A member needs to win two-thirds of the votes cast in order take the seat with 128 votes needed provided all countries vote.

India vows to 'overcome fault lines' as it takes charge at UNSC

India, on May 5 listed out its priorities as it is all set to be elected as a non-permanent seat for United Nations Security Council (UNSC) from January 2021. India stated that it will help "overcome faultline" in a world in which the "normal process of international governance" has come under "strain as frictions have occurred.''

India's 5 point agenda at UNSC: Vows to 'overcome fault lines'

Months after China raised Kashmir issue at the behest of Pakistan at the United Nations Security Council informally, Hong Kong issue was raked up by US and UK at the council informally much to the chagrin of Bejing.

US and UK raised Hong Kong issue at the top UN body after China passed a new security law which gives Beijing more control over the region. This was the first time Hong Kong was raked up at the council since the UN came to existence in 1945.

China had raised Kashmir on August 19, 2019, in a closed-door informal meet after New Delhi removed special status for the erstwhile state of Jammu and Kashmir and bifurcated it into two union territories of Jammu and Kashmir and Ladakh.

The Chinese mission in UN in a strongly worded statement said, "Hong Kong is a special administrative region of China and Hong Kong affairs are purely China's internal affairs and allow no external interference.''

Back then, India had also asked China and Pakistan not to raise internal matter Kashmir at the world body.

Hong Kong issue was raised by Washington and London under "Any other business" in a closed-door session. Discussing under "Any other business", it is not placed on the council's formal agenda, much like how the matter was raised by China under Security Council agenda item 'India Pakistan Question'.

Much like what New Delhi said back then, it was Bejing repeating the same sentences word by word. The Chinese mission to UN in a series of tweet said, "attempt of US and UK to discuss the Hong Kong issue in UNSC failed" since "no agreement, no open video conference meet, no formal discussions by members and no outcome" happened.

August 2019 saw Kashmir being raised in the same manner, informally, with no outcome, no agreement but Pakistan who had insisted for it had turned a blind eye to it and termed it as "diplomatic victory".

US Representative to the United Nations Ambassador Kelly Craft at the meet on Friday in which Hong Kong was raised said, "Are we going to allow the Chinese Communist Party to violate international law and force its will on the people of Hong Kong who look to us to preserve their way of life and their freedoms?"

Chargé d'affaires of UK's mission to UN Ambassador Jonathan Allen said, "This legislation risks curtailing the freedoms that China has undertaken to uphold as a matter of international law."

In 1997 when British handed over Hong Kong to China, the territory has been governed under “one country, two systems” and under 1984 joint British-China declaration high degree of autonomy will be given to Hong Kong for 50 years after the handover.

The Declaration has been registered with the UN. Though details of the new law passed by Bejing is not known, it can bypass the parliament of Hong Kong and thus erode the established “one country, two systems” principle.

Elections for 5 non-permanent seats of UNSC on June 17; India stands unopposed in Asia pacific seat

Doubts have emerged over the future of COVID resolution at United National Security council as US last week "broke silence procedure" on it and it is unclear how France and Tunisia who are the "penholders" intend to go forward with the draft.

"It will take a bit more time. if the US had not broken silence probably another of the P5 would have. COVID Still under discussion", told a diplomatic source from New York to WION.

“Breaking the silence” is standard diplomatic language and not just in UNSC to describe when a party or parties does not agree with the text or some parts of the text. If there is usually a deadline and when no-one breaks the silence before then, it means there is consensus.

UNSC member countries are hopeful that some solution will come out soon. Another source from New York told WION "Discussions on the COVID-19 resolution are ongoing".

Currently, a Franco-Tunisian resolution is on the table with both the countries being the penholder for the draft on COVID.

The US-China tiff on the COVID resolution continues especially in the context of WHO and the emergence of COVID crisis which was first reported in China in December of 2019.

"The problem is with the language in the text mentioning WHO that the US don’t agree on", a 3rd source told WION.

The former President of the United Nations Security Council has said "differences over the role of the World Health Organization" has "stalled" any outcomes over COVID resolution at the core UN body. Estonia, the country which will chair the United Nations Security Council (UNSC) for the month of May, has termed the body's inability to come out with COVID-19 resolution as a "shame."

At the virtual press conference by Permanent Representative of Estonia to the United Nations Ambassador Sven Jürgenson said, "it is really a shame we have not been able to fulfill our responsibility. There are stumbling blocks, the situation is blocked at the moment, but the talks are continuing, continuing at a high level. And I hope we come out of the gridlock."

Estonia has been pushing for COVID-19 meeting and a press statement since March but could not get support because few permanent members of UNSC, notably China had some issues regarding it. The matter finally came up on April 9 under the presidency of the Dominican Republic and now a Franco-Tunisian draft resolution is being discussed.

"It is shame that we have not able to take leadership. There are certain reasons, Estonia has been one of the most active in pushing, pushing very very strongly for more than a month to be there and for the security council to stand were it should stand", the envoy said.

Highlighting the difference, Sven Jürgenson said, "There is no political agreement especially among 2 members of the council and we are expecting to see development and everyone wants council to move forward".

The China-US tiff continues to block the move at UNSC and with Washington and Bejing publicly involved in a war of words, no one knows, when any consensus emerges.

Jürgenson explained, "Still no consensus...(due to) some security council member state...work continues and hope differences will be solved. I do feel as a member of the council UNSC should be active on the matter"

Asked about another initiative on COVID-19, he said, "it would be stuck exactly with the same problem"

New UNSC Prez says council's inability to come out with coronavirus resolution a 'shame'

The new president of the United Nations Security Council Estonia has called for more transparency and information on COVID crisis even as the country has sought cooperation among members of the core UN body. Speaking exclusively to WION's diplomatic correspondent Sidhant Sibal Estonia's envoy to India Katrin Kivi this kind of threats can't stop on the state border. Estonia had presented COVID draft in March but due to lack of consensus among permanent UNSC members, it was not adopted. The country has also invited India to join in open meetings during their presidency. On Kashmir, she said, UNSC should be seized of other mater and no one should bring the bilateral issue on the table of the body.

WION: Key focus areas for Estonia as the President of UNSC?

Ambassador Katrin Kivi: Thank you for inviting me, it a pleasure to share some insights about the Estonian Presidency at UNSC. We have a number of priorities, starting with the ongoing COVID-19 crisis. Estonia will push to address the issue because the ongoing pandemic can have a huge impact on global peace and security and many humanitarian issues.

We will also look at many cybersecurity-related issues because in recent times, cybercrime, cybersecurity incidents have significantly grown and we must contribute to making our society more resilient to that.

Furthermore, we will also address the issue of climate change and security because there as well a clear security link. Changes going on a global level, and they may one day have a very dramatic impact to our security.

Of course, there are many global conflicts and wars, like the conflict in Syria, conflict in Ukraine. Estonia pays attention, also, rule of law--both offline and online should be applicable.

As you all know we have to work now remotely, the same goes for UNSC, that remains working from home offices, at least for the month of May and the role of presidency remains that these meetings remain substantial, transparent and natural one, that looks like the normal meetings.

WION: UNSC has been found missing on COVID crisis..how hopeful you are that your presidency will see an action?Ambassador

Ambassador Katrin Kivi: Yes, Estonia was pushing since the month of March to put the COVID crisis on the Agenda of the UNSC. It took for a while because we could not get consensus immediately among some permanent members of the council but of 9th April, the issue was on the agenda and was discussed and we could make some press conclusions from that.

Of course, we will continue to address the issue because we need more information. We have to be transparent and continue cooperation because only this way we could solve the issue.

WION: More information, you talked about, the world has been asking for transparency on the COVID-19 crisis?

Ambassador Katrin Kivi: I think it is time for multilateral efforts also in the framework of WHO. It is not yet time to concentrate on who is guilty or who was not able to do this or that.

We need to cooperate because this kind of threat can't stop on the state border and we need, also all security council members on board while discussing and addressing the issue.

Once we have some solution, then it is time to make to take lessons learnt, conclusions on how to better react in the future. Only in that way we can assure an adequate and kind of reaction that makes a difference.

WION: Your FM spoke to EAM earlier this week, what was the focus of the talks?

Ambassador Katrin Kivi: My FM called his counterpart EAM Jaishankar on Monday, and they mainly had two issues to discuss, one was the upcoming chairmanship or presidency of Estonia at the security council and my FM invited EAM to take part in some of the council meetings in May.

Some of them are open to all member states, some of them are informal. For example on cyber stability, conflict prevention, and starting from May 8 we will mark 75th year of the end of World War-II.

This is also an occasion to address the security situation, security architecture in Europe or globally in order to avoid a similar kind of atrocities like we have been witnessing during the second world war.

The second was the digitalization. DIgital cooperation and our two countries are very advance and it is most natural that Estonia and India cooperate on cybersecurity, on e-governance and also we have MoUs with Indian computing emergency response team and Estonian information authorities.

Our respective companies and state actors are working together because of digitalisation offerers many answers to the current crisis, how to better and safely work from home.

It is time for working from home or home office, and security setting there maybe not best updated to the current challenges as to working normally from home. Estonian cybersecurity companies have made many mobile applications and digital platforms accessible free of charge as our contribution to the current crisis.

WION: Technology is something Estonia is master of, how much will that be the focus of your presidency?

Ambassador Katrin Kivi: In the UNSC and at the UN, there is a group of friends of cybersecurity and e-governance and Estonia and Singapore are co-chairs of these groups and we will raise the issue of how also other states could give the best digital solution available on the same platform to the rest of the world.

We will for sure address the issue in the month of May and we are very happy about the cooperation with India, especially since you are joining the UNSC as of next year and we will be working together--not only this year in May but we will continue our cooperation.

WION: Kashmir is something one country in the region is keen to talk about...under your presidency, will it be raked?

Ambassador Katrin Kivi: Our view about addressing the issue at the UNSC has not changed. We think it is a bilateral issue that should be resolved through direct contact and dialogue.

We would encourage both parties to further work on it. But UNSC should really be seized for a very, very serious global conflict like chemical weapons use in Syria or similar magnitude.

We encourage further India and Pakistan if necessary take direct contact and resolve it bilaterally and not raise the issue at UNSC.

Gravitas: UNSC fails to pin responsibility on China | Coronavirus

The biggest headline to emerge today is from the international monetary fund. The IMF chief has said that the coronavirus could trigger the worst fallout since the 1930s great depression.

This pandemic will soon turn the global economic growth 'sharply negative' and the crisis it'll trigger will carry on till next year. The IMF says it sees only partial recovery in 2021. The picture of the social and economic impact of this pandemic is getting bleaker.

170 countries will experience negative per capita income growth this year and the developing nations will be the hardest-hit. IMF says that investors have already removed 100 billion dollars in capital from such countries.

Even though they can only cover a portion of the costs on their own. This is where the I-m-f says it will step in. The chief of this body says they are ready to deploy 1 trillion dollars in lending capacity. It has doubled its emergency funding to 100 billion dollars to meet the requests of 90 countries. But it may not be enough. The solution they say is for creditors like china to temporarily stop collecting debt payments on their bilateral loans...

Will China agree? That remains to be seen.

We are hours away from a UNSC session on coronavirus crisis. We can only hope that they pass a resolution along these lines.

Coronavirus conspiracy theories are finding traction in Pakistan and the Imran Khan government is back at doing what it does best.

Raising the Kashmir issue at a global forum —- even during a pandemic. It seems — there is no cure for obsession either.

Here's what it's making the Imran khan government do. Last month, Pakistan's foreign minister — the know-it-all Shah Mehmood Qureshi wrote to the then UNSC chair China's Zhang Jun and the concern was not coronavirus but 'grave human rights situation' in Kashmir.

Pakistan wanted an urgent discussion by the security council on this alleged situation. It said that the developments in Kashmir posed a threat to international peace and security.

According to reports, the UNSC chair chose to take no notice of Islamabad's request. Beijing turned down Pakistan's request for urgent consideration of the made-up situation in Kashmir.

It was quite a turnaround but Pakistan is in no mood to give up. It's come up with something more bizarre. Pakistan issued a press release which states that Pakistan strongly condemns and rejects the latest Indian action aimed at illegally changing the demographic structure of Kashmir. It goes on to state that 'the Jammu and Kashmir reorganization order 2020 is another illegal step by India to settle non-Kashmiris by changing the domicile laws''.

Unlike Pakistan — India is under a 21-day lockdown. There are travel restrictions — forget re-settling. Also — the government is within the constitutional ambit to do so. Every Indian has the right to settle wherever he or she wants.

India is a free-for-all country. It'll remain one.

Coronavirus patients are still being resettled in Pakistan occupied Kashmir. Forget companies & business. The Pakistani army is forcibly moving positive cases from the Punjab province to Pakistan occupied Kashmir and Gilgit Baltistan.

Mirpur — a strategically located city is being turned into Pakistan's quarantine centre. There have been protests but to no avail.

Here's something else Pakistan doesn't want you to know.

The ongoing coronavirus crisis could lead to 18.5 million job losses in Pakistan. The Pakistani economy is expected to sustain a loss of nearly 32 billion US Dollars in the coming months. These estimates emerged during a meeting by Pakistan's ministry of planning and development. The losses have been estimated based on the impact of restrictions imposed on businesses and international trade.

Which by the way have been minimal. No sympathy for its stranded citizens. No contribution to the SAARC fund.No basis to its claims on kashmir. No restrictions amid the ongoing pandemic. And no preparedness for what lies ahead. The coronavirus cases have crossed 2400 in Pakistan. There have been 35 deaths. Globally — there's a need to break the chain of transmission.

In Pakistan, there's a need to break the chain recklessness.
