India’s G20 presidency strives to bridge divides, dismantle barriers, and sow seeds of collaboration that nourish a world where unity prevails over discord, and where shared destiny eclipses isolation, Prime Minister Narendra Modi said.

Talking about the upcoming marquee event that is scheduled to begin on Sept 9 in the capital New Delhi, Modi in his opinion piece published in several media outlets wrote that India’s mantra of ‘Vasudhaiva Kutumbakam’ (One World, One Family’) will translate into a call for human-centric progress in this year’s summit.

“Vasudhaiva Kutumbakam — these two words capture a deep philosophy. It means the world is one family. This is an all-embracing outlook that encourages us to progress as one universal family, transcending borders, languages, and ideologies.”

“During India’s G20 presidency, this translated into a call for human-centric progress. As One Earth, we came together to nurture our planet. As One Family, we support each other in the pursuit of growth. And we move together towards a shared future — One Future — which is an undeniable truth in these interconnected times,” he said.

He particularly highlighted that the “Voice of Global South Summit” has found new currency in this year’s G20, and how under India’s presidency the summit will see the largest-ever participation from African countries as India pushed for the inclusion of the African Union as a permanent member of the G20.

“In December 2022, when we took over the presidency from Indonesia, I wrote that a mindset shift must be catalysed by the G20. This was especially needed in the context of mainstreaming the marginalised aspirations of developing countries, the Global South and Africa.”

“The Voice of Global South Summit, which witnessed participation from 125 countries, was one of the foremost initiatives under our presidency. It was an important exercise to gather inputs and ideas from the Global South.”

“Further, our presidency has not only seen the largest ever participation from African countries but also pushed for the inclusion of the African Union as a permanent member of the G20.”

Calling on the attention of stakeholders towards climate action, Modi said that ambitions for climate action must be matched with actions on climate finance and the transfer of technology.

“We believe there is a need to move away from a purely restrictive attitude of what should not be done to a more constructive attitude focusing on what can be done to fight climate change.”

“The Chennai HLPs for a Sustainable and Resilient Blue Economy focus on keeping our oceans healthy. A global ecosystem for clean and green hydrogen will emerge from our presidency, along with a Green Hydrogen Innovation Centre. In 2015, we launched the International Solar Alliance. Now, through the Global Biofuels Alliance, we will support the world to enable energy transitions in tune with the benefits of a circular economy.”

“Due to the impact of climate change, ensuring food and nutritional security will be crucial. Millets, or Shree Anna, can help with this while also boosting climate-smart agriculture. In the International Year of Millets, we have taken millets to global palates. The Deccan High Level Principles on Food Security and Nutrition are also helpful in this direction.”

Underscoring why India attaches the highest of importance to the G20 Summit, Modi said, “For India, the G20 presidency is not merely a high-level diplomatic endeavour. As the mother of democracy and a model of diversity, we opened the doors of this experience to the world.”

He also said that G20 countries can help developing nations adapt and unlock the power of inclusive growth.

“For instance, the billions across the world that remain unbanked, or lack digital identities, can be financially included through digital public infrastructure (DPI). The solutions we have built using our DPI have now been recognised globally. Now, through the G20, we will help developing countries adapt, build, and scale DPI to unlock the power of inclusive growth.”

He said that India under its G20 presidency is working on bridging the gender digital divide, reducing labour force participation gaps and enabling a larger role for women in leadership and decision-making.

“That India is the fastest growing large economy is no accident. Our simple, scalable and sustainable solutions have empowered the vulnerable and the marginalised to lead our development story. From space to sports, economy to entrepreneurship, Indian women have taken the lead in various sectors. They have shifted the narrative from the development of women to women-led development.”

Microsoft&nbsp;said the engineer’s account had been penetrated by a hacking group it dubs Storm-0558, which is alleged to have stolen hundreds of thousands of emails from top American officials including Commerce Secretary Gina Raimondo, U.S. Ambassador to China Nicholas Burns and Assistant Secretary of State for East Asia Daniel Kritenbrink.

The blog post addressed some unanswered questions around the incident, which drew fresh scrutiny to&nbsp;Microsoft’s security and led to calls to investigate the company’s practices.

Notably, the post explained how hackers were able to extract a cryptographic key from the engineer’s account and use it to access email accounts that it should not have given them access to.

Microsoft&nbsp;said it had fixed the flaws that led to the key being accessible from the unidentified engineer’s account which gave the hackers such wide latitude to steal emails. 
 
&nbsp;Microsoft&nbsp;representative said the engineer’s account had been hit using “token-stealing malware” but did not provide further detail about the incident or its timing.

The Chinese Embassy in Washington did not immediately return an email. Beijing has previously described the allegation that it stole emails from top U.S. officials as “groundless narratives.”

Microsoft says hackers penetrated its engineer's account to steal emails of US officials

A 51-year-old man from Florida was arrested trying to "run to London" across the Atlantic Ocean in a human-size homemade vessel resembling a hamster wheel.Reza Baluchi was detained on August 26 after the US Coast Guard intercepted his vessel about 70 miles (110km) off Tybee Island, Georgia, and&nbsp;was finally brought ashore on Sept. 1. 
 
The officers were preparing for the arrival of a major hurricane when they spotted Baluchi’s vessel.

During interrogation, Baluchi told the officers that he intended to travel more than 4,000 miles to London in his homemade hamster wheel, which the Coast Guard described as unsafe, as it was built with buoys.

Notably, Baluchi has been attempting similar voyages since 2014, and even threatened to kill himself during the recent interception if the officers interrupted his mission, the Coast Guard said, according to the New York Times newspaper.

The makeshift vessel that he has been using is fitted with paddles and designed to move forward as the wheel revolves.

"Based on the condition of the vessel - which was afloat as a result of wiring and buoys - [US Coast Guard] officers determined Baluchi was conducting a manifestly unsafe voyage," the criminal complaint says.

The officers eventually persuaded Baluchi to leave his vessel on August 29, following which he was charged in federal court in Miami on Tuesday (Sept. 5) with obstruction of boarding and violation of the Captain of the Port Order.

It is unclear whether he has obtained a lawyer to represent him in his criminal case.

In his previous interviews, Baluchi said he was attempting to sail through London to raise money for a variety of causes, including for the homeless and the Coast Guard.

Florida man charged for sailing in Atlantic in hamster wheel, again

A Chinese Communist Party and government delegation headed by Vice Premier Liu Guozhong will visit North Korea to take part in the celebration of the country’s founding day later this week, state media KCNA reported on Thursday.

The visit comes at the invitation of the Central Committee of the ruling Workers’ Party of Korea (WPK) and the government of the Democratic People’s Republic of Korea (DPRK), the report said.

The WPK is lead by Kim Jong Un, whose family has controlled the reclusive country since it was established in 1948.

North Korea celebrates its founding day on Sept. 9, known as the Day of the Foundation of the Republic, and this year will mark the 75th anniversary since the peninsula was freed from Japanese occupation.

U.S. officials say Kim may soon visit Russia, for what would be his first trip abroad since before the COVID-19 pandemic, to discuss a possible arms deal with President Vladimir Putin.

The New York Times, citing unnamed officials, said the visit could happen as soon as next week. Russia has said it has nothing to say on the report, and North Korean state media have not mentioned any visit to Russia.

In July, a Chinese delegation led by Chinese Communist Party Politburo member Li Hongzhong visited Pyongyang and attended a military parade commemorating the 70th anniversary of the end of the Korean War – the first visit by a Chinese delegation since the pandemic.

During the parade, Li and Russian Defence Minister Sergei Shoigu, who was also visiting the country, were seen in North Korean state media shoulder-to-shoulder with Kim as they watched the North’s nuclear-tipped ballistic missiles, which are banned by the United Nations Security Council.

Last month, North Korea began allowing its citizens back into the country for the first time since 2020, when it closed its borders during the pandemic.

Chinese delegation led by vice premier to visit North Korea, state media says

Popular Indian snack brand Haldiram’s joined Tata Consumer Products to deny a report by the Reuters news agency that it is considering selling its 51 per cent stake to the Indian conglomerate.

In a statement, Haldiram's said, "We categorically deny recent reports of a 51 per cent stake sale and wish to clarify that we are not engaged in any discussions with Tata Consumer Products."

<h2>Tata Group also denies&nbsp;</h2>

The clarification came hours after Tata Consumer Products (TCPL) denied reports of buying a majority stake in the popular snack brand.

"The company is not in negotiations as reported" to acquire Haldiram's, TCPL said in a regulatory filing.

The filing was in response to a clarification sought by the NSE and the BSE regarding the reports.

"Tata Consumer Products does not comment on market speculation," a company spokesperson said earlier in the day.

Following the clarification, Tata Consumer Products witnessed a&nbsp;decline of over 2.60 per cent in its share price.

<h2>Report said Tata was unhappy with Haldiram's valuation&nbsp;</h2>

The Reuters report had initially claimed that Tata Group's consumer unit was engaging in discussions to purchase a majority stake in Haldiram's and that it expressed concerns about the $10 billion valuation sought by the snack manufacturer.

The report quoted anonymous sources with direct knowledge of the discussions to substantiate its claim. It further said that Tata found Haldiram's asking price to be quite high.

<h2>Speculations rife of Haldiram's selling stake&nbsp;</h2>

Meanwhile, there are speculations that several private equity firms, including Bain Capital, are also in talks with Haldiram's regarding the sale of a 10 per cent stake.

Haldiram's is a family-run business founded in a small shop in 1937. It has dominated the Indian markets with lip-smacking snacks that are widely available in mom-and-pop stores across India.

Haldiram's snacks are also sold in international markets, including Singapore and the United States. The company operates approximately 150 restaurants that serve a variety of local and Western cuisines, as well as sweets.

What would be the outcome of this year’s G20 event could be anybody’s guess, but Indian officials have confirmed that climate change shall remain the hot topic of the conclave, despite friction&nbsp;caused by the Russia-Ukraine war and Vladimir Putin and Xi Jinping’s absence.

The G20 climate talks would carry forward the discussions that took place in the July meeting by the energy and climate ministers during which negotiators failed to reach a consensus on key parameters.

<h2>Climate change&nbsp;</h2>

Despite difficult conversations and lack of any clarity on key issues, like phasing down of fossil fuels, climate finance, means of implementing energy transition and reforms of multilateral banks (MDBs), there is some hope that the G20 heads of state and government will be able to gather minimum consensus needed to project unity among the group.

"India has already demonstrated leadership with bold and ambitious climate actions and will achieve two out of three quantifiable targets set forth in the NDC by 2030 – reducing the emissions intensity of GDP by 33-35 per cent from 2005 levels and 40 per cent non-fossil fuel installed electricity capacity in 2030,” Sanjay Vashist, Director, Climate Action Network South Asia (CANSA) said.

They can lower the cost of capital and forge new economic partnerships on renewable manufacturing and deployment,” Kalcher said.

“Host-country India wants to become a champion on solar energy - it needs more public and private finance to make this a reality though.”

However, Li Shuo, Senior Global Policy Advisor of Greenpeace East Asia, has said that it will be challenging to achieve any climate action goals as the current geo-politics is fraught with US-China competition and the Russia-Ukraine conflict.

India will hope to keep climate change the prime agenda of G20 Summit: Experts  

California lawmakers have passed a bill that outlaws caste-based discrimination in the state. If the legislation becomes law, then it will become the first US state to enforce such a rule that has traditionally existed in South Asian communities.

The bill, introduced by Democrat Senator Aisha Wahab, will now be sent to Governor Gavin Newsom, who will decide whether to sign it into law.

Wahab is the first Muslim and Afghan-American woman elected to the state Legislature.

<h2>Discrimination laws extended to caste&nbsp;</h2>

Though there are already laws in place to ban discrimination based on sex, race and religion, this is the&nbsp;first time in California that the anti-discrimination law has covered caste in a state that has a noticeable presence of South Asian community, especially Indians.

California's civil rights law goes further by outlawing discrimination based on things like medical conditions, genetic information, sexual orientation, immigration status and ancestry.

On Tuesday, the state Senate voted 31-5 to approve a bill that would redefine “ancestry” to include “lineal descent, heritage, parentage, caste, or any inherited social status,” reports AP news agency.

“The more our communities become more and more diverse, we need to go further and deeper to protect more people — even when certain issues are more invisible to the mainstream public,” Wahab said.

<h2>Bill passed amid strong pushback&nbsp;</h2>

In the days leading up to the passage of the bill, Wahab received a massive pushback from the South Asian community, who argued that the bill unfairly targets them. Some even said that caste discrimination is not a problem in the US.

Earlier this year, the Hindu American Foundation in a letter to state lawmakers expressed worry that South Asians could be “forced to answer intrusive questions about or be judged for who they are married to.”

In the legislature while voting, five Republicans voted against the bill, saying it would prompt the government and others to inappropriately judge people of South Asian descent.

State Senator Shannon Grove, a Republican from Bakersfield, noted caste was a complex system with no universally agreed definition.

“This is not a bill that protects, but it's a bill that profiles,” Grove said.

Notably, voters in California can also veto laws passed by the Legislature. If enough people sign a petition, it triggers a referendum where voters are asked whether they want to keep a certain law or block it.

<h2>Why California?</h2>

There is a reason why California state lawmakers raced to form safeguards against caste discrimination.

A 2020 lawsuit by the California Civil Rights Department — believed to be the first in the state to be filed on the grounds of caste-based discrimination — accused two Cisco supervisors of discriminating against and harassing an employee who identified as Dalit, the lowest class in the caste hierarchy.

The case against Cisco is ongoing, though complaints against the two supervisors were dropped earlier this year.

In a first, California lawmakers outlaw caste discrimination

The Indian Supreme Court provided temporary relief to the president of the Editors Guild of India and three journalists from the impending arrest by the Manipur Police in connection with a case filed against them that claimed “bias” on their part in reporting the ethnic clashes, and thereby promoting enmity between different groups.

A three-judge bench headed by Chief Justice of India DY Chandrachud on Wednesday (Sept 6) scheduled the matter for hearing on September 11 (Monday).

“Issue notice…. Till the next date of listing, no coercive steps shall be taken against the petitioners in connection with the FIRs registered,” ordered the judges.

The judges were informed that at least two FIRs were registered against them after their fact-finding report was released on September 2.

<h2>Two FIRs registered&nbsp;</h2>

The complaints registered against them accused EGI president Seema Mustafa, Sanjay Kapoor, Seema Guha and Bharat Bhushan of offences under several provisions of the Indian Penal Code, including promoting enmity between different groups.

The complaints, based on which the FIRs were registered, accused the EGI report of “incorrect and false statements”.

Senior advocate Shyam Divan, appearing for the members of the fact-finding committee formed by EGI, said that the Manipur Chief Minister N Biren Singh had himself announced during a press conference that the state police has filed complaints, alleging their report to be “incorrect”.

"The State government has filed an FIR against the members of the Editors Guild who are trying to create more clashes in the state of Manipur," Singh said at the time.

"...I also give a warning to the members of the Editors Guild, if you want to do something, then do visit the spot, see the ground reality, meet the representatives of all communities and then publish what you found. Otherwise, meeting some sections only and coming to a conclusion is highly condemnable. The State government has filed an FIR against the members of the Editors Guild who are trying to create more clashes in the state of Manipur...," he added.

<h2>SC seeks status report from Manipur govt</h2>

Meanwhile, the apex sought a categorical status report from the Manipur government on the recovery of arms and ammunition stolen from the police and state armoury during the ethnic clashes between the Meiti and Kuki communities since early May.

Indian Supreme Court temporarily stays arrest of senior journalists over Manipur clashes reporting

Taking a veiled swipe at China and Pakistan, India slammed the attempts being made at blocking the “evidence-based” proposals to blacklist globally sanctioned terrorists in the United Nations Security Council (UNSC).

Calling for urgent reforms of the top UN body, India’s Permanent Representative to the UN Ambassador Ruchira Kamboj on Tuesday (Sept 5) said that the working methods of UNSC are denting its credibility.

Speaking in the Security Council's open debate on Working Methods, Kamboj said, "Genuine, evidence-based listing proposals for globally sanctioned terrorists to be blocked without giving any due justification is uncalled for, and smacks of doublespeak when it comes to Council’s commitment in tackling the challenge of terrorism.”

She asserted that the working methods of Sanctions Committees must emphasise transparency, and objectivity in listing and delisting and should not be based on political considerations.

<h2>China in past objected to India's bids&nbsp;</h2>

Kamboj was referring to China blocking a proposal moved by India and US to designate Pakistan-based LeT leader Sajid Mir, wanted for his involvement in the 26/11 Mumbai terrorist attacks, as a “global terrorist” in the UN.

There have been several instances where China had intervened in blocking bids by India and its allies to list Pakistan-based terrorists.

“What we need is a Security Council that better reflects the geographical and developmental diversity of the United Nations today. A Security Council where voices of developing countries and unrepresented regions, including Africa, Latin America and the vast majority of Asia and Pacific, find their due place at this horseshoe table,” Kamboj said.

She said that an expansion of the council in both categories of membership is absolutely essential.

“This is the only way to bring the Council’s composition and decision-making dynamics in line with contemporary geo-political realities,” Kamboj said.

<h2>Expansion of UNSC membership&nbsp;</h2>

“If countries are truly interested in making the Council more accountable and more credible, we call on them to come out openly and support a clear pathway to achieve this reform in a time-bound manner, through the only established process in the UN, which is by engaging in negotiations based on text and not through speaking at each other, or past each other, as we have done for the last three decades,” she added.

Russia has covered their combat aircraft with car tyres in a bid to blunt any possible Ukrainian drone attacks in their military fields, a move that has been described as ‘bizarre’ and ‘unusual’.

The development was confirmed by CNN which cited satellite images taken by Maxar Technologies purportedly showing two Tu-95 strategic bombers with car tires on top of the airframes at the Engels Airbase, deep inside Russia.

Engels is one of Russia’s crucial airbases, serving as the home base for the 121st and 184th Heavy Bomber Aviation Regiments. It is reportedly responsible for operating the Russian Aerospace Forces’ Tu-160M Blackjack and Tu-95M Bear strategic bombers, respectively.

It is believed that increased drone and missile attacks by Ukraine forced Russia to this unusual approach.

On December 5, 2022, the base faced an attack in the early hours, in which two Tu-95s were damaged. On December 26, 2022, another attack on the Engels airbase claimed the lives of three Russian Armed Forces officers.

<h2>Crude attempt to deter attacks</h2>

Experts argue that this is just a crude attempt at not only adding an extra layer of protection but also to reduce the visibility of the aircraft at night.

“It may reduce the thermal signature for exposed strategic aviation assets placed on airfield aprons, but they will still be observable under infrared cameras,” Francisco Serra-Martins of drone manufacturer One Way Aerospace told CNN.

The Ukrainian forces have been using drones manufactured by One Way Aerospace.

Echoing similar sentiments, another expert argued that it may have little to no impact.

“While it seems pretty goofy, they seem to be trying to do the best they can to up-armour the planes that are otherwise sitting ducks. Whether it works depends on what the warhead is on the missile/drone,” Steffan Watkins, an open-source research consultant who tracks aircraft and ships, told CNN.

A NATO military official, on the condition of anonymity, confirmed to CNN that the alliance was aware of this use of tyres.

“We believe it’s meant to protect against drones,” the official told CNN. “We don’t know if this will have any effect.”

Notably, this is not the first time that Russia resorted to such an unconventional method to safeguard its military assets against Ukrainian attacks.

In one instance, the Russian Navy applied paint&nbsp;to the front and rear sections of its Admiral Grigorovich-class frigates due to the persistent maritime drone attacks on these warships while anchored in the harbour in the Black Sea.

The report titled 'Competing in the new zero-carbon industrial era' compares the performance of five major economies — US, China, EU, India, and Japan— on zero-carbon technologies.<o:p></o:p>

“The manufacturing and deployment of zero-carbon technologies can create jobs, and result in competitive advantages and the reduction of emissions in key sectors. These net-zero transition plans can lead to a new industrial era that will be known for its zero-carbon technologies,” it said.<o:p></o:p>

The authors of the report, however, pointed out that it would be unwise to compare India’s efforts to other economies because it has taken a different entry position on economic development.

“If additional investments can be secured, India can fulfil its ambitions of becoming a significant part of the global net-zero supply chain, and benefit from the transition in the near future,” it said.

Chinese President Xi Jinping’s absence at the G20 Summit in India has certainly raised eyebrows among political leaders. Beijing has so far not provided any explanation and instead announced that Chinese Premier Li Qiang, considered to be one of the "weakest premiers”, will be gracing the event.

During a press interaction in Washington on Tuesday (Sept 5), US National Security Advisor Jake Sullivan was asked about Xi’s absence and the possible linkages to the present India-China tensions.

“As far as the question of tensions between India and China affecting the (G20) summit, really that's up to China. If China wants to come in and play the role of spoiler, of course, that option is available to them,” he said.

“What I think the Chair, India, will encourage them to do what we, the United States and every other member, virtually every other member of the G20 will do, is encourage them to come in, in a constructive way on climate, on multilateral development, bank reform, on debt relief, on technology and set aside the geopolitical questions and really focus on problem-solving and delivering for the developing countries,” Sullivan said.

<h2>Li Qang to arrive with delegation&nbsp;</h2>

On Monday, the Chinese foreign ministry announced that a delegation led by Premier Li Qiang will land in New Delhi while expressing Beijing's readiness to work with all parties to make the high-profile meeting a success.

At the invitation of the Government of India, Premier of the State Council Li will attend the 18th G20 Summit to be held in New Delhi, India on September 9 and 10, Chinese Foreign Ministry Spokesperson Mao Ning said in a brief statement.

Sullivan said that the US was looking forward to welcoming the African Union (AU) as the newest permanent member of the bloc. The remarks come in the wake of a proposal to add AU to the grouping.
