The lightest paint in the world has been created by researchers at the University of Central Florida. The paint is energy-efficient, can be turned into any colour and will last for centuries, as per the claims made by the team that developed it.

The plasmonic paint has a nanoscale structural arrangement of colourless material, which is aluminium oxide and aluminium, and not the traditional pigments that are used to create colours.

The study was headed by Debashis Chanda, who works as a professor at UCF’s NanoScience Technology Centre. Chanda said that he took inspiration from butterflies.

"Structural colour serves as the primary colour-generating mechanism in several extremely vivid species where the geometrical arrangement of typically two colourless materials produces all colours. On the other hand, with man-made pigment, new molecules are needed for every colour present,” said Chanda, in a statement.

Plasmonic paint differs from the usual paint as its structural colourants control absorb, scatter and reflect the light based on the geometrical arrangement of nanostructures in comparison to pigment colourants which control the absorption of light based on the pigmented material's electronic property.

Researchers claimed that the structural colours are environmentally friendly "as they only use metals and oxides, unlike present pigment-based colours that use artificially synthesised molecules."

The study was first published in Science Advances where it stated that one can achieve colour engineering by controlling the absorptive or reflective response of colourant to white light.

“Normal colour fades because pigment loses its ability to absorb photons. Here, we’re not limited by that phenomenon. Once we paint something with structural colour, it should stay for centuries,” stated Chanda.

The researchers have designed the paint in a way that keeps the surface cooler after application compared to regular commercial paint.

"The temperature difference plasmonic paint promises would lead to significant energy savings. Using less electricity for cooling would also cut down carbon dioxide emissions, lessening global warming,” said Chanda said, further stating that plasmonic paint is also very lightweight.

The researchers have claimed that one kilogramme of plasmonic paint is sufficient for painting Boeing 747 completely, which normally requires more than 400 kilograms of regular paint.

“As a kid, I always wanted to build a butterfly, colour draws my interest,” said Chanda.

A $40 million negligence lawsuit was filed by a teacher in Virginia against the school authorities after she was shot by her six-year-old student.

Abigail Zwerner, aged 25, alleged her requests to search for a handgun among the students and repeated warnings that her student was in a “violent mood” was completely ignored by the administrators.

In the lawsuit former superintendent George Parker III, Newport News school board, former assistant principal Ebony Parker and the ex-Richneck elementary school principal Briana Foster Newton have been named as defendants.

The shooting took place on January 6. Zwerner was sitting at a reading table when the student shot at her hand and chest.

The teachers guided her students to safety before going to the hospital where she was admitted for two weeks and had to go through four surgical procedures.

Prosecutors said that the boy, whose identity was not publicly disclosed, will not be facing criminal charges. However, they did not clarify if adults will be charged or not.

Superintendent George Parker III was fired after the shooting took place. The school's assistant principal Ebony Parker resigned.

The attorney, representing the parents of the boy, said that they were “committed to responsible gun ownership and keeping firearms out of the reach of children” and had tried to implement the same with the firearm used, which belonged to the student's mother.

The family further said that the boy had a severe disability and was receiving treatment for mental health. In the lawsuit, attorneys representing Zwerner said the defendants were aware that the boy “had a history of random violence” at home and school. The boy had once also “strangled and choked” his kindergarten teacher.

“All defendants knew that (the boy) attacked students and teachers alike, and his motivation to injure was directed toward anyone in his path, both in and out of school, and was not limited to teachers while at the school,” said the lawsuit.

Speaking to the Wall Street Journal, Zwerner's attorney Diane Toscano said, “The Newport News school division had a duty to Abby. But they failed her miserably that day.”

The lawsuit filed by Zwerner seeks $40m in damages. Speaking about her recovery, Zwerner said, “I try to have a positive outlook on what’s happened and where my future’s heading. I just will never forget the look on his face that he gave me while he pointed the gun directly at me.”

Teacher gets shot by six-year-old, sues school authorities for $40m

The Delhi Metro Rail Corporation (DMRC), reacting to the viral video of a scantily-clad woman travelling in the Delhi Metro on Monday, said that although it expects the commuters to follow the social etiquette which is acceptable in society, the choice of clothes they wear is a personal issue.

The video of a female commuter was shared multiple times on social media platforms in the past few days and received a lot of comments from users on her clothing.

In a statement, DMRC corporate communications' principal executive director Anuj Dayal said, “DMRC expects commuters to follow all social etiquette and protocols… Commuters should not indulge in any activity or wear any attire which could offend sensibilities of fellow passengers.”

“Delhi Metro is also governed by the same rules which are applicable in the city. Just like in public places, decency is expected in the Metro as well. In case such an offence is reported, there is a provision for a fine under Operation and Maintenance Act, 2002,” he said.

He said that no such incident was brought by anyone to his notice. “First of all, it is not verified whether the woman was travelling in the Delhi Metro. Over 60 lakh passengers commute daily and it’s not possible to track her,” Dayal said.

“We appeal to all our passengers to kindly maintain decorum while travelling in a public transport system like the Metro. However, issues such as the choice of clothing while travelling is a personal issue and passengers are expected to self-regulate their conduct in a responsible manner,” he added.

China on Tuesday promised that it will "firmly defend" its national sovereignty, ahead of the meeting between US House Speaker Kevin McCarthy and Taiwan President Tsai Ing-wen in California this week.

"China will closely monitor the situation and firmly defend national sovereignty and territorial integrity," said foreign ministry spokesperson Mao Ning in a regular briefing.

"China is strongly opposed to the US arranging for Tsai Ing-wen to transit through its territory, and is strongly opposed to the meeting between House Speaker Kevin McCarthy, the third-ranking US official, and Tsai Ing-wen," said Mao.

"It seriously violates the One-China principle and the three China-US joint communiques, and seriously undermines China's sovereignty and territorial integrity," she added.

China had earlier warned that the meeting between Tsai Ing-wen and McCarthy will "further damage" relations between Washington and Beijing.

The meeting to be held on Wednesday in California will "greatly hurt the national feelings of 1.4 billion Chinese people" and undermine "the political foundation of China-US relations," said a consulate spokesperson in a statement, adding that it would "further damage China-US relations."

"Speaker McCarthy is ignoring the broad support of the international community for the One-China principle, ignoring the lessons that should have been drawn from previous mistakes," said the consulate.

"There is no doubt that he will make the same mistake again, further damage China-US relations, but it will only strengthen the strong will and determination of the Chinese people" to achieve "reunification" with Taiwan, they added.

McCarthy, who is a Republican, had earlier confirmed that he will be holding talks with Tsai in California, defying China's warnings that he was "playing with fire”.

Tsai has planned to stop over in the US while returning from Central America, where she has met Guatemala's leaders and is travelling to Belize before meeting McCarthy.

McCarthy's office on Monday said that the "bipartisan" meeting will be held at the Ronald Reagan Presidential Library, outside Los Angeles.

Originally, the Republican had planned to follow the footsteps of his predecessor as a speaker, Democrat Nancy Pelosi, who had made a controversial visit to Taiwan in August.

In the wake of the visit, China had conducted its largest-ever military exercises around Taiwan, a self-governing democracy which Beijing claims as part of its territory.

Last week, China's embassy to the United States charge d'affaires Xu Xueyuan said that the US risked "serious confrontation" no matter if their government visit Taiwan or vice versa.

"The US keeps saying that transit is not a visit and that there are precedents, but we should not use past mistakes as excuses for repeating them today," she stated.

She appealed to Washington "not to repeat playing with fire on the Taiwan question," alluding to Pelosi's visit to Taiwan last year, among other things.

China vows to 'firmly defend national sovereignty' ahead of Tsai-McCarthy meet

Social media app TikTok has been officially banned by NATO from the devices it provides to its staffers, citing security concerns, as per two NATO officials who were familiar with the matter.

A note was sent to the staff by NATO officials on Friday announcing the ban on TikTok, the officials confirmed. Through the note the ban was made official, however, TikTok was not much usable on the devices issued by NATO before anyways, said the official, because of internal tech restrictions.

“Cyber security is a top priority for NATO. NATO has robust requirements for determining applications for official business use. TikTok is not accessible on NATO devices,” said a senior NATO official.

NATO has become the latest governmental body which has banned the application over concerns that data of TikTok users can be accessed by the Chinese government through its Chinese parent company, Bytedance.

The application has already been banned by the UK, US, European Parliament, Norway and other nations from government-issued devices.

Earlier this month, TikTok’s CEO Shou Chew emphasised to US lawmakers that they are completely independent of China and stated that he has “seen no evidence that the Chinese government has access to that data; they have never asked us, we have not provided it".

He stated that TikTok is shifting its data into the United States which will be stored on US soil by Oracle, the American company.

NATO officially bans TikTok on devices of its staff

The citizens of Paris overwhelmingly voted on Sunday to ban for-hire electric scooters from the French capital's streets, in a huge blow to the operators. The voting ended with a victory for campaigners for road safety.

The referendum will now turn Paris, which was once a pioneer in embracing services of e-scooter, will now become the only major capital of Europe to outlaw the widespread devices which are booked on applications like Lime.

The residents of the city were asked to vote for or against them in a public consultation which was organised by mayor Anne Hidalgo in which around 90 per cent of the votes were cast against the scooters, showed official results.

"We're happy. It's what we've been fighting for over four years," stated Arnaud Kielbasa, the Apacauvi charity's co-founder, which is representing the victims of e-scooter accidents.

"All Parisians say they are nervous on the pavements, nervous when they cross the roads. You need to look everywhere," Kielbasa, whose infant daughter and wife were hit by an e-scooter driver, said. "That's why they've voted against them," he added.

Operators have alleged that they are being singled out unfairly and being held solely responsible for the chaotic nature of streets in Paris, where mayor Hidalgo has championed bikes and different forms of non-emitting transport since he came to power in 2014.

Last week, while speaking to AFP, Hidalgo said that “self-service scooters are the source of tension and worry” for Parisians and that a ban would “reduce nuisance” in public spaces.

In 2018, the mayor's administration welcomed e-scooter operators with open arms, but since then, it has tightened regulations progressively, creating designated parking zones, restricting the number of operators and limiting the top speed.

However, the measures adopted have not been able to convince residents who have been complaining about drunken and reckless driving, as well as, clutter on pavements.

A number of fatal accidents also highlighted the dangers of electric scooters which are currently being hired by children who are 12 years old or above.

"I'm committed to respecting the choice of voters, purely and simply," said Hidalgo as she voted on Sunday.

ALSO READ | Garbage strike raises stink: Paris trash collectors to suspend work boycott this week "All Parisians say they are nervous on the pavements, nervous when they cross the roads. Parisians massively vote to ban for-hire electric scooters

India's market regulator is investigating a possible violation of 'related party' transaction rules in the Adani Group's dealings with at least three offshore entities that have links to the brother of the conglomerate's founder, two people said.

The three entities allegedly entered into several investment transactions with unlisted units of the ports-to-power conglomerate founded by billionaire Gautam Adani over the last 13 years, said the sources with direct knowledge of the matter.

Vinod Adani, Gautam Adani's brother, is either a beneficial owner or director or has links with those three offshore entities, said the two sources, adding the regulator, the Securities and Exchange Board of India (SEBI), is probing if the lack of that disclosure violated 'related party transaction' rules.

Under Indian laws, direct relatives, promoter groups and subsidiaries of listed companies are considered related parties.

A promoter group is defined as an entity that has a large shareholding in a listed company and can influence company policy.

Transactions between such entities have to be disclosed in regulatory and public filings and require shareholder approval above a specified threshold. Violations typically attract monetary fines.

An e-mail to SEBI requesting a comment was not answered. SEBI chairperson Madhabi Puri Buch declined to comment on the Adani investigations at a news conference on Wednesday.

An Adani Group spokesperson said Vinod Adani is a member of the Adani family and is part of the promoter group, but he does not hold any managerial position in any of the listed Adani entities or their subsidiaries.

"This fact, like all other material information required to be reported, has been disclosed to the regulatory authorities in the past and also as and when required," the spokesperson added, without commenting on the regulatory probe into offshore entities.

Vinod Adani could not be reached for comment. Requests for comment sent to his holding company in Dubai, Adani Global Investment DMCC, were not responded to.

The probe comes after U.S. short-seller Hindenburg Research's January 24 report alleging improper use of tax havens and stock manipulation by Adani Group, among other things - charges it has denied.

Hindenburg's report eroded more than $100 billion in the value of shares in Adani's group of companies.

India's Supreme Court asked SEBI in March to investigate the Adani Group for any lapses related to public shareholding, related party rules or regulatory disclosures.

SEBI's investigation into Adani's possible 'related party' transactions with offshore entities with links to Vinod Adani has not been reported before.

While SEBI investigations are continuing, top regulatory officials are due to give a status report to a court-appointed panel on Sunday, the two sources said, speaking on condition of anonymity as investigations are private.

Disclosure Violations

Hindenburg in its January report alleged that Vinod Adani entities have collectively moved "billions of dollars" into Adani's publicly listed and private entities, often without required disclosure of the related party nature of the deals.

The Adani Group in a 413-page response to the allegations had said all transactions entered into by it with entities who qualify as 'related parties' under Indian laws and accounting standards have been duly disclosed.

The three offshore entities with links to Vinod Adani being probed for 'related party' transactions are Mauritius-based Krunal Trade and Investments Ltd and Gardenia Trade and Investments Ltd, and Electrogen Infra in Dubai.

There was no response from Krunal, Gardenia and Electrogen Infra to e-mails requesting comment.

While the sources said that other similar transactions are also under regulatory examination, Reuters could not ascertain the names of other entities and their possible violation of 'related party' transaction rules.

SEBI suspects there were "disclosure violations" on some of those transactions, said one of the two sources.

If proven, it could lead to monetary penalties and the matter may be referred to India's Ministry of Corporate Affairs (MCA) for transactions that are beyond SEBI jurisdiction, the source said.

According to reports, United States President Joe Biden has declined the invitation for attending King Charles III’s coronation ceremony. US president Biden is "not expected" to visit the UK for attending the coronation, reported The Telegraph quoting sources who claimed that a delegation will be sent to the ceremony in his place.

The reports suggested that US First Lady Jill Biden will probably attend the ceremony without her husband.

British ambassador to the US and Buckingham Palace Karen Pierce held “cordial and diplomatic” talks with the White House regarding the coronation, claimed the report but Biden's aides informed the Palace that the president had prior commitments.

However, the report claimed that there “may still be some efforts underway to see if Biden can be persuaded to come to the Coronation”, while another stated that his plan was “not locked and loaded”.

A court found former Israeli headmistress Malka Leifer guilty of sexually assaulting her former students in Australia's ultra-Orthodox Jewish girls school.

On Monday, the jury concluded that Malka Leifer was guilty of raping and indecently assaulting sisters Dassi Erlich and Elly Sapper between 2003 and 2007.

However, the jury did not find her guilty of sexually abusing a third sister, Nicole Meyer.

Leifer, aged 56, pleaded not guilty to more than two dozen charges against her and spent years battling extradition from Israel.

However, in 2021, her extradition to Australia was ordered by an Israeli judge.

Victoria's County Court, during the six-week trial, heard evidence that Leifer was among the revered figures at Adass Israel School in Melbourne, where the three sisters were studying.

They stated that the sisters were abused by the former headmistress in the school's locked classrooms, in school camps, and at the home of the head teacher.

The jury said that the sexual abuse continued after the sisters graduated and came back to the school as student teachers.

"When we look back at the journey that it took, everything that happened in Israel, it was so unbelievable that we get to this time and we have: she's guilty, she's guilty; that can't be taken away, she is guilty," Erlich said while speaking to the reporters outside a Melbourne court, flanked by her sisters.

Prosecutor Justin Lewis argued that Malka Leifer had shown "a tendency to have a sexual interest in girls". He said that she misused her position and also that the sisters' "vulnerability (and) their ignorance in sexual matters".

Three people lost their lives and several others suffered burn injuries after an unidentified person set his co-passengers on fire after pouring inflammable oil on them inside Alapuzha-Kannur Express' D-1 coach around 9.50 pm on Sunday after the train departed from Kozhikode railway station in north Kerala, said the police.

The police discovered three bodies, including one of an infant, on the railway tracks as they suspected that the people may have jumped out of the moving train in panic. Two, of the three killed, were identified as Toufiq and Rehana.

Terrorism angle was not ruled out by the police as a bag was discovered from the tracks which contained another bottle of petrol, as well as, two mobile phones.

As per an eyewitness, just after the train halted on a bridge along the Korapuzha river, a man who appeared in his thirties, jumped out of the train and fled on a bike which was present there.

The visuals of the assailant have been recovered by the police from CCTV footage of a neighbourhood house and the incident was suspected of a well-planned attack.

One of the passengers who suffered injuries told the police that the accused suddenly took out a bottle filled with an inflammable substance and started spraying it on co-passengers. Before anyone could react, he lit the fire and fled from the scene.

As per reports, the man had an argument with one of his co-passengers after which he poured the petrol.

"Anilkumar from Thalasseri, his wife Sajisha, their son Advait, Ruby from Kannur and Prince from Thrissur, are among the passengers who were injured," said sources, as per news agency PTI.
