following the sale, Paytm’s founder, Sharma will be the largest stakeholder with a holding of 19.42 per cent.

“No cash payment will be made for this acquisition, and neither will any pledge, guarantee, or other value assurance be provided by Mr. Sharma, directly or otherwise,” Reuters quoted Paytm as saying in a statement.

The company further stated that Sharma and the current board will continue in their respective positions and that there would be no change in the management or control of Paytm.

The Directorate General of Trade Remedies (DGTR), an arm of the Commerce Ministry of India, has imposed an anti-dumping duty on optical fibers from China, Korea and Indonesia in a move to secure the domestic industry from artificially cheap rates that are capturing the market.

The gazette notification issued on August 3 also mentioned that the imports were adding "injury to the domestic markets."&nbsp;

"The anti-dumping duty imposed under this notification shall be effective for a period of five years (unless revoked, superseded or amended earlier) from the date of publication,"&nbsp;the notification said.

The Times of India reported in July that the Commerce Ministry's recommendation to impose an anti-dumping duty comes at a time when India is undergoing a digitisation drive under the ambitious Bharat Net rural outreach plan, with commercial operators adding optical fibre to their networks to support 4G and 5G services.

The anti-dumping duty is likely to be a major relief to both domestic businesses and international companies that manufacture locally. Sterlite Industries, Birla Cable, Birla Furukawa Fibre Optics, HFCL, and American Corning are among the big names in the optical fibre business.

As per media reports, local manufacturers have been complaining that cheap imports, particularly from China, are hurting their business.

Upon an investigation by the DGTR, it was revealed that dumping did have a significant impact on Indian manufacturers. "It was further found that the growth in demand was almost entirely subsumed by such dumped imports," the Times of India quoted the agency as saying.

JPMorgan’s chief economist said that the bank no longer expects a recession in the United States this year, joining other forecasters who reversed their decision and once opined that a downturn was inevitable.

Earlier, JPMorgan stated that a recession was to be expected in 2023, but they have now revised their forecast of “modest, sub-par growth,” for 2024, Bloomberg reported.

Chief US economist of the bank, Michale Feroli, in his research paper published on Friday (Aug 4) said that they now expect a "healthy pace" due to certain gains in productivity.&nbsp;

The firm increased its current-quarter real annualised GDP growth estimate to 2.5 per cent from 0.5 per cent.

"Given this growth, we doubt the economy will quickly lose enough momentum to slip into a mild contraction as early as next quarter, as we had previously projected," the economist wrote.&nbsp;

The economist pointed to the resolution of the debt ceiling impasse in Congress and the containment of a banking crisis in March as potential headwinds that have since been removed.

He also noted productivity gains, due in part to the broader implementation of artificial intelligence, and improved labour supply even as hiring has softened&nbsp;in recent months.

However, despite the positive signs, Feroli said that there is a potential risk still lurking.

He specifically cited the danger of Fed policy that has seen 11 interest rate hikes implemented since March 2022. Those increases have totalled 5.25 percentage points, yet inflation is still holding well above the central bank’s 2 per cent target, CNBC noted.

“While a recession is no longer our modal scenario, risk of a downturn is still very elevated. One way this risk could materialize is if the Fed is not done hiking rates,” Feroli said.

“Another way in which recession risks could materialize is if the normal lagged effects of the tightening already delivered kick in.”

Earlier this week, the Bank of America economists also reversed their estimates saying that they no longer forecast a 2024 recession for the US and increased their 2023 economic growth outlook for the country.

JPMorgan signals positive outlook for US, takes back ‘recession’ call

The finance ministry on Tuesday said top 50 wilful defaulters including Gitanjali Gems Limited, Era Infra Engineering Limited, REI Agro Limited, and ABG Shipyard Limited owe $105,40 million or Rs 87,295 crore to banks and financial institutions.

Of this, top 10 wilful defaulters owe&nbsp;4,929 million (Rs 40,825) crore to schedule commercial banks (SCBs), Minister of State for Finance Bhagwat Karad said in a written reply in Rajya Sabha.

SCBs have written off an aggregate amount of Rs 10,57,326 crore during the last five financial years (RBI provisional data for FY 2022-23), he said.

"The Reserve Bank of India (RBI) has apprised that the amount owed by top 50 wilful defaulters in SCBs was Rs 87,295 crore as on March 31, 2023," he said.Fugitive Mehul Choksi's Gitanjali Gems is the biggest wilful defaulter owing Rs 8,738 crore to banks. It is followed by Era Infra Engineering Limited owing Rs 5,750 crore, REI Agro Limited Rs 5,148 crore, ABG Shipyard Limited Rs 4,774 crore, and Concast Steel and Power Limited Rs 3,911 crore.

Other wilful defaults are Rotomac Global Private Limited Rs 2,894 crore, Winsome Diamonds and Jewellery Limited Rs 2,846 crore, Frost International Limited Rs 2,518 crore, Shri Lakshmi Cotsyn Limited Rs 2,180 crore and Zoom Developers Private Limited Rs 2,066 crore.

Karad said the provision enabling banks to enter into compromise settlement in respect of borrowers categorised as fraud or wilful defaulter is not a new regulatory instruction and has been the settled regulatory stance for more than fifteen years.

"RBI had advised IBA, vide letter dated May 10, 2007, that, banks may enter into compromise settlement with wilful defaulters/ fraudulent borrowers without prejudice to the criminal proceeding underway against such borrowers and all such cases of compromise settlements should be vetted by Management Committee/Board of banks," he said.

Further, he said, compromise settlement with borrowers classified as wilful defaulters or fraud is also covered in RBI's Master Circular on Wilful Defaulters dated July 1, 2015 and Master Directions on Frauds dated July 1, 2016.

The compromise settlement, however, is not a matter of right for borrower but is a discretion to be exercised by lenders based on their commercial judgements, he said.

As per RBI's circular dated June 8, 2023, he said, regulated entities may undertake compromise settlements or technical write-offs in respect of accounts classified as fraud or wilful defaulter without prejudice to the criminal proceeding underway against such borrowers, and all such proposals need to be approved by the board.

As per inputs received from RBI, he said, the framework prescribes minimum cooling-off period of 12 months as a general prescription for normal cases of compromise settlements, without prejudice to the penal measures applicable in respect of borrowers classified as a wilful defaulter.

"Such penal measures, as per the RBI's Master Circular on Wilful Defaulters dated July 1, 2015, entail, inter alia, that no additional facilities should be granted by any bank/financial institutions to borrowers listed as wilful defaulters, and that such companies (including their entrepreneurs/promoters) get debarred from institutional finance for floating new ventures for a period of five years from the date of removal of their name from the list of wilful defaulters," he said.

Replying to another question, Karad said public at large have benefited from the amalgamation as the amalgamated bank is offering enhanced access to banking services through a stronger and larger network, greater financial inclusion of the underprivileged, wider and customised array of banking and other financial products and services, and improved digital experience through investments in technology.

Employees have benefited through opening up of wider career and geographical opportunities, enhanced depth and breadth of employees' exposure and improved perquisites through harmonisation of benefits on best-across-banks basis, while ensuring that no employee has lost his or her job as a result of the amalgamation, he said.

In a separate reply, Karad said 66,069 frauds were reported in 2022-23 causing a loss of Rs 85.25 crore. In the previous year, 65,893 frauds were reported with financial implication of Rs 115.36 crore.

In order to prevent fraudulent online transactions, he said, RBI has been issuing various instructions to the regulated entities from time to time.

"RBI had issued a comprehensive circular on Cyber Security Framework for Banks in June, 2016 and for Urban Cooperative Banks in October, 2018 respectively. As per these circulars, banks were advised to put in place a board-approved cyber security policy elucidating the strategy containing an appropriate approach to combat cyber threats given the level of complexity of business and acceptable levels of risk," he said.

Further, he said, to enhance the cyber security posture of online transaction and prevent cyber frauds, Indian Computer Emergency Response Team (CERT-In) issues alerts and advisories regarding latest cyber threats/vulnerabilities and countermeasures to protect computers and networks on an ongoing basis, tracking and disabling phishing websites and facilitating the investigation of fraudulent activities in coordination with service providers, regulators, and law enforcement agencies.

With regard to complaints received by the JanSamarth Portal, he said, total 23,276 grievances have been received since its launch, out of which 21,250 complaints have been closed in a time-bound manner.

JanSamarth Portal was launched to provide a common platform for availing loan under few credit-linked government schemes to start with.

The compromise settlement, however, is not a matter of right for borrower but is a discretion to be exercised by lenders based on their commercial judgements, he said. As per RBI's circular dated June 8, 2023, he said, regulated entities may undertake compromise settlements or technical write-offs in respect of accounts classified as fraud or wilful defaulter without prejudice to the criminal proceeding underway against such borrowers, and all such proposals need to be approved by the board. "Such penal measures, as per the RBI's Master Circular on Wilful Defaulters dated July 1, 2015, entail, inter alia, that no additional facilities should be granted by any bank/financial institutions to borrowers listed as wilful defaulters, and that such companies (including their entrepreneurs/promoters) get debarred from institutional finance for floating new ventures for a period of five years from the date of removal of their name from the list of wilful defaulters," he said. As per these circulars, banks were advised to put in place a board-approved cyber security policy elucidating the strategy containing an appropriate approach to combat cyber threats given the level of complexity of business and acceptable levels of risk," he said. Further, he said, to enhance the cyber security posture of online transaction and prevent cyber frauds, Indian Computer Emergency Response Team (CERT-In) issues alerts and advisories regarding latest cyber threats/vulnerabilities and countermeasures to protect computers and networks on an ongoing basis, tracking and disabling phishing websites and facilitating the investigation of fraudulent activities in coordination with service providers, regulators, and law enforcement agencies. With regard to complaints received by the JanSamarth Portal, he said, total 23,276 grievances have been received since its launch, out of which 21,250 complaints have been closed in a time-bound manner. India: Top 50 wilful defaulters owe $105,40 million to banks

State Bank of India, the country's largest lender, on Friday reported a near three-fold jump in first-quarter profit, led by a surge in net interest income, healthy loan growth and lower provisions.

Net profit was at a record 168.84 billion rupees ($2.04 billion) for the quarter ended June 30, compared with 60.68 billion rupees a year earlier.

Net interest income, the difference between interest earned and paid out, rose 24.7% to 389.05 billion rupees, while net interest margin, a key indicator of a bank's profitability, rose to 3.47% from 3.23% a year ago.

However, slippages more than doubled to 76.59 billion rupees sequentially, primarily from small and medium enterprises and agriculture lending.

Rivals HDFC Bank and ICICI Bank have reported double-digit net interest income growth for the fiscal first quarter.

Indian banks have been reporting double-digit credit growth in recent months, driven by rising consumption, even as the Reserve Bank of India raised interest rates.

SBI's corporate lending book pipeline stands at 3.5 trillion rupees, Chairman Dinesh Kumar Khara said in a news conference. Khara expects credit growth of 15% this fiscal year.

The bank's gross loans increased 13.9% from a year earlier, while deposits climbed 12%, led by term deposits that offer better returns.

Provisions and contingencies fell 43% from a year ago to 25.01 billion rupees.

SBI's gross non-performing assets (NPA) ratio - a key metric of asset quality - fell to 2.76% from 2.78% in the previous quarter and 3.91% a year ago. The net NPA ratio rose to 0.71% from 0.67% in the prior three months.

The bank expects its net NPA ratio to fall to 0.5% in the next few quarters, Khara said.

SBI's shares, which have lost 6.6% this year, ended 2.9% down.

“We upgrade India to overweight for secular leadership. We see a secular trend towards sustained superior USD Earnings Per Share&nbsp;growth versus Emerging Markets over the cycle," the note read. It added that&nbsp;a young demographic profile is supporting equity inflows into India.

The Morgan Stanley note added that India’s future resembles China’s history to a large extent. In comparison to India’s 6.5 per cent GDP growth, the brokerage anticipates China’s GDP to expand by only 3.9 per cent by the end of the decade.

"We think returning India to an 'overweight' rating and downgrading China to 'equal weight'&nbsp;is warranted," analysts said. They were referring to the Indian markets' outperformance over China as a sign of a structural breakout in favour of India.

Swiss banking giant UBS Group has laid off employees from Credit Suisse investment bank in New York, according to a source cited by Reuters.

The scale of layoffs and the businesses affected were not specified by the source.

Apart from the layoffs in New York, UBS is also in the process of closing Credit Suisse’s investment bank’s office in Houston, Reuters sources added.&nbsp;

Sources further told Reuters that the New York office will now handle the oil industry on behalf of the Houston office. But no clarity was provided on the number of workers that have been impacted by the layoffs.

UBS and Credit Suisse refused to make comments on the matter.

The latest layoffs come following UBS’s government-backed acquisition of Credit Suisse in June. Ever since the acquisition was announced,&nbsp;UBS has been clear that the layoffs will lower the risk of Credit Suisse’s investment bank.

UBS lays off Credit Suisse investment bank staff, closes Houston office  

The GST Council on Wednesday decided to levy a 28 per cent GST on online gaming and casinos on the face value of bets at entry level, even though three states -- Delhi, Goa and Sikkim -- expressed dissent.

The Centre will bring amendments to the Central GST law in the ongoing monsoon session of Parliament, following which states will pass the amendments in their respective assemblies to pave way for introduction of changes in law by October 1.

"The valuation may be done based on the amount paid or payable or deposited with the supplier by or on behalf of the player, excluding the amount entered into games bets out of winnings of previous games and bets and not on the total value of each bets placed. Entry (level) whatever they pay to get chips and not what they pay in each game," finance minister Nirmala Sitharaman said.

Giving an example, she said if a bet is placed for say Rs 1,000, and the player wins Rs 300, then if the player again places a bet of Rs 1,300, then GST will not be levied on the winning amount. 
 
A review of the taxation of online gaming and casinos will be undertaken after 6 months or around April 2024 to see if any change in rules is required.

Briefing reporters after the 51st GST Council meeting here, Sitharaman said for the purpose of GST levy, the valuation of supply of online gaming and casinos will be done based on the amount paid or deposited with the supplier, excluding the winning amount in the bet.

Revenue secretary Sanjay Malhotra said that offshore gaming platforms will have to register themselves with the GST authorities.

In case they do not follow the law, the government will invoke the provisions of the Information Technology Act to block those sites, Malhotra added.

The GST Council -- the highest decision making body of the new indirect tax regime that comprises Union finance minister and representatives of all states -- discussed the language of amendments that will be needed to enabling taxing of online gaming and casinos.

"We will undertake amendments to CGST Act at the earliest, in this session itself. From October 1, it will be implemented," Sitharaman said.

Malhotra said the amendments will specifically define online gaming, online money gaming, virtual digital assets used to pay for online games, and supplier in case of online gaming. 
Asked about the impact on the ongoing legal cases in case of online gaming, Malhotra said the decision of the GST Council is only clarificatory in nature as online gaming was always an actionable claim in the nature of betting and gambling on which 28 per cent GST is leviable.

The Council had at its meeting last month decided to levy a 28 per cent GST on full face value of bets placed and Wednesday's meeting was to deliberate on the tax law changes that would be required to implement it.

Sitharaman said Delhi finance minister opposed 28 per cent tax on online gaming and wanted the matter to go back to group of ministers. Goa and Sikkim, whose revenues come from casinos, said 28 per cent GST should be levied on GGR (gross gaming revenue) or platform fees and not on face value.

Sitharaman, however, said other states, including Chhattisgarh, West Bengal, Karnataka, Gujarat, Maharashtra and Uttar Pradesh, wanted the decision taken at the Council meeting last month to be implemented at the earliest.

Mankind Pharma reports 66% surge in Q1 profit

In a major move aimed at boosting local manufacturing, India on Thursday (August 3) imposed with immediate effect curbs on importing laptops, tablets and personal computers.

“Import of laptops, tablets, all-in-one personal computers, and ultra small form factor computers and servers falling under HSN 8741 shall be ‘restricted’ and their import would be allowed against a valid licence for restricted imports,” a notification released by the ministry of commerce read.

However, imports under baggage rules are still allowed. It means that one laptop, tablet, all-in-one personal computer, or ultra-small form factor computer, including those bought from online portals through post or courier, will not fall under the purview of the Import Licensing Rules.

However, the duty on such items will have to be paid. The import was free under the previous regime.

The notification also mentions that 20 such items (laptops, tablets and PCs) per consignment to focus on research and development, testing, benchmarking, evaluation, repair and re-export, and product development purposes will be exempted from import licence.

Make no mistake, these exemptions only apply to those items not meant to be sold. The items must be destroyed or re-exported once the intended purpose of the import is fulfilled.

It also added that the license for restricted imports was not required for re-importing goods sent abroad for repair.

<h2>Move aimed at boosting local manufacturing</h2>

Experts believe the move will boost the government’s ‘Make in India’ programme, as the country seeks to capitalise upon its vast consumer market to force manufacturers to start production in India.

"The move's spirit is to push manufacturing to India. It's not a nudge, it's a push," Ali Akhtar Jafri, former director general at electronics industry body MAIT, was quoted as saying by Reuters.

Although the manufacturing sector PMI for India fell to 57.7 in July, the overall S&amp;P Global India Composite PMI Output Index reached a 13-year high of 61.9.

“The resilience of the service sector underscores its vital role in fuelling India's economy, with the PMI results for July so far pointing to a notable contribution from the sector to overall GDP for the second fiscal quarter,” the Economic Times quoted Pollyanna De Lima, the economics director at S&amp;P Global Market Intelligence, as saying.

With the overall demand remaining strong, the new-business sub-index indicated that the demand growth in July was at its highest since June 2010.&nbsp;The release further said that Bangladesh, Nepal, Sri Lanka and the UAE were key sources of international growth.

Operating costs increased at their quickest rate since June 2022, and businesses passed some of that cost on to consumers, although comparatively slower than in the previous three months due to their careful price setting.

Starbucks misses quarterly sales targets, expects sustained rebound in China

Fitch Ratings has downgraded the US government’s credit rating from top AAA to AA+ amidst concerns over the country’s ability to handle its finances and debt burden.

However, the cut will have little impact as the US still holds the highest possible rating, deemed conducive for investments.
