Prime Minister Narendra Modi on Friday said Rs 1,000 crore will be allocated by the Centre for immediate assistance to West Bengal after the state was ravaged by Cyclone Amphan, leaving at least 80 people dead.

PM Modi announced a compensation of Rs 2 lakhs to the next of kin of the persons deceased and Rs 50,000 each to the persons who got seriously injured due to Cyclone Amphan in parts of West Bengal.

"Under the leadership of CM Mamata Banerjee, West Bengal is doing its bit in fighting the crisis caused by Cyclone Amphan," he was quoted by PTI as saying in West Bengal's Basirhat.&nbsp;

Earlier, the PM and West Bengal CM Mamata Banerjee conducted an aerial survey of the affected areas.

This is PM Modi’s first visit outside since March 24, the day the nationwide lockdown was announced.&nbsp;

CM Mamata Banerjee said that 80 people have lost their lives and contended that the calamity is ‘more than a national disaster’.&nbsp;

The Prime Minister’s visit comes a day after Mamata urged PM Modi to visit the affected areas and sought financial help for the state.&nbsp;

The Prime Minister had assured that the Centre was working in close coordination with the West Bengal government to help those affected.&nbsp;

Lok Sabha Speaker Om Birla on Tuesday spoke to Members of Parliament of areas that could be affected by Cyclone Amphan.

"He urged them to be in touch with the people of their areas proactively and guide them about the arrangements being made by the agencies concerned," read a Lok Sabha press release.

Meanwhile, nineteen&nbsp;teams of National Disaster Response Force (NDRF) have been deployed in West Bengal in view of the approaching cyclone Amphan.

"Six teams have been deployed in South 24 Parganas, four teams each in East Midnapore and Kolkata, three teams in North 24 Parganas and one team each in Hooghly and Howrah," Nishit Upadhyay, NDRF 2nd Battalion Commandant said.

All injured were taken to Jalpaiguri district hospital and released after preliminary treatment.

The incident has happened few days after Mamta Banerjee assured that the state will be bearing the complete cost of migrant workers returning back from the 'shramik trains'.

“Saluting the toil faced by our migrant brethren, I am pleased to announce the decision of GoWB to bear the entire cost of movement for our migrant workers by special trains from other states to West Bengal. No migrant will be charged. Letter to Railway Board attached,” she had tweeted.

Seventeen teams of the National Disaster Response Force (NDRF) have been deployed in Odisha and West Bengal in view of the approaching Cyclone Amphan.

Cyclone Amphan, according to an IMD report on early Sunday, is developing into a severe cyclonic storm in the Bay of Bengal and can become a very severe cyclonic storm potentially in the next 24 hours.

Seven teams of the force have been deployed in West Bengal. These teams are in six districts -- South 24 Parganas, North 24 Parganas, East Midnapore, West Midnapore, Howrah and Hooghly.

Meanwhile, Cyclone Amphan has gathered strength and intensified into a severe cyclonic storm over the Bay of Bengal, raising the likelihood of heavy rainfall coupled with high-velocity wind in several coastal districts of Odisha and parts of West Bengal.

It is likely to cross West Bengal-Bangladesh coasts between Sagar Islands in West Bengal and Hatiya islands in Bangladesh between afternoon and evening of May 20 as a very severe cyclonic storm.

According to a bulletin issued by the weather office at 2 pm, AMPHAN moved slowly northwestwards with a speed of 3 kmph and intensified into a severe cyclonic storm.

Under its impact, the coastal districts of Gangetic West Bengal, including North and South 24 Parganas, Kolkata, East and West Midnapore, Howrah and Hooghly are likely to experience light to moderate rain at many places with heavy downpour at isolated places on May 19.

On May 20, rainfall will occur in many places over the districts in Gangetic West Bengal, with heavy to very heavy downpour in North and South 24 Parganas and East Midnapore districts.

In Odisha, 'Amphan' is likely to trigger heavy rainfall in some parts of Gajapati, Ganjam, Puri, Jagatsinghpur and Kendrapara districts, while moderate rainfall will lash other coastal areas Monday onwards.

Light to moderate rain or thundershower is likely to occur at most places over coastal Odisha, while heavy to very heavy rainfall will lash some places over the coastal areas on Tuesday and Wednesday.

Light to moderate rain or thundershower will occur at many places over north coastal Odisha and some places over the rest of the districts of Odisha on May 20 and 21. There will be heavy rainfall at some places over Balasore, Bhadrak, Mayurbhanj and Keonjhar districts on these two days.

Squall with speed reaching 45-55 kmph and gusting to 65 kmph is likely to commence along and off the south Odisha coast from May 18 evening. Wind with similar speed is also likely along and off Odisha coast from May 19 morning.

The wind speed will increase becoming gale. Wind speed reaching 75-85 kmph, gusting to 95 kmph from May 20 morning is likely along and off the north Odisha coast.

At present, squally wind speed reaching 80-90 kmph gusting to 100 kmph is prevailing over southeast and adjoining southwest Bay of Bengal.

It is likely to increase, becoming 125-135 kmph gusting to 150 kmph over southern parts of central Bay of Bengal by Monday morning, 160-170 kmph gusting to 190 kmph over northern parts of central Bay of Bengal and adjoining north Bay of Bengal on May 19 and 155-165 kmph gusting to 180 kmph over north Bay of Bengal on May 20.

Sea condition will be very high over southwest and adjoining central Bay of Bengal during the next 24 hours.

It will become phenomenal over southern parts of central Bay of Bengal from Sunday night, over northern parts of central Bay of Bengal and adjoining north Bay of Bengal on May 19 and over north Bay of Bengal on May 20.

Fishermen have been advised not to venture into north Bay of Bengal along and off West Bengal-Odisha coasts from May 18 to 21 and those who are out in the sea, were asked to return to coasts by May 17.

Distant Warning Signal No.2 (DC-2) was hoisted at all ports of Odisha.

The WBDF said: "This is the first reported death of a member of our medical fraternity, in the state, who was tested positive for COVID-19. Unfortunately, his spouse has also tested positive for Corona. Our prayers are with her and we wish her a speedy recovery. "Pointing out that over the last few weeks more and more healthcare workers are diagnosed with COVID-19, the WBDF urged health and administrative authorities to "proactively look into the matter as it is a matter of grave concern".

The Inter-Ministerial Central Team (IMCT) on Saturday wrote to West Bengal Chief Secretary (CS) Rajiva Sinha, sharing its observations from spot visits in Howrah and raised issues with regard to quarantine centres and surveillance zones.

Talking about its visit to Damorjala quarantine centre, Chandra said there are 80 inmates in the 118 capacity quarantine centre who were sent for testing in a "cramped van without maintaining any social distance. "The government officials have taken away the mobile phones of these inmates and they could not inform their families about their condition.

"Since the State government has taken away mobiles from inmates in hospitals, the inmates of the quarantine centre were apprehensive as they had no information about the safety of their kin admitted to COVID hospitals. Effectively, an inmate is relieved only after two weeks of quarantine even if he has tested negative and there remains a possibility of his catching infection during the period," he said.

With reference to the Sanjivan Multi-speciality hospital at Uluberia in Howrah, the ICMT chief has stated that it is a 320-bedded hospital, which is currently treating 70 COVID-19 patients. However, doctors and healthcare staff here are placed in rotational quarantine for 14 days, which reduces staff strength to one-fourth of normal.

The ICMT leader has highlighted that in Salkia containment zone, the health professionals are not part of the surveillance team and are likely to join on Monday.

The IMCT may be provided with full records of the surveillance carried out in the containment zone and it would also like to interact with food and civil supply officials on how the supply of essential commodities is being ensured to the residents in the containment zones, he said. It has sought information regarding the inventories for 30 days for PPE kits and other safety equipment available in all COVID hospitals, and testing and quarantine of those returning from abroad as well as tracing of individuals from the Markaz event in Delhi.

IMCT chief writes to West Bengal CS, shares concerns with regard to quarantine centres, surveillance zones

At a time when the coronavirus pandemic is fast spreading across different parts of West Bengal, the state government on Sunday accused the central lab - ICMR-NICED for providing defective test kits.&nbsp;

In a series of Tweets posted by the official Twitter handle of State Health and Family Welfare Department, the state accused ICMR-NICED of the delayed process in getting test results for COVID-19 in the state.&nbsp;

“The apparently defective test kits supplied by ICMR-NICED, Kolkata are resulting in a high number of repeat/ confirmatory tests and causing delays and other attendant problems at a time when we are battling a pandemic. This is an issue that ICMR needs to look into immediately,” the Tweet reads.&nbsp;

The Department of Health and Family Welfare through its Tweets also claimed that the COVID-19 test kits provided by ICMR-NICED two weeks back are throwing up ‘inconclusive’ reports hence the same sample are having to be tested again.&nbsp;

“The testing kits supplied by ICMR-NICED about two weeks ago have started to throw up a large number of ‘inconclusive’ results, necessitating a repeat/ ‘confirmatory’ test run, thereby causing a delay in the generation of the final test report,” the Department wrote on Twitter.&nbsp;

This apart, the state government alleged that till the time the COVID-19 test kits were being sent directly from National Institute of Virology, Pune, there was no problem until the kits were routed through ICMR-NICED.&nbsp;

Interestingly, two weeks back, the Director of ICMR-NICED through interviews had claimed that the state was not testing enough samples and that the state was not sending enough samples to ICMR-NICED for testing despite having the manpower and infrastructure to test as many as 100 samples each day.&nbsp;

This came after several people who had participated in the religious gathering in Delhi tested positive for the coronavirus.

West Bengal civic polls deferred amid coronavirus scare

BJP national general secretary Ram Madhav on Sunday said that the party is working hard to win the upcoming elections in West Bengal and added that BJP will defeat Chief Minister Mamata Banerjee's government.

"In West Bengal, we are trying our best to win the election. This time we will defeat Mamata Banerjee's government and form BJP government there," Madhav said in a press conference here.

The assembly elections are likely to be held next year.

Earlier this month, Union Home Minister Amit Shah also visited the state and said that the BJP will turn West Bengal into "Sonar Bangla" and develop it on all counts if allowed five years by the people in the state.

Three days after Bengal Governor Jagdeep Dhankhar gave his address at the West Bengal Legislative Assembly kickstarting the budget session, he claimed that he was subjected to censorship after media was not allowed to live telecast his speech.

Dhankhar raised questions on Monday after state finance minister Amit Mitra’s budget speech was allowed to be live telecast by television channels.

Dhankhar took to Twitter and wrote, “This is of critical consequence for media. Is this an acceptable expression of ideas? Is it not intolerance of the constitutional head? Is it not a kind of censorship? I am sure the media and public would not be just silent spectators.”

Dhankhar further claimed that such actions were a violation of Article 176 and were in sharp deviation to the normal practice. “The State Finance Minister Dr Mitra budget speech was live while the address of the Governor under Article 176, an important occasion, in sharp deviation to practice was not allowed live coverage and media was also kept away. Leave to the judgment of the people of the State,” he wrote.

When Chief Minister Mamata Banerjee was quizzed on Governor’s remarks of being censored, she said, “Please ask the Speaker. It was his decision.”

We have some problems with that project. 26 MLD STP we want to construct and then intercept this sewage to that STP and clean it up. We have sanctioned the project and the state is calling up tender".

He added, "There are certain issues of encroachment and people settling along that nullah, so I think all these things are taken care up by the state and local authorities and we will ground this project".

A few kilometres from Kolkota is Barrackpur, the site of the first cantonment of British East India Company.

Located on the banks of Hooghly, Barrackpur is now a densely populated city. It lacks sewage treatment plants, and consequently, its wastewater flows directly into the river.

Under the Namami Gange programme, work on a 150 km long sewage network is going on at a rapid pace. It will connect over 35,000 households.

The city's household wastewater will be diverted to sewage treatment plants with capacities of 18 MLD and 6 MLD, which are under construction.

The sewage treatment plants are expected to be operational by early 2020.

Chandranath Mukherjee, Asst. Construction Manager, L&amp;T said, "Dirty wastewater was flowing directly into the Ganga. After completion of this project, this will not happen. Sewage will be treated and solid waste will be used for agricultural purpose as organic manure. Treated water will be diverted to the Ganga through a canal".

Rohit Yadav, Sr. Engineer at the site said, "When we were talking to people about the benefits of this project - cleanliness, and eradication of mosquitoes by treating wastewater - they were positive about it. The locals are cooperating with us".

As part of its pollution abatement initiatives, the <a href="https://www.wionews.com/south-asia/indias-ganga-clean-up-in-shambles-modi-intervenes-14229/amp">National Mission for Clean Ganga</a> has also constructed and renovated old Ganga ghats in Barrackpur and its adjoining areas.

Under the Namami Gange programme, various activities such as treatment of municipal sewage, treatment of industrial effluent, river surface cleaning, ghats, and crematoria work have been taken up.

All these efforts aim towards fulfilling the objective of Namami Gange, which is a continuous flow and unpolluted flow of the Ganga.
