The government said that the 12 Russian top officials will be subjected to asset freezes and travel bans.

The Foreign Commonwealth and Development Office (FCDO) claimed that over 6,000 Ukrainian civilians have been killed since Russia's invasion.&nbsp;

It said, "Intentionally directing attacks against civilians and civilian objects is a serious violation of international humanitarian law. Those responsible must be held to account."

The team known as Ketamine for Reduction of Alcohol Relapse (Kare) has previously completed a similar concept which stated that individuals with alcohol disorders given ketamine and therapy together were more likely to remain abstinent than those given a placebo.&nbsp;

Team lead, Prof Celia Morgan said that people with alcohol problems can find difficulty in engaging with psychological interventions which Ketamine would help.&nbsp;

Participants will be divided into two groups. The first group will be given a 0.01 mg/kg dose of Ketamine and the other group will have 0.08 mg/kg with seven psychological&nbsp;therapy sessions for each group for three to six months.&nbsp;

Morgan said that it will provide proof for their concept study. Their alcohol intakes will be measured through self-report, smartphone-mounted breathalysers and wearable devices.&nbsp;

She added that this will be the first of its kind in the United States and will speak to the world about the idea of exoneration.&nbsp;

City's mayor Eric Addams called the approval a "moment of truth and reconciliation for New York City."

With the kids gathered, their faces glowed as they saw Bice. For 30 minutes, the dog let everybody touch and hug him. The kids enjoyed Bice doing his tricks.&nbsp;

Soon the kids didn't seem stressed but the fear was still there. The psychologist observed that the kids were scared of loud noises, like the sounds of jets passing.

Users reported that both desktop and mobile applications were impacted, as many users worldwide reported the outage and undeliverable emails, ANI reported.&nbsp;

The monitoring website noted an increase in the number of outage cases reported by the users over the past 24 hours. The number of cases increased to 327 by 8:39 pm.&nbsp;

After many hours, it seems the app is back on track.

Once in a million moment was captured by amazed&nbsp;sky-watchers in Wyoming.&nbsp;People snapped pictures of&nbsp;rare and beautiful cloud formations just like ocean waves.&nbsp;The mesmerising view was visible on Tuesday above the crest of the Bighorn Mountains in Sheridan.&nbsp;

This formation is known as Kelvin-Helmholtz instability. It forms when a faster stream of air moves above the rising air below. It is also known as the flutter clouds.&nbsp;

The form is named after scientists Lord Kelvin and Hermann von Helmholtz who studied the physics phenomenon.&nbsp;

Rachel Gordon was the first one to post the images.

She told BBC, "This was special and I immediately knew I needed to capture it." She said that she clicked the picture from her parents' back door. &nbsp;

She posted the picture on Facebook to Wyoming through the Lens page. She said that it was an awe-inspiring moment for her.&nbsp;

One user replied to the post, "God says keep an eye&nbsp;on the sky." Another said, "Wow Primo Some Amazing And Awesome Photos.!!!!!!"

She expressed her happiness by saying that she is glad that others will be able to enjoy it too.&nbsp;

As per a BBC journalist, the pictures are one of the most appropriate examples of the Klevin-Helmhotlz.&nbsp;

Cloud Appreciation Society, a UK-based organisation defines the Kelvin-Helmholtz as the çrown jewel in many cloud formations.&nbsp;

Former US air force colonel Joseph Kittinger whose 1960 parachute jump from 32 km above the Earth set a world record died in Florida at 94.&nbsp;The cause was lung cancer. His death was announced by US congressman John Mica and friends on Friday (Dec 9).

Kittinger's jump was a world record for 52 years. This dates back to August 16, 1960, when he jumped into the New Mexico desert after his pressure suit malfunctioned and he fell from 102,800 feet, the Guardian reported.&nbsp;

The former air force captain and pilot, Kittinger gained fame after his three successful jumps over 10 months from a gondola hoisted into the stratosphere by giant helium balloons.&nbsp;

As per reports, Kittinger almost died during his first project jump in 1959 almost died after he jumped from 14.5 miles leading to a gear malfunction. He was wearing a pressuring suit and had 60 pounds (27 kg) of equipment.

After a month, he attempted his second jump.&nbsp;

If you'e in a car driving down the road and you close your eyes, you have no idea what your speed is. It's the same thing if you’re free falling from space. There are no signposts."

After his successful mission, he served in the air force. He served three tours of duty during the Vietnam war where he was shot down in 1972 but ejected.&nbsp;

He was also captured and tortured for 11 months in a Hanoi prison of war camp.&nbsp;
