According to research published by the World Resources Institute on Wednesday (August 16), at least 50 per cent of the global population or around four billion people are currently living under highly water-stressed conditions for at least one month of the year. "Living with this level of water stress jeopardizes people’s lives, jobs, food and energy security. Water is central to growing crops and raising livestock, producing electricity, maintaining human health, fostering equitable societies and meeting the world’s climate goals," the research said. Increasing water stress is threatening countries’ economic growth as well as the world’s food security. Which countries are facing the worst water stress? As per the research, 25 countries, including Bahrain, Cyprus, Kuwait, Lebanon, Oman and Qatar are exposed to high water stress annually. This means that such countries use more than 80 per cent of their renewable water supply for irrigation, livestock, industry and domestic needs. "Even a short-term drought puts these places in danger of running out of water and sometimes prompts governments to shut off the taps," the research said. The water stress in Bahrain, Cyprus, Kuwait, Lebanon, Oman and Qatar is mostly driven by low supply, paired with demand from domestic, agricultural and industrial use. The most water-stressed regions, meanwhile are the Middle East and North Africa, where 83 per cent of the population is exposed to extremely high water stress, and South Asia, where 74 per cent of people are exposed. Situation to worsen The research also said that by 2050, an additional one billion people are expected to live with extremely high water stress, even if the world limits global temperature rise to 1.3 degrees C to 2.4 degrees C (2.3 degrees F to 4.3 degrees F) by 2100, an optimistic scenario. "Global water demand is projected to increase by 20 per cent to 25% by 2050, while the number of watersheds facing high year-to-year variability, or less predictable water supplies, is expected to increase by 19 per cent," it added. This means that for the Middle East and North Africa, their entire population will live with extremely high water stress by 2050. And this is not just a problem for consumers and water-reliant industries but for political stability. Water demand spiking in Africa By 2050, water demand in Sub-Saharan Africa is expected to skyrocket by 163 per cent. Even though most countries in this region are not extremely water-stressed, demand is growing faster there than in any other region in the world. This increase in water use, mainly expected for irrigation and domestic water supply, could foster major economic growth in Africa. Northeastern Spain is currently experiencing one of its worst droughts in decades, with&nbsp;Barcelona&nbsp;facing a severe&nbsp;water crisis.&nbsp;The 7.7 million people who live in Catalonia, which is in the northeast of Spain, are dealing with&nbsp;the repercussions of a 32-month drought. Barcelona, where reservoirs are currently empty, is severely affected by the lack of rain.

Authorities issued a warning on Tuesday, stating that unless rain predictions improve, the area will experience a "drought emergency" in September. The usage of water would be subject to considerably stricter limitations.

"At this point, it's the worst problem we're facing," said Catalan leader Pere Aragones, lamenting one of "the worst droughts in 50 years", reported Euro news.&nbsp;

The Ter-Llobregat river system provides water to Barcelona, Girona, and other nearby towns and villages. According to the government of Spain, Catalonia's reservoirs and others have lost 27% of their original capacity.&nbsp;

The Guadalquivir river basin in southern Andalusia, whose reservoirs are only 26 per cent&nbsp;full, is the only area in Spain that is worse.

In recent weeks, water from Catalonia's Sau reservoir was transferred to another neighbouring reservoir in order to maintain water quality. As the levels decline, thousands of invasive fish have been killed to safeguard native species.

It precedes a summer when water levels were so low that the ruins of an 11th-century church were exposed from below the surface.

Due to current laws, each resident in Catalonia's cities is only permitted to use 230 litres of water each day. Both individual use and shared amenities like drinking fountains or street sweeping are included. That allocation would be reduced to 200 litres under "emergency" plans.&nbsp;

An average person uses about 116 litres of water each day for only domestic purposes. The regional administration is currently attempting to impose fines on municipalities for excessive water use.

For some of the towns and villages of Catalonia, the situation is already grave. &nbsp;Water has been restricted in L'Espluga de Francoli, 100 kilometres west of Barcelona, for several months.

Every night from 10 p.m. to 7 a.m., the 3,600 inhabitants' household water supplies are shut off. A tanker truck delivers water three times every week to replenish its supplies.

"Climate change.. has taken hold very quickly over the past two or three years," Xavier Rosell, who is responsible for environmental issues and municipal services in the area, told AFP.

Similar severe water shortages occurred in the area between 2003 and 2008, but droughts are now happening more frequently and for longer periods of time.

“We're facing a difficult moment in terms of both water resources and rainfall," Spain’s Agriculture Minister Luis Planas said after the weekly cabinet meeting on Tuesday.&nbsp;

It was only a few years back that Cape Town, South Africa, was headed towards what local officials labelled as “Day Zero” for drinking water, in an area that has 97 per cent salt water. The crisis would have appeared analogous to the helpless situation described by Samuel Taylor Coleridge in his poem The Rime of the Ancient Mariner - “Water, water, everywhere, and not&nbsp;a&nbsp;drop to drink”. Even though the city survived the scare with the help of its contingency plan, the threat of “Day Zero” still looms not only over Cape Town but many regions and cities across South Africa.

Numerous discussions and debates have been held on how important is water for human survival and that it is the quintessential element needed for life on planet Earth. Today to find signs of life on other planets, scientists look out for water, as its mere existence increases the chances of finding alien life. However, as the world, which has only 2 per cent frozen freshwater and 1 per cent liquid freshwater, battles water scarcity, it is high time we must ask ourselves where are we headed.

<h2>Survive or perish – the question that the past holds for us</h2>

Open a tap and water gushes out – availability of water has been made so easy that we take it for granted, in most parts of the human-inhabited world. It is this casual availability of water which blinds us from seeing the depleting groundwater levels, soil compression due to which Mexico City is reportedly sinking, and rain and snow failing to fill in surface water like lakes and rivers we rely on.

It also makes us forget the quest for water, which has been one of the defining struggles etched in human history. Past always holds lessons for the future to learn and save humanity from the calamity which may befall us someday. With respect to the water crisis, we must remember how many strong and established civilisations perished due to drought and water scarcity. Civilisations which were successful in harnessing water thrived and those that failed disappeared in the dust of time.

One of the greatest civilisations of all time, the Mayan civilisation, despite surviving 100 years of drought with the help of its rainwater collection systems and rivers, finally collapsed. The great Akkadian Empire also met with a similar fate due to the arid conditions.&nbsp;

<h2>What lies ahead?</h2>

According to the United Nations, around five billion people are likely to face water shortages by 2050 as freshwater sources continue to drain faster. Out of 37 major aquifers in the world, 21 are receding in the United States, India, France and China. With an increase in population and irrigation demands, India's mighty river, the Ganges is depleting every year by an estimated 6.31cm.

With the water table dropping all over the world, countries receiving irregular rainfall and global warming disturbing the ecosystem, the world doesn't seem a happier place. The realities can turn even harsher compared to the crisis the world is witnessing at the present. The earth is parched, dying with receding water levels as scientists scramble to find water on the moon in their quest to make the satellite a habitable place. The time calls for adaptation of better saves to save water and save the earth.

<h2>A sobering warning</h2>

In a report published on Wednesday, the United Nations (UN) warned that the 'vampiric' overconsumption of water by humans is putting the resource at risk. According to the report, about 10 per cent of the "world's population lives in a country where water stress has reached a high or critical level".

The report further warned that "scarcity is becoming endemic" because of pollution and overconsumption. It added that seasonal water shortages will be further increased in areas with strained as well as abundant water. In the report's foreword, United Nations Secretary-General Antonio Guterres stated that the world is "blindly travelling a dangerous path" as "unsustainable water use, pollution and unchecked global warming are draining humanity's lifeblood”.

"If nothing is done, it will be a business-as-usual scenario — it will keep on being between 40 per cent and 50 per cent of the population of the world that does not have access to sanitation and roughly 20-25 per cent of the world will not have access to safe water supply," Richard Connor, lead author of the report, said.

This, if nothing, sounds like a warning bell for the world to wake up and recognise the calamity that stands ahead of us.

The UN 2023 Water Conference will host 6,500 guests from around the world, including a hundred ministers and a dozen heads of state and government. The conference will take place from Wednesday (March 22) to Friday (March 24) in New York.

French media has reported&nbsp;that tax authorities have earned about $ 9.9&nbsp;million.&nbsp;Pools must be declared under French law and might result in increased property taxes because they increase property value, as reported by the BBC.&nbsp;

During a trial in October 2021, the software—which was created by Google and the French consulting firm Capgemini—found the pools on aerial photographs of nine <a href="https://www.wionews.com/world/french-pm-warns-of-energy-rationing-in-the-winter-511241">French</a> districts.

The study was conducted in the regions of the Alpes-Maritimes, Var, Bouches-du-Rhône, Ardèche, Rhône, Haute-Savoie, Vendée, Maine-et-Loire, and Morbihan; however, tax officials claim it may now be implemented nationally.

According to data portal Statista, there were more than 3.2 million private swimming pools in <a href="https://www.wionews.com/world/two-air-france-pilots-suspended-after-mid-flight-fight-in-cockpit-510985">France</a> in 2020, and business was flourishing even before the Covid epidemic.

However, as more workers choose to work from home, the number of pools installed increased.

A 30 sq m (322 sq ft) average pool costs €200 ($200; £170) in taxes annually, according to the Le Parisien newspaper.

Le Parisien quoted deputy director general of public finances Antoine Magnant as saying: "We are specifically focusing on housing expansions like verandas.

But we need to make sure the algorithms can identify large-footprint buildings and not just dog kennels or kiddie playhouses, he continued.

The crackdown follows Julien Bayou of the Europe-Ecology Greens party in France saying that he had not ruled out a ban on new private pools.

Speaking to BFMTV, he said that France needs a "different relationship to water" and that the ban would be a "last resort".

"The challenge is not to ban swimming pools, it is to guarantee our vital water needs," he said.

According to the national weather service Meteo-France, July was the driest month in France since March 1961 with just 9.7mm (0.38 inches) of rain.

AI detects undeclared pools in France

Water levels at Lake Powell and Lake Mead, the two largest reservoirs in the US, have also been lower than ever.&nbsp;

Government mismanagement&nbsp;to blame

Environmental advocates believe that certain government policies also contributed to the problem. For eg, beer and soda companies were allowed to extract huge amounts of water even when the area was facing a drought, with the production still ongoing at a large scale. Another much needed dam to shore up the water supply wasn't built in time, which added to the crisis. To alleviate the problem, President Andres Manuel Lopez Obrador announced federal support for such companies who want to move to southern Mexico.

Is the situation in US as bad?

Experts say that a crisis on the same scale as Monterrey might not happen in the US anytime soon, but there are signs that it might happen in future. “We’re definitely pushing really hard on our water supply reliability in California and in the Colorado River Basin right now," USA Today quoted Mark Lubell, an environmental science and policy professor at UC Davis, as saying.&nbsp;

Factors similar to Monterrey can also be seen in&nbsp;western US. More and more people are moving to cities like Phoenix and Las Vegas, while agriculture is usurping water from the Colorado River, a pattern similar to what the beverage companies are doing in Mexico.&nbsp;Experts also say that the water use plans are "decades old, overly optimistic and poorly executed".

The tribes within the Colorado River Basin, who have rights to about a fourth of the river’s water supply, are facing problems due to lack of proper infrastructure that can ensure the water reaches them.

“Existing water infrastructure is deteriorating or inadequate, ... (and) investment in water infrastructure has not kept up with population growth and other needs,” according to a Water and Tribes Initiative 2021 report.

To avoid the problem being seen in Monterrey, US authorities need to bring water usage and water supply back in line to reduce the dependence on reserves.

The authorities have urged residents of drought-affected areas to be frugal with water due to Britain’s driest summer in 50 years, with no rain and 37°C forecast Saturday and 35°C on Sunday.
