India has reiterated it won't join the Regional Comprehensive Economic Partnership (RCEP) trade pact. Top sources, confirming to WION, New Delhi's continuous stance on the issue over several reasons. India was one of the original 16 participating countries of the RCEP but had withdrawn last year over several reasons, of which was Chinese goods flooding the Indian market.

Over the weekend, 15 countries of the region--China, Japan, South Korea, Australia, New Zealand and all ten members of the ASEAN pact signed the mega Regional Comprehensive Economic Partnership RCEP trade pact.

Earlier last week, asked if India will join RECP, Secretary East in Ministry of External Affairs Riva Ganguly Das said, “Our position is well known, as far as India is concerned, we did not join RCEP as it does not address the outstanding issues and concerns of India, however, we remain committed to deepening our trade relations with ASEAN".

While they signed the pact on Saturday, member countries of the economic pact announced that India can participate in the group's activities as an observer member and left a window open for India to join it on a future date.

The joint statement after the signing of the mega pact had a special Ministers’ Declaration on India's participation in the pact. It said, 'Any time prior to its accession to the Agreement, India may participate in RCEP meetings as an observer" and in "economic cooperation activities undertaken by the RCEP Signatory States" under the RCEP Agreement, "on terms and conditions to be jointly decided upon by the RCEP Signatory States."

The summary of the agreement leaves a special exception for India to join the pact later. Chapter 20 of the pact says, "This Agreement is open for accession by India, as an original negotiating State, from the date of its entry into force". The pact is the biggest economic pact which accounts for 30% of global GDP and 30% of the global population.

RCEP invites India to take part as an observer member

India asked Pakistan to end support to cross-border terror and reminded it how it has hosted terrorists including Osama Bin Laden.

In a sharply-worded statement, the Ministry of External Affairs said, "Pakistani leaders have never hidden the fact that it has become a factory for producing terrorists. India is not the only neighbour to be targeted as underlined by the statements of countries similarly targeted. Distant parts of the world have seen the terror trail lead back to Pakistan."

Highlighting the role Pakistan has played in supporting terrorism, New Delhi recalled, how Pakistani Prime Minister Imran Khan has called Osama bin laden a ‘martyr’ in Pakistani parliament and admitted the presence of 40,000 terrorists in his country.

New Delhi also pointed out how recently Pakistani Science and Technology Minister Chaudhary Fawad Hussain "proudly claimed involvement and success of Pakistan, led by its Prime Minister" in the 2019 Pulwama terror attack in which 40 Indian soldiers died.

The MEA reaction comes after the Pakistani govt claimed that India and Afghanistan have been involved in many incidents in the country.

Dismissing the "futile anti-India propaganda exercise", MEA said, "the so-called claims of ‘proof’ against India enjoy no credibility, are fabricated and represent figments of imagination."

Adding, "This desperate attempt will find few takers as the international community is aware of Pakistan’s tactics and proof of its terror sponsorship has been admitted by none other than its own leadership."

Interestingly, Pakistan's allegations come even as the country increased it ceasefire violations at the line of control.

Earlier in the day Afghanistan also dismissed Pakistani claims. The Afghan foreign ministry "strongly" rejected the "allegations of the spokesman of the Pakistani Army claiming the use of Afghan territory against that country."

It reminded Islamabad that the "most important foreign policy priority" of the Afghan government is that "Afghanistan playing the role of a center of regional and international cooperation based on common interests, especially in the fight against terrorism".

End support to cross-border terror: India tells Pakistan

The commanding officer of the next Indian contingent to UN peacekeeping mission in South Sudan said that as peace ambassadors the contingent will keep Indian flag high. Speaking exclusively to WION's Diplomatic Correspondent Sidhant Sibal, Colonel D Jothish said, "We are the face of the nation and we understand that. We are under the UN flag but we never forget, we are peace ambassadors from our country.".

He highlighted the training that goes into serving under the UN mandate that focuses on the "humanitarian angle". He said that he had the task to ensure that UN ceasefire was in place. He also talked about how Covid-19 impacted the peacekeeping and about the new protocols in place.

WION: Why are Indian Army personnel most sought after for UN peacekeeping?

Col. D Jothish: When the Indian army gets deployed during a United Nations peacekeeping operation, we act as the face of the nation. That being said, the best of the battalions, for that matter nominated, for this mission, even for me, as commanding officer, I am proud that my battalion will be part of the contingent in UN mission in South Sudan. We start doing mission-specific, tactical training for them. We also make them understand, political, cultural, social issues of the nationals where they are going to be deployed. For this whole process commences with a core team of trainers getting trainers at a place called the center for UN peacekeeping. Once they get trained, they train the whole battalion. We carry personnel from all services, and they have integration training in Delhi. Keeping all these phases of training, the depth in which we go, the preparation which we do, for the UN Missions, keeping that in mind we have been doing a fabulous job. Our colleagues and friends have done extremely well in UN.

WION: What kind of training Indian army personnel go through before a UN peacekeeping mission?

Col. D Jothish: The humanitarian angle in it, and since its Indian Army, we always look at that angle wherever we are deployed. Indian army is always deployed in line of control, counter-terror grid, and places where national requirement is there. UN works under the UN Security Council mandate. So those mandates will have specific tasks. In the upcoming mandates, I have the task to ensure that UN ceasefire is in place. Once we go over there, we are neutral in nature, peace ambassadors. Unlike the operations that we do, which is defensive and offensive in nature in our own country, over there, we are peace ambassadors and peacekeeping. They are completely different, different tactics, and groundwork differs. We have concepts called the graduated ground matrix. The way we are going to respond to any situation varies as per the united nations. These things carry importance and that is why we carry on training.

WION: Indian army personnel representing India under UN flag. How does it feel?

Col. D Jothish: We are the face of the nation and we understand that. Our conduct dictates in any foreign country. We are under the UN flag but we never forget, we are peace ambassadors from our country. We always like to keep our Indian flag high. The dedication for our job, The way the Indian army is contributing to national buildup. Now we will get the opportunity to put the Indian flag high in an international environment. Moreover, the Indian army is the most professional army in the world. We would always like to conduct, and project in a foreign nation similarly. Wherever Indian army personnel has been deployed as on date, they all have been professionally very sound, and which has shown results, that people have known and people have accepted the fact that these guys mean business and they are very clear about whatever they going to do. Neutral way of approach of our troops, the main factor of achievement in the United Nations.

WION: How has COVID-19 has impacted UN Peacekeeping?

Col. D Jothish: Firstly when the COVID-19 lockdowns started internationally, there was a delay in the deployment of UN Peacekeepers. The world started learning, we also learned about various precautions to be taken as a COVID protocol. We started maintaining social distancing. However, the main effort goes into the fact that we don't want COVID to spread from our nation to any foreign nations. For that multiple COVID tests are carried out on our troops, and once they come negative, only then troops are sent to any foreign nation. In addition, we follow quarantine. All the troops, who are likely to get deployed under the UN, undergo very strict quarantine measures at a separate location, and they are deployed.

Vietnam, the chair of Asean for this year said that the grouping saw India as an important country and called for strengthening of ties and cooperation in Pharma, connectivity.

Speaking exclusively with our Diplomatic Correspondent Sidhant Sibal, Vietnam's envoy to India, Pham Sanh Chau over aggressiveness by certain countries, said, "We call for all countries to abide by international law, to try to abide by the principle of peaceful negotiation of dispute".

Vietnam & India, both dealt with an aggressive China in 2020. He also confirmed that India and Vietnam will hold a virtual summit in December.

WION: As the chair of ASEAN, what will be the key focus of the Asean Summit and related meetings?

Ambassador Pham Sanh Chau: I believe the most important priority for Asean host is to collectively with other Asean countries, trying to address with other Asean countries the most effective way to deal with pandemic Covid. That's why, when we prepare for the summit, we did not expect that Covid would have happened. The theme of this year is cohesive and responsive. Thereby, we have come up with number of solutions in order to address the pandemic and one of the most successful outcome of the chairmanship of Vietnam is that we are able to organise medical supplies stock. Second priority is to maintain regional integration of Asean, we are building communities. 3rd is we continued to work with our partners outside the region in order to implement the plans.

WION: How do you see India role vis-a-vis Asean, and the ties with Vietnam? If you can provide details on the upcoming virtual summit as well.

Ambassador Pham Sanh Chau: When you talk about dialogue partner of Asean, we should not forget or ignore the importance of role played by India. India and Asean established dialogue partner relations in 1992. Recently we have upgraded bilateral relations to comprehensive partner. We are having India-Asean summit. Concerning the virtual summit between Vietnam and India, normally we have summit every 2 years. This time, because of the pandemic we have to organise it virtually. Two sides are preparing for it. You know for Vietnam, India is one of the most important partners because it is comprehensive strategic partner of Vietnam. It has wide range of issues to be discussed and talk on this occasion. Recently we finished joint commission meeting of the 2 foreign ministers of the 2 countries who have identified the pillars of the strategic partnership. At PM levels, they will review, basic 2 pillars are defence and security, and trade and economic partnership.

WION: How has been Covid cooperation between both countries?

Ambassador Pham Sanh Chau: Certainly we will discuss the common efforts, in order to address effectively the pandemic. We also, discuss cooperation in pharma area. Both sides have exchanged experience and efforts in order to put Covid under control. Vietnam will compliment India for effort it has put to control the pandemic. We also share with India, what we done to make our country, Covid free.

WION: How do you see India-Asean ties, cooperation between India and the grouping?

Ambassador Pham Sanh Chau: India is a very important country, it is going to be global partner for ASEAN and as a global player India will assume responsibility in many many fields. So we need to strengthen further cooperation that has been in existence between Asean and India, also between India and Vietnam. If you talk about specific sectors, number of things can be done--we can improve Mekong-Ganga cooperation, review the FTA, talk about people to people connectivity and deepening our economic and trade connectivity, which is very important. Two PMs have set the target of USD15 billion per year.

WION: Amidst the pandemic, one country has been aggressive with both India and Vietnam..your reaction to it..

Ambassador Pham Sanh Chau: In the world of growing uncertainty we believe that respect for international law is the most important thing. We call for all countries to abide by international law, to try to abide by the principle of peaceful negotiation of dispute and try to exercise self-restraint to make sure peace and security are in the interest of all the countries in the region.

WION: India has been focusing on connectivity with Asean. Any update on it?

Ambassador Pham Sanh Chau: In order to bring 2 sides closer together, in order to materialise Act East Policy of India, infrastructure and connectivity has been very important. Recently, Vietnam has been able to establish direct air link between the 2 countries, it adds to physical connectivity. Now, on infrastructure connectivity, we hope one day we will have highway connecting various countries crossing Thailand, Cambodia, Laos in order to reach Vietnam. We are very optimistic on that day, but we need to work very hard because it's not easy when it comes to projects. Basically, that is the direction we have to take in future.

WION: How do you see the Indo Pacific concept, backed by India.

Ambassador Pham Sanh Chau: I think, this concept has been tabled by Asean as a grouping, and one of the key factors which is very similar to the Indo Pacific vision of India, number 1, every country should respect international law, UN charter, UNCLOS, number 2 in any evolving security situation ASEAN centrality should be observed and respected and number 3, anything happens, we need to return to peaceful settlement of all disputes via dialogue and consultations.
