Kyiv Post quoted Prime Minister Denys Shmyhal as saying that the government are all set to import 8500 power generator sets daily in order to combat the lack of power in the winter months.

The government has also started evacuations in the Kherson region which was ravaged by war in the past few months. The Ukrainian resistance forces were successful in liberating the region, which was annexed by Russia following the referendums, but it came at a huge cost. Following the fighting and missile strikes, most power grids were damaged, and it resulted in forced evacuation of the citizens.

Ukrainian government promises shelters for citizens ahead of 'life threatening winter'

Ukraine is all set to experience a “life threatening” winter due to the lack of electricity caused by attacks on key infrastructure by the Russian military. As a result, the government has planned evacuation for citizens living in the worst-affect areas and it can start with the newly-liberated regions of Mykolaiv and Kherson. Ukraine’s deputy prime minister Iryna Vereshchuk informed the media on Monday that both regions will face evacuation and the people will be moved to the central and western parts of Ukraine.&nbsp;

The announcement coincided with the report from the World Health Organisation (WHO) claiming that the ongoing invasion by Russia has severely damaged the energy grid of Ukraine and as a result, this can be the worst winter in history for the people who will have to survive without any electricity.&nbsp;

"This winter will be life-threatening for millions of people in Ukraine," Hans Kluge, WHO regional director for Europe, told reporters. "Put simply –- this winter will be about survival," he added.&nbsp;

The two southern regions have been at the centre of conflict recently. Kherson was one of the regions which were annexed by Russia after a number of referendums. However, the Ukrainian military fought back in the past few months and was able to take it back with Russia deciding to retreat.&nbsp;

However, the constant missile strikes have left the region in a terrible situation and at the end of the conflict, the people were left without heat, electricity and even snow blankets.&nbsp;

The situation is not restricted to the two regions as even the capital Kyiv is facing power outages and it is estimated that around 15 Ukrainian provinces may end up losing power during the winter months.&nbsp;

Russia has shut Nord Stream 1, a vital gas pipeline.

Germany said that it is aiming to sign LNG contracts in the UAE. France, Spain and others are making contingency plans to avoid power cuts.

"If everything goes well, savings in Germany are high and we have a bit of luck with the weather, we ... have a chance at getting through the winter comfortably," Economy Minister Robert Habeck said after a tour of a future LNG terminal in northern Germany. He was quote by Reuters.

Germany's RWE said it was "in good and constructive talks" with Qatar about LNG deliveries, before a planned visit by Chancellor Olaf Scholz to the Gulf. Ailing importer Uniper said it had not reached a deal yet.

Germany will also be able to count on gas flowing from France from around Oct. 10, the head of France's CRE energy regulator said, following an announcement by President Emmanuel Macron that the two would help each other with energy supplies.

In France, CRE chief Emmanuelle Wargon said that if energy group EDF's race to repair corrosion-hit nuclear reactors suffers delays, "exceptional" measures this winter could include localised electricity cuts.

"But there will be no gas cuts for households. Never," she told franceinfo broadcaster.

The levy's stated purpose is to help gas providers who are now paying higher prices to acquire gas, often from new sources other than Russia, cover about 90% of the additional costs they incur.

Gas is the most common kind of heating in Germany, used in just under half of all homes.

Due to the conflict in Ukraine, Germany's dependence on Russian gas for both industrial and domestic use has gained notoriety this year.

The government wants to exempt sales tax.

 
Christian Lindner, the finance minister, has already stated that he hopes to lessen the shock by asking for the ability to waive sales tax on the new gas fee in Brussels. The EU would need to provide the go-ahead for this.

That will change things for certain folks, said Lindner.

Kerstin Andreae, the executive director of the German Association of Energy and Water Industries, contended that this was insufficient. She advised trying to obtain the 7% reduced sales tax rate for all gas purchases to public broadcaster ARD, claiming that the relief for customers was "important."

According to Robert Habeck, economy minister,&nbsp;the annual cost of the fee will amount to "several hundred euros per household." 
The hike should result in an extra €480 per year, excluding sales tax, for a household of four.

On Monday, the business-focused publication Handelsblatt published a study from a research centre with connections to the German labour movement. The Institute for Macroeconomics and Cyclical Analysis claims that the gas tax may ultimately cause inflation rates to increase by up to 2%, approaching 10%.

Jörg Krämer, chief economist at Commerzbank, said that this would likely lead to higher inflation.

"This could cause the inflation rate to exceed 9% in October and November when combined with the expiration of the 9-euro [public transportation] ticket and the discount at gas stations. It significantly lowers customers' purchasing power, "Krämer provided information to Reuters.

With the most current numbers showing a tiny decline to 7.5% year-over-year in July, Germany, like many western economies, is experiencing its first period of strong inflation in decades.

In a newspaper interview on Monday, Dietmar Bartsch, the head of Germany's socialist Left Party, blasted against the proposal. Bartsch suggested that the government should pay for any additional expenses out of the "rapidly expanding sales tax receipts," calling the levy a "impoverishment programme for many individuals." He also demanded a proposal that would, in his opinion, more fairly cover the rising expenses.

Bartsch told the RND network of publications, "It is irresponsible of the government that no attempt is made to check what financial circumstances the consumers are in, instead of accepting this blanket fee for everyone."

A tenacious winter storm that has already canceled flights, closed schools and created slick roadways across the South and the Midwest on Friday dumped snow, sleet and ice upon the Northeast.

Heavy snow was projected in northern parts of New York and New England, with ice the primary concern farther south, said Rich Otto, a meteorologist with the National Weather Service’s prediction center.

The weather service said Friday that between 4 and 8 inches of snow had accumulated so far in pockets of New York state. Its office in Albany, New York, said early Friday morning that the city had started to see some sleet and freezing rain, and advised people to avoid driving if they could.

Buffalo and northern Vermont could see snow accumulation of up to 14 inches, according to the weather service, with 6 to 12 inches expected across central North Hampshire.

New York City was unlikely to see snow, Otto said, but may receive some ice mixed with rain. “It looks like they’ll be spared the worst of it,” he said.

Up to an inch of sleet was expected to accumulate in parts of northern Connecticut, southeastern Massachusetts and northern Rhode Island, while Portland, Maine, could receive up to 2 inches. In the Boston area and across southern New England, rain will turn into freezing rain, and then sleet, resulting in icy road conditions, the weather service said early Friday.

Continuing cold temperatures over the coming days were expected to keep the roads icy. More than 2,900 flights into, out of and within the United States had been canceled Friday, with the highest number of cancellations at Dallas Fort Worth International Airport, Boston Logan International Airport and LaGuardia Airport in New York, according to Flight Aware.

“That sleet is going to be a bit more difficult to clean up because we’re not going to get much help from warm temperatures,” said Sarah Thunberg, a meteorologist with the weather service in Portland.

The winter storm warnings this week have affected more than 54 million people across the country, the weather service said. By Friday morning, the storm had knocked out power to more than 300,000 homes and businesses, primarily in Tennessee and Ohio.

In Texas, Gov. Greg Abbott called the storm “one of the most significant icing events that we’ve had in the state of Texas in at least several decades.” As of Friday morning, 3 to 5 inches of snow had fallen on some areas north and west of Fort Worth, Texas, and roads in Central and North Texas were “very hazardous,” according to the weather service. “Avoid travel if at all possible.”

The arrival of single-digit temperatures, snow and sleet in North Texas came nearly a year after an eight-day freeze caused widespread power outages, plunging the state into darkness and claiming the lives of more than 240 people.

One person was killed in a tornado near Sawyerville, Alabama, south of Tuscaloosa, according to Russell Weeden, director of emergency management for Hale County. He told local reporters that eight people had been injured, including three critically.

In Memphis, Tennessee, ice began accumulating from a continuous freezing rain Thursday, leading to traffic crashes, downed trees and power outages. Ice storm warnings were issued farther east, including in parts of western Tennessee and Kentucky.

The situation on the highways was more dire in Illinois, where a portion of Interstate 57 was blocked for several hours Thursday after several tractor-trailers jackknifed.

Stock daily necessities, China tells families ahead of winter

India’s power crisis on account of coal supply shortages seems to be easing thanks to the lower demand due to onset of winter in northern India and increased coal supply.

According to media reports, several states in India have rolled back orders to limit power supply as the situation eased.

The report said that Coal India Limited, the world's biggest miner, is expected withdraw its order to suspend coal supply to non-power utilities.

Coal stocks are likely to get replenished with increased supply with two major Indian festivals—Navratri and Durga Pooja—ending, an official said.
