India and Pakistan talks on Kartarpur corridor on Wednesday ended in a deadlock as Islamabad proposed $20(Rs 1,400) as the price to use the corridor and also showed inflexibility on the presence of Indian diplomats to facilitate the visit of Indian pilgrims.

While Pakistan insisted on charging a "service fee" of $20 for allowing pilgrims to visit Kartarpur Gurdwara, the Indian officials refused. A source said that charging a fee was not in the spirit of "smooth and easy access through the corridor."

The Pakistani side told Indian officials during the Kartarpur corridor talks that "there is no free pilgrimage to Vatican or Mekkah", adding, "Saudi Arabia charges double the amount for a second visit".

Though it is unlikely India will agree to the fee, Pakistan could earn upto Rs 15,700,00 per day if the demand is implemented.

Among other issues was the presence of Indian protocol and consular officers. New Delhi requested Islamabad to allow Indian protocol officers to accompany pilgrims in every visit, however, Pakistan wasn't keen on it.

Pakistan showed unwillingness to allow the presence of Indian consular or protocol officials at the Gurdwara premises as part of New Delhi's consular responsibility. India asked Pakistan to reconsider its position.

The Pakistani side told Indian officials that, "when there is no visa process involved, what is the point of having a consular then?"

SCL Das, joint secretary, internal security in the ministry of home affairs who headed the Indian delegation at the talks said: "We were hopeful that this would be the last and final meeting. We are disappointed over two points. This is a people's project, no fee should be charged and they should be flexible on that."

Both sides have already agreed that 5,000 pilgrims can visit Gurdwara Kartarpur Sahib using the corridor every day and additional pilgrims, over and above the figure of 5,000, can visit on special occasions.

"There is an agreement on visa-free travel of Indian pilgrims, without any restrictions based on their faith. Persons of Indian origin holding OCI card too can visit the Holy Gurdwara Kartarpur Sahib using this corridor", SCL Das said.

A source told WION, "Pakistan wanted to indulge in propaganda than pursue serious talks."

The corridor will be open 365 days and pilgrims have a choice to visit as individuals or in groups, and on foot. Both sides also agreed on emergency evacuation procedures, especially medical emergencies and for this, a direct line of communication between border the security force and Pakistan Rangers will be established. Pakistan will also make sufficient provision for preparation and distribution of ‘Langar’ and ‘Prasad’ for the pilgrims.

This was the third round of India-Pakistan talks on the corridor and is expected to be followed by the fifth round of technical talks. The fourth round of India-Pak talks will take place at Wagah, Pakistan.

Work is on full swing on both Pakistani and Indian side of the Kartarpur corridor with officials monitoring daily progress. India has been building a bus passenger terminal and a four-lane highway up to the International Boundary.

In November 2018, India and Pakistan had announced the establishment of a direct border-crossing linking Gurdwara Darbar Sahib in Kartarpur, the final resting place of Sikh faith founder Guru Nanak, to Dera Baba Nanak in Punjab's Gurdaspur district.

It is expected to be opened by November 2019, 550th birth anniversary of Guru Nanak. Kartarpur is located in Pakistan's Narowal district across the Ravi river, about four km from Dera Baba Nanak.

Pakistan to provide consular access to jailed Indian national Kulbhushan Jadhav on Monday

India's External Affairs Minister S Jaishankar and Pakistan's Foreign Minister Shah Mahmood Qureshi have confirmed their participation at the annual SAARC meet of foreign ministers on the sidelines of the United Nations General Assembly starting from September 17.

The meeting will take place on September 26 in New York and a confirmation has been given to SAARC's chair, Nepal.

This will be for the first time both Indian and Pak foreign ministers will be under the same roof this year. This comes in the backdrop of New Delhi removing the special status for Jammu and Kashmir.

Last year, India had snubbed Pakistan at the informal SAARC meet of foreign ministers and strongly raised the issue of terror. India's then foreign minister, Sushma Swaraj and her Pak counterpart Qureshi were present during the meet.

The meeting happened at The Westin Grand Central Hotel in New York and was attended by all SAARC members. The meeting, that was to go on for two hours, concluded in just over an hour with Swaraj making her statement and leaving.

Highlighting the number of threats and incidents that endanger South Asia, India's then external affairs minister Sushma had Swaraj said, terrorism remains the single largest threat to peace and stability in our region and it is "necessary that we eliminate the scourge of terrorism in all its forms, without any discrimination and end the ecosystem of its support."

Pak FM Qureshi was at his usual undiplomatic best who stated, "The EAM left midway, maybe she wasn't feeling well. I listened to her statement. She talked of regional cooperation. How is regional cooperation possible, when everybody is ready to sit and talk and you're blocking that?"

India's focus has been on the BIMSTEC since the cancellation of SAARC Summit in 2016 in the aftermath of the URI terror attack. Remember, India - along with Bhutan, Bangladesh, Sri Lanka, Afghanistan and Maldives - had boycotted the summit in Islamabad.

Not many people may have heard about him but Abhay Kumar Singh is an MLA in the western Russian city of Kursk. He came here 30 years ago from Patna and fell in love with the country, eventually joining politics and fighting elections from the ticket of President Vladimir Putin's party--the United Russia party.

Our principal diplomatic correspondent Sidhant Sibal spoke to Abhay Singh in Moscow on politics and his journey.

WION: Tell us about your journey from Patna to Kursk in Russia?

Abhay Kumar Singh: I came to Russia for studies in 1991. So, when I started my studies in 1990 there was a lot of vacant space for business and opportunities here as the Soviet Union had collapsed, a new country came out--Russia. I started my business parallel to my studies and after finishing my studies, I was fully involved in the business. After doing business for some time, I joined politics. I fought for MLA elections and won.

WION: And you fought from Russian President Vladimir Putin's party.

Abhay Kumar Singh: I am proud of Vladimir Putin and happy that I belong to his party, United Russia party, and I am very happy to see him in party conferences.

WION: How do you see India and Russia ties?

Abhay Kumar Singh: Relationship between India and Russia is more than friendship and it is a tradition. As a schoolboy, I went to the Russian book fairs in India. Somewhere in my heart, there was Russia, and I love this country.

WION: How many Indians live in Russia and with the lack of English is it a problem to settle here?

Abhay Kumar Singh: There is a language problem and I think, Russia is a tough country like in other countries people accept foreigners so simply. I am an example of how Russia has accepted people.

WION: You faced any problems of acceptance by people here? Are you an outsider in Russian politics?

Abhay Kumar Singh: I don't feel any problem. I don't know why but Russians accepted me very well. My opponent in elections was defeated by a big margin. People voted for me only. In Russia, 15,000 Indian people are working and in addition around 40,000 students are studying in different universities especially in medical. I don't think there is racism now, it had been there during the 1990s.

WION: How do you see the future of Russia?

Abhay Kumar Singh: In Russia, our President Putin is a very strong man and I think he is not only a Russian leader but a world leader. Now, Russia is at the top in the world, our country is very strong and any problem will be solved.

WION: How do you see India and PM Modi. He will be visiting Russia next week?

Abhay Kumar Singh: In Russia, a lot of people like him. He is a strong leader and most welcome him to Russia. We are happy to see him.

India has reacted to Chinese intrusion into Vietnam's exclusive economic zone where India's ONGC and Russia's Rosneft have their blocks stationed. New Delhi has called for unimpeded lawful commerce in the region and that differences should be resolved peacefully.

Reacting to a question during the weekly Ministry of External Affairs presser in Delhi, spokesperson Raveesh Kumar said, "the South China Sea is part of the global commons. India, therefore, has an abiding interest in the peace and stability in the region."

Reiterating India's stand for "freedom of navigation and over-flight, and unimpeded lawful commerce in the international waters in accordance with international laws, notably UNCLOS", Raveesh said, "differences must be resolved peacefully by respecting the legal and diplomatic processes, and without resorting to threat or use of force".

While Russia hasn't issued any official statement, it has taken cognizance of the development.

The intrusion that began on August 13, the second of its kind this year, saw Bejing placing two of its coast guard ships near ONGC's block. Overall, in the second intrusion, 6 coast guard ships, 10 fishing ships and 2 service ships along with H6 bomber, fighter aircraft and mid-air refuelers have spotted hovering in the area. The first intrusion began on July 3 and Chinese ships left on August 7.

This is the third major intrusion by the Chinese since 2011. In 2011, the Chinese had cut Vietnamese cables; in 2014, Beijing had placed a drilling platform which was later withdrawn.

Russia has said payment issues regarding defence deal is not an issue and the rupee-ruble mechanism is working with the system adapting to newer reality.

"Very successfully. I would say it's a non-issue. It is no more an issue. There were initial difficulties due to banking restrictions.. but then we took to G2G level and we use a different currency," Victor N Kladov, director of International Cooperation and regional policy of Russian state corporation or Rostec said.

Rostec is an umbrella organisation for all defence companies of Russia.

India and Russia last year announced the S-400 deal and given the American sanctions on the latter, payments was an issue. India will be getting Russian S-400 by April 2023.

Lauding India for standing to the US on S-400 deal Kladov speaking at MAKS Air Show near Moscow said, "India is a powerful big country, speaks equally to America..and when it comes to S-400 Indian government has explained to the American counterpart that it is required for national defence."

India can face American sanctions under the Countering America’s Adversaries Through Sanctions Act (CAATSA) law but so far Washington hasn't announced any.

Kladov further said, "India can make an interface.. a command...but secrets are well protected...secrets are inside technology and they also inside agreements.. whereby Indian end-user is obliged to keep secrets".

New Delhi is negotiating short-range theatre defence from US.

The major push will be given for the signing of Kamov Ka-226 or Ka 226 T --Russian utility helicopter contract during Prime Minister Narendra Modi's visit to Vladivostok next week for the Eastern Economic Forum.

"Yes we are hopefull this meeting between President Putin and Prime Minister Modi will bring new development in K 226 T Project..major push will be made definitely, regarding the K 226T all technical and commercial talks are already finished but the contract has not been signed, there is no delay, we are expecting final okay from the ministry of defence of India. Everything is ready," Kladov said.

Many parts of Kamov Ka-226 helicopters will be produced domestically in India, giving a boost to India's ''Make in India'' defence initiative.

Major partner is Hindustan Aeronautics Limited (HAL) and in the supply chain, more Indian companies will be present. First, 60 helicopters will be assembled in Russia, next 140 will be assembled in India.

Asked if Russia has offered its fifth-generation fighter aircraft Sukhoi Su-57, Kladov said, "We have never cancelled the agreement with the Indian government. The fifth-generation project has been delayed by the Indian side, not by the Russian side because Indian airforce has its strategy of development so, for the time being, we don't have talks"

India and Russia had planned to develop it but New Delhi backed out due to the huge cost.

Mundra port has been put on high alert after Pakistan trained commandos entered the Gulf of Kutch and Kutch area through Harami Nala creek area. The coast guard alert said the commandos were trained in "underwater attacks".

Mundra port has been put on high alert after Pakistan trained commandos entered the Gulf of Kutch and Kutch area through Harami Nala creek area. The coast guard alert said the commandos were trained in "underwater attacks". The coast guard had received the input that has been shared with private companies to take safety measures. "It is therefore directed to take utmost measures of security and prevent any untoward situation in Gujarat state," Adani said in a statement. All ships at the Mundra port have been asked to be vigilant and report any suspicious activity to marine control station and port operation centre immediately. The development came days after Islamabad deployed medium-range artillery and mobilised its army along the LoC. Pakistan earlier had been using small weapons when it comes to ceasefire violations. India has used Bofors to deal with increased Pakistani efforts to destabilise the LoC. It is understood that Islamabad has deployed its Special Service Group (SSG), an elite commando force and Border Action Team (BAT) at the LoC. On the night July 31 and August 1, Indian forces thwarted BAT attempt to infiltrate across the LoC at Karen sector. The development comes days after Imran Khan resorted to the nuclear threat. On Monday, in an address to the nation on Kashmir, Pakistani Prime Minister Imran Khan had given a "nuclear threat". He said: "India should remember that if the situation turns out worse and moves towards a war they should remember that both countries have nuclear weapons and one should remember that repercussions will be around the world, not just India and Pakistan." Increased activity of terror groups has also been seen. Associates of Masood Azhar, the chief of United Nation listed terror group Jaish-e-Mohammed, have been noticed overlooking the training of terror groups, eager to cross over LoC. Increased movement of terrorist has been reported in Muzaffarabad, Rawalakot and Kotli in Pakistan occupied Kashmir(PoK).
