Taiwan's Foxconn and TSMC said on Monday, they had reached deals to buy 10 million doses of Germany's BioNTech SE's COVID-19 vaccine, putting the total cost of the highly politicised deal at around $350 million.

Taiwan's government has tried for months to buy the vaccine directly from BioNTech and has blamed China, which claims the self-ruled island as its own territory, for nixing an agreement the two sides were due to sign earlier this year. China denies the accusations.

Last month, facing public pressure about the slow pace of Taiwan's inoculation programme, the government agreed to allow Foxconn's founder Terry Gou, as well as Taiwan Semiconductor Manufacturing Co (TSMC), to negotiate on its behalf for the vaccines.

BioNTech's Chinese sales agent Shanghai Fosun Pharmaceutical Group Co Ltd said on Sunday that an agreement had been signed, though no details of a delivery timeframe have been revealed yet.

Gou wrote on his Facebook page that he was 'gratified' the deal had been completed, which will see Foxconn and TSMC each buy five million doses, to be donated to the government for distribution.

"But we can't relax, because we will continue to work hard to push for the delivery time and quantity," he said, adding the vaccines will come directly from Germany.

"However, this batch of vaccines delivered directly from the German factory I believe will help Taiwanese society to increase confidence and offer respite in the face of the epidemic."

TSMC and Foxconn are major Apple Inc suppliers.

Taiwan's government said it would comment later on Monday.

Gou said Beijing did not interfere in the talks.

Heavy rains and flooding have forced thousands of people to evacuate in China's southwestern province of Sichuan, with authorities on Sunday, urging citizens across the country to brace for more downpours.

In Sichuan, torrential rain since Friday, has raised the water levels of 14 rivers, swept away boats and bridges and forced the evacuation of more than 4,600 people, state media reported.

While no casualties have been reported, state media said the rain and flooding have affected more than 120,000 people, forced the cancellation of some train services and caused more than 176 million yuan ($27 million) worth of damage. About 27,000 homes in the city of Bazhong, Sichuan were reported to be without power.

About 900 km (560 miles) to the northeast in the city of Xinzhou, Shanxi province, state media photos showed cars driving through inundated streets. Jincheng city, also in Shanxi province, raised its heavy rain signal to red, the highest level.

On Sunday, China's National Meteorological Centre renewed an alert for rainstorms across the country, forecasting heavy rainfall across wide swathes of north and central China.

The Beijing Meteorological Observatory said accumulated rainfall in the capital is expected to reach 60 to 100 millimetres on average between 5 pm on Sunday and 8 am on Tuesday, while the city's flood control authority warned of the heaviest rains in three years.

The city typically records around 600 millimeters of rain annually.

In Hebei province bordering Beijing, heavy rain and thunderstorms left airplanes temporarily unable to take off and land at the airport in Shijiazhuang, the provincial capital, a local news portal reported.

Despite a spike in cases to levels unseen for months, British Prime Minister Boris Johnson will urge caution on Monday as he is expected to confirm plans to remove nearly all the coronavirus restrictions in England from July 19.

On what he calls a 'one-way road to freedom', Johnson set out proposals to eliminate rules on mask-wearing and social contact and the instruction to work from home earlier this week.

The PM will announce his final decision at a news conference on Monday. In a statement released late on Sunday, he said, "The global pandemic is not over yet."

"Cases will rise as we unlock, so as we confirm our plans today, our message will be clear. Caution is absolutely vital, and we must all take responsibility so we don’t undo our progress."

Britain has implemented one of the world's fastest vaccination programmes, with more than 87% of adults having received at least one dose of a COVID-19 vaccine and 66% having received two.

Nevertheless, recent weeks have seen a striking surge of infections, to rates unseen since the winter.

The government argues that even though cases have surged, deaths and hospitalisations remain far lower than before, proof that the vaccines are saving lives and it is safer to open up.

Hungary’s Prime Minister Viktor Orbán seems to have given his opponents a chance to hurt his political fortunes in the future over plans for a Chinese university campus in Budapest.

There has been an outrage over the proposal, according to a CNN report. The prime minister's populist government had earlier announced a controversial plan for a Shanghai university to open its first overseas campus in 2024.

It was slated to come up at a derelict plot on the banks of the Danube River in Budapest, Hungary. And Hungarians would be apparently paying for it. It seems to have become a perfect recipe for disaster.

The protests against this proposal have united Hungary's opposition in an attempt to topple Orbán's ruling party at next year's general election. They want to turn his nationalist rhetoric against him.

In Orbán’s 11-year-rule, several demonstrations have been organised in Budapest against his assault on democratic freedoms. But his right-wing Fidesz party has always enjoyed landslide election wins.

Now, the situation is different all due to the proposed Fudan University campus issue.

The use of Hungary’s taxpayer money in the building of the university seems to have been warned as serving the interests of China's Communist Party.

The campus is due to come up on a land slated for affordable housing for around 10,000 Hungarian students.

Carrying placards emblasoned with the word 'treason' and slogans such as 'Hungarian money for Hungarian universities’, thousands of protesters took to streets in Budapest last month to oppose the plan.

Last month, a herd of wild Asian elephants shot to fame after continuing on a long journey through southwestern China.

After leaving their nature reserve last year, the herd has travelled for over 500 kilometres across the Yunnan province in China. They have been roaming free through villages and large towns, alike.

Although this herd seems to be on a never-ending epic journey, a lone elephant, who broke away from the herd a month ago, was captured and returned to the home reserve recently, a CNN report said.

This elephant has travelled more than 190 kilometers on its own. It survived on food provided by local authorities and sometimes, foraging into villages.

As the 1.8-tonne male had lingered near populated areas and posed a risk to public safety, the authorities tranquilised and sent it to the reserve.

According to the Yunnan government, there were no external injuries on the elephant, who walked into the rainforest and took a dip in the river after being released.

The rest of the herd is still marching on. They are being closely monitored by dozens of drones, hundreds of emergency response personnel and police officers round-the-clock.

Although several gymgoers love good tunes to help them get through intense workouts, it seems to be a no-go zone in South Korea as per the new Covid-19 rules. The options of music have been reduced drastically by the measures.

With the aim to ensure coronavirus spread can be curtailed, South Korea has placed some standard restrictions such as social distancing and travel curbs. Uniquely, along with these, the country has also added an additional requirement that gyms do not play music with higher than 120 beats per minute (bpm) during group exercises, such as aerobics, etc.

According to the health officials, the measure intends to prevent fast breathing or splashing of sweat on other people. The authorities are avoiding the possibility of closing such businesses entirely as was the case during previous waves of infection, a report in The Guardian newspaper said.

A Tokyo hotel has apologised and removed signs saying "Japanese only" and "foreigners only" from elevators after the anti-COVID-19 precaution sparked outrage on social media ahead of the 2020 Summer Olympics.

Tokyo entered a state of emergency on Monday amid concerns that an influx of tens of thousands of athletes and officials during the July 23-August 8 Games will spread the coronavirus, cases of which are already rising in the Japanese capital.

Akasaka Excel Hotel Tokyu in downtown Tokyo put up the signs on Friday in response to guidance from Tokyo 2020 organisers to ensure the movements of guests related to the Games were separated from others staying at the hotel, a hotel official told Reuters on Monday.

The official, who declined to be identified because of the sensitivity of the subject, said there was no intention to discriminate against foreigners.

"We tried to make it easy to understand but ended up causing misunderstanding," the official said. He said the signs were removed on Sunday morning and the hotel was now discussing with its headquarters what expression to use instead.

The signs triggered harsh criticism on social media, with one Twitter user tweeting "Apartheid has been revived in Japan".

Another likened the signs to US "Jim Crow" measures, since struck down by courts, designed to keep Blacks from voting in the US Deep South.

"The virus has nothing to do with nationality," tweeted Twitter user Anna.

Japan has not seen the explosive coronavirus outbreak seen elsewhere but has recorded more than 815,440 cases and nearly 15,000 deaths. Tokyo alone recorded 614 new cases on Sunday, the 22nd straight day of week-on-week gains.

Japan's vaccination rollout got off to a slow start and although it later accelerated, supply glitches are causing it to stumble. Only about 28% of the population have received at least one vaccine shot.

In a landmark verdict, Nepal's Supreme Court on Monday directed President Bidya Devi Bhandari to appoint Nepali Congress chief Sher Bahadur Deuba as prime minister by Tuesday and reinstated the dissolved House of Representatives for a second time in five months.

A five-member Constitutional Bench of the Supreme Court led by Chief Justice Cholendra Shumsher Rana issued the verdict stating that President Bhandari's decision to dissolve the lower house upon a recommendation of Prime Minister K P Sharma Oli was an unconstitutional act, delivering a major blow to the veteran Communist leader, who was preparing for snap polls.

The bench issued a mandamus to appoint Deuba as the Prime Minister by Tuesday. Deuba, 74, has served as the prime minister on four occasions.

The court also ordered summoning new session of House of Representatives at 5 PM on July 18.

Chief Justice Rana also said that the bench has concluded that party whip does not apply when lawmakers take part in the voting to elect new Prime Minister as per Article 76(5) of the Constitution.

The bench comprising four other senior most justices, Dipak Kumar Karki, Mira Khadka, Ishwar Prasad Khatiwada and Dr Ananda Mohan Bhattarai, had concluded hearings in the case last week.

President Bhandari had dissolved the 275-member lower house for the second time in five months on May 22 at the recommendation of Prime Minister Oli and announced snap elections on November 12 and November 19.
