A Saudi court Monday overturned five death sentences over journalist Jamal Khashoggi's murder in a final ruling that jailed eight defendants to between seven and 20 years, state media reported.

"Five of the convicts were given 20 years in prison and another three were jailed for 7-10 years," the official Saudi Press Agency said, citing a spokesman for the public prosecutor.

None of the defendants were named in what was described as the final court ruling on the killing which had sparked an international outcry.

The verdict came after Khashoggi's sons said in May they had "pardoned" the killers, a move condemned as a "parody of justice" by a UN expert.

The family's pardon spared the lives of five unnamed people sentenced to death over the 2018 murder in a December court ruling, which was lambasted by human rights groups after two top aides to the crown prince were exonerated.

Khashoggi,&nbsp;a royal family insider turned critic,&nbsp;was killed and dismembered at the kingdom's consulate in Istanbul in October 2018, in a case that tarnished the reputation of de facto ruler Crown Prince Mohammed bin Salman.

Khashoggi, a 59-year-old critic of the crown prince, was strangled and his body cut into pieces by a 15-man Saudi squad inside the consulate, according to Turkish officials. His remains have not been found.

Riyadh has described the murder as a "rogue" operation, but both the CIA and a United Nations special envoy have directly linked Prince Mohammed to the killing, a charge the kingdom vehemently denies.

"The reality of America today is what we have seen over generations and, frankly, since our inception, which is, we do have two systems of justice in America," Harris said an interview.

But she said she was optimistic that as a nation, Americans hold dear to an ideal that is inscribed in marble on the Supreme Court, which is that ideal of equal justice under law.

"And so, while we have two systems of justice, we also fight for equal justice under law. And that means doing what Joe Biden and I are proposing, which is having a criminal justice system that, yes, bans choke holds and carotid holds, make sure that we're going to require accountability for police officers who break the rules and break the law."

Harris said their administration would invest in communities and the economic strength of those communities, but doing it all recognising that there are huge disparities in the country based on race.

"And it does us no good if we want to solve those disparities to pretend they don't exist," she said.

Harris also suggested that President Trump was not a "real leader" on racial justice and was trying to "pretend that he has been a leader" on the coronavirus pandemic.

"I don't think that most reasonable people who are paying attention to the facts would dispute that there are racial disparities and a system that has engaged in racism in terms of how the laws have been enforced," said Harris, a California senator and former state attorney general.

"It does us no good to deny that. Let's just deal with it. Let's be honest. These might be difficult conversations for some, but they're not difficult conversations for leaders, not for real leaders."

Barr, America's top law enforcement official, dismissed the idea of "two justice systems" told CNN on Wednesday. "I think we have to be a little careful about throwing the idea of racism around," he said. "I don't think it is as common as people suggest."

Asked specifically about systemic racism during his visit to Kenosha, Wisconsin, last week, Trump refused to acknowledge it, saying, "Well, you know, you just keep getting back to the opposite subject. We should talk about the kind of violence we've seen in Portland and here and other places."

Protests against racial injustice, particularly in law enforcement, have swept across America as police violence against Black Americans,&nbsp;including George Floyd in Minneapolis, Jacob Blake in Kenosha, Wisconsin and Daniel Prude in Rochester, New York,&nbsp;has dominated headlines in recent months.

"I'm very clear that we have got to in America re-imagine how we are accomplishing public safety," Harris - the child of immigrants from India and Jamaica - said.

"If we want to create safe communities, one of the smartest ways we can do that is invest in the health of those communities, because healthy communities are safe communities," Harris said.

"There is no vaccine for racism," she had said in her acceptance speech last month and criticised Trump for turing "our tragedies into political weapons," she said.

"Donald Trump's failure has cost lives and livelihoods," Harris had said, referring to the racing tensions and the coronavirus pandemic that has severely hit the country.

Meanwhile, Harris on Monday tweeted that ''President Trump keeps saying the US economy is improving, but the truth is, only the wealthiest are reaping the benefits.''

Philippine President Rodrigo Duterte has granted an absolute pardon to a US marine convicted of killing a transgender woman, officials said Monday, drawing condemnation from rights groups.

Lance Corporal Joseph Scott Pemberton has been in prison since the October 2014 killing of Jennifer Laude, whom he met at a bar while on a break from military exercises in the northern city of Olongapo.

A local court ruled last week that Pemberton qualified for early release due to good behaviour, but was still being held due to an appeal.

The Laude family lawyer condemned the decision, calling it a "mockery" of the country's justice system.&nbsp;

"This is another injustice -- not only to Jennifer Laude and family but a grave injustice to the Filipino people," Virginia Suarez said in a statement.

"This is a travesty of Philippine sovereignty and democracy."&nbsp;

The pardon has renewed anti-American sentiment in the Southeast Asian nation, where groups have long called for removal of US military presence.

Edre Olalia, of the National Union of Peoples' Lawyers, called the pardon "a brazen and shameless sell-out" of country's sovereignty.

The pardon came despite Duterte shifting away from the US to seek closer relations with China since assuming power in 2016.

He will address the nation on Monday night after meeting his Cabinet and he is expected to speak on the issue, Roque said.&nbsp;

"Bangladesh @jatiyoshangsad unanimously adopted a condolence motion on the demise of late Pranab Mukherjee, adding, 'The people of Bangladesh will always remember this great eternal leader as a genuine well-wisher of the people of India and Bangladesh and a true patriot'," the High Commission said in a tweet on Monday.

Mukherjee breathed his last at a Delhi hospital on August 31. He was 84.

The Jammu and Kashmir administration has started preparing a dossier on the six Mughal Gardens in the Kashmir Valley in a bid to empanel them in the list of United Nations Educational, Scientific and Cultural Organisation (UNESCO) mandated world heritage sites.

Locals are expecting that this consideration will boost tourism in the Kashmir Valley.

The administration is keenly interested in the development of Mughal gardens. Recently, Lieutenant Governor of Jammu and Kashmir (UT) Manoj Sinha issued orders on the upgradation of restoration work of the six Mughal Gardens including Nishat, Shalimar, Cheshmashahi, Pari Mahal, Achabal and Veerinag.

"After the historical Mughal garden makes it to the UNESCO's heritage site list, it will attract a lot of tourists. Eventually, this will boost the tourism industry here," Rather added.

Niyaz Ahmad Bhat, a local appreciated the steps taken by the administration. Bhat said, "It is a great step by the Jammu and Kashmir administration.

"Getting consideration from UNESCO will help in boosting the economy in Srinagar," he added.

Gopinath Tiwari, a tourist on his third visit to Srinagar said that he comes to the Valley to visit various tourist spots. "It is always good to visit Heritage Mughal Garden every year," Tiwari said.

Speaking on the issue, Mohamad Ayoub, another local said, "These gardens should be given UNESCO's consideration. We are proud of our culture."

Ankara said it backed the idea of talks at NATO.

With&nbsp;Spain&nbsp;registering the highest number of COVID-19 cases in western Europe, officials have sought to calm fears that schools could turn into centres for mass infection, but uncertainty among part of the populations remains.

Murcia, Asturias and the Canary Islands have moved opening dates to the 14th and 15th of September.

Under the national guidelines issued on August 27, all school children from the age of six must wear face masks.

The government's delay in issuing guidelines across the board generated anger from teachers and parents who believe the response should have been quicker.

Health ministry diagnosed 3,663 new cases of the virus, down from a peak of nearly 10,000 recorded in&nbsp;Spain&nbsp;last Friday.

A total of 479,554 cases have been diagnosed since February, while 10 deaths were recorded in the past 24 hours, bringing the cumulative toll up to 29,194
