The United States imposed sanctions on Tuesday (Oct 15) on what it described as a Lebanon-based sanctions evasion network that funnels millions of dollars to Hezbollah.

The action targeted three individuals linked to Hezbollah's finance arm and four Lebanon-based companies registered to conceal ties to the militant group, according to a Treasury Department statement.

The US also sanctioned three individuals involved in the production and sale of the amphetamine known as captagon, who it said have funded the regime of Syrian President Bashar al-Assad and its allies, including Hezbollah.

"Today's action underscores (Hezbollah's) destabilising influence within Lebanon and on the wider region, as the group, its affiliates, and its supporters continue to finance their operations through covert involvement in commercial trade and the illicit trafficking of captagon," Bradley T. Smith, acting undersecretary of Treasury for terrorism and financial intelligence, said in the statement.

The United States, on Wednesday (Jul 24) announced sanctions against a network of around six individuals and five Chinese companies that it claims are involved in North Korea's ballistic missile and space programs.

The so-called network is allegedly assisting North Korea in acquiring materials for its ballistic missile programs, which, according to the US Treasury Department, is a "flagrant violation" of United Nations Security Council resolutions.

The ongoing advancement of North Korea's ballistic missile technology "is both irresponsible and destabilising for both the region and the international community," stated Treasury Under Secretary for Terrorism and Financial Intelligence, Brian Nelson.

"The United States remains committed to using our tools to enforce these international sanctions, including disrupting the illicit procurement networks that provide key inputs for these technologies," he added.

The US Treasury said that North Korea’s space and ballistic missile initiatives rely on a broad "network" of international agents to acquire essential materials, including staff from its diplomatic and trade offices, "as well as third-country nationals."

The US government agency also alleged that North Korea uses foreign companies to buy the necessary items.

In 2017, the UN Security Council imposed various sanctions and condemned Pyongyang due to its missile launches and nuclear tests.

During this period, worries about the extent of North Korean leader Kim Jong-Un's nuclear ambitions outweighed opposition from Moscow and Beijing.

A rattled US on Monday (May 13) warned Indian companies that they might attract American sanctions for their investments in Iran. A spokesman of the US State Department cried foul as New Delhi and Tehran inked a 10-year agreement over Iran's Chabahar port earlier in the day. The deal paved the way for investments worth $120 million in the strategically located port along the Gulf of Oman.

"Any entity -- anyone -- concerned with business deals with Iran, they need to be aware of the potential risks that they're opening themselves up to and the potential risk of sanctions," State Department spokesman Vedant Patel told reporters.

India has been developing Chabahar port to get easy access to markets in Iran, Afghanistan and Central Asia via the Arabian Sea route, thus ending dependence on its arch-rival Pakistan.

However, the development of the port has faced several hurdles in the past, primarily because of US sanctions.

As India and Iran look forward to boosting their economic ties, the new threat from the US serves as a reminder of the impending challenges both nations may face.

Notably, by boosting investments in Chabahar, India also aims to neutralise Chinese presence in the region, a campaign that may also serve US interests in the long run.

As the US occupies itself in the ongoing conflicts in Ukraine and Gaza, it may need its partners more than ever to contain Chinese aggression in the Indian Ocean and beyond.

Earlier, Indian Foreign Minister S Jaishankar told reporters in Mumbai that the new lease deal will pave the way for newer investments in the port.

India plans to turn Chabahar port into a transit hub under the International North-South Transport Corridor (INSTC) to reach out to CIS (Commonwealth of Independent States) countries.

In response to Russia's invasion of Ukraine, the United States is set to impose sanctions on more than 500 targets on Friday, marking the second anniversary of the conflict.

In an interview with Reuters, Deputy US Treasury Secretary Wally Adeyemo said that this action aims to target Russia's military-industrial complex and companies in third countries facilitating Russia's access to desired goods.

The move underscores Washington's determination to hold Russia accountable for its actions, including the war in Ukraine and the death of opposition leader Alexei Navalny.

Adeyemo emphasised the collective nature of these sanctions, stating, "It's important to step back and remember that it's not just America taking these actions."

This coordinated effort reflects the resolve of the US and its allies to maintain pressure on Russia, despite challenges such as uncertainties regarding additional security assistance for Kyiv.

While President Joe Biden's administration has depleted previously approved funds for Ukraine, efforts to secure additional resources face obstacles in the Republican-controlled House of Representatives.

The forthcoming sanctions package represents the latest in a series of measures aimed at Moscow since the 2022 invasion of Ukraine, which has resulted in significant casualties and widespread destruction.

Despite the imposition of thousands of sanctions by the United States and its allies, concerns persist about the efficacy of these measures in halting Russia's aggression.

Experts caution that congressional action to provide additional military assistance to Ukraine is crucial for bolstering the country's defense capabilities.

According to assessments by the Treasury Department, the sanctions have impacted Russia's economy, contributing to a 2.1 per cent contraction in 2022.

However, Russia's economic performance has exceeded expectations, with the International Monetary Fund (IMF) upgrading its GDP growth forecast for 2024 to 2.6 per cent - a notable improvement from previous estimates.

IMF has dubbed Russia as a "war economy" due to increased military expenditures, government support for consumption, and rising inflation.

"Our new sanctions regime will help to ensure there can be no hiding place for those who seek to do us harm."

The UK accuses that Iran has stepped up efforts to kill or kidnap perceived enemies of its regime, inside the UK as well.

The UK says that Iran's intelligence services have established close ties with organised criminal gangas in Britain and across Europe in order to help target opponents.

US sanctions target 'hostage taking' by Russia and Iran

US Treasury Secretary Janet Yellen has said the economic sanctions imposed by the US on countries across the board have put the dollar's dominance at stake. As the US continues to plaster sanctions willy-nilly, targeted nations are seeking alternatives which puts the USD in jeopardy.

US Treasury Secretary Janet Yellen has said the economic sanctions imposed by the US on countries across the board have put the dollar's dominance at stake. As the US continues to plaster sanctions willy-nilly, targeted nations are seeking alternatives which puts the USD in jeopardy. "There is a risk when we use financial sanctions that are linked to the role of the dollar that over time it could undermine the hegemony of the dollar," Yellen was quoted as saying by CNN. "Of course, it does create a desire on the part of China, of Russia, of Iran to find an alternative," she said before adding, "But the dollar is used as a global currency for reasons that are not easy for other countries to find an alternative with the same properties." After casting aspersions over the health of the USD, Yellen added that sanctions were an 'extremely important tool' if used by the US and its allies as "a coalition of partners acting together". WATCH | US releases new Russia sanctions list, top energy, telecom firm prime target in list × US imposes fresh sanctions Yellen's response comes days after the US Treasury and State Departments sanctioned nearly 120 targets, including Chinese, UAE and Turkish firms to squeeze Russia for its ongoing war with Ukraine. Experts at the time suggested that sanctioning Turkish and UAE firms, which are US ally countries could have a negative effect. Meanwhile, a miffed China released a statement calling USA's action an 'illegal' move. “It is a typical unilateral sanction and a form of ‘long-arm jurisdiction’ which seriously damages the legitimate rights and interests of enterprises and affects the security and stability of the global supply chain. China firmly opposes this,” read a statement released by the Chinese Commerce Ministry. ALSO READ | Beijing lodges protest after US sanctions Chinese firms dealing with Russia Has de-dollarisation started? The USD has been the king of currencies since 1944 when it officially became the reserve currency of the world, Since then, the dollar has enjoyed a sort of domination that very few other currencies have experienced. Additionally, it has granted the US an insurmountable influence over other economies. However, the de-dollarisation started especially since the start of the Russia-Ukraine war. Nations across the board have started asking if they can drop the USD and use other currencies to break the hegemony. Last month, India inked an agreement with as many as 18 countries to trade in Indian rupees. More recently, New Delhi announced it had signed an agreement with Malaysia to start trading in INR. Iran has also fully abandoned USD in its trade with China and Russia. Saudi Arabia, the centre of Islamic power and an OPEC member said it will abandon PetroDollar and accept PetroYuan. Beijing is aggressively moving to present Yuan as an alternative to USD. It has been using global platforms such as the BRICS, SCO and OPEC to do its bidding. Russia is also increasingly using Yuan in international trade. It is also mulling launching a joint BRICS currency. According to an IMF report, USD's global foreign-exchange reserves fell below 59 per cent in the final quarter of last year. The trend is expected to continue this year and Yellen's warning may suggest that the situation may have turned pear-shaped. (With inputs from agencies) WATCH WION LIVE HERE:

US dollar may lose its dominance if nations are sanctioned, warns Treasury Secretary Janet Yellen

After the US Treasury and State departments sanctioned nearly 120 targets, including Chinese firms to squeeze Russia for its ongoing war with Ukraine, Beijing has responded, calling it an 'illegal' move. Reportedly, five firms based in mainland China and Hong Kong were put on the sanctions list - meaning they cannot engage in trade with any US-based firms without receiving a special licence, which is highly unobtainable, to begin with. “The US should immediately correct its wrongdoing and stop its unreasonable suppression of Chinese companies. China will resolutely safeguard the legitimate rights and interests of Chinese companies,” it added. WATCH | US releases new Russia sanctions list, top energy, telecom firm prime target in list × The companies sanctioned Avtex Semiconductor Limited, Allparts Trading Co., Maxtronic International Co., ETC Electronics Ltd., and STK Electronics Co. - all based and registered in Hong Kong were put on the new sanctions list. Washington justified its decision to sanction the companies by saying that they were suspected to be involved, or "pose a significant risk of being or becoming involved in activities contrary to the national security or foreign policy interests of the United States". This is the second instance in as many months when the US has issued an embargo on Chinese companies. In February, Beijing lodged a similar protest after Changsha Tianyi Space Science and Technology Research Institute Co. Ltd. was barred by the US state department. ALSO READ | US releases fresh sanctions list targeting firms, individuals supporting Russia's invasion of Ukraine US sanctions list The list released on Wednesday primarily targetted Russian billionaire businessman Alisher Usmanov. It is believed that Usmanov is extremely close to Russian President Vladimir Putin and Dmitry Medvedev, the former Russian president. The Treasury Department accused him of having a "wide network of businesses in financial safe havens and family members through which to conduct financial transactions, enabling him to potentially circumvent sanctions". Apart from China, firms from Turkey and the UAE which have been allegedly selling drones and other electronic gadgets to the Russian defence sector were also slapped with sanctions. China's 'neutral' stance on Russia-Ukraine war Notably, ever since the Russia-Ukraine war broke out, China has established a "no-limits" friendship with Russia where it has refused to denounce Moscow's aggressiveness, all the while presenting itself as impartial. However, there have been hushed reports, ascertaining that China has been supplying arms to Russia. Other reports suggest that Chinese companies have been helping Russia in its surveillance programme. Beijing has time and again denied the claims saying it does not want to get involved in the war. On Friday, after German Foreign Minister Annalena Baerbock met her Chinese counterpart Qin Gang, the latter reiterated the same line. “Regarding the export of military items, China adopts a prudent and responsible attitude. China will not provide weapons to relevant parties of the conflict, and manage and control the exports of dual-use items in accordance with laws and regulations,” he said. Nancy Pelosi, the US House Speaker, arrived in Taiwan amid an escalating crisis between the US and China. The Communist nation started conducting military drills close to the island nation. As tensions in the area rose before Pelosi’s visit, Chinese jets invaded Taiwan’s air defence zones. In other news, the race to become the UK’s next Prime Minister had to be postponed, which put a snag in the campaign. The decision was made as a result of information from the GCHQ space agency that cyber hackers were attempting to influence the results of the vote, as per a report by the Telegraph. Finally, the alleged lover of Russian President Vladimir Putin and the billionaire who owns the second-largest estate in London were blacklisted by the US as a part of the recent sanctions related to the Ukraine invasion.

Chinese telecoms giant Huawei on Monday reported record profit for 2021 despite being heavily hit by US sanctions.

The Chinese telecom company has been caught in the crosshairs of the US-China trade and technology standoff, with the administration of former President Donald Trump moving to cripple it over cybersecurity and espionage concerns.

Chief financial officer Meng Wanzhou, also the daughter of CEO and founder Ren Zhengfei, appeared at a news conference in Shenzhen to publish the company's annual results for the first time since being held in Canada in 2018 on a US warrant.

Huawei posted a net profit of 113.7 billion yuan ($17.8 billion) last year, a rise of 76 percent on-year, but revenue slumped by around 29 percent as it grappled with US sanctions aimed at blocking access to key technology and supplies.

"Despite a revenue decline in 2021, our ability to make a profit and generate cash flows is increasing, and we are more capable of dealing with uncertainty," Meng said in a statement Monday.

The company attributes its profitability to "improved product portfolios and more efficient internal operations", with a rise in net profit margin even with gains from the sale of its budget phone brand Honor excluded.

The Biden administration warned Monday that digital currencies posed a threat to America’s sanctions program and said in a new report that the United States needed to modernize how sanctions were deployed so that they remained an effective national security tool.

The warning was included in a six-month Treasury Department review of the nation’s sanctions program, which has been used more aggressively in recent years as a lever in international diplomacy. The focus on digital currencies coincides with an administrationwide effort to determine how to regulate new financial technology without stifling innovation.

"Technological innovations such as digital currencies, alternative payment platforms and new ways of hiding cross-border transactions all potentially reduce the efficacy of American sanctions," the Treasury report said. "These technologies offer malign actors opportunities to hold and transfer funds outside the traditional dollar-based financial system."

The Treasury Department also raised concern that America’s adversaries have been taking steps to reduce their reliance on the U.S. dollar and said new digital payments systems could exacerbate this trend and could erode the power of U.S. sanctions.

The United States has more than 9,000 sanctions in place, largely to punish countries such as North Korea, Iran and Venezuela for facilitating terrorism, violating human rights or committing other illicit behavior. The strength of the U.S. dollar and its role as the world’s reserve currency means that the United States can cut off countries, groups or individuals from much of the global financial system at its discretion. That has intensified efforts to find new ways to evade America’s sanctions, including by using digital currencies that do not flow through the traditional banking system.

The use of sanctions surged to record levels during the Trump administration, which averaged more than 1,000 new designations per year, according to the law firm Gibson, Dunn & Crutcher. This year, the Biden administration is on a pace to impose 900 sanctions, which would tie for the third-highest total on record.

The seven-page report offered little detail about how Treasury plans to adapt to the new digital financial architecture that is spreading around the world. The recommendations included investing in new technology and hiring staff members with expertise in digital assets.

A senior Treasury official told reporters Monday that one important measure to prevent the evasion of sanctions was greater coordination with other countries to make it more difficult for cryptocurrencies to be converted into government-issued money.

Last month, the Biden administration cracked down on the growing problem of ransomware attacks, expanding its use of sanctions to cut off digital payment systems that have allowed such criminal activity to flourish and threaten national security.

The President’s Working Group on Financial Markets is expected to release a separate report this year with regulatory recommendations for stablecoins, which are asset-backed digital currencies that have been growing in popularity.

The sanctions review was led by Wally Adeyemo, the deputy Treasury secretary. The report avoided making assessments of specific sanctions on countries or individuals. Instead, it offered broad guidelines for improving the program, which Treasury operates in coordination with the State Department and the National Security Council.

Other recommendations included creating a more systematic approach to sanctions designations that could eventually remove some. The Treasury Department also said sanctions needed to be more targeted so that "potential negative impact on others is minimized."

The Treasury Department has been assessing the sanctions it has imposed on the Taliban since the group toppled the government of Afghanistan this summer and working to ensure that humanitarian aid can still get into the country.

The agency currently has a leadership vacuum, as Senate Republicans have blocked the confirmations of two of President Joe Biden’s nominees — Brian E. Nelson and Elizabeth Rosenberg — to be its top sanctions officials. The Treasury Department has not had an undersecretary for terrorism and financial intelligence since Sigal Mandelker resigned from the job in late 2019.

South Korean lawmakers said on Tuesday that Kim Jong Un-led North Korea government wants international sanctions preventing metal exports and refined fuel imports lifted before it begins denuclearisation talks with the US.

Following a briefing by Park Jie-won, head of South Korea's National Intelligence Service (NIS), lawmakers said that Pyongyang has also requested an easing of sanctions on imports of luxury goods, such as fine liquors and suits.

After suspending hotlines a year ago, the two Koreas restored channels this week, suggesting North Korea may be more receptive to engagement efforts.

"As a precondition to reopen talks, North Korea argues that the United States should allow mineral exports and imports of refined oil and necessities," Ha Tae-keung, a member of the parliamentary intelligence committee, told reporters, citing Park.

There have been no indications from Washington that it is willing to ease sanctions ahead of any talks.
