A Black double amputee who was confined to a wheelchair was shot dead by Los Angeles police as he attempted to flee on his stumps. After firing at least eight bullets at Anthony Lowe Jr., a 36-year-old father of two, two Huntington Park police officers were temporarily dismissed from duty on Monday (January 30). A man in a wheelchair allegedly stabbed someone, according to a police report. Officers claimed that when they got to the scene, they discovered Lowe holding a butcher knife.

Lowe, whose family claims he had mental health concerns, allegedly disregarded verbal orders from cops and "threatened to advance or throw the knife at the officers," according to Huntington Park police.

Bolsonaro seeks to extend his stay in US by six months amid riot probe

Bomb-carrying drones hit an Iranian defence factory in the central city of Isfahan overnight on Sunday (January 29), said the country’s officials who have since condemned the attack and called it “cowardly”. So far, no government or group has claimed responsibility for the attack. Meanwhile, media reports citing United States officials have indicated that they suspect Israel’s involvement in the incident.

What happened?

The Iranian government has claimed that the facility sustained “minor damages” and there were no casualties, however, the extent of the damage caused cannot be independently verified, while details remain scarce. The attack is said to have occurred around 11:30 pm, Saturday, as per authorities in Tehran. The footage of the incident released by the Iranian state media shows a flash in the sky and the arrival of emergency vehicles at the scene.

What has Iran said about the attack?

The Iranian defence ministry has claimed that they foiled an “unsuccessful attack” which took place late Saturday and involved three drones and there were no casualties. The ministry said, one of the drones was destroyed while the other two were caught using “defence traps and blew up”. It added, “It caused only minor damage to the roof of a workshop building”, as per a report by Iranian state TV.

The ministry also said that the attack was conducted using “micro Aerial Vehicles (MAVs)”. However, the state-run IRNA news agency later described the drones as “quadcopters equipped with bomblets,” which gets its name from the four rotors and are typically operated from short ranges by remote control.

Additionally, a report by Reuters citing a military official in the region said given the location of the strike as well as the size of the drone it is likely that it was staged from within Iranian borders. Subsequently, in a press conference, the country’s Foreign Minister Hossein Amir-Abdollahian with his Qatari counterpart, Mohammed bin Abdulrahman Al-Thani, who is visiting Tehran called the attack “cowardly” and aimed at creating “insecurity” in the country.

While the Iranian defence ministry has not commented on who might have carried out the attack, a report by the state-run media quoting comments by a lawmaker, Hossein Mirzaie, said there was a “strong speculation” Israel was behind it. The Isfahan’s factory is 350 km south of the capital Tehran while the ministry has described the site as a “workshop” without giving any details.

However, reports suggest that it comprises a large air base built for its fleet of US-made F-14 fighter jets and is also home to the country’s nuclear fuel research and production centre. During the aforementioned press conference when asked if the incident would affect the country’s nuclear programme, the foreign minister said, “Such moves can’t impact our nuclear scientists’ will and intentions to achieve peaceful nuclear energy,” as per Al Jazeera.

In a separate incident, on early Sunday, the IRNA reported that a fire broke out at a motor oil factory near the industrial zone in the northwestern city of Tabriz which the officials later said was caused by an oil leak and no further details were given.

What the US officials have allegedly said

Pentagon spokesperson Brigadier General Patrick Ryder said no US military forces played a role in the strikes in Iran and declined to comment further, reported Reuters. However, a US official speaking on the condition of anonymity to the news agency said it appears that Israel is involved. Additionally, first reported by the Wall Street Journal citing multiple anonymous sources from officials in Washington also reported that Tel Aviv might have been involved in Saturday’s attack.

Why does this matter?

If the reports are confirmed this will be the first attack carried out under Israeli Prime Minister Benjamin Netanyahu since he returned to office in December between the two long-time foes. Furthermore, Tehran has previously accused Israel of planning attacks using agents inside Iranian territory. Last year Iran claims that they arrested a sabotage team of Kurdish militants which had allegedly been working with Israel to blow up a “sensitive” defence industry centre in Isfahan.

In 2020, Iran also accused Israel of conducting a sophisticated attack which killed Tehran’s top nuclear scientist, Mohsen Fakhrizadeh. However, Saturday’s attack in Isfahan comes as the region is witnessing a rise in tensions over Iran's nuclear programme as well as its alleged supply of arms to Russia amid its conflict with Ukraine.

Kyiv has accused Iran of supplying hundreds of drones to Moscow which have reportedly been used to target Ukrainian cities but not on the frontlines, reported Reuters citing a senior aide to Ukrainian President Volodymyr Zelensky linked to the incident. “Explosive night in Iran…Did warn you,” said Mykhailo Podolyak on Twitter following the attack in Iran. ALSO READ | Iran government condemns drone attack on defence ammunition plant, calls it ‘cowardly’ The ministry also said that the attack was conducted using “micro Aerial Vehicles (MAVs)”. US officials suspect Israel’s involvement in drone attack on Iranian 'workshop': What we know so far

US Secretary of State Antony Blinken is wrapping up a two-day visit to Israel and the occupied West Bank on Tuesday with renewed appeals for Israeli-Palestinian calm amid an alarming spike in violence.

An unarmed Black man, named Tyre Nichols, was killed by police officers in Memphis after being severely beaten by them during a traffic check. Criminal charges were immediately brought against the five police officers involved after a careful examination of the evidence available.

Online records from the Shelby County Sheriff's Office reveal that the Black police officers Tadarrius Bean, Demetrius Haley, Desmond Mills, Jr., Emmitt Martin III, and Justin Smith were all in custody. The five former officers are each facing charges of second-degree murder, aggravated assault, aggravated kidnapping, official misconduct, and official oppression.

As long as there are killings at the hands of the police, this is often the most that Black citizens in the US can strive for. Records show that since 2020, police have consistently killed about three individuals each day nationwide.

Tyre Nichols' tragic confrontation with police captured on camera this month in Memphis, Tennessee, serves as a stark reminder that efforts to change policing have not been effective in putting a stop to an epidemic of violence.

The International Monetary Fund (IMF) released its World Economic Outlook update on Monday (January 30), in which they said global growth is set to be higher than expected this year. This has largely been attributed to strong consumption and increased investment. The forecasted growth for 2023 is 0.2 percentage points higher than predicted in its previous outlook released in October 2022.

What does the report say about the global outlook?

According to the report, global growth is projected to fall from an estimated 3.4 per cent in 2022 to 2.9 per cent in 2023, then rise to 3.1 per cent the year after. Furthermore, it predicts a decline in global inflation from 8.8 per cent in 2022 to 6.6 per cent in 2023 and 4.3 per cent in 2024 but it remains at least 3.5 per cent above the pre-pandemic level between 2017 and 2019. This has largely been attributed to the fact that “adverse risks” have been “moderated” since the last report in October.

The Washington-based lender has also noted how Russia’s war in Ukraine, as well as the central banks across different countries increasing their interest rates in a bid to combat inflation, continue to weigh on economic activity. However, China re-opening after the rapid spread of COVID-19 in the country, last year, has also paved the way for a “faster-than-expected recovery” and accelerating vaccination rates in the country would safeguard this recovery, said the IMF report. It added, “severe health outcomes in China could “hold back” this progress.

Another factor that could affect global growth is an escalation in the conflict between Russia and Ukraine and tighter global financing costs which could worsen debt distress, as per the report. While the news of adverse inflation could suddenly re-price financial markets and further “geopolitical fragmentation” could hamper economic progress.

The report also mentioned reasons like stronger-than-expected consumption and investment in the third quarter of 2022 as well as a robust labour market and strong consumer balance sheets for an overall rise in predicted growth. “The year ahead will still be challenging...but it could well represent a turning point with growth bottoming out and inflation declining,” said the IMF chief economist, Pierre-Olivier Gourinchas, while addressing a press conference, as per AFP.

ALSO WATCH | IMF warns of 'darkening' global economic playout

The IMF chief economist also said that the risk of the world facing a recession has been subdued and that central banks are making progress on controlling inflation.

India retains its ‘bright spot’ status

The global projections for India have remained unchanged since the last outlook report by the IMF which predicted a 6.8 per cent growth for this current fiscal year until March, said Gourinchas. He added, “we're expecting some slowdown to 6.1 per cent in fiscal year 2023. And that is largely driven by external factors”. The report also noted this aspect but said that India may continue with, “resilient domestic demand despite external headwinds.”

“I want to say, we had a positive view on India in our October forecast. That positive view is largely unchanged,” Gourinchas said in response to a question. In his blog, he also went on to say that India remains a bright spot and along with China it would account for half of the global growth this year.

China expected to witness a sharp rise in growth after reopening

After China dropped its zero-Covid policies following protests in December, the IMF in its recent report has predicted a sharply high global outlook which has been raised to 5.2 per cent from the previous 4.4 per cent. This comes after its growth rate last year was slashed to 3 per cent which was not only below the world average but also marked the first time it had been so low in the last four decades or so.

However, the expected rise in growth may be short-lived as it might fall back to 4.4 per cent, as per the report. The Washington-based fund agency has attributed this possible decline to “business dynamism and slow progress on structural reforms.” According to Gourinchas, while the reopening of China could put some pressure on commodity prices, the IMF largely views the ease in restrictions as to “benefit to the global economy”. He added that it will help ease production bottlenecks which have worsened inflation recently and by the creation of demand from Chinese households.

The US, UK and eurozone

In its recently updated outlook, the IMF also predicted that US GDP will grow by 1.4 per cent from one per cent, as mentioned in its previous report, which could be due to stronger-than-expected consumption and investment in the third quarter of 2022. Meanwhile, the eurozone, which is a group of 20 countries in the European Union that use euros as its primary currency, may also see some growth in their GDP which has increased from 0.5 per cent in last year’s report to 0.7 per cent in the updated version.

However, things are not looking good for the United Kingdom which was one of the only major advanced economies Group of Seven that the IMF predicted to be in recession in 2023 as well as a sharp downgrade in growth this year. According to the recent report, Britain might see a decline of 0.6 per cent in GDP as households continue to struggle with the cost of living crisis.

According to the IMF, the UK has particularly suffered after the rise in fuel prices following the Russian invasion of Ukraine due to its heavy reliance on gas for power generation. This also came as the country faced mass walkouts over wage disputes and working conditions from virtually every sector in the country, which led to a shortage of workers and further slowed down the economy.

Subsequently, in a bid to control inflation the Bank of England announced interest rate hikes. The IMF chief economist believes that this is because of all these factors which have “lead to a fairly sharp retrenchment of activity in 2023”. He added this comes after the UK was expected to account for one of the highest growth rates in 2022 among European countries at 4.1 per cent, as per Reuters.

Outlook for ASEAN countries

The group of ten member countries in Southeast Asia, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam, are set to witness downgrades to their 2023 growth outlooks. This has been attributed to the global economic slowdown which has outweighed the benefits and positive impact of China’s reopening after COVID-19.

This prompted the IMF to reduce Singapore’s GDP outlook for 2023 from 2.3 per cent in the previous forecast to 1.5 per cent in the updated one, said Gourinchas, as per Reuters. Additionally, the overall growth predictions for ASEAN-5 (group of five countries, Indonesia, Malaysia, the Philippines, Singapore, and Thailand), were reduced to 4.3 per cent from 4.5 per cent.
