BBC comedian Hardeep Singh Kohli arrested for committing 'non-recent' sexual offences

The Delhi Services Bill, formally called Government of National Capital Territory of Delhi (Amendment) Bill 2023, is being tabled in the Indian Parliament and is set to replace a current ordinance which overrides a directive of the Supreme Court that had given command to the government of Delhi over most services.

The ordinance has been a major reason for contention between Delhi Chief Minister Arvind Kejriwal's Aam Aadmi Party and the central government.

The bill was passed in both the upper and lower houses of Indian parliament on August 7th. It will promulgate into law once signed by India's President Draupadi Murmu.

What happened so far?

On May 11, the Supreme Court of India took the decision in favour of the government of Delhi, giving it complete command over most services in the capital, leaving out public order, land, and police. The Centre on May 19 tabled an ordinance which gave authority to the Delhi government to make recommendations to the Delhi Lieutenant Governor on matters of transfer of postings, vigilance and other incidental issues.

"In view of its special status as a national capital, a scheme of administration has to be formulated by law, to balance both local and national democratic interests which are at stake, which would reflect the aspirations of the people through joint and collective responsibility of both the Government of India and the Government of National Capital Territory of Delhi (GNCTD)," the government order had said.

"A permanent authority headed by the Delhi chief minister is being introduced to make recommendations to the Lieutenant Governor regarding matters concerning transfer posting, vigilance and other incidental matters," it further said.

The BJP-led Centre was slammed by the AAP government for trying to subvert law and order and taking control of the bureaucracy in the capital city.

Last Thursday (August 3), Lok Sabha passed a bill which will translate an ordinance into law and will give powers to the Centre-appointed bureaucrats to overrule the elected chief minister and senior officers in the Delhi government even as the opposition parties held a walkout.

A nearly four-hour-long debate was held in the Lok Sabha after the Government of the National Capital Territory of Delhi (Amendment) Bill, 2023, was passed.

Indian Home Minister Amit Shah, while responding to the debate on the bill, clearly stated that the power lies with the central government to make laws on Union territories, and since Delhi is a Union territory, the Centre has full rights to make rules for it as well.

Reacting to the Opposition's allegations that the Bill is aimed at removing Delhi Assembly’s powers, Union Home Minister Amit Shah said, "All objections raised are political, which do not have any Constitutional basis.”

What is the new bill all about?

The Delhi Services Bill states that the inquiries and suspensions of the officials of the national capital will be under the Centre's control. The Lieutenant Governor will be empowered to exercise his sole discretion on various matters, which will include the National Capital Civil Services Authority's recommendations and the prorogation, summoning, and dissolution of the Delhi Legislative Assembly.

The National Capital Civil Services Authority will include the Chief Secretary of Delhi, the Principal Home Secretary of Delhi and the Delhi Chief Minister.

If the bill is passed by the Rajya Sabha, it will then replace an existing ordinance which overrides an order of the Supreme Court and gives the most control over most services to the Delhi government.

Why Opposition leaders are against it?

Reacting to the debate over Delhi Services Bill, Congress MP Shashi Tharoor alleged that "blatant subversion of the constitutional separation of powers" is happening through the bill. He added that the country is now seeing "coercive federalism".

Speaking in the Lok Sabha, Tharoor argued that the proposed bill is a representation of a "grave chapter in the history of the Indian republic, seeking to ratify an ordinance that in many ways is an assault on our democratic heritage and the spirit of federalism".

Minister of State for External Affairs and Culture Meenakshi Lekhi, while intervening in the debate, said that the country has a quasi-federal structure and the Centre is at primacy. She stated that the bill is aimed at statutorily balancing the interests of the Union Territory of Delhi and the nation.

"India has a quasi-federal structure, which the Constitution demarcates. India is not federal," said Lekhi, adding that the country is being “mislead” by many practising lawyers.

Congress leader Adhir Ranjan Chowdhury said that the bill is trying to snatch an elected government's power which is unconstitutional.

"Snatching the powers of the elected government of Delhi is unconstitutional. It is against the Constitution to snatch the powers of an elected government, whichever party is in power,” said Chowdhury, while speaking to media outside Parliament.

Delhi CM Kejriwal, sharply reacting to the debate, tweeted, "BJP always promised to give full statehood to Delhi.
Four navy warships, along with a reconnaissance aeroplane, were dispatched by the United States after a joint naval patrol was carried out by multiple Chinese and Russian military vessels near Alaska last week.

The combined naval patrol, which was first reported by the Wall Street Journal, looked like the largest such flotilla to approach US territory, as per experts who spoke to the media outlet.

“It’s a historical first,” said Brent Sadler, a retired Navy captain and senior research fellow at the Heritage Foundation, while speaking to the Journal.

He further added that the proximity of the flotilla to Alaska was a “highly provocative” manoeuvre, given the ongoing war between Russia and Ukraine and political tensions between the US and China over Taiwan. Since then, the flotilla has left.

US Northern Command, further confirming the combined naval patrol by Chinese and Russian officials, said, “Air and maritime assets under our commands conducted operations to assure the defence of the United States and Canada. The patrol remained in international waters and was not considered a threat.”

The navy warships sent by the US, in response to the Chinese and Russian flotilla, were made up of four destroyers and a Poseidon P-8 patrol aeroplane.

Patrol 'not targeted at any third party': Chinese embassy

The spokesperson of the Chinese embassy in Washington DC, Liu Pengyu, in a statement to the Journal, said that the patrol “is not targeted at any third party”.

“According to the annual cooperation plan between the Chinese and Russian militaries, naval vessels of the two countries have recently conducted joint maritime patrols in relevant waters in the western and northern Pacific Ocean,” said Pengyu. “This action is not targeted at any third party and has nothing to do with the current international and regional situation,” he added.

“This is a stark reminder of Alaska’s proximity to both China and Russia, as well as the essential role our state plays in our national defence and territorial sovereignty,” he added.

He further added that the proximity of the flotilla to Alaska was a “highly provocative” manoeuvre, given the ongoing war between Russia and Ukraine and political tensions between the US and China over Taiwan. Since then, the flotilla has left. ALSO READ | US deploying more warships, Marines in West Asia amid Iranian aggression US Northern Command, further confirming the combined naval patrol by Chinese and Russian officials, said, “Air and maritime assets under our commands conducted operations to assure the defence of the United States and Canada. The patrol remained in international waters and was not considered a threat.” The navy warships sent by the US, in response to the Chinese and Russian flotilla, were made up of four destroyers and a Poseidon P-8 patrol aeroplane. Patrol 'not targeted at any third party': Chinese embassy The spokesperson of the Chinese embassy in Washington DC, Liu Pengyu, in a statement to the Journal, said that the patrol “is not targeted at any third party”. WATCH | Gravitas: Has China planted moles in the U.S. navy? Alaska senators Lisa Murkowski and Dan Sullivan said that they are monitoring the situation after joint Chinese and Russian patrol came close to the Aleutian Islands. “We have been in close contact with leadership … for several days now and received detailed classified briefings about the foreign vessels that are transiting US waters in the Aleutians,” Murkowski said while speaking to the Wall Street Journal. “This is a stark reminder of Alaska’s proximity to both China and Russia, as well as the essential role our state plays in our national defence and territorial sovereignty,” he added.
On August 5, which marks the birth anniversary of Shraddha Walkar, her father Vikas Madan Walkar testified in a court in New Delhi. The court was recording the statements of the witnesses in connection with Walkar's sensational killing by her live-in-partner Aaftab Amin Poonawala last year.

Vikas said in the court that Poonawala had disclosed to him that he chopped the body of Shraddha into pieces in the toilet after killing her and then threw the pieces in a forested area near Chhattarpur, reported news agency ANI.

28-year-old Poonawala, who was in a live-in relationship with Shraddha, had strangulated the latter on May 18 last year. The accused then dismembered Shraddha's body, stored the body parts in a fridge and gradually threw them at desolate places across Delhi.

The statement of Vikas, who is the case's key prosecution witness, was recorded by additional sessions judge Manisha Khurana Kakkar on Saturday (August 5). His cross-examination was deferred by the court on August 9 after recording his examination.

While recording the statement, Vikas also said that 13 bones were discovered by the Delhi Police, which included a pelvic bone from a place that was identified by the accused in the investigation.

The refrigerator, which was brought inside the court during the hearing to be exhibited as evidence, was also identified by Vikas. Some wooden pieces were also submitted in the court as evidence, with suspected blood stains on them.

In the court, Vikas said that Poonawala packed the chopped pieces in trash bags and kept them in the fridge, before disposing them. He said that the trash bag would be removed by Poonawala from the fridge and kept on a shelf in the kitchen, whenever his new girlfriend visited him.

Vikas further identified other evidence related to the murder case. In the courtroom, audio and video clips of conversations held between Shraddha and Poonwala were also played.

The airspace of Niger was closed because of the "threat of intervention" as the deadline given by the West African bloc ECOWAS for reinstating democratically elected President Mohamed Bazoum was defied by the junta, increasing chances of it facing possible military action.
Artistic director and chief executive of Contact Keisha Thompson said that it was an “extraordinary, global project uniting around human rights and connection”, and that the organisation was “over the moon” to host the event. Russian woman faces fine for carrying tote which says, ‘Sex is cool, but Putin’s death better’

South Korea's World Scout Jamboree is now set to end early because of an approaching typhoon, said organisers on Monday (August 7), as they appealed to the government to provide help “urgently” with efforts being made to send tens of thousands of children home.

Around 43,000 people participated in the jamboree which started in North Jeolla province last week. However, hundreds of scouts fell ill because of an extreme heatwave which forced Seoul to provide air-conditioned buses and deploy military doctors. The government vowed an all-out effort to salvage the event.

American and British scout groups withdraw

Over the weekend, American and British scout groups withdrew citing concerns over the extreme weather as the organisers stated that the jamboree would continue appealing to participants to see it as a "platform for overcoming challenges".

However, with the forecast of a typhoon ahead which is likely to hit most of South Korea, which includes the campsite, the Jamboree was forced to end early.

"The World Organisation of the Scout Movement received confirmation this morning from the Government of the Republic of Korea that due to the expected impact of Typhoon Khanun, an early departure will be planned for all participants," said the scout body, in a statement.

"We urgently call on the Government to expedite the plan for departure and provide all necessary resources and support for participants during their stay and until they return to their home countries," the scout body added.

No details were shared where the participants of the event will stay until they return home. On Monday, South Korea's presidential office said that President Yoon Suk Yeol was informed about the contingency plan for the Jamboree in the wake of the typhoon approaching, hinting that the scouts are likely to stay in Seoul for the remainder of their stay.

"By 'contingency plan', it means the scouts' accommodation and the remaining schedule can be moved to the metropolitan area including Seoul," said Yoon's office, in a statement.

It was reported by the Yonhap news agency that all afternoon activities were cancelled and the participants will start leaving the campsite on Tuesday morning.

A moment of national disgrace?

This week, the highest-level hot weather warning was issued by South Korea. The exit of British, American and other scout troops has been a setback for the government of South Korea which on Friday held an emergency cabinet meeting and mobilised aid.

The presidential office sanctioned 6.9 billion won ($5.3 million) in spending for supporting the jamboree, and Yoon also held telephonic conversations with camp organisers, appealing to them to offer more tourism programmes to the scouts.

Prime Minister Han Duck-soo said that the organisers would "create and operate a tour program featuring South Korea's industry, culture, history, and nature". However, the situation has been described by the local media as a “national disgrace”, considering the time the country had to make preparations for the global event, which takes place once every four years.

Thousands of young scouts to depart from South Korean world jamboree amid typhoon warning

An investigation carried out by BBC Africa Eye revealed how vulnerable people are being mistreated and neglected in an elderly care home near Nairobi, the capital of Kenya.

In the secret footage, it can be seen that the residents were being physically mistreated by the staff members, their food was being directly dumped on tables and not served on any plates, and their medical conditions were being left untreated.

"Hit her on the buttocks. Beat her," said a staff member while speaking to a stick-wielding colleague. The incidents took place at the Presbyterian Church of East Africa (PCEA) Thogoto Care Home for the Aged, which is 20km (12 miles) west of Nairobi.

Torture of the elderly revealed

In the undercover footage, three staff members dressed in purple uniforms can be seen surrounding an old woman with a metal gate which was flanked by corrugated iron sheets at the perimeter of the home's garden.

"Where were you heading to on that side? You were called and refused to come back,” said one of the staff. The old lady, who was wearing a bobble hat and a fleece, looked frightened and confused.

"Oh, please forgive me," the lady said. "Now we have to cane you," said one of the staff. The staff member was then seen hitting the bottom of the elderly woman with a wooden stick.

The care home was established by the Women's Guild of the local PCEA church but currently is being managed independently. The care home currently has around 50 elderly women and men.

In the last decade, the number of homes for elderly people is reported to have increased by three-fold in Nairobi. A lot of these places don't charge rent from elderly people and depend on donations or are supported by local churches.

Secret filming by undercover reporters

In the investigation carried out by BBC Africa Eye, two undercover reporters secured employment at the care home and lived there for 14 weeks while secretly filming inside the facility. Along with the footage of the staff hitting the elderly woman with a cane, the reporters also recorded staff accepting that they have been physically abusing other residents.
