Like other Chinese-led projects, however, public details are scant.

Rakhine's northern fringes saw 740,000 Rohingya forced out in a bloody military crackdown in 2017.

The state remains the stage for a civil war between the military and an ethnic Rakhine rebel group.

Undeterred, Myanmar has declared the area open for business.

While Western investors have shunned the opportunity, China -- competing against other regional giants -- has few such qualms.

Billions of cubic metres of gas and millions of barrels of oil from offshore rigs are pumped each year across the country to China.

Beijing now wants to secure plans for a high-speed rail link between the port and China's landlocked Yunnan province.

Analyst Richard Horsey said the visit brings both huge opportunity and enormous risk for Myanmar.

"They feel they're again over-reliant on China and that's a very dangerous place to be."

China already holds the largest share -- around $4 billion or 40 percent -- of Myanmar's foreign debt.

That dam question

The future of a suspended, Beijing-backed mega-dam in northern Kachin state threatens to overshadow Xi's visit.

As vice-president in 2009, Xi signed off on the Myitsone dam with Myanmar's then-military junta.

But widespread public anger brought the project to an abrupt halt two years later in an affront to China.

The $3.6 billion dam would flood an area the size of Singapore and critics warn of irreparable damage to the Ayeyarwady River.

Inching towards restarting the project would be "catastrophic, counter-productive and unpopular" ahead of Myanmar elections later this year, said Horsey.

Once a vocal opponent of the dam, Suu Kyi last year called on people to reconsider their opposition.

Chinese Vice-Foreign Minister Luo Zhaohui last week cryptically said the two nations remained in "close communication" on the issue.

But anger still permeates local communities.

Ndau Pri, 60, who was shunted from her home 10 years ago by early construction work, still cannot return as the project has not been definitively cancelled.

"They don't care about us," she told AFP, gesturing to the infertile ground around her new village.

The Xi visit is also to "show support to Suu Kyi in the context of the Rohingya crisis", analyst Yun Sun said.

Suu Kyi's reputation in the West lay shattered even before she defended her nation against genocide charges at the UN's top court in The Hague last month.

Taiwan's presidential rivals held massive rallies Friday night in a final push to convince voters on the eve of a closely watched election that looks set to infuriate China and send ripples far beyond its borders.

Any invasion would be bloody and difficult, as&nbsp;Taiwan's&nbsp;military is well-armed, though the island could probably not hold out for long unless US&nbsp;forces came quickly to their aid, military experts have said.

Opposition presidential candidate Han Kuo-yu of the Kuomintang (KMT) party, which favours close ties with&nbsp;China&nbsp;and who is trailing in the polls, says the best way to deal with&nbsp;China&nbsp;is to talk to Beijing and stop demonising the Chinese for electoral gain.

As China struggles to deal with the slowdown of the world’s second-largest economy, it has embarked on a new strategy of placing financial experts in provinces to manage risks and rebuild regional economies.

The appointments have come as economic growth has slowed to its weakest in nearly three decades, while government infrastructure investment has fallen.

Five regional banks were hit with management or liquidity problems this year, raising the prospect of devastating debt bombs lurking in unexpected corners.

"We need to be well prepared with contingency plans," the state Xinhua news agency said after a major annual economic meeting headed by Xi this month.

The economy faced "increasing downward economic pressure amid intertwined structural, institutional and cyclical problems", the news agency said.

With pressures mounting, local governments are expecting to take the lead in managing their financial scares and cutting the cost of rescue with local intervention, analysts say.

"Appointing financial vice governors to provinces can help better integrate financial policies into local practice, and to prevent financial risks beforehand," said He Haifeng, director of the <a href="https://www.wionews.com/india-news/cant-disclose-black-money-reports-as-par-panel-examining-them-finance-ministry-194994">Institute of Financial Policy</a> at the Chinese Academy of Social Science, a government think-tank.

"Such appointments have also showcased a change of manner in official appointments."

Worth watching

Financial executives were long shunned for leadership positions.

Banks were nationalised after the Communist Party took power in 1949 and many bankers were purged during the Cultural Revolution.

Xi started to stress the importance of financial expertise, and to elevate the status of executives, in 2017.

"Political cadres, especially the senior ones, must work hard to learn financial knowledge and be familiar with financial sectors," Xi said in a national meeting on financial affairs.

Half of the 12 former financial executives elevated to provincial leadership posts under Xi were born after 1970.

Liaoning's vice governor Zhang Lilin, 48, a veteran banker who spent two decades in the country's third-largest lender, Agricultural Bank of China, was appointed days after&nbsp;three state-controlled financial institutions announced investment in the then troubled Bank of Jinzhou.

A risk disposal plan for the lender was a milestone this year in resolving problems facing high-risk financial institutions.

Tan Jiong, 53, former deputy head of Industrial &amp; Commercial Bank of China, the world's largest lender by assets, was appointed in September to Guizhou.

The mountainous southwestern province is the most indebted province in China, according to a report from Guosen Securities, with a debt ratio of 161.7 per cent&nbsp;as of the end of 2017.

To be sure, some top political figures had in the past cut their teeth in the finance industry.

Police in Nepal have detained 122 Chinese nationals in its biggest crackdown on crime by foreigners entering the country on a tourist visa, officials said on Tuesday.

The chief of police in the capital, Kathmandu, Uttam Subedi, said 122 Chinese men and women were rounded up in raids on Monday following information that they were engaged in suspicious activities.

Chinese embassy officials were not immediately available for comment but another senior police officer, Hobindra Bogati, said the embassy knew of the raids and had supported the detention of the suspects.
