The US&nbsp;move comes at a sensitive time, as a new government is being formed under a tight deadline in a bid to extricate Lebanon from a deep economic crisis that poses the biggest threat to the country's stability since the 1975-1990 civil war.

"This decision will not change our convictions and our national and patriotic principles at all," Amal said in a statement issued after Washington added the senior Amal politician and former finance minister, Khalil, to a blacklist.

The group said imposing sanctions on Khalil was like "targeting Lebanon and its sovereignty."

Marada's leader, Suleiman Frangieh, said his party would not be influenced by Washington's decision, the Lebanese state news agency reported.&nbsp;

In a statement, Frangieh said Washington's move to impose sanctions on Finyanus was a "political decision" that would reinforce "our approach and our position."

Top police leaders in New York's third-largest city are retiring en masse amid criticism of the city's handling of the suffocation death of Daniel Prude, the mayor of Rochester has said.

La'Ron Singletary, the city's police chief, is among those retiring, as is Deputy Chief Joseph M Morabito and possibly other senior commanders, Mayor Lovely Warren said on Tuesday.

Warren made the surprise announcement of the retirements at a City Council briefing being held online. Council members had expected the chief to appear in person to discuss ongoing protests over the death of Prude, a 41-year-old Black man who died several days after an encounter with police March 23.

Rochester, a city of 200,000 people on Lake Ontario, erupted with protests last week after the Prude family released body camera footage showing officers had used a mesh hood and pinned Prude, a 41-year-old Black man, to the pavement during the March arrest.

The release of the footage five months after Prude's death had raised questions of a possible cover-up and turned&nbsp;Rochester&nbsp;into the latest flashpoint in a summer of protests over racial injustice first sparked by George Floyd's May 25 death.

Seven police officers involved in the arrest were suspended last week. The medical examiner ruled Prude's death a homicide by asphyxiation, with the drug PCP a contributing factor. He was having a psychotic episode when he was arrested.

Black Lives Matter activists had called for Singletary's resignation. But as recently as Sunday, amid a weekend of demonstrations, he had said he intended to stay on, and Warren backed him. Both he and the mayor are Black.

"As a man of integrity, I will not sit idly by while outside entities attempt to destroy my character," Singletary said in a statement, noting his 20 years on the force.

"The mischaracterization and the politicization of the actions that I took after being informed of Mr. Prude’s death is not based on facts, and is not what I stand for."

Warren, who has also come under pressure for the handling of Prude's arrest and death, said Singletary's deputy, Joseph Morabito, had also retired and that "there may be a number of others that will decide to leave as well."

The mayor said she was unsure when the retirements would take effect.

Free the People ROC, a local Black Lives Matter group, welcomed the resignations in a Facebook post but demanded more.

"Let's keep the pressure up until all those responsible for Daniel Prude's murder and cover up — including Mayor Lovely Warren - have resigned, taken responsibility and donated their pensions to the families they allowed to be harmed," it wrote.

Separately on Tuesday, Dallas police department chief Reneé Hall also agreed to resign after a backlash against her department's handling of demonstrations against racism and police brutality. Hall, who wrote her resignation letter on Tuesday, will stay on until the end of the year.

Last month, some Dallas City Council members said they had lost trust in Hall's leadership citing lack of transparency regarding the force that police used that injured some demonstrators.

Warren apologized to the Prude family last week and suggested she had been misled by Singletary - an allegation he denied. Singletary also pointed to his ordering of an internal investigation soon after the incident.

The&nbsp;Rochester&nbsp;police union's head, Michael Mazzeo, defended the officers last week, saying they followed procedure in using the so-called "spit hood," necessary because Prude claimed he had the coronavirus. Mazzeo also said Singletary's office told him after the arrest there were "no concerns" with the officers' actions.

Russia's foreign minister criticized Germany on Wednesday over its handling of official requests by Moscow about the condition of Kremlin critic Alexei Navalny.

Cygnus spacecraft is the company's&nbsp;next space station resupply ship that will liftoff from&nbsp;NASA's Wallops flight facility in&nbsp;located on the eastern Shore of Virginia to the International Space Station (ISS) on&nbsp;September&nbsp;29.

The study, published in the journal Scientific Reports, was carried over the Jammu, Kashmir, and Ladakh region, including areas across the Line of Control (LoC) and Line of Actual Control (LAC), and in all 12,243 glaciers were studied for thickness and mass changes.

"In general, it was observed that the glaciers in the Pir Panjal range are melting at the higher rate,&nbsp;more than one metre per year, while as the glaciers in the Karakoram range are melting relatively at slower rate, around 10 cms per year," noted Professor Shakil Ahmad Romshoo, corresponding author of the study.

"Some glaciers are even advancing or stable in the Karakoram range. In other mountain ranges like the Greater Himalayan range, Zanaskar range, Shamabari range, Leh ranges, the glaciers are undoubtedly melting but the rate of melting is variable," Romshoo, Dean of Research at the University of Kashmir in Srinagar, told PTI.

The research team, including Tariq Abdullah and Irfan Rashid, both from Geoinformatics Department, University of Kashmir, used two satellite observations made in 2000 by NASA and in 2012 by German space agency DLR.

They employed this data to determine the glacier thickness changes over the entire Upper Indus Basin, comprising of over 12,000 glaciers.

"There is no such data (satellite observations) available in the world after 2012. This is a first of its kind study in the region and provides a very good idea about what is happening to the glaciers in the region," Romshoo explained.

Till date, he said, only six to seven glaciers have been studied in the region for thickness and glacial mass changes using field observations.

The researchers noted that while glacier melting is a continuous process and the shrinkage in area of the glaciers is being estimated routinely, thickness and mass changes are not possible always because of the lack of satellite data.

There are also limitations and challenges associated with field based studies in the mountainous Himalaya, they said.

The team noted that during one decade of observation in this study, the region has lost about 70.32 gigatonne of glacier mass, which is "quite significant."

Romshoo noted that the continued melting of glaciers will have significant adverse impacts on every sector of economy in the region and beyond, particularly in the downstream areas which are already water scarce.

"It is pertinent to mention here that the waters emanating from this region are shared between the neighbouring countries in the south Asia," the professor at the Department of Earth Sciences, University of Kashmir, added.

The knowledge generated about the glacier thickness changes across different mountain ranges in the data-scarce Himalayan region is vital for determining the sustainability of water resources in the south Asian region, according to the researchers.

Melting of the glaciers in Jammu, Kashmir and Ladakh is going to impact the water, food and energy security with the consequent adverse effect on the dependent livelihoods, they noted.

The researchers explained that the main drivers of the glacial melt in the Himalayan region are increasing temperatures and decreasing snow precipitation, resulting from greenhouse gas emissions from industrialisation and increasing use of fossil fuels the world over.

Romshoo noted that though there is "almost no industrialisation" in Jammu, Kashmir and Ladakh Himalaya, the mountainous region is facing the brunt of climate change happening globally.

A study, published in the journal Climatic Change on July 29, found that Jammu, Kashmir and Ladakh may witness a temperature increase of up to 6.9 degrees Celsius by the end of the century due to climate change, warning that the glaciers in this Himalayan region could shrink by 85 per cent if the projections come true.

For the first time, Pakistani authorities have arrested seven suspects involved in a major international racket that transported poor and needy people from the country to China for illegal transplant surgeries.

The Federal Investigation Agency (FIA) on Monday arrested the suspects, including ring leader Abdul Latif, at the Lahore's passport office.

Previously, the FIA arrested a number of suspects involved in illegal organ transplant, especially in Punjab, where the people from the Gulf often visited for kidney procedures.

According to FIA Punjab Deputy Director Sardar Mavarhan Khan, on receiving information that an international gang was active in Lahore in illegal transplant of human organs in China, a team conducted a raid at the passport office and arrested seven suspects, including donors and agents.

"The agents would allegedly motivate poor and needy people to sell their liver and kidney and then had the organ transplant conducted in China. During preliminary investigation it has transpired that the agents had contacts in China where they managed to get the organ transplant conducted by Chinese doctors," he said.

"This is the first time that such a gang has been unearthed which is involved in illegal human organ transplant in China. An agent pays around Rs 400,000 to a donor and arranges his travel to the country. A recipient usually reaches there (China) on his own. This gang has transported around 30 people to China for the purpose so far,''&nbsp;Khan added.

The FIA said that recipients of organs usually come from the Gulf, India and Bangladesh and also from Pakistan.

A case has been registered against the suspects under sections 10, 11 Punjab Transplantation of Human Organs and Tissues (Amended) Act 2012.
