In line with this, she had admitted that the weapon was stored in such a way that the boy could access it.&nbsp;

While the charge carries a maximum statutory sentence of five years in prison, due to her plea agreement, the prosecutors said they will not seek higher than six months. However, Judge Chris Papile has said that he reserves the right to sentence outside that recommendation at her sentencing, which is scheduled for October 27.&nbsp;

However, assistant Newport News Commonwealth’s Attorney, on Tuesday said that the boy had taken the gun from his mother’s purse, which was on top of a dresser. The weapon was not secured with a trigger lock, according to the prosecutors.&nbsp;

“I stole it because I needed to shoot my teacher,” the prosecutor said the boy told investigators. However, Newport News Commonwealth’s Attorney Howard Gwynn has said that the six-year-old will not be criminally charged.&nbsp;

The incident occurred on January 6, earlier this year when the six-year-old took a gun to school in his backpack in the morning before pulling it out at the end of the day and firing it at his teacher, said the police.&nbsp;

“Plaintiffs have a fundamental constitutional right to a clean and healthful environment, which includes climate as part of the environmental life-support system,” said Seeley&nbsp;in more than a 100-page ruling after the case closed on June 20.&nbsp;

Notably, Montana is one of several states that have explicit environmental guarantees in their state constitution.&nbsp;

While the verdict will not stop the state from burning fossil fuels, it will reverse a recently passed state law that prevented government agencies from considering the impacts of greenhouse gases when issuing permits for development projects involving fossil fuels.&nbsp;

The case, Held v. Montana, has been closely watched as similar litigations have been filed across the country. Earlier this year, Habanos SA – the Havana-based business that oversees all Cuban cigar sales – saw a two per cent rise in revenue when compared to the previous recording-breaking sale in 2021.

In 2022, Cuban cigar maker Habanos reported sales of $545 million following the COVID-19 pandemic and the havoc caused by a major hurricane.

However, in 2021, it posted a 15 per cent rise in revenue with $507 million. Meanwhile, the Dominican Republic, which was expected to surpass the $1 billion mark nearly three years ago, has since reportedly crossed that threshold.&nbsp;

Even today, a report by the British weekly magazine, The Spectator, says that the exports are still growing, making cigars the country’s fifth-largest export after gold, electrical products, textiles and medical equipment.&nbsp;

<h2>What is driving this rise?</h2>

While Cuba’s hand-rolled cigars, which include brands such as Cohiba, Montecristo and Partagas, are considered by many the best in the world, the Dominican Republic’s success has mostly been driven by a significant increase in the production of machine-made cigars.

According to the British media report, the Dominican Republic is now home to more than 50 factories in the country employing more than 120,000 people. However, the Caribbean nation also leads the ‘luxury’, hand-made cigars which once helped Cuba’s Santiago achieve the title of ‘cigar capital of the world’.&nbsp;

<h2>‘Cigar boom’ of 1990s&nbsp;</h2>

It is also worth noting that the Dominican Republic’s billion-dollar success did not take place overnight as the country has been slowly inching towards the title since the so-called ‘cigar boom’ of the early 1990s.&nbsp;

During this time, a series of events took place which drove the Caribbean nation to its world’s largest cigar producer title. An 18-year-old named Eduardo León Jimenes started the country’s oldest factory, La Aurora, which has recently become the biggest commercial organisation, in the Dominican Republic. La Aurora prides itself on its ‘perfecto’ cigars and only 100 are made per day.&nbsp;

While the factory has played a significant role, the Dominican Republic’s cigar-producing boom would have been less likely if it weren’t for the revolution in Cuba.&nbsp;

Notably, Cuba at the time was the world’s leading cigar exporter which led to the industry’s nationalisation. This reportedly prompted many top growers in the country to shift their operations to a less restrictive Dominican Republic.&nbsp;

Not to mention an American ban on all Cuban imports. Even today Cuban cigars still can’t be legally sold in the United States which is the world’s biggest market for cigar sales. In global comparison, most revenue in cigars is generated in the US, amounting to a whopping $22 billion, as of 2023, according to Statista.&nbsp;

The Dominican Republic’s lead over Cuba has also been driven by the decades of global shortage in cigars while Havana has suffered a combination of natural disasters and the loss of veteran rollers, who have either died or retired, according to the British media report.&nbsp;

But Lai said he will protect Taiwan's sovereignty, that only Taiwan's people can decide their future and that the Republic of China - Taiwan's formal name - and the People's Republic of China are "not subordinate to each other".

The incident occurred in Florida, on Thursday (August 10) when the police personnel were responding to multiple calls about a “reckless driver” who had allegedly fled a hit-and-run in the City of Bunnell, said the Flagler County Sheriff’s Office (FCSO), in a statement.&nbsp;

The suspect, later identified as 61-year-old George Clemons from Florida’s Crescent City, also continued to drive along the state road and reportedly ran off the road multiple times and nearly caused several additional crashes.&nbsp;

According to the sheriff’s department, the car eventually stopped on its own as bystanders stood by with the driver of the vehicle until police personnel arrived. Upon arrival, the FCSO deputies found the driver seated in his seat with the “car keys under his leg,” the statement added.&nbsp;

Deputies also saw narcotics, an empty Bud Light can and a mini “shooter” of alcohol in plain view inside the vehicle, said the FCSO. Clemons was arrested after he refused to conduct field sobriety exercises and was charged with DUI, said the deputies.&nbsp;

<h2>What happened to&nbsp;FCSO deputy?</h2>

According to the sheriff’s department, FCSO Deputy Nick Huzior began feeling “lightheaded, shaky and could not feel his arms or legs” while testing “a powdery white substance” in the vehicle despite wearing personal protective equipment.&nbsp;

Subsequently, Deputy First Class Kyle Gaddie administered one dose of Naxolone (Narcan) but after seeing no improvement in Deputy Huzior’s condition a second dose was given, said the police. Narcan, which consists of an active drug called naloxone, has become a life-saving medication used to treat an opioid overdose.&nbsp;

Clemons has been charged with DUI, fentanyl possession, cocaine possession, possession of less than 20 grams of marijuana, possession of a legend drug without a prescription, possession of suboxone and possession of drug paraphernalia, said the FCSO, in a statement.&nbsp;

The 61-year-old was also charged with leaving the scene of a crash with property or vehicle damage in connection with the hit-and-run, by the Bunnell Police Department.

Earlier this month, Archer told the House Oversight Committee that Hunter Biden had repeatedly put his father, who was vice president at the time, on calls during his business dealings. However, Archer also denied on multiple occasions that the incumbent president had been a part of the discussions.&nbsp;
