Top 10 world news: Russian missiles hit Ukraine's capital Kyiv, Kharkiv and more

The Turkish government said on Saturday (January 14) that it was ready to push for local ceasefires in Ukraine but said that neither Russia nor Ukraine had the military means to win the war. Ibrahim Kalin, the foreign policy advisor of President Recep Tayyip Erdogan told reporters, "Turkey is willing to push for local ceasefires and small localised de-escalations. Neither party is in a position to win the war militarily, on the ground," a report by news agency AFP said. Kalin conceded it seemed unlikely that Moscow and Kyiv were ready to strike an "overarching peace deal" in the coming months.

However, the advisor pointed out that the brutal cost of fighting might soon see the warring sides reconsider and accept localised truces in specific parts of the war zone.

Since the beginning of Russia's offensive in Ukraine on February 24 last year, President Erdogan has used his good relations with Moscow and Kyiv to try and mediate an end to the conflict. Erdogan has held repeated telephonic conversations with Russian President Vladimir Putin and Ukrainian leader Volodymyr Zelensky aimed at finding common ground, the report said.

Turkey had hosted two early rounds of peace talks and helped strike an UN-backed agreement restoring Ukrainian grain deliveries across the Black Sea. A few weeks back, Turkish defence minister Hulusi Akar had said that his government called for at least a humanitarian ceasefire, then a permanent ceasefire and then peace talks. Akar said on December 27 last year that the war will not end easily despite Turkey's efforts to arrange peace talks between Russia and Ukraine.

The war in Ukraine will soon enter its 12th month with President Volodymyr Zelensky wanting to visit the United Nations and address a high-level meeting of the General Assembly on the eve of the first anniversary of Russia's offensive.

The salt-mining city of Soledar in eastern Ukraine, which has been the latest flashpoint in the ongoing war, is now controlled by Ukraine, an official said on Saturday (January 14), adding the fighting is still going on. "Soledar is controlled by Ukrainian authorities, our military controls it," regional governor Pavlo Kyrylenko said on national television, news agency AFP reported. Kyrylenko said battles continue inside and outside the city. The regional governor added that Soledar and the nearby city of Bakhmut were the hottest spots on the frontline.

For days, Soledar has been the focus of a relentless Russian assault. Ukraine's claim on Saturday comes a day after Russia said that its forces took control of the city. "The capture of Soledar was made possible by the constant bombardment of the enemy by assault and army aviation, missile forces and artillery of a grouping of Russian forces, "the defence ministry said in a statement on Friday. The ministry said that seizing Soledar would make it possible to cut off Ukrainian supply routes to Bakhmut and trap remaining Ukrainian forces there.

Ukraine has repeatedly denied Russia's claims of capturing the salt-mining city.

Both Soledar and Bakhmut come under the Donetsk region, which Russia unilaterally claimed to have annexed in September last year despite only partly occupying it. The capture of Donetsk is being seen as a war objective of the Kremlin, a report by news agency Reuters on Saturday said.

However, Ukraine's allies in the West see the capture of the two cities as a fight for marginal gains on a stretch of the front where neither side can make a big breakthrough. "Even if both Bakhmut and Soledar fall to the Russians, it's not going to have a strategic impact on the war itself," US National Security Council spokesperson John Kirby told reporters at the White House.

Meanwhile, on Saturday, the United Kingdom's (UK) Prime Minister Rishi Sunak said that his government would provide tanks to Ukraine to push Russian troops. Sunak pledged to supply Challenger 2 tanks and additional artillery systems. This makes the UK the first Western power to supply Kyiv with main battle tanks, the PA news agency reported. Ukraine war: Soledar city 'controlled' by Kyiv, fighting ongoing, says report

A group of over 120 lawmakers in the United States on Friday (January 13) told the Federal Aviation Administration (FAA) that its computer outage on Wednesday was ''completely unacceptable'', demanding an explanation from the agency as to how it will avoid such incidents in future. In a letter to transportation secretary Pete Buttigieg, House transportation committee chair Sam Graves and Democrat Rick Larsen said that they intend to "conduct vigorous oversight of the Department of Transportation’s plan to prevent these disruptions from occurring again," a report by the news agency Reuters said early Saturday.

The lawmakers want a briefing and detailed responses about the causes of the system failure, the FAA's response to the issue and the redundancy built into the system. They also want Buttigieg to provide the "estimated cost to commercial airlines and passengers due to the delays resulting from the outage" even though the transportation secretary earlier said the government will not compensate passengers for flight delays caused by an FAA computer issue.

On Wednesday, the FAA's NOTAM (Notice to Air Missions) system experienced a major glitch that forced a temporary halt on all US domestic takeoffs, triggering thousands of delays and cancellations. Hours later, the agency said that NOTAM was restored and normal flight operations were gradually resuming across the country. “Normal air traffic operations are resuming gradually across the US following an overnight outage to the Notice to Air Missions system that provides safety info to flight crews. The ground stop has been lifted,” the FAA tweeted.

This was the first nationwide grounding of departing flights since the September 11, 2001 attacks.

The FAA said on Thursday its preliminary analysis showed the computer outage was caused by a procedural error related to a corrupted data file but did not give specific details about the problem.

In a separate development, Maria Cantwell, a senior aide to the Senate Commerce Committee Chair asked the agency for a briefing by next week on the NOTAM database outage, Reuters reported citing an email. As per the mail, Acting FAA Administrator Billy Nolen on Wednesday had a conference call with airlines advising individual carriers and pilots they could choose whether or not to fly despite the system outage. The mail asked why were airlines put in a position where they could have the option of choosing to operate when the NOTAM system was down. It further pointed out that it appeared the ground stop actually lasted from 7.21 am ET to 10.06 am ET but Buttigieg said it was lifted after 90 minutes. "When Sec. Buttigieg tweeted at approximately 8.50 am that the ground stop had been lifted, was the NOTAM system full operational at that point?" the mail asked.

US FAA outage 'completely unacceptable': Lawmakers demand explanation from agency

Thousands of workers in Indonesia held a protest in the capital city of Jakarta on Saturday (January 14), urging Parliament to reject an emergency Presidential order issued last month to replace the controversial Jobs Creation Law. Protesters held a banner which said, "Say no to outsourcing," while some other banners read "Refuse job creation emergency decree because there is no emergency situation," a report by news agency Reuters said.

Damar Panca Mulia, 38, one of the protesters, told Reuters the decree was a ploy by the government to ensure the implementation of the job law. "This regulation degrades worker's welfare, reduces labour protections and causes widespread damage - on agrarian issues, the environment, protection of women," Mulia said, adding that job creation should be in line with workers' welfare improvement, but this decree was a counter to it.

Another protester told the news agency on Saturday that the regulation created uncertainty for workers as they could be easily fired and would also get a lower severance.

The Jobs Creation Law was passed in 2020, revising over 70 other laws and it was welcomed by foreign investors for cutting red tape. However, the law also lead to nationwide protests from workers, students and green groups who said it eroded labour and environmental protections, Reuters earlier reported. In 2021, the constitutional court ruled that the passage of the law was flawed because of inadequate public consultation.

On December 30 last year, the Indonesian government issued an emergency regulation to replace the law with President Joko Widodo saying, "We know it looks like we're normal now, but global uncertainty, the risk is haunting us ... Actually the world is not doing fine."

Legal experts criticised the emergency regulation by saying it was an attempt by the government to bypass proper debate in Parliament. On other hand, Labour party chairman Said Iqbal said outsourcing and minimum wage regulation in the decree were among the issues of concern. "We don't want the state to become only an agent for dirty entrepreneurs to weaken workers' welfare," Iqbal told reporters on Saturday.

Zelensky wants to address UN General Assembly when Russian invasion completes one year

As China has dismantled most of its zero-Covid curbs allowing citizens to travel abroad for the Lunar New Year holiday, many Chinese nationals are seeking new homes in Southeast Asia. According to a report by the South China Morning Post (SCMP) on Saturday (January 14), property agents and immigration experts are witnessing a rise in inquiries from Chinese nationals regarding residency in Thailand, condos in Malaysia and offices in Singapore.

In Singapore, Sulochana Uthirapathi, the founder of Transform Borders- a firm that specialises in immigration matters related to the country, said that she had noticed an influx of inquiries from Chinese nationals who were planning to move to Singapore in the past month. Speaking to This week, Uthirapathi said most of these were high-net-worth individuals who wanted to move their families to Singapore.

“To move their families here, one way is to set up family offices but they also have children coming here to study as well," she told This Week. The Transform Borders founder also pointed out that Singapore is a very safe place where there are not a lot of political changes or control.

In Malaysia, Fifi Syafiza a real estate negotiator with Keller Williams Malaysia, told This Week that the Chinese government's decision to lift the travel ban led to a ''flurry of transactions'' as Chinese nationals rushed to finalise the purchases of properties (in Malaysia) that they already set their sights on before the Covid pandemic began. Syafiza added

The SCMP report on Saturday said that the Malaysian government offers long-term visas for foreigners under its two programmes- Malaysia My Second Home and Silver Hair. These programmes allow foreigners to buy residential properties that are worth at least $228,700 (1 million ringgit).

On the other hand, in Thailand, condo sales are predicted to rise as buyers return in person. Citing local media, the SCMP report said there has been a spike in inquiries regarding international schools and retirement homes in Thailand. However, the plans of Chinese nationals planning to settle in Thailand could impede after long-term visas for them were put on hold following a major scandal involving Chinese gangsters and Thai officials.

Meanwhile, as Chinese nationals have resumed travel for the Lunar New Year holiday, air passenger volumes are recovering to 63% of 2019 levels since the annual travel season started. Song Zhiyong, head of the Civil Aviation Administration of China, told the news agency Reuters on Saturday that the rapid recovery is challenging the ability of the airlines to ensure safety, adding great attention to pandemic-related risks is needed.

Chinese seek new homes in Southeast Asia as govt ends zero-Covid curbs: Report

A New York judge on Friday (January 13) fined former United States President Donald Trump's company Trump Organization $1.6 million after it was convicted of scheming to defraud tax authorities for 15 years. The sentence was imposed by Justice Juan Merchan of the Manhattan criminal court after jurors found two affiliates of the company guilty of 17 criminal charges in December last year.

The maximum penalty that Justice Merchan can impose is $1.6 million, an amount which is equal to double the taxes that a small group of executives avoided on benefits which included rent-free apartments in Trump buildings, private school tuition and luxury cars, a report by the Associated Press said earlier in the day.

On Tuesday (January 10), Allen Weisselberg, the former chief financial officer (CFO) of the Trump Organization was sentenced to five months in jail by Justice Merchan. Last summer, Weisselberg had pleaded guilty to evading taxes on $1.7 million in compensation.

While serving as the Trump Organization's CFO, Allen Weisselberg, 75, received a rent-free apartment in a Trump-branded building in Manhattan. Weisselberg and his wife were given Mercedes-Benz cars which were leased by the company. When his grandchildren went to an exclusive private school, Donald Trump paid their tuition fee, the Associated Press report said.

When he was called to testify against the company at trial, the 75-year-old testified he didn’t pay taxes on that compensation, and that he and a company vice president conspired to hide the perks by having the company issue falsified W-2 forms. Weisselberg also said nobody in the Trump family knew what he did. “It was my own personal greed that led to this,” he told jurors.

“Weisselberg did it for Weisselberg,” lawyers of the Trump Organization said, contending the former CFO went rogue and betrayed the company’s trust.

Meanwhile, Donald Trump, who is eyeing a comeback in 2024, said the case against the Trump Organization is part of a politically motivated “witch hunt” waged against him by Democrats. But this is not the only legal challenge for him. Trump is facing investigations related to the Capitol riots, his retention of classified documents after leaving the White House, and efforts to overturn his 2020 election loss in Georgia.

New York judge fines Trump Organization $1.6 million for tax fraud

The United Arab Emirates (UAE) said on Thursday (January 12) that Sultan Al Jaber, the head of the country's Abu Dhabi National Oil Company (ADNOC), would lead this year's COP28 climate summit. The UAE, which is a major Organisation of the Petroleum Exporting Countries (OPEC) oil exporter, will be the second Arab country to host the climate summit after Egypt did last year. The summit will be held in November and December in Dubai.

As per a statement issued by Al Jaber's office, he will help shape the conference's agenda and intergovernmental negotiations to build consensus. "Today, Dr Sultan Ahmed Al Jaber was announced to serve as COP28 UAE President. As President-Designate, Dr Al Jaber will partner with @UNFCCC Exec. Sec. Simon Stiell & Egyptian COP27 President Shoukry to develop the COP28 UAE agenda," his office tweeted.

Jaber, who is serving as the UAE's minister of industry and technology, told the WAM news agency, "I sincerely believe that climate action today is an immense economic opportunity for investment in sustainable growth," and called for a pragmatic, realistic and solutions-oriented approach to limit global warming to just 1.5 degrees Celsius.

He is also the chief executive officer (CEO) of Masdar, which is the UAE's renewable energy company, and has played an important role in shaping the country's clean energy path, news agency AFP reported on Friday (January 13) citing a statement.

While Jaber received congratulatory messages from several global leaders including United States' climate envoy John Kerry and COP 26 president Alok Sharma, his appointment as the president of the COP28 prompted sharp criticism from environmental activists.

Harjeet Singh from the Climate Action Network International said Al Jaber's appointment posed an outrageous conflict of interest. Teresa Anderson, global lead on climate justice at ActionAid, told the news agency that the appointment goes beyond putting the fox in charge of the henhouse.

A special investigation team, which spent months combing through evidence and interviewing officials, said there were massive planning and response failures, a report by the news agency AFP said. Speaking to reporters on Friday, Sohn Je-hanm who led the investigation, said, "Organisations that are legally obligated to prevent and respond to disasters -- police, district offices and Seoul Metro -- did not establish safety measures in advance or came up with poor plans." Je-hanm said that on the day of the disaster, appropriate measures were not taken even after receiving rescue requests. The investigation team named 23 people, including the head of the Seoul Metropolitan Police Agency, to prosecutors. On the other hand, six people have been arrested including Lee Im-jae, the former head of the Yongsan Police Station, which oversees Itaewon, and Park Hee-young, the head of the Yongsan district office. No top government officials blamed by special team, bereaved families criticise probe In its probe, the special investigation team of the South Korean Police did not blame officials from the Seoul city government, the interior ministry, or the national policy agency. Sohn Je-hanm said on Friday the reason for this was that it was "difficult to conclude that there was a concrete violation of duty", the AFP report said. Opposition lawmakers and bereaved families have criticised the police investigation for failing to hold top officials accountable for the tragedy. "We have so many questions unanswered," Lee Jong-chul, head of a group representing the bereaved families, told reporters as he arrived at a prosecutors' office in Seoul, a report by news agency Reuters on Friday said. Jong-chu said he came to the office to give a victim's statement, expecting a better and expanded probe. Following the October 29 tragedy, South Korea's Minister of Interior and Safety Lee Sang-min has faced calls to step down. Lee Sang-min has been widely criticised for claiming that having more personnel from the police and the fire department would not have prevented the stampede. The minister issued repeated apologies including in person to the victim's families last week, the AFP report said. However, he has not offered to step down from the top post. Thousands of members of the National Guard will be deployed to stations and other facilities of Mexico City's metro system following a series of serious incidents. Mexico City's mayor Claudia Sheinbaum said on Thursday (January 12) that she asked President Manuel Lopez Obrador for the support of the National Guard after a series of 'atypical episodes', a report by news agency Reuters on Friday (January 13) said. The deployment in the capital's metro system comes almost a week after two metro trains collided in a tunnel on January 7, killing one woman and injuring 57 others. This was the most serious accident after a section of the elevated track collapsed in May 2021, killing 26 people and injuring dozens.

Why is the deployment of the National Guard being done?

As mentioned before, the deployment comes following a series of serious incidents seen on the Mexico City Metro including the horrific crash on January 7. Speaking to reporters on Thursday, mayor Claudia Sheinbaum said that other less serious incidents, including problems with wheels, had been reported in recent months, a report by news agency AFP on Friday said. The mayor added the same day (January 7) the two trains collided, another problem occurred at another metro station, followed by another incident the next day and another two days back (on January 11) involving a train car which had been serviced a day before, Reuters reported.

How many members of the National Guard will be deployed?

Around 6,000 members of the National Guard will be deployed in Mexico City's metro system. Mayor Sheinbaum tweeted that the objective of the guards is to guarantee the safety of users and they will be unarmed. She also pointed out the guards will be deployed for a few months aiding surveillance and security and could stay there permanently pending later evacuation.

What do passengers have to say about the deployment?

Speaking to Reuters, Lucia Corsas, a passenger, said the deployment of the National Guard in Mexico City's metro is ''very good." "I think the metro needs maintenance, but it's a lot of a coincidence that so many events are happening recently. Mainly, because of the political issues that occurred recently, but I also think this would be a bit paranoid. We better should focus on what we can do, which is to repair some issues of the metro, and I think the deployment of the National Guard is very good," Corsas said.

Another passenger Diego Alberto Lara, while lauding the decision said the presence of the National Guard would provide more safety in the metro. "Once I got assaulted in the metro, I told the police and they ignored it. And regarding what's happening - I don't think it was sabotage, it was a shortcut or something because there are rodents on the train tracks and they bite the cables. This is what provokes shortcuts," Lara told the news agency.

Are there any concerns?

Political opponents of President Manuel Lopez Obrador have accused him of overseeing the "militarization" of Mexico by giving increased responsibility to the armed forces, the AFP report on Friday said. Commenting on the National Guard's deployment in the metro, Obrador hit back at his opponents by saying, "If they call that militarisation or whatever they call it, we assume responsibility."

Meanwhile, Amnesty International expressed concerns about the decision as it called for a guarantee that public security tasks are carried out by civil institutions.
