Zelenskiy signed a decree on October 4 formally declaring the prospect of any Ukrainian talks with Putin "impossible" but leaving the door open to talks with Russia.

The White House National Security Council had no immediate comment on the accuracy of the report published in Washington Post.&nbsp;

A State Department spokesperson responded: "We've said it before and will say it again: Actions speak louder than words. If Russia is ready for negotiation, it should stop its bombs and missiles and withdraw its forces from Ukraine.

"The Kremlin continues to escalate this war. The Kremlin has demonstrated its unwillingness to seriously engage in negotiations since even before it launched its full-scale invasion of Ukraine."

The United States will fund the refurbishment of T-72 tanks and HAWK surface-to-air missiles as part of a roughly $400 million security assistance package for Ukraine, the Pentagon announced Friday.

Air defence and armour capabilities are both high on the list of assistance desired by Ukraine, but the T-72s fall short of the most modern tanks such as German Leopards or US Abrams that have been sought by Kyiv.

"The tanks are coming from the Czech Republic defence industry, and the United States is paying for 45 of those to be refurbished, and the government of the Netherlands is matching our commitment&nbsp;for a total of 90 T-72s," Deputy Pentagon Press Secretary Sabrina Singh told journalists.

The T-72s -- a Soviet-era tank -- will be equipped with "advanced optics, communications and armor packages," with some ready by the end of December and the rest to be delivered in 2023, she said.

"These are tanks that the Ukrainians know how to use on the battlefield," she said, adding that "introducing a new main battle tank is extremely costly, is time sensitive, and it would be a huge undertaking for the Ukrainian forces."

The assistance package also funds the refurbishment of HAWK missiles from US inventories -- an important asset as Ukraine seeks to counter Russian drone and missile strikes targeting its cities and energy infrastructure.

Singh declined to specify how many of the missiles were being refurbished, citing security concerns.&nbsp;

Spain previously agreed to provide four of the medium-range HAWK air defence systems to Ukraine as part of international efforts to assemble a patchwork of various surface-to-air capabilities to help the country defend against strikes.

The controversy arises at a delicate time for Jews in the US. The New York City borough of Brooklyn, which has one of the densest Jewish communities in the world, is directly over the bay from New Jersey, where the FBI issued a credible threat warning on Thursday.

In a statement released on Friday,&nbsp;minister of foreign affairs of Canada, Mélanie Joly,&nbsp;in coordination with the United States announced targeted sanctions against “Haitian political elites who provide illicit financial and operational support to armed gangs.” The sanctions&nbsp; have been imposed against two individuals, Joseph Lambert and Youri Latortue.&nbsp;

Lambert who is the current president of the Senate and Latortue, who is the former president of the Senate in Haiti, are accused of using the status of their public office to “protect and enable the illegal activities” of armed gang members through “money laundering and other acts of corruption.”&nbsp;

Meanwhile, the US Department of the Treasury in a separate statement said that these sanctions are being placed against the two Haitian politicians for “having engaged in, or attempted to engage in, activities or transactions that have materially contributed to, or pose a significant risk of materially contributing to, the international proliferation of illicit drugs or their means of production.”&nbsp;

Furthermore, the countries have alleged the aforementioned armed gangs terrorize vulnerable populations and commit “unspeakable violence” in Haiti. This includes widespread sexual violence and impeding the delivery of critical services which are bringing about a “humanitarian crisis” in the country.&nbsp;

Furthermore, DePape also reportedly waived his appearance in San Francisco Superior Court while a status hearing was set for November 28 and a preliminary hearing was set for December 14, said media reports. According to court documents, he entered their San Francisco house looking for the House Speaker, who was in Washington at the time to “seriously harm her”.&nbsp;
