The Australian government on Thursday took a historical step with the referendum to give Aboriginal and Torres Strait Islanders recognition in the constitution.

An emotional Prime Minister Anthony Albanese addressed the nation and urged the people to back the referendum, what he described as a long overdue vote.

While standing alongside several Indigenous leaders, Albanese spoke televised press conference. He said, "For many ... this moment has been a very long time in the making."

The prime minister choked up during the address and said, "Yet they have shown such patience and optimism through this process, and that spirit of cooperation and thoughtful, respectful dialogue has been so important at arriving at this point in such a united fashion."

Australians are to vote, "yes" or "no" in the referendum question, which will be: "A Proposed Law: to alter the Constitution to recognise the First Peoples of Australia by establishing an Aboriginal and Torres Strait Islander Voice. Do you approve this proposed alteration?".

Aboriginal people make up about 3.2 per cent of Australia's nearly 26 million population. They were marginalised by British colonial rulers and are not mentioned in the 122-year-old constitution.

They were not granted voting rights until the 1960s and have consistently lagged behind national averages in most socioeconomic measures.

But it gets amended, the Constitution will have a new chapter titled "Recognition of Aboriginal and Torres Strait Islander Peoples."

Albanese told reporters: "We urgently need better outcomes because it’s not good enough where we’re at in 2023."

Emotional Australian PM urges voters to back Aboriginal 'voice'

A Wyoming district court judge on Wednesday temporarily blocked an abortion ban that took effect a few days earlier. As reported by the news agency The Associated Press, Teton County District Court Judge Melissa Owens decided to halt the ban amid a challenge in her court.

The ban went into effect Sunday and prohibits abortion in most circumstances. It was applied to most circumstances but there were a few exceptions for incest, sexual assault, cases of "lethal fetal anomaly" or any risk to the pregnant person.

A Wyoming Constitution amendment states that adults have the right to make their own health care decisions, Republicans enacted a ban that states abortion is not health care.

The act says, citing the Wyoming constitution: "Abortion as defined in this act is not health care. Instead of being health care, abortion is the intentional termination of the life of an unborn baby."

However, Owens said it's up to the courts, not lawmakers, to decide whether that's the case. As quoted by the agency, Owens said in an oral decision, "The state can not legislate away a constitutional right. It’s not clear whether abortion is health care. The court has to then decide that."

Wyoming on Sunday become the first state to ban abortion pills. The governor signed a bill that made prescribing or selling them illegal and any violation is punishable.

Moscow on Wednesday (March 22) slammed the United Kingdom over the supply of depleted uranium ammunition to Ukrainian forces amid the ongoing war and also warned of prospects of "serious escalation" and added that Russia would be forced to respond accordingly.

Russian President Vladimir Putin had also criticised the move when, earlier in the week, Britain confirmed that it was supplying Ukraine with ammunition which contained depleted uranium.

Russian Foreign Minister Sergei Lavrov said that UK's decision to supply depleted uranium shells may lead to a situation of new and "dangerous levels".

As translated by the news agency Reuters, Lavrov said, "There were statements of some western representatives, saying that there was nothing scary about it, that the depleted uranium shells were not banned, that they were not breaking any conventions but everybody remembers what results in the use of depleted uranium shells had in Yugoslavia or Iraq."

Russia slams UK for sending depleted uranium shells to Ukraine, calls it ‘serious escalation’

Former United Kingdom prime minister Boris Johnson on Tuesday claimed that there is no document or evidence showing that he "intentionally or recklessly" misled lawmakers about illegal parties held at his office during coronavirus (COVID-19) lockdowns.

Johnson, who was ousted from 10, Downing Street last September, said the "only exception is the assertions of the discredited Dominic Cummings, which are not supported by any documentation," referring to his former aide-turned-foe.

The committee has been probing statements Johnson made to parliament in December 2021. In his 52-page dossier, Johnson admitted that the House of Commons had been misled by his statements. However, he rejected the accusation that he had deliberately lied to the parliament.

UK: Ex-PM Boris Johnson says ‘no evidence’ to show he deliberately misled parliament

Former British prime minister Boris Johnson on Wednesday (March 22) remained defiant as he faced a parliament committee over the "partygate" scandal. The crunch grilling could certainly decide Johnson's political future as he swore an oath on the Bible to tell the "whole truth and nothing but the truth".

Harriet Harman, who is the chairwoman of the privileges committee, said that the MPs wanted to establish whether or not Johnson "told the truth to the best of his knowledge".

In the opening remarks, Johnson told the Privileges Committee that "hand on heart, I did not lie to the house" and added that the breach of lockdown legislation was done "in good faith and based on what I honestly believed at the time".

Johnson argued that if rule-breaking was obvious, then other officials, including the current Prime Minister Rishi Sunak must also have seen it and it "must have been equally obvious".

He said that if it was really "obvious that they were going against the guidance", then the committee is not only accusing me of "lying" but also accusing all those civil servants and advisors.

He said, "I apologise, I apologise for inadvertently misleading this house, but to say I did it recklessly or deliberately is completely untrue, as the evidence shows."

Boris noted that he did not mean to breach the guidance and that staff members at No. 10 were following the guideline to the best of their ability, which was what the guidance provided. Boris Johnson 'partygate' hearing: Ex-UK PM says 'hand on heart, I did not lie'

Chinese President Xi Jinping departed Moscow on Wednesday (March 22) after his crucial state visit during which he held talks with his Russian counterpart Vladimir Putin. The visit was highly significant amid the ongoing geopolitical tensions as the two nations showed a unified front against the West.

Putin and Xi called each other "dear friends" and hailed a "new era" in their nations' ties. The leaders discussed a range of issues of mutual interest and signed a few economic proposals, but there was no apparent breakthrough on ending the war in Ukraine despite Beijing touting it a "visit for peace".

Moreover, the joint statement, which was issued after Putin and Xi's meeting, hints that both nations want to keep the ongoing Ukraine conflict away from the G20 by not raising or mentioning it. The statement issued following meeting of Putin and Jinping indicates the two countries will jointly oppose the raising of the Ukraine crisis at the G20, just as they have done at two key ministerial meetings hosted by India.

The joint statement stated that Russia and China support the G20 format as an "important forum" for discussing international economic cooperation issues and anti-crisis response measures.

It also mentioned that they will jointly promote the invigorated spirit of solidarity and cooperation within the G20, and support the leading role of the association in such areas as the international fight against epidemics, world economic recovery, inclusive sustainable development, etc.

The statement also stated that they stand against attempts by external forces to undermine security and stability in their "common adjacent regions".

ALSO READ | Xi Jinping departs for Beijing after series of meetings with Putin. Five key points of his Russia visit The joint statement stated that Russia and China support the G20 format as an "important forum" for discussing international economic cooperation issues and anti-crisis response measures. Are China, Russia against raising Ukraine war issue at G20 summit in India too?

A criminal case has been opened by the Russian authorities on Tuesday against Oleg Orlov, the co-chair of the Nobel Peace Prize-winning civil rights group Memorial, for "discrediting" the army. The group received the 2022 Nobel Peace Prize with Belarus's jailed activist Ales Bialiatski and Ukraine's Centre for Civil Liberties.

The move came after the sweeping raids against the group's members, including 69-year-old Orlov and co-founder Yan Rachinsky, 64. Moscow Times reported that if convicted, Orlov faces up to three years in prison.

Memorial said on its Telegram channel that Orlov has been charged with repeatedly violating Russia's law, which was passed last March and effectively outlaws criticism of the invasion of Ukraine. The group said, "A case was launched against Orlov."

An accusation of rehabilitating Nazism, which carries a maximum five-year prison sentence, was the basis for the investigation.

Google suspends popular Chinese shopping app Pinduoduo over malware issues

A crucial UN report has warned that the world will see its first full year with temperatures rising by 1.5 degree Celcius above pre-industrial levels in early 2030s. Severe impacts on climate will be seen more quickly at lower levels of global warming than previously expected, the Intergovernmental Panel on Climate Change (IPCC) said.

IPCC released the final part of its mammoth sixth assessment report on Monday. The IPCC consists of the world's leading climate scientists, who have issued a "final warning" on the deteriorating climate crisis. The IPCC, an intergovernmental body of the UN charged with advancing scientific knowledge about man-made climate change, has prepared detailed assessment reports about climate change amid a continuous rise in greenhouse gas emissions which have started to cause visible and irrevocable damage to the planet earth.

The report talks about causes, potential impacts and response options to tackle global warming and noted that only swift and drastic action can avert the situation.

IPCC said there is also a 50-50 chance that "by 2030, global surface temperature in any individual year could exceed 1.5C" in the a report synthesising its major findings over the last six years.

UN Secretary-General Antonio Guterres said: "This report is a clarion call to massively fast-track climate efforts by every country and every sector and on every timeframe. Our world needs climate action on all fronts: everything, everywhere, all at once."

A call to the wealthy countries

Guterres also called on wealthy countries to move up their goals of achieving carbon neutrality as close as possible to 2040, mostly from 2050 now, in order to "defuse the climate time bomb." The UN chief said that "humanity is on thin ice -- and that ice is melting fast".

Guterres described the sixth "synthesis report" from IPCC as "a survival guide for humanity".

In a video message coinciding with the latest report on climate change, Guterres said all parties must "hit the fast forward button" on net zero deadlines. He also urged emerging economies to reach the goal as close as possible to 2050.

He said rich countries should commit to achieving carbon neutrality as close as possible to 2040 and "aim to respect" the limit.

The UN report said the last eight years' record-breaking temperatures will figure among the coolest within three or four decades as global temperatures climb, even if planet-warming emissions drop quickly.

Friederike Otto, a climate scientist at Imperial College London and lead author of the UN's climate advisory panel said: "The warmest years we have experienced to date will be among the coolest within a generation."

Guterres said: "This is the moment for all G20 members to come together in a joint effort, pooling their resources and scientific capacities as well as their proven and affordable technologies through the public and private sectors to make carbon neutrality a reality by 2050."

BBC asks staff to delete TikTok from mobile phones over privacy and security concerns

The US banking sector is "stabilising" after the recent failures of Silicon Valley Bank and Signature Bank rattled the industry, Treasury Secretary Janet Yellen told a lenders' conference Tuesday, as leaders seek to calm global worries.

Stock markets have risen as fears of a financial crisis eased, after the US Federal Reserve and other major central banks kicked off a coordinated effort this week to boost lenders' access to liquidity.

The collapses had caused a crisis of confidence, with many customers of similarly sized banks withdrawing their money and depositing it in larger institutions -- considered too big for the government not to bail them out if they faced failure.

But "outflows from regional banks have stabilised" following authorities' moves to shore up confidence and stem contagion, said Yellen in a speech to the American Bankers Association (ABA) in Washington.

"Our intervention was necessary to protect the broader US banking system," she added.

She suggested that the United States stands ready to intervene further if needed, noting that "similar actions could be warranted if smaller institutions suffer deposit runs that pose the risk of contagion."

For now, the banking industry remains resilient despite the upheaval, said ABA chief executive Rob Nichols at the event.

"The overall banking industry remains strong, resilient, well-capitalised, liquid and serves customers and communities extremely well," he said.

He stressed that the failed banks and their business models are "not typical" of the thousands of others that operate in America.

"There was a particular and unusual combination of factors at play in both of these failures related to their portfolios, customer concentration and their risk management in a rising rate environment," he said.

After SVB's collapse, the Treasury, Federal Reserve and Federal Deposit Insurance Corporation set out plans to ensure its customers would be able to access their deposits. A similar exception was announced for Signature Bank.

The Fed also introduced a new lending tool for banks in an effort to prevent a repeat of SVB's quick demise, and has since launched a drive with other major central banks to improve banks' access to liquidity.

'Different' situation

"I believe that our actions reduced the risk of further bank failures," Yellen said.

She stressed that "recent developments are very different than those of the global financial crisis."

"Back then, many financial institutions came under stress due to their holdings of subprime assets. We do not see that situation in the banking system today," she said.

For now, she maintained that the US banking system remains sound, although authorities will need to re-examine the current regulatory regimes.

But there are fears over which lender could be the next domino to fall, with 11 US banks announcing last week they would deposit $30 billion into First Republic amid worries surrounding the bank.

A coalition of midsized US banks has also asked federal regulators to guarantee all of their customers' deposits for two years, a move that would help to halt an "exodus of deposits" from smaller banks, Bloomberg reported Saturday.

Financial authorities have been scrambling to ease fears while worries of contagion spread to Europe, as Switzerland's second biggest bank Credit Suisse came under pressure.

Rival UBS has since agreed to take over Credit Suisse in a government-brokered deal after days of market upheaval.

While US markets have picked up, analysts say investors remain wary.

Yellen, in her speech, reassured bankers of the Treasury Department's commitment to safeguarding the "health and competitiveness" of the community and regional banking institutions.

She noted that smaller banks boost competition in the sector and have specialised knowledge in the communities they invest in.

"A safe and sound banking system is integral to the health of the American economy," she said. "You should rest assured that we will remain vigilant."
