<p>The 26<sup>th</sup>&nbsp;edition of the multinational maritime exercise 'Malabar 22' culminated in the seas off Japan on 15<sup>th</sup>&nbsp;November. Hosted by the Japanese Maritime Self-Defence Force (JMSDF), this edition of Malabar also marked the 30<sup>th</sup>&nbsp;anniversary of the maritime exercise. The exercise began in 1992, as a bilateral exercise between the Indian Navy and the US Navy. Later, the exercise gained further prominence with the joining of navies of Australia and Japan.</p>

<p>For a period of five days, the sea-phase of Malabar 22 was conducted near Yokosuka, Japan and witnessed live weapon firings, surface, anti-air and anti-submarine warfare drills and tactical procedures. Another highlight of the sea phase was the conduct of 'War at Sea' exercise, which enabled all four navies to consolidate interoperability and hone tactical skills.</p>

<p>The crew of detained Crude Oil tanker MT Heroic Idun are being questioned by Nigerian authorities, while the ship remains anchored in Bonny, in the West African nation. Those in touch with the ship's crew and their families told WION that 16 of the 26 crew members have been taken ashore for questioning, while the remaining ten are on board the vessel. The very large crude carrier and its crew have been detained in West Africa since August this year, which has caused severe agony for the sailors and their families.&nbsp;</p>

<p>Authorities in Nigeria have levelled serious allegations. They claim that in August of this year, the vessel attempted oil theft in Nigerian waters and that it sailed on without an identifying flag, despite orders from the Nigerian Navy. The vessel is said to have eventually sailed towards Equatorial Guinea, where it was detained by the country's authorities.&nbsp;</p>

<p>Manoj Joy from the Sailors Society has been maintaining contact with the ship's Indian crew and providing moral support for their families in India. The former sailor told WION that the allegations made by the Nigerian side are baseless and that it has become common practice for authorities around the world to treat seafarers as a soft target.&nbsp;</p>

<p>According to OSM Group, the ship manager for Heroic Idun, the vessel was ordered to load a cargo of oil in early August from the Akpo terminal in Nigeria. Whilst waiting for the necessary clearance papers after having tendered notice of readiness (being ready to receive cargo) in line with voyage orders received from charterers, the Nigerian navy approached the vessel under cover of darkness in a way that caused serious concerns and it was believed to be an attempted piracy attack. The vessel following ‘Best Management Practice’ escaped from the area and out into international waters.&nbsp;</p>

<p>The company added that the tanker was interdicted in International waters by the Navy of Equatorial Guinea, for allegedly not displaying the flag of that country. "A fine was paid at the end of September against a promise of release of the vessel and its crew. However, both the ship and crew remain in captivity" OSM said.&nbsp;</p>

<p>OSM Group CEO, Finn Amund Norbye said, “The vessel and its 26 multinational crew members have now been detained in Equatorial Guinea for more than 80 days. The seafarers have been treated as criminals, without any formal charges or legal process for close to 3 months, it is nothing short of a shocking maritime injustice.”&nbsp;<br />

The families of the Indian sailors were hopeful that the crew would be released and could return home from Equatorial Guinea. However, the vessel being taken back to Nigeria increases the families' agonising wait. It is feared that the crew might have to face trial in the West African country, which could pose further challenges to their return home. Some crew members are said to have possessed their mobile phones till the bygone weekend and it is believed that those devices have now been confiscated by Nigerian authorities.&nbsp;</p>

Muraleedharan, met the family of one of the sailors in Kerala and assured that the Indian Government was taking earnest efforts to secure the release of the sailors. He added that the Indian Embassy officials in Nigeria, were in constant touch with the Indian crew and that efforts were on to secure the crew, as permitted by International law.</p>

<p>Rolf Thore Roppestad, the CEO of Gard, the ship's insurance firm, said, “the treatment received by the crew shows a blatant disregard for basic human rights and international law. They have been held for more than 80 days, without any charges and without any legal representation locally to protect their interests. The situation is quite frankly outrageous.”&nbsp;</p>

<p>Many of the crew members have suffered from malaria, typhoid fever and other illness requiring hospitalisation, it was added.&nbsp;</p>

<p>Our combined Defence, P&amp;I and H&amp;M teams are working closely with the owners, managers, appointed lawyers, The Norwegian War Risk Association, and other stakeholders to help resolve what is clearly a very volatile and difficult situation, Thore said.&nbsp;</p>

Oil tanker MT Heroic Idun, 26-crew detained for over 80 days in Africa; Manager, insurer react

<p>Indian launch vehicle firm Skyroot Aerospace has announced that their company's first rocket launch would be carried out at 11:30 am on Tuesday, 15 November. The launch of the sub-orbital rocket named 'Vikram-S' will take place from India's spaceport Satish Dhawan Space Centre, Sriharikota, Andhra Pradesh. This rocket flight will mark the first-ever launch of a privately designed and built rocket from India. The launch window was announced as 12-16 November and the launch date had to be firmed up based on the weather conditions in India's East Coast, given the prevailing North East Monsoon.&nbsp;</p>

<p>Named 'Vikram-S', the rocket built by Skyroot is meant to lift three payloads belonging to their customers in a Sub-orbital flight(roughly 80 kms above sea level). Generally, anything lofted above the 'Karman Line' (100 kms above sea level) is considered a foray into space and those below the Karman Line are known as sub-orbital flights for upper-atmospheric experiments.&nbsp;</p>

<p>This launch gains significance because it would offer an opportunity for Skyroot to test its flight hardware and systems, thus helping validate their work so far. the company is working on three orbital-class rockets in the Vikram series. The Vikram series of rockets are named after the Indian Physicist and Astronomer Dr. Vikram A Sarabhai, who founded the Indian Space Programme and laid down the ambitious vision for India to use space technology to benefit the common man.&nbsp;</p>

<p>Pawan had told WION that 'Vikram-S' would be a single-stage rocket that is powered by solid fuel. It will be burning a combination of Aluminium and Ammonium Perchlorate, with Hydroxyl-terminated Polybutadiene acting as a binder. This is a tried and tested solid fuel and is also the same fuel that is used in the solid-stages of India's PSLV and GSLV rockets. ISRO (then known as INCOSPAR) began experimenting with small rockets in the early 1960s and marked the beginning of India's Space programme and the launch of a private rocket from India will kick-start a new era for the private space sector in India.</p>

<p>India's space sector has been dominated by the state-run space agency, Indian Space Research Organization(ISRO) and a few industries that make components for ISRO. However, from 2020 onwards the Indian Government began the roll out of Space Sector Reforms. These reforms are meant to enable private firms in building their own rockets, satellites, related ground equipment etc. This was done with the intention of ensuring that more firms in India can capitalise on the booming global space economy, which is estimated around $450bn.&nbsp;</p>

<p>According to the company, this test was conducted with the support of IN-SPACe and ISRO. The test was meant to validate the technological possibility that rocket engines can be made as a single piece of hardware. Agnikul recently announced that the Government of India (GoI) had awarded them the patent for the design and manufacturing of their single-piece rocket engines. '</p>

<p>'Agnilet', one such single-piece engine, is the world's first single-piece 3D printed rocket engine fully designed and manufactured in India. It was successfully test-fired at IIT Madras in 2021.&nbsp;</p>

What if one such bird is forced to be lonely and confined to a cage, owing to circumstances. That was exactly the plight of a vulture that was found in India's southernmost district Kanyakumari, back in 2017. The bird was found in an injured condition at a time when the&nbsp;southern peninsular India was being battered by Cyclone 'Ockhi'. The then juvenile vulture is said to have lost its way and sustained injury, thus necessitating captive treatment.</p>

<p>Over the last five years, the bird has been under the care of the Udhayagiri Zoo and was being treated by the forest department officials of Tamil Nadu. With the bird having fully recuperated and understood to be capable of living in the wild, the officials led by Supriya Sahu, IAS, Additional Chief Secretary, Environment &amp; Forests, Tamil Nadu took measures to re-wild the bird, by taking steps to rehabilitate it to its natural ways.&nbsp;</p>

<p>Considering the requirements and existing natural habitats of the Cinereous vultures in India, it was chosen that the bird could be rehabilitated in Jodhpur, Rajasthan, nearly 2,600kms away from Kanyakumari. Jodhpur offered a unique advantage of supporting a considerable population of this species, given how the city had dumping grounds where cattle carcasses were disposed, thus offering food for scavengers. With the nod from the relevant authorities in Rajasthan, it was decided to transport the bird.&nbsp;</p>

<p>The Indian space agency said that its RISAT-2 satellite made uncontrolled atmospheric re-entry earlier this week, after performing its tasks in space for nearly 13 years.&nbsp;</p>

<p>The re-entry occurred at the predicted impact point in the Indian Ocean near Jakarta on October 30, 2022, 00:06 UTC with an uncertainty of ±10 minutes, ISRO said in a statement. RISAT-2 is a radar imaging satellite with multiple applications and was placed in an orbit where it was 400km above earth at its closest approach and 550km above the earth at its farthest approach.&nbsp;</p>

<p>According to the Indian Space Research Organization (ISRO), RISAT-2 Satellite carried 30kg fuel for an initial design life of 4 years. However, with proper maintenance of orbit, mission planning by the spacecraft operations team in ISRO and economical usage of fuel, RISAT-2 provided very useful payload data for 13 years.&nbsp;</p>

<p>The agency added that RISAT-2 had no fuel left on re-entry and that contaminations or explosion by fuel were not expected. Based on studies, it was also said that pieces generated due to aero-thermal fragmentation (as a result of the high temperatures, friction and speed of re-entry), would not have impacted on Earth.&nbsp;</p>

<p>"Indian System for Safe and Sustainable Space Operations Management (IS4OM) facility in ISTRAC/ISRO had been monitoring the re-entry for the last one month with analysis carried out by VSSC and ISTRAC teams through its in-house developed analysis software and tracking the object utilizing Multi Object Tracking Radar (MOTR) at SDSC, Sriharikota. MOTR tracked RISAT-2 regularly and the data were used for further analysis and Orbit determination. The orbital data available from USSPACECOM were regularly used to predict the re-entry time and impact" ISRO said.&nbsp;</p>

<p>ISRO added that RISAT-2 is a clear example of ISRO’s capability to carry out spacecraft orbital operations in an efficient and optimal way. As RISAT-2 re-entered within 13.5 years, it complied with all necessary international mitigation guidelines for Space Debris, showing ISRO’s commitment towards long term sustainability of Outer Space as well, said the agency.&nbsp;</p>
